Ordinance to permit temporary real estate sales centers in
residential zones. In response to one request council made
last week we did send a letter to the Homebuilders asking how
they or if they cared about the one change that was made and
we did not hear back from them. The letter was sent.
ITE~ 90° 5c. Consider an ordinance amending the Conditional
Zoning Agreement for the D&L Subdivision, located southeast of the
intersection of Highway 1 and Sunset Street, to eliminate the
requirement to provide access to property to the south. (REZ96-
0002) (First consideration)

activities within areas containing previously altered slopes.

approving a Sensitive Areas Development Plan and changing the use
regulations from PRM, Planned High Density Multi-Family Residential
Zone, to PRM-0SA, Planned High Density Multi-family Residential -
Sensitive Areas Overlay Zone for a 0.32 acre property located at
517 S. Linn Street. (REZ96-0001) (Second consideration)
Davidson/ Second consideration of Kevin Kidwell's Zoning Ordinance
amendment from PRM to PRM-OSA.
Norton/ The only question I have here... staff had recommended
deferral of this pending several things and I didn't know
whether those had ever been cleared up. There were three
items.

that he has to work out with staff. It has nothing to do with
our vote. If he can't work it out and get a building
permit ....

ITF&! NO. 5f. Consider a resolution approving a preliminary plat
for Newport Ridge Subdivision, a 12-1ot, 25.5 acre residential
subdivision located on Newport Road, ¼ mile east of its
intersection with Prairie du Chien Road.
Davidson/ Item f. is one you have not seen. It is a consideration
of a resolution approving a preliminary plat for Newport
Bridge Subdivision, 12 lot, 25.5 acre subdivision out on
Newport Road. This plan is in compliance with the existing
Fringe Area Agreement which calls for agriculture or
residential development in this area. We received the grading
plan for this this afternoon and the applicant was told that
if Public Works has time to review it before tomorrow that
there was a chance that you would consider it tomorrow night.

Burlington and Gilbert Intersection Reconstruction 96-32 S2
Davidson/ Items 6 & 7 are on your agenda tomorrow night. P.h. and
then considering a resolution approving the plans,
specifications .... reconstruction of the intersection of
Burlington Street and Gilbert Street. This is a project that
we have had in the works for sometime. I think the reason we
have it on your agenda for discussion tonight is that you will
see from the information in your council packet that staff,
because council approved the Near Southside Design Plan in
December, we have taken it on ourselves to prepare basically
an alternate to the bid specification for design elements
related to the Near Southside Design Plan. You have some
information summarizing the significance of those elements.
You also have a memo from Karin in your packet sort of
detailing the rationale... The elements consists of brick
accent elements in the are between the sidewalk and the curb,
brick crosswalks... and conduit placed in the sidewalk ....
Those are essentially the three elements that are in there.
These things are consistent in the design that has been used
in the city plaza area d.t. There is also some consistency
with the areas around the city's parking ramps ..... We will
have the options to put some plantings in .... IDOT has given
us approval within the area between the property line and two
feet in to do some plantings if we decide. The Design Review
Committee has included a memo in your information
endorsing .... Laura is here... The other thing that probably
you will want to consider is that staff is working with some
private property owners further up the street: Jim Clark...
and Frieda .... to try and get some of these same types of
design elements incorporated into their projects... Both of
those people have been looking forward to working with us on
those. I think clearly your decision about this will set the
tone for this corridor and our ability with those private
entities .... We will try to make sure it is consistent up and
down the street .... Jeff McClure is here from Engineering
division .... plans ....
Thornberry/ I have two quick questions. One is how well will the
bricks hold up under the stringent truck traffic...?
Davidson/ Jeff has put a lot of work into essentially explaining to
IDOT what it is we are going to do and if fact, it will stand
up to the pounding of an arterial street state highway which
is what Burlington Street is and Jeff has been able to do that
successfully. The IDOT has indicated that they will approve
that.

Davidson/ They are clear with it right now .... on Clinton Street...
we have had fairly good success with the brick crosswalks. We
are proposing to use a design with that brick that I think
will be more favorable .... We will have something that will be
better on Burlington Street .... Jeff has been successfully and
is comfortable with what is proposed for that ....
Thornberry/ The second question is regarding between the street and
the sidewalk, you are proposing brick? Is this laid brick with
mortar between the bricks or is this sand between the bricks?
Davidson/ No, this brick, Dean, will be placed on a concrete base.

Nov/ I had concerns about the crosswalks on Washington Street where
the buses have gouged a little curve into the brick. Rick said
they are going to do something different from what we had on
Washington Street .....
Davidson/ Jeff showed me an article...where they have even more
severe weather than we do... they have done a number of d.t.
streets... It has been very successful for them.
Norton/ I thought those little humps might be called traffic
calming measures.

Norton/ So they are going to be functional, not just gaudy ....
Davidson/ There was a letter we received today with some concern
about the accessibility of pedestrians in this area and we
feel like what we have proposed, if anything, will hopefully
enhance the area for pedestrians .... We have the same traffic
light system for people to cross. The crosswalks will be more
clearly delineated .... wider sidewalks.. drainage will be
improved... more vertical separation between sidewalk and the
street .... overall it will be an improvement for pedestrians.

area with the brick that functions as a sidewalk even if it is
not designated as a sidewalk.
Nov/ So the total is how dense?

a five foot sidewalk on the eastside ..... (refers to diagram).
We are go from an existing five foot sidewalk to a six foot
sidewalk. Burlington Street will have six foot sidewalks down
both sides .... Gilbert on this eastside will also have a six
foot sidewalk and Gilbert on westside will also have a six
foot walk. Currently these are four foot walks (refers to
map) .....

McClure/ Parkway between the curb and the sidewalk? There is going
to be 3 1/2 feet on the west side .... about 5 feet on this

McClure/ A visual delineation between the sidewalk and the street.
It could be grass .... brick pavement .... It is going to be
brick pavers.
Davidson/ Copy of the Near Southside Plan... page 18 is kind of a
concept of Burlington Street ..... idea of what we are trying
to do on Burlington Street ..... IDOT made us move the lights
further back .... Brick treatment .... This kind of design, Dee,
is used already in front of the parking ramps.
McClure/ Right now there is 4 1/2 or 5 feet... tough for grass to
grow .... Anywhere where we had 5 feet or less .... we wanted to
put something solid in .... brick pavers... Along this side
(refers to diagram) we have got about 7 feet and we may be
able to put plantings there... trees if DOT says okay .....
Norton/ I had in mind a cyclone fence there ....

Vanderhoef/ I am real concerned because we have had a drop off area
there .... real active space. This is a meeting place .... Not
sure we are taking acre of the entrance to our public
building.
McClure/ There really is no parking or stopping allowed on Gilbert
Street .... Anybody can get into the Rec Center off of
Burlington Street .... parking lot and are safe to drop people
on. Same complaint of a shop owner .... saying that they drop
patients off there. We can't design for people doing illegal
things .... They have parking in back of their office building.
The Rec Center has parking off of Burlington Street .... I
don't like that squeeze there (refers to diagram) ..... There
really shouldn't be any drop off.

Footlighters or something like that has ..... curb there is
wide enough to do that right now ..... Entrance through the

Street... designated for that purpose?

Kubby/ There is a kind of a handicapped parking and loading zone
right there...

the front door... If there was some loading and some thought
about this.
Trueblood/ I have to be careful what I say. It would be nice
admittedly if we had a nice little pull off right in front of
the door which we have never had .... Even the width of it
right now wouldn't allow for us to do that legally .... It
won't interfere with the pedestrian traffic .... Just a matter
of education bringing them around to that craftroom door and
that sort of thing to do their loading and unloading.

Davidson/ A couple other things... expense. One of the reasons that
our cost estimates is a little higher... we are going to be
keeping the intersection open during construction and that
makes it a lot more expensive .... Jeff indicated to
me...opportunity to, if the alternate bid is something that
you want to go with, deduct some off of the base bid for
expense that will be saved... because we are doing to
alternate bid. Can't put a number on that at this time...
Kubby/ I know at one point there as a lot of discussion about the
area in front of the businesses on the west side of Gilbert
Street .... change .... trees... I know DR talked about this.
Besides the brick pavers in the parkway, what else can we do
to try to soften or compliment how urban and car-ish in front
of those stores it is.
Laura Hawks/ I guess we did talk about that at one point in time...
I think Jeff had pointed out there might be a possibility of
incorporating some planters with the concrete steps

The DOT... clear zone requirement .... going to need more than
5 feet of space and we just don't have ....
Kubby/ No planters. Not even a bike rack? ....

trees are right now?

are not really happy with these types of plants that are in

there right now as part of this project .... As part of the
project we are going to tear all of these plantings out along
here... seed it and mulch it and they have got a whole
planting plan made up that they are going to implement after
we are out of there.

Rubright/ We have had about four plans but then the street keeps
changing... on hold until we saw what was left... replace the
foundation plantings... concerned about how you are going to
screen off the swimming pool ..... concrete patio .... Had no
idea what to propose because we didn't know... elevations...

Kubby/ How much space .... between sidewalk and where the hill
starts to go down?
McClure/ About four feet. (Refers to diagram)... new retaining
wall .... There is proposed right now to have a railing put on
that .... Possibility to put a railing on that wall so people
don't go over .... I know the Rec Center does have some ideas
about screening the sun deck area.

Kubby/ Is it designed...what pattern the bricks will be?
McClure/ ¥eah... I spent some time on this. (Refers to drawing).
This is basically an overall picture of what the intersection
would look like... crosswalk areas... herring bone pattern
with a straight brick border ..... That pattern was chosen...
herring bone pattern and traffic is crossing it at 45, it
distributes the pressure out along the bricks... aggregate
interlock. It distributes the load a lot better.

paving underneath it .... reinforced concrete, 3/4 inch asphalt
mixture and then they lay the bricks on top of that... all
compacted and rolled over and then they sweep sand into the
joints... (refers to drawing)... back of curb ....
Kubby/ Will the parkway also be herring bone?
McClure/ Yeah, I put it in a herring bone but I put it at a less
expensive orientation ....

we will have the herring bone with the border .... six feet...
Then we will have the brick in the curb ramp area also ....

Davidson/ The four elements which include the brick plus the
lighting... about $100,000 .....
Vanderhoef/ For the Southside Plan, we are talking about three or
four of these kind of intersections?

Norton/ You mean on Burlington .... work on Clinton Street.
Davidson/ Clinton would have some features ..... I think it is
reasonable to say you are setting some kind of precedent for
Burlington Street.
Vanderhoef/ Dollars .... when we are talking about three of
these ....
Thornberry/ When we give IDOT this proposal, do they participate?
McClure/ They will participate in letting us do it. That is as far
as it goes. We are fully responsible for the cost of this and
the cost for maintaining it .... We are receiving USTEP funds
for this project .... Urban-

and USTEP is primarily for improving the safety of their state
highways.
Davidson/ This intersection is the 12th highest accident
intersection right now in the community ..... capacity
improvements with the left lanes will improve that.
Lehman/ Jeff, this Southside .... possibility of blvd. on Burlington
Street... I question ....
Davidson/ Actually we discussed that with the DOT and they are not
opposed to the concept of it.
Lehman/ If we do that...
Davidson/ Because this being the east terminus of this .... left
turn storage lane... you are not making a decision on the
blvd. by approving or not approving this. You can still go
either way on that further up the street.
Lehman/ The blvd. would not extend down to this?
Davidson/ No.

Davidson/ There might possibly be a two foot brick decoration that
ran along the left turn lane ..... The blvd. proper would be
further to the west ....
Norton/ Are the curb ramps brick?
Davidson/ They will be .... the redesign is in compliance with ADA.
McClure/... we do have some red curb ramps around town ..... We will
be putting in red .... brick on curb ramps. If you choose not
to go with these Near Southside designs, we will put in what
we put in on these other curb ramps around town which is plain
concrete...red dye...

Lehman/ What is the advantage to brick as opposed to colored
concrete?
McClure/ Cost, esthetics.
Davidson/ The brick is largely for decoration.
Lehman/ ..... What is the relative life expectancy of the brick?
McClure/ That is really tough. I have done a lot of research on the
bricks ..... Manufacturer guarantees me that these are going to
last forever. I can't say that the bricks are going to be as
great as paving the whole thing in concrete. You are not going
to get that same performance. But we have chosen is going to
be as best as we can get using brick pavers.
Thornberry/ The snow plows won't chew them up or anything?
McClure/ I can't say that either. The bricks that we have chosen
have beveled edges .....

McClure/ One thing else I wanted to add. We put together the plans
and specifications, not knowing how you would react to the
Near Southside Design elements and how the DOT ...would react.
So the way that the plans and specs are put together is we
have our base bid and that includes everything to get his
intersection done the way we originally planned a year ago ....
Then we have added four alternate bids and they are the
conduit by itself; the brick crosswalks by itself; the brick
parkways by themselves. And then the brick crosswalks and the
brick parkways together .... 26th of March.. several decisions
that you can make .... It is going to be a long comment ..... If
you say yes, you want to do this for sure, that would help us
out a lot ....

Davidson/ Jeff can point it out on the plans. It is basically what
IDOT has allowed us to have it.
McClure/ (Refers to diagram)... DOT said that we can put plants,

questions tonight about the proposed agreement with the
University of Iowa or the project itself. I can tell you that
it is a project that we have talked about for a number of
years. It has actually been on the books for quite sometime...
In view of the fact of what is happening with Napoleon Park
and therefore the Girl's Softball Program for FY96, to help
them out. I can also tell you it was ranked a high priority by
P/R Commission when they ranked the project ranking #4 overall
out of a dozen projects or so.
Lehman/ ...Long term.
Thornberry/ I have a question to the Legal Department regarding
cost of these lights. Does the Legal Department think you have
got a free range to put in whatever you want and the
University will pay for it?
Trueblood/ No, not exactly.
Thornberry/ I read the contract-
Trueblood/ As a matter of fact... we jointly have already selected
the lights and poles that will go in .... We were all in on
that process and... they were putting in fewer foot candles
than what the manufacturer had originally recommended because
we said we don't need that much. We are not building a
professional softball complex here. So we reduced that to the
tune of about $30,000 ....
Kubby/ High efficiency?
Trueblood/ They are much more energy efficient than incandescent
lights are. These are 15 watt... much more expensive to
purchase. Much more energy efficient. They last a lot longer.
Lehman/ ...You have an agreement with the University that is
renewable at our option?
Trueblood/ That is right .... unless we default in some fashion in
the agreement. The agreement is really pretty simple and
straight forward and there is almost no way that we can
default.

compared to what we had in the rate increase budget for the
next 10-11 years and the difference between what we had in the
budget at 7% and what we are proposing .... market right now
for 25 year bonds should save approximately $217,000 a year

potential of having 2% decrease in the rates.

What we will do is probably six months from now is come back

time we will have our FY96 actual. We will know where we ended
up the year. We will know if we need to carry over any of that
money to the new FY97... better handle on what we think the
rates will be next March. We will also have two more bids come
in in the next three months. The Napoleon Park Lift Station
and the North Plant Improvement... $6 million... it will also
have an impact on bonds that we issue next year.

Yucuis/ On the wastewater one, I am looking more at the annual
savings .... I am looking at the total wastewater budget down
the road. $217,000 a year will give us more flexibility in
looking at rates annually. To have that little buffer of extra
money available compared to what we were projecting before. 25
year I think just on the life of the pipes, 20-25 year, city
government or local government, you probably double that, so
it is a 50 life or a 100 year life on most of your
infrastructure like that. The longer term .... would be a
better savings for all the users.

the Oakdale extension and they have been calls from the
county, calls from the city who are already concerned (can't
hear). They are concerned about federal moneys that go into
building that road which there is a very tiny amount of land
that we would ever be annexed by Iowa City in the Fringe
Agreement.°. So I have been on the phone a bit. I don't know
how this council feels but I am of a mind that I think this is
not a good project you can put out (can't hear) from the Iowa
City side. Where that road is tentatively scheduled and I know
they don't have a route and they have not studied it. However,
if you have ever walked out there or looked at that area, it
is all way low grade. It floods much of (can't hear). The
property, a large chuck of that property and definitely that
is in the county (can't hear) is owned by one property owner
and there would not be development, shall we say, on the south
side (can't hear) might come through. The people are talking
about the safety issue of where that would come out. It has to
do with the fields and the ice, the vision. They are talking-
signalization at some point in time and I think going back to
the things that were my original concerns long before I ever
read the P/Z minutes was that this is the road that really is
paralleling another major federal highway that we are going to
be putting federal funds into this at four lanes to 1-80 and
I can't agree with it. This is not something that I would
choose (can't hear).
Norton/ If it comes up tomorrow at JCCOG, are we going to-

the Coralville area and there would be ways that it could be
done as a loop east of First Avenue and come back to First

people north of 1-80 (can't hear)?
Vanderhoef/ It can loop all of the way.
Norton/ I mean if it doesn't ever come on over to Dubuque Street.
you still have to go back down and over the interstate, on the
interstate, to get back.
Vanderhoef/ And for another connection to Iowa City I don't see it
as necessary at that point when we have another federal
potentially a six lane coming through there. That and the
environment kind of thing that is out in the north corridor
north of the quarry and there is wetlands already at this
point. If you look at where they cut the road into First
Avenue in Coralville, it appears that they are having to lift
the grade ten or more feet out there to get it above the flood
plain. When you get across First Avenue there is a box culvert
there and a map of that it is acting almost like a dam that is
backing up water behind it. So it is pushing it out into where
houses would be and when you get to the other end up over in
what would be the Iowa City area, it crosses Muddy Creek
twice. We are talking about two more bridges, culverts,
whatever.

kinds of things and they are asking for federal money, which
I know we have got the bridge over 1-80 sitting out there onto
Scott Blvd. project. Who, if push comes to shove, who is going
(can't hear)? If they both were on the arterial plan.
Atkins/ Seems to me, and we had a meeting the other day, folks
about 965, one of Coralville's and kind of to their credit,
their strategy is to load the plan up with a lot of these very
big projects and that is going to improve their position
dramatically when the federal moneys become available. You get
these things mapped and outlined. It is a good strategy. A
good bit of what we use federal money for is to fix bridges in
town, lots of smaller jobs. Some day that could peal off a big
hunk of that money. But, of course, I think that is where the
importance of the five members of council are on JCCOG.
Keeping them honest about that.
