City of Iowa City PROCLAMATION Whereas, the strength o£our nation, and all of its states and cities, flows from the promise of individual equality and freedom of choice; and Whereas, April 2004 is the 36th anniversary of the passage of Title VIII of the Civil Rights Act of 1968, as amended, better known as the "Fair Housing Act", which declares that discrimination in the sale, rental or financing of housing based on race, color, religion, sex, national origin, familial status or handicap is unlawful; and Whereas, shelter is a basic human need, and the quality of human life is greatly diminished when people suffer discrimination because of such irrelevant factors as their race, color, religion, sex, national origin, familial status, or handicap- making it essential that America, the State of Iowa and the City of Iowa City be rededicated to the policy that housing be available to all persons on the basis of equality and fairness; and Whereas, the Iowa City Municipal Ordinance, Title 2, prohibits discrimination in housing based on all the reasons listed above as well as age, sexual orientation, gender identity, marital status, presence or absence of dependents or public assistance source of income. Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City, Iowa, do hereby proclaim the month of April 2004 to be Fair Housing Month in Iowa City and urge all citizens to support and endorse the practice and policy of fair housing and reaffirm the commitment to fair housing opportunities for all. Lehman, Mayor of the City of Iowa City, in recognition of the importance of the ongoing fight against head and neck cancers, do hereby proclaim the week of April 19-25 as Head and Neck Cancer Awareness Week, and April 23, 2004 to be Head & Neck Cancer Awareness Day in Iowa City and urge all citizens to increase their awareness of the risk factors for this devastating disease and taking actions to reduce them, and to take advantage of the free screening at University Hospitals on Friday, April 23, 2004. (PATV) has been operating as a non-profit public access center for fourteen years in the Iowa City community and has trained hundreds of citizens to use video equipment to create thousands of hours of local progratnming. City of Iowa City PROCLAMATION Whereas, in our society violence against women and children continues to escalate; Wherelt$, sexual violence affects every person in the City of Iowa City, Iowa as a victim/survivor or as a family member, significant other, neighbor, or co-worker of a victim/survivor; and Whereas, the City of Iowa City recognizes the importance of designating a time devoted to increasing the general public's awareness of sexual assaults; and Whereas, many citizens of Iowa City are working to provide quality services and assistance to sexual assault survivors; and staff/volunteer advocates staff a 24-hour hotline, respond to emergency calls and offer support, comfort, and advocacy during medical exams and criminal justice proceedings and counseling to facilitate healing; and Whereas, The Rape Victim Advocacy Program's sexual assault program volunteer/staff promote sexual assault prevention by offering educational programs to schools, churches and civic organizations as well as professional training to medical, mental health, law enforcement, education and criminal justice personnel regarding sexual assault; and Whereas, The Rape Victim Advocacy Program, other professionals and supporters have joined together to support each other in their work and to provide the City of Iowa City and its citizens with a central source of information on sexual assault; and it is vitally important that continued educational efforts to provide information about prevention and services for survivors of sexual violence by supported and enhanced, and it is critical to intensify public awareness of sexual violence, to educate people about the need for citizen involvement in efforts to reduce sexual violence, to increase support for agencies providing sexual assault services; and Whereas, The Rape Victim Advocacy Program requests public support and assistance as it continues to work toward a society where all women, children and men live in peace, free from violence and exploitation. City of Iowa City PROCLAMATION WHEREAS, alcohol is a factor in ~he £our leading causes of death among persons ages 10-24: motor-vehicle crashes, unintentional injuries, homicide and suicide; and WHEREAS, approximately 9.7 million current drinkers in the United States are between the ages of 12-20; and WHEREAS, alcohol is the most frequently used drug by high-school seniors; and WHEREAS, young people begin drinking, on average, at 13.1 years of age; and WHEREAS, yoang people who begin drinking before age 15 are four times more likely to develop alcohol dependence than those who begin drinking at age 21; and WHEREAS, alcohol abuse is linked to as many as two-third of all sexual assaults and date rapes of teens and college students and is a major £actor in unprotected sex among youth, increasing their risk of contracting HIV or other transmitted diseases; and WHEREAS, the typical American young person will see 100,000 beer commercials be£ore he or she turns 18 (that is more than for sneakers, guns and jeans); and WHEREAS, 13 percent of all youth, ages 12-17, had at least one serious problem related to drinking in the past year. NOW, THEREFORE, I, Ernest W. Lehman, Mayor of the City of Iowa City, do hereby proclaim April 2004, as Alcohol Awareness Month in Iowa City.
