Re: Iowa River Corridor Trail--Burlington to Benton segment
The Riverfront and Natural Areas Commission was greatly disappointed to learn that the
City Council is considering dropping from this year's construction plans the proposed
construction of the Iowa River Corridor Trail between Burlington and Benton Streets. We
know that this has been a difficult stretch to complete for several reasons, but believe it is
an integral piece of the Trail since it provides the only reasonable access along the Iowa
River from the University campus on the southern portion of the Trail running to Napolean
Park. We understand that it has been difficult to acquire property along the River on the
west side between Myrtle and Benton Street. However, we believe it is urgent to move
forward with this segment, consistent with the Iowa River Corridor Study Update, which
calls for completion of this segment by the end of 1998.
We unanimously support the request of the Parks & Recreation Commission to use their
Parkland Acquisition funds to help acquire the necessary property. We also understand
that the University will share the cost of construction of the Trail on University property
from Burlington Street south to the Muffler Shop. They are awaiting implementation of the
trail so that they can complete other projects in the area. If these sources of support are
available, then all means should be pursued to achieve the goal of completing the Trail.
On behalf of the Riverfront & Natural Areas Commission, I strongly urge you to reconsider
this matter and decide to prioritize this project and implement construction of this segment
as quickly as possible.

Dear City Council Members:
I have a proposal which may solve the problems and controversy surrounding the First
Avenue extension proposal yet accomplish the same goals. As I understand it, one of the
main objectives of the First Avenue proposal is to facilitate travel between the northwest
and southeast sides of Iowa City making it easier and quicker to reach all parts of the city.
My proposal is to extend Scott Boulevard to Interstate 80 creating a new exit a on the
interstate for Scott Boulevard. Presently, there is a gravel road which extends from
Rochester almost to 1-80. Of course, Scott Boulevard south of Rochester is a two lane
road which handles a great deal of traffic presently. I am assuming that it would be less
expensive to pave and widen the northern portion of Scott Boulevard from Rochester to
1-80 which already exists, than it is to create an entire new road. Furthermore, this would
alleviate any problems suggested in Hickory Hill park. Since the gravel portion of Scott
Boulevard already exists and is surrounded by farmland, only a relatively small amount of
land would have to be acquired affecting probably one or two farmers, rather than the First
Avenue extension proposal affecting many residents' traffic through their neighborhoods
and near the park.
My family lives in Coralville, and I could see the Scott Boulevard extension reducing the
travel time to businesses on the eastern side of Iowa City for people who live in Coralville,
as well as benefiting the residents of the west side of Iowa City. More specifically to our
family, It would cut down on the travel time to Regina where my children attend school
including many trips to various school activities.

Dear Ms. Clancy:
Thank you for your letter of March 23, 1998. It has been our understanding that the U.S.
Department of Transportation would not allow an additional interchange to the interstate
highway system between Dodge Street and Hoover Highway because of their requirements on
the spacing of interchanges. We have no jurisdiction over the interstate highway system; in fact
we have been told that any modifications to the interstate system such as adding a new
interchange would require Congressional approval. However, there is a process which can be
undertaken to make such a request. It involves decision making which would begin at the City
Council level, progress to the Johnson County Council of Governments, then on to the Iowa
Department of Transportation, and finally to the Federal Highway Administration. After all of
those steps, it would then be considered for action by Congress.
There is also the question of the expense of a new interchange. I have heard various cost
estimates suggested, but I think it would be at least in the $10 million to $20 million range. You
may be aware that we are currently conducting a comprehensive planning study of northeast
Iowa City. If the idea of a new interchange comes out of this process, we will pursue the
necessary action to have it considered further.

It has just recently been brought to my attention that schematic plans for
the development of Galway Hills immediately adjacent to our high school
property line does not include an easement for student walking access to
our high school. Mary Reiman, one of our high school parents and a
resident of Galway Hills informed me of this situation. The purpose of
this letter is to communicate my strong desire that at least one if not
two easements be planned along our property line to help facilitate
students walking to and from our high school building.
While the rational for this request seems obvious, I believe our situation
with our east property owners illustrates the problems created when
easements are not provided in strategic locations. As the Council is
aware, for a number of years we have had discussions on students
accessing our building from the east without having to incur an
unreasonable walking distance created by the lack of easements. Mary
informed me that someone had communicated to her the school district
was unwilling to let students access our property line by not modifying
the farm fence that is located in this area. Qbviously, we would modify
any fencing along our west property line in order to help facilitate foot
traffic using such sidewalk access.

additional information I can provide as you consider this matter.

The Emergency Housing Project (EHP) did not receive the full amount requested for
needed shelter repairs and upgrading. However,. the HCDC-recommended $25,945 will
allow EHP to install an effective and efficient air conditioningsystem, construct safe,
strong stairs leading to our basement, and replace our deteriorating basement floor
covering. This allocation will go a long way toward making the shelter a safer, more
healthful place for homeless people to rebuild their lives.
HCDC members should be commended for their contributions of time, energy, and
expertise toward making Iowa City a better community for~ all of her citizens..

Dear Members of the Council,
Public Access Television, Inc. currently contracts with the City of Iowa City to provide
access services and manage the access facilities, equipment and channel. In order to
continue to fulfill the requirements of our contract, PATV must have a center from
which to operate. In November of 1997, PATV was officially notified that an ICN
classroom would utilize its current space; PATV would have to find a new location.
For several years PATV has been involved in discussions regarding a joint
telecommunications facility with the Government Information Channel. Faced with a
July I st deadline to vacate current library space, PATV must make decisions regarding
facility location, hopefully by mid-April. Sharing a facility with GIC 4 would allow for a
cost-effective utilization of resources, increased access visibility and the opportunity for
PATV to build equity in the event of a future move to another facility.
A decision on Council's part regarding the relocation of GIC 4 would greatly facilitate
PATV's planning process. Although it has not been necessary in the past to allocate a
portion of our operating expenses to pay for the use of space in the library, PATV will
commit an annual amount of $25,000.00 to pay for accommodations in a joint facility
with GIC 4. Our organization is looking to Council to support this community-
oriented, cost-effective endeavor.

As representatives to the Neighborhood Council, we gathered tl~ ~
evening to discuss the proposed restructuring of the Office of .~=~;i' ~z)
Neighborhood Services, as described in the memorandum, "Ev~¥uatict~-
Office of Neighborhood Services". In this preliminary discussion, we
identified a number serious problems with the proposed changes and a
number of alternative solutions.
We feel more time is needed to discuss these proposed changes. It is
unrealistic to expect a thoughtful response from neighborhoods given a
few days notice. We ask you to postpone any decision on this matter until
you have given us an opportunity to respond.
We strongly endorse the comments made by Barbara Buss in her April 3rd
letter to Council and hope the points she makes can be the basis of a
dialogue between the City Council and the Neighborhood Council
concerning this important issue.

Dear Ernie,
I am writing in response to the letters I received yesterday, April 2, from
the Offices of Neighborhood Services and Planning and Community
Development, and the City Manager outlining the proposed restructuring of the
Neighborhood Services Office. As my mail was not delivered until after 3:00, I
was unable to respond by the 4:00 deadline as requested. I trust you will,
nevertheless, give the following your attention. I shall refer to this collection of
letters as a single letter, coming as it does from the City.
I would like to address what are deemed to be the short comings of the
present arrangement, and the proposed replacement for it.
I am persuaded by evidence cited in this letter and by my own observations
that neighborhood associations do not function as efficiently as would be ideal. I
know too, that they do not exist in many neighborhoods and that most are fragile
entities where they do exist. They do, however, exist, and it is my position that
they fill a uniquely important role in the governing of Iowa City. They alone
among all other City agencies are advocacy units for its citizens.
Apathy for these neighborhood associations is given as a reason for
restructuring the Neighborhood Services Office as it now exists. I would argue,
that, unfortunately, apathy is the rule rather than the exception when it comes to
participatory government in our country. We don't abolish school boards just
because voter turn out for their elections is suggestive of a lack of interest.
Congress carries on despite our failure to "write to our congressmen/women",
despite our failure to vote. I don't accept the argument that the Neighborhood
Council should be held to a higher standard of participation than other democratic
agencies.
In this letter it was also stated that "Neighborhood issues that might be
approached as part of proactive neighborhood planning process [sic] continue to
be addressed on a reactionary level as individual controversies occur." The
proactive attempts on the part of the Weber-Harlocke and Miller Orchard
Neighborhoods to establish trails and park land joining the two neighborhoods
have thus far achieved no success. These same two neighborhoods may be
expected to object to the widening of Benton Street. This will no doubt be
deemed "reactionary" but it is difficult to see how these neighborhoods might
have acted proactively in this matter. I suppose that we could have designed a
traffic pattern which forced the development West of Mormon Trek onto
Highway 1 rather than onto Benton Street, but that does seem a bit beyond what
one should expect from even the most proactive of neighborhood associations.
The letter points out that "information critical to an area was not
disseminated by the neighborhood contact person", that "internal operations of the
neighborhood associations have been unstructured" and "lack ...bylaws or
operational guidelines." Where these conditions exist, I would agree that they
should be corrected. But this would suggest that efforts be made by the City to
provide guidelines for the structuring of neighborhood associations so as to assure
efficient and equitable functioning.
To the extent that the neighborhood services now offered are costing the
city more than we can afford, I would be in favor of exploring ways of
minimizing these costs. Before one scraps the operation as it now exists, I would
like to see whether or not there are volunteers from those of us who support the
idea of neighborhood associations who might help in defraying some of the costs
to the city. For example, I believe in the importance of the neighborhood
newsletters for those neighborhoods that are willing to write and edit them. Some
neighborhoods would be hard pressed to print them at their own expense, but
that's not to say that they couldn't hand deliver them thereby saving the cost of
mailing.
The letter emphasizes the inadequacy of the neighborhood newsletters to
disseminate information throughout the community. It seems reasonable that
there should be another medium for this purpose. I would be interested to know
whether it would be possible to use the daily papers which serve Iowa City to
publicize the agendas of the City Council and its various boards. We all know
where to find the obituaries and the television schedule, surely we can learn to
find information from the city, especially if it is located in one place on regular
days. We get our leaf information with our utility bill, and that seems quite
adequate notification. Perhaps this means could be expanded for all Service
Delivery Systems.
As to the new proposal, I have no objections to the City Council's creating
a District Neighborhood Council as a "board or commission of the City of Iowa
City with representatives applying to and appointed by the City Council." I do,
however, hold that creating such a board/commission as a replacement for the
present Neighborhood Services Office does not address the problems raised with
respect to the neighborhood associations. Most importantly, such a board may be
a very efficient organ of communication from the City to the community, but
there is nothing in the proposal which convinces me that it will facilitate
communication from the community to the City.
Secondly, I do not believe it follows that the inactivity within a
neighborhood will necessarily be replaced by activity within a district. On the
contrary, I believe that by enlarging the geographical areas for public discussion,
one dilutes the environment which fosters citizen participation.
Thirdly, the City Counsel appointed boards and commissions are expected
to consider the welfare of the City as a whole. Their role as advocates is limited
in that it must necessarily be more general. And even if each District
representative were permitted advocacy of his/her own district, one look at the
map of the nine districts will inform all but the most naive observer that there is
unlikely to be anything approaching a consensus on most of the issues affecting
the neighborhoods within that district.
To conclude, I do not see much of a logical connection between the
demonstrated flaws of the present Neighborhood Services Office with its
affiliated neighborhood associations and the proposal for replacing it with a
district structure.
As I see it, the City Council is being asked to take a position for or against
neighborhood advocacy. If you choose to support the agents of advocacy, the
Neighborhood Council and the Neighborhood Associations, I would urge you to
support the measures necessary to make these agents more efficient and more
representative. If you choose to support the proposal outlined in the letters from
Marcia Klingaman, Karen Franklin and Stephen Atkins, I believe that you are
closing one side of a two way street.

Dear Council Members,
I am writing to voice my concern about the Iowa City Airport. I do not believe
that additional jet service, either for maintenance nor transportation purposes, is desirable.
Nor do I believe the airport should be enlarged. The environmental impact, especially air
and noise pollution, of the proposed changes has not been evaluated.
It is difficult to understand why we need an airport in Iowa City for commercial
reasons or for economic growth. The Eastern Iowa Airport in Cedar Rapids is 20 to 40
minutes away for most businesses in the Iowa City area. Since there would be travel
involved whether it was to an airport in Iowa City or in Cedar Rapids, Iowa City
businesses would save 10 to 20 minutes, at most, if their air travel was from Iowa City
instead of from Cedar Rapids.
If revenue from the proposed airport business and associated businesses and jobs
are considered as reasons for supporting the changes, I wonder how much more revenue
would be generated by closing the airport and using the land for an industrial park or other
business center. It seems to me that the latter would generate the most revenue and jobs.
