It is with great regret that I must resign from the Iowa City Human Rights Commission. On
December 20, 1997, I will bc moving to Davenport, IA. Since I will no longer be residing within
Iowa City, I will be, unfortunatcly, ineligible to continuc my sexyice as a Human Rights
Commissioner for the city. To/~cilitate the search for a rcplaccmenL my resignation is effective
immediately.
I have greatly appreciated the opportunity to serve the City of Iowa City in this capacity, and
thank you and your colleagues for your support of the commission's activities. I would also like
to commend the excellent work and tirelcs$ efforts of both Hcathcr Shank and Catherine Carolan.

Appointments Begin January 1, 1998
Duties of the Public Art Advisory
Committee include developing by-laws and
procedures for the Iowa City Public Art
Program; administering the Public Art Program
by determining the placement of public art, the
type of art to be used in a specific project, and
the artist to be engaged; overseeing the
acceptance of gifts of art; overseeing the
maintenance and disposition of public art; and
overseeing expenditures of the Public Art
Program budget.
Iowa City appointed members of boards
and commissions must be eligible electors of
the City of Iowa City. The Public Art Advisory
Committee is a new committee that will
establish a regular meeting schedule at its first
meeting on January 22, 1998.
These appointments will be made at the
December 9, 1997, meeting of the City Council
at 7:00 p.m. The City of Iowa City encourages
diversity in the appointment of citizens to
boards and commissions. Persons interested
in being considered for these positions should
contact the City Clerk at the Civic Center, 410
E. Washington Street. Application forms are
available from the Clerk's office upon request.

not an arts professional, I am eager to follow through with this program to

organizational and writing skills which will come in handy as policies and
piuc~dui~b ~i~ d~v~lup~d. As d 40-yea[ iowa city resident, a 26-year oownto~
worker, an early supporter of downtown urban renewal, and a current resident

visible way to express Iowa City's unique character to its many visitors. I

Docent/tour guide, University of Iowa Art Museum (1996 to date)
Coordinated Library exhibits and displays and annual Local Art Competition
for the lending Art-to-Go progam during 26 year career at the Iowa City
Public Library.
Chaired League of Women Voters Urban Renewal and Comprehensive Planning
committees from 1963-66 and supported urban renewal for the downtown from
its inception.
Board member, Iowa Arts Festival, from its inception through 1996.
Knowledge of the Public Art Advisory Committee
This is a new City committee. However, most other cities across the
country which have similar programs utlize such a citizen group. I am
familiar with several of them and have copies of their bylaws or procedures.
Initially, since this is new, most of the Committee's operating policies
and procedures will have to be thought out, drafted and submitted to the
Council for approval. This is a crucial step if the program is to be
successful. Also, acquisition of public art will have to be integrated
into and coordinated with activities of several other city units, including
Planning, Finance, Public Works, Parks and Recreation, Design Review and
possibly the Riverfront Commission. Under general policy review by the (~
Council, this committee should carry the burden for the City of deciding,
placing and acquiring art funded in each year's capital improvements
program. It should also be responsible for decisions on maintenance,
relocation or removal of all art owned by the City, for promotion of
public and tourism awareness of City-owned art, and for encouraging private
gifts to augment the public art fund

At the moment, I know very little about the committee, and knowinR that, I am askin~ for a
two-year term so that I can have ample time to learn more about the Public Art ProRram and
its goals.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE REASON FOR
APPLYING)? I applied for this committee because I thought it would be a very unique way for
me to become involved in community issues. I also applied, though, because I feel very strongly
that students SHOULD become part of this community, in any way possible, and this seemed like a
committee where I could expand my own knowledge as well as be a voice about Iowa Cit¥'s public
~ ~es. I would love noting more than to help create new ways in which to build the image of
Iowa City and to truly accentuate the already existing cultural diversity in the area.

Turned Foundation's negative revenue balance of nearly $100,000 to a positive net
balance of $50,000 in first year of employment with significant increases in revenue each
year thereafter.
Recommended re-evaluation of endowment fund management. Guided Finance
Committee through the selection of a new portfolio advisor which resulted in increased
return on investments.
· Created innovative, new special events: the most spectacular being the Renaissance Ball
which brought together many segments of the ten surrounding communities.
· Initiated, coordinated and obtained funds for the relocation of Cuyahoga County's Child
Immunization Program to Parma Hospital's Health Education Center.
· On behalf of the foundation, won the Ohio Hospital Association's 1995 Health
Advancement Award for community service.
· Revolutionized office record-keeping with the implementation of FundMaster.

THE CITY COUNCIL OF IOWA CITY IS
CONSIDERING AN APPOINTMENT TO THE
FOLLOWING BOARD:
BOARD OF ADJUSTMENT
One vacancy - Five-Year Term
January 1, 1998 - January 1, 2003
Duties: In appropriate cases and subject to
appropriate conditions and safeguards, the
Board may make special exceptions to the terms
of the Zoning Chapter in harmony with the
general purpose and intent of the ordinance and
in accordance with general or specific rules
contained therein. The Board may grant
variances to the Zoning Chapter only in the case
of "unnecessary hardship." The hardship must
be substantial, serious, real, and of compelling
force, as distinguished from reasons of
convenience, maximization of profit or caprice.
The Board may also hear and decide appeals
where it is alleged there is an error in any order,
requirement, decision, or determination made by
a City official in the enforcement of the Zoning
Chapter.
Iowa City appointed members of boards and
commissions must be eligible electors of the City
of Iowa City. The Board meets the second
Wednesday of each month at 4:30 p.m.
This appointment will be made at the
