PROCLAMATION
Whereas, today's children are tomorrow's leaders; and
Whereas, there are over 6,400 children age birth to 5 years living in Johnson
County; and
Whereas, high quality early experiences make a difference in children's lifelong
academic and social success; and
Whereas, Iowa ranks second in the nation in the number of working parents with
children up to the age of 5 years; and
Whereas, over 90% of brain development occurs in the first 3 years of life; and
Whereas, children's opportunities are our responsibilities;
Now, Therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City, Iowa,
do hereby proclaim that the City of Iowa City join with others across our
nation and around the world to celebrate April 18 through April 24, 2004, as

Whereas, the strength o£our nation, and all of its states and cities, flows from the
promise of individual equality and freedom of choice; and
Whereas, April 2004 is the 36th anniversary of the passage of Title VIII of the Civil
Rights Act of 1968, as amended, better known as the "Fair Housing Act", which
declares that discrimination in the sale, rental or financing of housing based on
race, color, religion, sex, national origin, familial status or handicap is unlawful;
and
Whereas, shelter is a basic human need, and the quality of human life is greatly
diminished when people suffer discrimination because of such irrelevant factors
as their race, color, religion, sex, national origin, familial status, or handicap-
making it essential that America, the State of Iowa and the City of Iowa City be
rededicated to the policy that housing be available to all persons on the basis of
equality and fairness; and
Whereas, the Iowa City Municipal Ordinance, Title 2, prohibits discrimination in
housing based on all the reasons listed above as well as age, sexual orientation,
gender identity, marital status, presence or absence of dependents or public
assistance source of income.
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City, Iowa, do
hereby proclaim the month of April 2004 to be
Fair Housing Month
in Iowa City and urge all citizens to support and endorse the practice and policy of fair
housing and reaffirm the commitment to fair housing opportunities for all.

Whereas, more than 60,000 Americans will be diagnosed with cancers of the head
and neck region annually; and
Whereas, more than 12,000 Americans will die from these types of cancer each
year; and
Whereas, early diagnosis of these types of cancers is the best way of reducing the
mortality rate; and
Whereas, the Yul Brynner Head and Neck Cancer Foundation devotes its efforts to
raising awareness of head and neck cancers and educating the public about risk
factors that can lead to this disease; and
Whereas, the University of Iowa Hospitals and Clinics' Department of Head and
Neck Surgery is working with the Yul Brynner Foundation to offer free head and
neck cancer screening;
Now, therefore, i, Ernest W. Lehman, Mayor of the City of Iowa City, in
recognition of the importance of the ongoing fight against head and neck cancers,
do hereby proclaim the week of April 19-25 as Head and Neck Cancer Awareness
Week, and April 23, 2004 to be

the health care team; and
Whereas, these well-educated and highly-trained health professionals
who perform and evaluate medical laboratory tests to detect disease,
diagnose illness, ensure food and water safety, identify disease
outbreaks, and prevent disease, affect countless lives each day; and
Whereas, their dedication to quality testing and public health is
demonstrated daily in numerous laboratories in Well-being; and
Whereas, laboratory medicine is an honorable profession, vital to
sustaining a high standard of health care and public health;

Whereas, crime and the threat of violence have profound and devastating effects on
individuals, families and communities in America; and
Whereas, over 24 million people in the United States are touched by crime each year;
and
Whereas, crime in America results in significant physical, psychological, financial and
spiritual effects on countless innocent victims; and
Whereas, crime victims in every state, U.S. territories and Federal jurisdictions have
statutory rights to be kept informed of and involved in criminal and juvenile justice
processes, and to be afforded protection, restitution and accountability from their offenders;
and
Whereas, there are over 10,000 community- and system-based victim service programs
across our nation that provide a wide range of services and support to victims of crime; and
Whereas, since 1983 the Office for Victims of Crime within the U.S. Department of
Justice has provided leadership to ensure that crime victims are treated with dignity and
compassion; and
Whereas, America as a nation continues to face threats to our personal and public safety,
and continues to commit its collective energies to help our fellow citizens who are hurt by
crime;
Now, therefore, be it resolved, that Iowa City proclaims the week of April 18 -
24, 2004 to be
Crime Victims' Week
and honors crime victims and those who serve them during this week and throughout the
year;
And be it further resolved, that we continue to fulfill the promise of justice and
compassion for crime victims as individuals, as and as a nation dedicated to
justice for all.

public access center for fourteen years in the Iowa City community and has
trained hundreds of citizens to use video equipment to create thousands of hours
of local progratnming.

Whereas, in our society violence against women and children continues to escalate;
Wherelt$, sexual violence affects every person in the City of Iowa City, Iowa as a
victim/survivor or as a family member, significant other, neighbor, or co-worker of a
victim/survivor; and
Whereas, the City of Iowa City recognizes the importance of designating a time
devoted to increasing the general public's awareness of sexual assaults; and
Whereas, many citizens of Iowa City are working to provide quality services and
assistance to sexual assault survivors; and staff/volunteer advocates staff a 24-hour
hotline, respond to emergency calls and offer support, comfort, and advocacy during
medical exams and criminal justice proceedings and counseling to facilitate healing; and
Whereas, The Rape Victim Advocacy Program's sexual assault program
volunteer/staff promote sexual assault prevention by offering educational programs to
schools, churches and civic organizations as well as professional training to medical,
mental health, law enforcement, education and criminal justice personnel regarding
sexual assault; and
Whereas, The Rape Victim Advocacy Program, other professionals and supporters
have joined together to support each other in their work and to provide the City of Iowa
City and its citizens with a central source of information on sexual assault; and it is vitally
important that continued educational efforts to provide information about prevention and
services for survivors of sexual violence by supported and enhanced, and it is critical to
intensify public awareness of sexual violence, to educate people about the need for citizen
involvement in efforts to reduce sexual violence, to increase support for agencies
providing sexual assault services; and
Whereas, The Rape Victim Advocacy Program requests public support and
assistance as it continues to work toward a society where all women, children and men
live in peace, free from violence and exploitation.

WHEREAS, alcohol is a factor in ~he £our leading causes of death among persons
ages 10-24: motor-vehicle crashes, unintentional injuries, homicide and suicide; and
WHEREAS, approximately 9.7 million current drinkers in the United States are
between the ages of 12-20; and
WHEREAS, alcohol is the most frequently used drug by high-school seniors; and
WHEREAS, young people begin drinking, on average, at 13.1 years of age; and
WHEREAS, yoang people who begin drinking before age 15 are four times more
likely to develop alcohol dependence than those who begin drinking at age 21; and
WHEREAS, alcohol abuse is linked to as many as two-third of all sexual assaults
and date rapes of teens and college students and is a major £actor in unprotected sex
among youth, increasing their risk of contracting HIV or other transmitted diseases; and
WHEREAS, the typical American young person will see 100,000 beer commercials
be£ore he or she turns 18 (that is more than for sneakers, guns and jeans); and
WHEREAS, 13 percent of all youth, ages 12-17, had at least one serious problem
related to drinking in the past year.
NOW, THEREFORE, I, Ernest W. Lehman, Mayor of the City of Iowa City, do
hereby proclaim April 2004, as
