1. Article Xll, Section 9b, second sentence to read as follows:
Not more than five (5) days each may be taken by any three (3) employees and
not more than ten (10) days each may be taken by any two (2) employees
under this section.
2. Article XVIII, Section 2, Safety Shoes to be moved to Article XVI as a new Section 6.
3. Article XVI, new Section 7 to read as follows:
The employer will provide up to 975.00 during the 96-97 fiscal year and up to
9100.00 during [each of] the 97-98 [and the 98-99] fiscal year[s] for the
purchase of prescription safety glasses, as needed, for those employees who
are required to regularly wear safety glasses. The employer may specify the
source and type of safety glasses for which reimbursement will be made.
Replacement of safety glasses shall be subject to approval by the supervisor.
Article XXI, Section 1, second sentence to read as follows:
The pay plan in effect on June 28, 1996, shall be adjusted upward by three and
one-quarter percent (3.25%) effective June 29, 1996. The resulting plan shall
be further adjusted upward by three percent (3%) effective June 28, 1997.
The resulting plan shall be further adjusted upward by two percent (2%) on
June 27, 1998, and the resulting plan further adjusted upward by two percent
{2%) effective December 26, 1998.
5. Article XXI, Section 5, to be amended by adding a new fifth step as follows:
25 years $1,000.00
7. Article XXIV, Duration, to reflect a contract in effect from July 1, 1996, to June 30,

8. Delete Appendix F of the current collective bargaining agreement.
9. Article Xl, Section 2a, to be amended by inserting a new third sentence as follows:
Requirement of such doctor's statement will not be used merely for the purpose
of harassment of any employee.
10. Proposals submitted by the Union in its final offer of January 11, 1996, second page
(attached are also a part of this tentative agreement.

MANAGEMENT PROPOSALS AGREED TO BY THE UNION
#4 Art.7, Sec.4C
Special program employees include those funded by work study, and similar
programs. Such employees shall be considered as temporary employees. However,
special program employees will receive benefits only for which the City is reimbursed
and which are either agreed upon ....

Charge the time missed to accrued holiday, vacation, compensatory time or
personal leave.

Witness Fees. An employee shall be granted leave with pay when required to
be absent from work for the purpose of testifying in court in response to legal
summons when the employee is neither plaintiff nor defendant in the action and when
such court appearance arises from the performance of his/her duties, obligations, or
activities as a City employee, and the City shall receive the witness fees up to the
amount of compensation paid to the employee by the City for days testified.

An employee who takes leave pusuant to this section shall return to work as
soon as she is medically able retaining all.~ights~by the federal Family Medical Leave

The City and the Union agree they will not act to discriminate because of race,
creed, color, sex, age, national origin, gender identity, disability, religion, marital
status, sexual orientation or political affiliation unless the reason for the discrimination
is job related or otherwise allowed by law.
TENTATIVE AGREENIENT
between
Iowa City Association of Professional Firefighters, Local 610
and
City of Iowa City
The parties hereby agree to the following:
A two and eight-tenths percent (2.8%) across-the-board wage increase to be effective
at the beginning of the 1996-97 contract year.
2. Amendments to language in the collective bargaining agreement as follows:
ARTICLE VI
OVERTIME
a. Amend Section 3 by adding a final sentence as follows:
This section shall not apply to employees who are o/ready at their place of
assignment for the purpose of reporting for regular or other previously assigned
duty and who are utilized to supplement, rather than replace, on-duty
personnel.
ARTICLE IX
SICK LEAVE
b. Amend Section 6, paragraph a. as follows:
Permanent employees in the bargaining unit may draw from a apply to
the Sick Leave Bank if they have exhausted their own sick leave
accumulation and are seriously ill. Hours of sick leave shall be contribut-
ed to the bank by bargaining unit members who have reached the
maximum accumulation of sick leave (2160 hours or 90 shifts) at the
rate of 5.54 hours per pay period. The City does not formally maintain
a bank balance; however, the City acknowledges that sufficient hours
exist in the Bank to cover all requests. Contributing to the Bank does not
guarantee an automatic loan from the Sick Leave Bank.
ARTICLE XVil
PERSONNEL TRANSACTIONS
c. Amend Section 3 as follows:
Section 3. Upon request, the City shall remove documents relating to
minor disciplinary offenses from the employee's file once per year on or about
July 1. Past infractions will only be removed if an employee goes twelve

consecutive months without any disciplinary action whatsoever noted in his/her
record.
3. The parties further agree:
The Chief will make every effort to avoid making routine assignments on
holidays designated in Article VIII, Section 1 of the collective bargaining
agreement, excluding the personal leave day. This will be reflected in
amendments to be made by the Chief to Iowa City Fire Department General
Policy 057.
This arrangement will be in effect from July 1, 1996, to June 30, 1997, on a
trial basis. The parties further agree to discuss renewing this arrangement
during negotiations for the 1997-98 collective bargaining agreement.
The parties acknowledge that a. and b. above have been agreed to in exchange
for the Union's acceptance of a wage increase four-tenths of one percent
{0.4%) less than it would have otherwise agreed to.
All other terms and conditions of the collective bargaining agreement will remain unchanged.
