THE CITY COUNCIL OF IOWA CITY IS
CONSIDERING APPOINTMENTS TO THE
FOLLOWING BOARD:
BOARD OFAPPEALS
Two vacancies - Five-Year Terms
January 1, 1998- December 31, 2002
One Home Builders' Association Representative
One Licensed Plumber
It is the duty of members of the Board of
Appeals to hold appeal hearings on matters
concerning the Uniform Building Code, Uniform
Plumbing Code, National Electric Code, Uniform
Mechanical Code, Uniform Fire Code, the
Dangerous Building Code, and the Iowa City
Housing Code. Members must be qualified by
experience and training to pass upon matters
pertaining to building construction.
Iowa City appointed members of boards and
commissions must be eligible electors of the City
of Iowa City. The Board meets the first Monday
of each month at 4:30 p.m. or at the call of the
Building Official.
These appointment will be made at the
November 11, 1997, meeting of the City Council
at 7:00 p.m. in the Council Chambers. The City
of Iowa City encourages diversity in the
appointment of citizens to boards and
commissions. Persons interested in being
considered for these positions should contact the
City Clerk at the Civic Center, 410 E.
Washington Street. Application forms are
available from the Clerk's Office upon request.

BOARD OF LIBRARY TRUSTEES
One vacancies - Unexpired Term
November 11, 1997- July 1, 2003
The Board of Library Trustees is a semi-
autonomous body of nine persons empowered
by State Law to plan, direct, and control all
affairs of the Public Library. This includes
determining long-range goals of Library service,
adopting written policies to govern operation of
the Library, and employing a competent staff to
help plan and implement the Board's service
goals.
Iowa City appointed members of boards
and commissions must be eligible electors of
the City of Iowa City. The Library Board meets
the fourth Thursday of each month at 5:00 p.m.
These appointment will be made at the
November 11, 1997, meeting of the City
Council at 7:00 p.m. The City of Iowa City
encourages diversity in the appointment of
citizens to boards and commissions. Persons
interested in being considered for this position

HUMAN RIGHTS COMMISSION
Three vacancies - Three-Year Terms
January 1, 1998 - January 1,2001
The duties of the members of the Human
Rights Commission are to receive and
determine the merits of human rights
complaints alleging unfair or discriminatory
practices in the area of employment, credit,
public accommodation, education, and
housing. The Commission shall provide
conciliation and the enforcement necessary to
further the anti-discriminatory goals of the
Human Rights Ordinance and to protect
citizens from unfounded charges of
discriminatory practices.
The Iowa City Human Rights Commission
has an obligation to investigate and study the
existence, character, cause, and extent of
discrimination in Iowa City in order to eliminate
discrimination by education, conciliation,
and/or enforcement. It is also the duty of the
Human Rights Commission to draft revisions
to the Human Rights Ordinance if necessary to
eliminate prejudice, intolerance, bigotry, and
discrimination.
Iowa City-appointed members of boards
and commissions must be eligible electors of

Commission meets once a month at 7:00 p.m.

WHAT IS YOUR PRESENT KNOWLEDGE OF THIS ADVISORY BOARD? Having served the Commission
since January, 1995, I am well aware of the duties and responsibilities of the members of
the Human Rights Commission.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE REASON FOR
APPLYING)? I am applying for re-appointment to this commission becmuse I do not f~] ~ha~ ~y
work is cqmplete. I feel a responsibility to Heather to assist her in any way I can with the
backlog of cases which continues to exist along with all her other duties. Public relations
and visability within the community is the number one way in which Commission members
~ ~st Heather but this in turn creates more awareness of the Commission and the purpose of
Heather's office and creates an ever increasing case load for her office and staff. Heather
is a jewel and she deserves our support and assistance - that of Commission members and also
City Council members.
I am currently a member of the Citizen's Police Academy class and one of my reasons
for wanting to participate in the academy is my involvement ~tth the Human Rights
Commission. At this time in our community, I feel it is especially important to
have as much information and knowledge as possible of current police policies,
procedures and training. I am immensely impressed by the caliber and expertise
of the officers (Iowa City, Coralville & Johnson County) who have met with us
during'our weekly classes. More average citizens and also school age youngsters
should be encouraged to make application to the Academy.
If City Council. members have not taken advantage of this opportunity to learn more
about police training in the Iowa City area, I would ask, why not?
I am not a political animal and refuse to lobby council members to be appointed or
reappointed to the Human Rights Commission. However, I would welcome calls from
council members with specific questions to ask me. I can be reached at 338-5331.

I do hope that you will consider my application for a position on the Human Rights
Commission. I am interested in sharing my skills with the City of Iowa City. I am a
certified mediator, and have mediated disputes and taught conflict resolution workshops for
the last five years. In addition to conflict resolution workshops, I have conducted anti-
racism, anti-homophobia and size discrimination presentations in Iowa City and Des
Moines.
I am an adjunct assistant professor in Women's Studies, and have been an active member
of Women Against Racism, the University of Iowa Lesbian, Gay and Bisexual Faculty and
Staff Association, and Agudas Achim Synagogue.
At this time, I serve on the Board of the Iowa City Consultation of Religious Communities
and the River City Housing Collective Advisory Board, and the Iowa City Martin Luther
King Human Rights Celebration Committee.
I am personable, open-minded, a good speaker and educator, and a clear and articulate

This application reflects a long-standing interest in human rights work. I have always been
interested in human rights issues world-wide, and am curtearly a participating member of
Amnesty International, USA. I would like, however, to do something more concrete at the
local level, as well.
I have been a resident of Iowa City for about 15 years, having received an MFA and
Doctorate in music from the University of Iowa. I am currently employed at the
university's Broadcasting Service as a radio producer, and also work as a pianist, both
free-lance and through visiting artsist contracts at the university (Music, Theatre and
Speech Pathology). My musical work is primarily as accompanist, and I have also served
as editor for a number of international students' papers and doctoral theses.
I have attended the Iowa City Friends' (Quaker) Meeting for about 8 years. Throughout
this time, I have been part of their Peace and Social Concerns Committee, acting as
convenor (a rotating position) for one year. Our most recent project was a typical one: we
invited a woman from Colombia to give a talk about the School of the Americas and the
current political situation in her country, and helped circulate a petition requesting that our
government permanently close the School. I have also been the Friends' representative to
the Iowa City Ecumenical Peace Council (when it was existant) and am currently the
Friends' representative on the Emergency Housing Project board, where I have served on
the fund-raising committee for two years. Finally, I have also been active in the Friends'
volunteer work helping a Bosnian refugee family to resettle in the area.
Other activity in the community includes some involvement with the Friends of
International Students, acting as host person and English language partner for Taiwanese
students. And, for several years, I have been a friend and companion to a seriously
mentally ill woman who currently lives at Chatham Oaks.
While I do not believe it is entirely possible for someone to identify completely with
another whose disability or status they do not share, I do believe that one can develop
insights through one's own experiences and self-education. I have been in a state of
par6_'al disablement for several years, at times barely noticeable, at other times quite severe,
causing some financial difficulties and loss or work. Although my condition is completely
recoverable (and should be soon), I have perhaps become much more aware of the myriad
frustrations and inconveniences that can accompany the day-to-day lives of those who must
make extraordinary accomodations in order to lead otherwise ordinary lives.
In my work as editor, I gained insights into the kinds of problems that can arise due to
misunderstanding and fear of an unfamiliar culture. Most misudnerstandings were merely
that, requiring a simple explanation to dear up questions. I did confront two eases of
serious ethics viohtions, one involving an untrue charge of plagiarism that nearly co~st a
woman her degree, the other an out-and-out case of blatant sexual harassment. Both "~
situations involved Aston students who had no idea where to turn, were afraid of ..agllion.,t~
and were unaware that the university provided channels to remedy their concems..4. fi'bot~
cases, once they knew where to seek help, the problems were successfully resolvixL.' c~
From my "unoffical" experience, I have come to believe that a major part of hurna~
work needs to be educational. Certainly, people who are victims of harassment ~ ::
discrimination need to know how to find help. There are, unfortunately, instanc~ whet~
enforcement is the only workable solution. However, I believe that many problems are
caused by people who simply don't know better and would be more than willing to adapt to
fairer practices if they only knew how to go about it, or be~er understood the nature of a
particular problem (this seems most often the case with the physically and men_m_lly
disabled: I have never encountered problems when I needed to ask for help for myself, or
for my mentally ill friend). There are also those who won't bother to go out of their way
but who do want to "play by the rules;" here, instituting fairer practices can lead to their
routine acceptance. I also have learned the absolute importance of getting to the bottom of a
situation, getting all the facts and trying to keep an open mind.
My background and work in human rights activities'has been, obviously, unofficial (unless
you count an accompanist, s necessary development of diplomatic skills and the ability to
work, literally and figuratively, in harmony with others!); however, I am convinced that
because in these activities I related to people on an equal basis or as a friend, I have been
able to gain some insights not otherwise afforded to someone in a more authoritative
position.
I admire Iowa City's human rights ordinance. I believe one of its purposes, which reflects
one of my own strongly held beliefs, is to help overcome barriers and ensure that every
resident be able to work, interact together and participate in the life of the community to the
fullest extent possible.

PRESENT KNOWLEDGE OF IOWA CITY HUMAN RIGHTS COMMISSION:
Having attended both the Oct '97 meeting of the ,-'ommissic, n
and the commission's 14th Annual Human Rights Awards Banquet,
I've had the honc, r and privilege of meeting many of those
involved with its inner workings. I believe the commissic, n
reflects as wide a crc, ss-section ,:,f our ,,ommunity as is
currently achievable. Additionally, it is abundantly clear
this commission is serious in its intent to pro, mote and
protect human rights for all of Iowa City, as evidenced by
the emphasis I've seen placed on c,-,mmunity edu,:ation and
through c, utstanding recognition efforts of thc, se who continue
to champion the just cause of human rights despite tremendous
obstacles and opposition. Finally, I've read through the
city ordinance ("Title 2, Human Rights") governing the
commission. I find nothing in it incompatible with my own
viewpoint or conscience.
REASONS FOE'. APPLYING/CONTRIBUTIONS TO MAKE:
My experience, educatinn and training clearly demonstrate
that while there is no shortage of laws, rules, regulations,
ordinances and policies in place - both throughout the
private sector and at virtually every level of government -
to amel iorate the effects of, and hopeful ly el iminate,
il Iegal d iscr iminat ion against protected c lasses of our
citizenry, such discrimination continues to occur - with
virtual impunity in some places in our society - on an all-
too frequent basis.
My hope is to combine what experience and education I do
possess with a tenacious desire for a community to live in
of which I can be justifiably proud, and serve with the rest
of the Human Rights Commissioners to help enforce existing
law, provide educational opportunities throughout our city,
and assist in making whatever improvements are possible in
human rights f,-,r ,-,ur cc, mmunity.
I believe my widely varying relevant life experiences may
n,z,t be available to the commission in ,z, ther qualified appli-
,--ants. I'm confident my appointment will enhance the attain-

The duties of the members of the Parks
and Recreation Commission are to
recommend and review policies, rules,
regulations, ordinances, and budgets relating
to parks, playgrounds, recreation centers, and
cultural functions of the City and make such
reports to the City Council as the Commission
deems in the public interest; to exercise broad
responsibility for the development of parks,
recreation centers, playgrounds, and cultural
facilities to serve the City--including the
creation and appointment of advisory groups
to make studies.
Iowa City-appointed members of boards

Recreation Commission meets the second
Wednesday of each month at 5:00 p.m.

It is the duty of members of the Riverfront
and Natural Areas Commission to investigate,
study, review and analyze the needs and the
meeting of needs for all natural waterways,
woodlands, and wetlands within Iowa City, and
including any legally designated fringe area
around the limits of the City, and shall
investigate and determine what rules and
regulations are needed and what policy should
be established relating to such natural areas,
and shall study, investigate and make
recommendations relating to the preservation or
· restoration of such natural areas and to the
creation of trails and other recreational or
aesthetic features within such areas.

THE CITY COUNCIL OF IOWA CITY IS
CONSIDERING APPOINTMENTS TO THE
FOLLOWING COMMISSION:
SENIOR CENTER COMMISSION
Two vacancies - Three-Year Terms
January 1, 1998 - December 31, 2000
The duties of members of the Senior
Center Commission are to:
1. Serve in an advisory role to the City Council
with regard to needs of the Senior Center.
2. Make recommendations with regard to
policies and programs at the Senior Center.
3. Join staff and other interested persons in
seeking adequate financial resources for
operation of the Senior Center.
4. Encourage full participation by senior
citizens in the programs of the Senior
Center.
5. Ensure that the Senior Center is effectively
integrated into the community and
cooperates with organizations with common
goals in meeting the needs of senior
citizens.
6. Serves in an advocacy role with regard to
the needs of senior citizens in Iowa City.
Iowa City-appointed members of boards
and commissions must be eligible electors of
the City of Iowa City. The Senior Center
Commission meets the third Wednesday of
each month at 3:00 p.m.
These appointments will be made at the
November 11, 1997, meeting of the City
Council at 7:00 p.m. The City of Iowa City
encourages diversity in the appointment of
citizens to boards and commissions. Persons

adults, working with consultants and researchers tamillar wit)~ the needs ot this auQlence.
While at ISU Extension, I have delivered numerous privac~ workshops at senior centers,
congregate meal sites, and bank clubs in the 5 counties in which I serve; I have organized
and delivered 7 Women's Financial Information Programs reaching 220 women, using materials
developed by AARP. All of these experiences included a variety~ of community partnerships.
I_.n_.add~tion, I was a member of a strategic planning committee for a national consumer
organization for 3 years.
WHAT IS YOUR PRESENT KNOWLEDGE OF THIS ADVISORY BOARD?
Very little, except that the Commission is representative of a wide age range, and I have
worked with three of the individuals on educational projects in the past.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE REASON FOR
APPLYING)? I feel that my hands-on experiences in educating older adults about financial
and privacy issues, as well as my experiences with community partnerships and collaborations,
would contribute to the planning and delivery of exemplary programs and services by the
Senior Center. I am particularly interested in making 'sure the Senior Center maintains a
_c' )r vision and plan of how to position itself to serve the specific needs of aging Baby
Boomers as they progress through the lifecycle.

THE CITY COUNCIL OF IOWA CITY IS
CONSIDERING AN APPOINTMENT TO THE
FOLLOWING BOARD:
BOARD OF ADJUSTMENT
One vacancy - Five-Year Term
January 1, 1998 - January 1, 2003
Duties: In appropriate cases and subject to
appropriate conditions and safeguards, the
Board may make special exceptions to the terms
of the Zoning Chapter in harmony with the
general purpose and intent of the ordinance and
in accordance with general or specific rules
contained therein. The Board may grant
variances to the Zoning Chapter only in the case
of "unnecessary hardship." The hardship must
be substantial, serious, real, and of compelling
force, as distinguished from reasons of
convenience, maximization of profit or caprice.
The Board may also hear and decide appeals
where it is alleged there is an error in any order,
requirement, decision, or determination made 'by
a City official in the enforcement of the Zoning
Chapter.
Iowa City appointed members of boards and
commissions must be eligible electors of the City
of Iowa City. The Board meets the second
Wednesday of each month at 4:30 p.m.
This appointment will be made at the
November 11, 1997, meeting of the City Council
at 7:00 p.m. in the Council Chambers. The City
of Iowa City encourages diversity in the
appointment of citizens to boards and

Duties of the Design Review Committee
include recommending for City Council
approval aspects of urban design components
of urban renewal projects located in areas
designated by City Ordinance. The City
Council may also request advice and
recommendations from the Design Review
Committee on projects located outside of such
designated urban renewal areas such as those
projects receiving property tax exemption
under the Near Southside Commercial Urban
Revitalization Plan and the Near Southside
Residential Urban Revitalization Plan.
