Washington Street, Iowa City, IA 52240; 319-356-5252 ORDINANCE NO. 98-3827 AN ORDINANCE AMENDING TITLE 9, ENTITLED "MOTOR VEHICLES AND TRAFFIC," CHAPTER 3 ENTITLED "RULES OF THE ROAD," BY AMENDING SECTION 12 THEREIN TO MODIFY LANE USE CONTROL AND PAVEMENT MARKINGS ON MELROSE AVENUE FROM UNIVERSITY HEIGHTS TO BYINGTON ROAD. WHEREAS, Melrose Avenue was reconstructed to a three-lane bridge/three-lane road design from University Heights to S. Grand Avenue and a two-lane road design from S. Grand Avenue to Byington Road including wide shoulders to accommodate bicycles and buses; and WHEREAS, in Ordinance No. 97-3807 these lane designations and appropriate pavement markings were incorporated into a City ordinance; and WHEREAS, it has been resolved that a westbound right turn lane on Melrose Avenue, east of Hawkins Drive, is necessary to accommodate existing traffic volume. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF IOWA CITY, IOWA: SECTION I. AMENDMENT. Title 9, entitled "Motor Vehicles and Traffic, Chapter 3, entitled "Rules of the Road," Section 12, is hereby amended to read as follows: "Melrose Avenue from University Heights to S. Grand Avenue shall consist of two (2) 11' travel lanes, one (1) 11' center left turn lane, and one (1) 7' shoulder on each side of the traveled way, including pavement markings identifying such lane usage, except east of the intersection with Hawkins Drive where one (1) right turn lane for westbound traffic will be included, and Melrose Avenue from S. Grand Avenue to Byington Road shall consist of two (2) 11' travel lanes and one (1) 5' shoulder on each side of the traveled way, including pavement markings identifying such lane usage." Ordinance No. 98-3827 Page 2 SECTION II. REPEALER. All ordinances and parts of ordinances in conflict with the provisions of this Ordinance are hereby repealed. SECTION III. SEVERABILITY. If any section, provision or part of the Ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional. SECTION IV. EFFECTIVE DATE. This Ordi- nance shall be in effect after its final passage, approval and publication, as provided by law. Washington St. Iowa City, Iowa 52240 Dear Mayor Lehman: Your letter of February 24 was discussed at the March I0 University Heights Council Meeting. Plans to add a right turn lane to Melrose Avenue east of the Hawkins Drive intersection raises no special thoughts or concerns. University Heights is receptive to the idea of coordinating the traffic signals with Iowa City. Thank you for including University Heights in discussions pertaining to the traffic situation on Melrose Avenue. It is my hope to maintain cooperative and amicable relations between our two cities.
