On December 20, 1997, I will bc moving to Davenport, IA. Since I will no longer be residing within Iowa City, I will be, unfortunatcly, ineligible to continuc my sexyice as a Human Rights Commissioner for the city. Sincerely, NOTICE THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENTS TO THE FOLLOWING COMMITTEE: PUBLIC ART ADVISORY COMMITTEE One vacancy - One-Year Term Two vacancies - Two-Year Terms One Vacancy - Three-Year Term (Two community representatives and two art professionals) Appointments Begin January 1, 1998 Duties of the Public Art Advisory Committee include developing by-laws and procedures for the Iowa City Public Art Program; administering the Public Art Program by determining the placement of public art, the type of art to be used in a specific project, and the artist to be engaged; overseeing the acceptance of gifts of art; overseeing the maintenance and disposition of public art; and overseeing expenditures of the Public Art Program budget. Iowa City appointed members of boards and commissions must be eligible electors of the City of Iowa City. The Public Art Advisory Committee is a new committee that will establish a regular meeting schedule at its first meeting on January 22, 1998. These appointments will be made at the December 9, 1997, meeting of the City Council at 7:00 p.m. The City of Iowa City encourages diversity in the appointment of citizens to boards and commissions. Persons interested in being considered for these positions should contact the City Clerk at the Civic Center, 410 E. Washington Street. Chaired League of Women Voters Urban Renewal and Comprehensive Planning committees from 1963-66 and supported urban renewal for the downtown from its inception. Board member, Iowa Arts Festival, from its inception through 1996. Knowledge of the Public Art Advisory Committee This is a new City committee. However, most other cities across the country which have similar programs utlize such a citizen group. I am familiar with several of them and have copies of their bylaws or procedures. Initially, since this is new, most of the Committee's operating policies and procedures will have to be thought out, drafted and submitted to the Council for approval. This is a crucial step if the program is to be successful. Also, acquisition of public art will have to be integrated into and coordinated with activities of several other city units, including Planning, Finance, Public Works, Parks and Recreation, Design Review and possibly the Riverfront Commission. Under general policy review by the (~ Council, this committee should carry the burden for the City of deciding, placing and acquiring art funded in each year's capital improvements program. It should also be responsible for decisions on maintenance, relocation or removal of all art owned by the City, for promotion of public and tourism awareness of City-owned art, and for encouraging private gifts to augment the public art fund SPECIFIC ATTENTION SHOULD BE DIRECTED TO A POSSIBLE CONFLICT OF INTEREST.
