The proposed ordinance increases water user fees by 30% for billings on or after March 1, 1996 to finance necessary improvements. Included in the ordinance are some additional recommendations for changes in fees. Below you will find the current code fees and proposed changes to fees by section in the ordinance. All minimum fees based on the meter size have been increased by 30%. For example, a user with a 5/8" meter currently is charged a fee of $6.57 per month; and the proposed new rate is $8.54 per month. The monthly user charge for water use in excess of 201 cubic feet is increased by 30%. The current fee for usage from 201 to 3000 cu. ft. per month is $1.54/100 cu. ft. and the new proposed rate is $2.00/100 cu. ft. For usage over 3,000 cu. ft., the current fee is $1.10/100 cu. ft. and the new proposed fee is $1.43/100 cu. ft. The fee for temporary water use - this is water used during construction for the first 90 days from the date of the connection to the service line for new service, or a maximum of 90 days for reconstruction. The single, two-family, and multi-family residence per- month fee will be increased from $10.00 to $15.00. The fee for commercial structures, per month, will be increased from $20.00 to $25.00. e.) f.) Changes the language for a deposit fee to be the same in all sections. There were several recommended changes in the fees and charges for various consumer services. Please callif you have any questions. sct12-18 dy ORDINANCE NO. 96-3707 AN ORDINANCE AMENDING TITLE 3, CHAP- TER 4, ENTITLED "SCHEDULE OF FEES, RATES, CHARGES, BONDS, FINES AND PEN- ALTIES," BY REVISING LANDFILL USE FEES. WHEREAS, the State of Iowa changed the state fee per ton from $4.25 to $3.75 and this fee is included as part of the Landfill Use charge; and WHEREAS, the City desires to incorporate the State fee reduction into the Landfill Use fee. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF IOWA CITY, IOWA, THAT: SECTION I. AMENDMENTS. 1. Title 3, Chapter 4, entitled "Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties," Section 3-4-5, entitled "Solid Waste Disposal," of the City Code is hereby amended by repealing fees listed for "Land- fill Use Fees" and substituting in lieu thereof the following: Landfill Use Fees, 14-3H-lOG Solid waste from Iowa City premises subject to a property tax and City-owned property Total Landfill fee per ton $48.50 (includes state fee per ton) All other solid waste Total Landfill fee per ton $53.50 {includes state fee per ton) Minimum fee in lieu of tonnage fees 15% of total per ton fee SECTION 11. REPEALER. All ordinances and parts of ordinances in conflict with the provi- sions of this Ordinance are hereby repealed. SECTION II1. SEVERABILITY. If any section, provision or part of the Ordinance shall be adJudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconsti- tutional. SECTION IV. EFFECTIVE DATE. V4ATE.R 5F_..gVIC E PIP City of Iowa City MEMORANDUM Date: January 11, 1996 To: City Council and City Manager From: Re: Chuck Schmadeke, Public Works Director Donald Yucuis, Finance Director ~-- Recommended Ordinances Changes to Title 14, Unified Development Code, Chapter 3 entitled "City Utilities" of the City Code Attached you will find the proposed ordinance changes to Title 14, Unified Development Code, Chapter 3 entitled "City Utilities" of the City Code. Below is a summary of what the changes are by section. a) Section 14-3A-7, Discontinuance and Restoration of Service, a. Notice: 1. The last sentence of that section has been deleted because it's repetitive. b) Section 14-3C-3, Connection to Distribution Main, subsection 5. Shutoff Required: Additional language is added clarifying that meters, shutoff valves and stop boxes should be accessible to the City. Additional language was added regarding existing building/accounts when they are modified to provide two or more water meters but is only served by one service line and one outside stop box. The account owner shall provide a common meter utility room with outside access. The language also stipulates what happens if the account holder does not provide access. c) Section 14-3C-3, Connection to Distribution Main, subsection d. Abandoned Service Lines: Additional language was added which sets a timeframe that abandoned service lines must be closed off. Further states that if the property owner does not close-off the abandoned service line, then the City shall complete the work and bill the property owner, d) Section 14-3C-4, Water Meters, subsection a. Metered Water Required: 1 .c. Staff is recommending that we change the meter program from a refundable fee to just a straight charge without a refund. Additional language was added regarding the City's right to access to test water meters and that the City has the right to turn off the water if the City is not allowed access. e) Section 14-3C-4, Water Meters, subsection e. Inspections Permitted: Additional language was added allowing the City access to inspect water meters on or within the property when the City determines that the water mater is not operating properly and further states that the City can turn the water off if access is not allowed.
