We have four proclamations today. The first one is Bicycle Month. (Reads proclamation). We have Greg Kovaciny. Would you like to say something about this? Kovaciny/ Just very briefly, thank you. On behalf of the League of American Bicyclists and Bicyclists of Iowa City, I am pleased to receive this proclamation. I would like to take this opportunity to thank council for their continued efforts to bring better bicycling into the Iowa City structure. I offer this Bicycle Month reminder. To motorists and bicyclists as you are out enjoying your drive or bicycle ride or making your daily work commute, remember your neighbor, the motorist, or your neighbor, the bicyclist. Be courteous. Be predictable. Bicyclists, always where a helmet, take extra care at intersections, use good lights at night if you ride at night and to motorists and bicyclista like, clear the road. Thank you. Nov/ My second proclamation is Good Sam Clean Up Day. (Reads proclamation). Do we have someone here to pick this up? Kubby/ A Herky City Sam. Jeanette Fulton/ On behalf of the Herky City Sam Club I would like to thank you for this proclamation and tell you that we are very happy to accept it. As you heard on Tuesday, May 28, we are going to celebrate the 30th anniversary of the founding of the Good Sam Club which is for people who have recreational vehicles used for camping. Our peers from around the country will be making the world a little cleaner when the 2 million members of the National Good Sam Club stage a nation wide clean up day. We are asking everyone, including President Clinton, to lend a hand and reach down and pick up a piece of paper, litter, or trash and that would mean 263 million fewer pieces of trash in one day in our environment. And who doesn't have the time to do that. The Herky City Sam is a local Good Sam Club that started in 1984. Membership totals about 15 rigs. We will be doing our part for the Good Sam National Clean Up Day by picking up trash and litter in the West Overlook Campgrounds area at 5:30 PM on Tuesday, May 28. F052196 #2 page 2 we will continue to our part by leaving a camp site in better condition than it was when we found it. We will make a special effort to do some extra clean up of the grounds at each of our camp outs, especially if the wind keeps blowing it out of the trash can. We ask that each of you support our clean up efforts by picking up litter on May 28, even if it is only one piece. Remember, Clean Up Day is the day after Memorial Day. Thank you. Kubby/ Thanks. Nov/ (Reads Olympic Torch Relay Day Proclamation). This is Margaret Silber who is in charge of our Olympic Day. Margaret Silber/ That is right and Mayor Novick, on behalf of the Olympic Relay Torch Co~ittee in our Iowa City, Coralville, North Liberty and the United Way of Johnson County which is sponsoring the Olympic Torch Relay through Iowa City, Coralville and North Liberty. Thank you very much for this proclamation. I would like to just say that the torch will do us the honor of passing through our communities next Thursday, May 30, It will enter the city limits of Iowa City on the far south side on 01d Hwy 218 at approximately 5:30 PM and it will leave Iowa City and Coralville at the intersection of Hwy 6 and 965 at approximately 7:30 PM. So it will be coming through tow~ for about two hours. I hope that you are all able to join us in the celebration. That many of the residents of our three communities will come out to see the celebration. We will have activities on-going at City Park and Hancher Auditorium from 3:00 PM on that day sponsored by the Iowa City Parks and Recreation Department and family festivities also in Coralville at around Hills Bank and in North Liberty at Quail Ridge Park. So there will be opportunities for all families and residents of our communities as well as those from throughout Iowa to come and join in this significant event which is really a once in a life time opportunity. The torch will be present for 15 minutes of that time. but we will have introductory music. Silber/ It is on the north side facing City Park on the grounds of Hancher Auditorium and then there will also be events ongoing at City Park across the street. McKay/ I would just like to thank you Mayor Novick and city council on this proclamation and this very important landmark year for us. We had great support from this community for 25 years and I expect it will continue and we will continue to provide the services we have done so since 1971. Thank you. Nov/ Do you want to tell everybody about the activities that you are planning? McKay/ We have a major celebration coming up in June which is going to be at the University memorial Union where we are having all of the past directors, Board members, etc., are going to be coming to help celebrate at a luncheon. We expect a huge turn out with all the consumer families and supporters that we have in this community. So it is going to be quite a special day. May we have all the student citizens come forward. Kristin Bosch, Lindsey DeFrance, Zac Hill, Tara Olsen. Get everybody to come back this way, stand in front of the microphone and read your piece. So, who is first? Kristin. Kristin Bosch/ I am a 6th grader at Mark Twain Elementary. I am involved in the student council and patrol. I make sure that I show up at my meetings on time and fulfill my responsibilities. Outside of school I am involved in piano, girl scouts, and have been in softball for three years. I have learned it is important to manage my time so I am able to complete everything. I try to maintain high standards for myself and my friends through caring actions. This can be seen for solving problems and being involved in Helmet Safety Video° I am always willing to help others and share with my peers. I would like to thank my teacher, Ms. Burger, and my principal, Mr. Allen, for picking me. Receiving this award is an honor. Thank you. Nov/ (Can't hear). Next we have Lindsey. Lindsey DeFrance/ I am a 6th grader at Mark Twain. I have been a student at Mark Twain all of my life. Let me tell you a little about myself. In kindergarten and ist grade I attended The Young Writer's Conference. In 3rd and 4th grade I belonged to Conflict Manager Program. Also in 4th grade I started in the school patrol team and I still belong to that. In 5th grade I became a member of the student council and I help run the school store. I try my best to be responsible in school and out. I try to finish my school work on time. I try to be fair when I am cooperating in groups and with classmates. I also try to respect other's feelings. Outside of school I have been in dance eight years, gymnastics for four years, softball for three years and girl scouts for six years. I also think receiving a Citizenship Award is an honor. Nov/ I should read one of them. They are all the same except for the students name. It says Citizenship Award. Your community is proud of you. Presented by the Iowa City City Council on May 21, 1996. Tara- Tara Olsen/ I have been a valuable member of the Mark Twain School community since kindergarten. I show my concern for others in the Iowa City through my commitment to serve others by working as a volunteer. I have been an active volunteer working with special needs children over the lunch hour. I have also been a reading and writing buddy to kindergarten, 1st and 2nd grade students. I trained for the Twain Safety Patrol Program and have successfully completed two years of service. Conflict Manager was another position I held, helping students problem solve. I am certain this is a skill I will use my entire life. I participate in service learning, working directly with pre- school children at the HACAP Headstart Program and with the Iowa City Coralville Animal Control Shelter. Currently I am president of student council. Our team has worked hard helping to make Mark Twain a closer community. I am an active person involved in East Elementary Orchestra. I have been playing soccer at the Iowa City Kickers team since kindergarten° I like to thank my teacher, Ms. Rod, and my principal, Mr. Allen, an my parents for helping me achieve my goals° I would also like to thank the Iowa City council for inviting me and presenting this award. Zac Hill/ I am in 5th grade at Mark Twain Elementary. wrote a paragraph about why I should be nominated. He sa--I~that Zac is a type of student that strives to do everything well. He is quiet leader which contributes (can't hear). He seems to always try to be respectful to others and thoughtful (can't hear). He is a conscientious worker and dedicated to do special work to complete projects. Zac is one of my most responsible students in class and I can always count on him to have a positive attitude. I wrote some stuff. I am glad to receive this award because like being awarded for being good° I have not received many awards in my lifeo I have seen a lot of good kids this year and I am happy that I am one of the students receiving the award. I have received some awards for being athletic and other stuff like that. But this one is a very important award to receive° This is signifying good and responsible behavior. I think that all of my relatives are going to be proud of me. I am also proud of myself for receiving this award and I thank you for giving it to me. Consider a motion setting a public hearing for June 4 on an ordinance amending the Zoning Chapter by conditionally rezoning a 2,32 acre tract from I-1, Industrial, to CI-1, Intensive Commercial, for property located east of Sunset Street on the south side of Highway 1, (REZ96- 0006) Comment: At its May 2 meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval of the proposed rezoning subject to conditions. Dick Dolezal/ Thank you for allowing me to speak to you tonight. I am here with mixed emotions. I have no idea an organization like this (can't understand). I don't really want to be here tonight but there is something wrong in River City. I got pictures here of our cemetery. Nov/ I am sorry but we don't hear you unless you are standing at the microphone. You can set them here against the table and go back and talk. Kubby/ We want you on the public record, Dick. Dolezal/ At the top of my poster I show the entrance to Oakland Cemetery where you can see city trucks parked in the background. I have got some close up pictures of it and these are not trucks used in the cemetery operation based on my definition that I have in my word finder dictionary. It says to desecrate is to divert from a sacred use. I believe the city is desecrating that cemetery by using it as a parking lot for trucks that are not needed in that cemetery. I have talked to several members of the council and I am certain you all know where I am coming from. I had a nice discussion with Miss Karen Kubby and she told me that I should probably try to come up with some alternatives of where the vehicles could be parked and so on the lower level of the pictures you see there, I show the storage area down on South Riverside Drive. I also show storage area at the City Park and I was under the impression that the cemetery was under the P/R Division. So it seemed logical to me that that would be a good place for them to be stored. I know there is a lot of opposition to that but they certainly belong somewhere other than the cemetery. I have had discussions with Mr. Terry Trueblood and I think I have come up with some short term goals that may help us out. I don't know. He said he would investigate them but they are- I hate to mention any space within the cemetery because all I am going to do is make people, if you move them from the entrance to the cemetery, the trucks, somewhere else in the cemetery, you are going to make somebody in the cemetery unhappy. I have a lot of friends in town and I know where a lot their grave sites are and I don't want them after me and I don't even want to suggest it. F052196 #5 page 2 neighbors would be mad but there is a place in the 1100 block of Ronald Street. It is a one block long street that runs between Reno Street and Center Street. There are no houses that face that street. The city has the authority to dedicate street to Mercy Hospital and to Jim Clark's Apartments and things like that. I don't know why on a short term you couldn't take this space street area. you have electricity there so that outlets could be installed where the trucks could be plugged in in the winter time. I understood in my talk with Mr. Trueblood that that is some of the problems they run into. They have to be able to start these trucks in foul weather. It is shielded from the public. I believe you people discussed this last night I was told earlier. There is no sense in- Do you want to see the pictures of what we were talking about. I do have pictures here. Kubby/ To be clear for people who haven't heard previous conversations, the trucks belong to the Forestry Division which is housed at the Oakland Cemetery. I don't know that that was explicitly stated tonight. Dolezal/ There is a house on the corner of Reno and Ronald, 100 block of Ronald. There is one on the corner of Center. But these trucks would be actually in their backyard if you park them along there and that is only approximately I would say 200 yards from the cemetery also. I had it explained to me, my original proposal, that if you were to take them down to the maintenance building, F~r. Trueblood has estimated that it would cost roughly $30,000 a year in expenses to the city to transport people down there, pick up the trucks and bring them back to where they are going to use them and I am not trying to create additional problems to the city. But there is the expense there. I guess the way I look at it is they shouldn't have been in the cemetery. They have been there for well, my grandparents grave is right near where they are at and every year when we go uD there to decorate graves or visit the graves, I would say to my wife, my gosh, the cemetery has got a lot of equipment° Why do they have to park it here? Shortly after the death of my son, we found out that that wasn't cemetery equipment and since then I have kind of been on my own campaign to get equipment out of there. Another area close to the cemetery that you might want to look at is Happy Hollow Park of the Brown Street Park as a lot of people know it. I notice that to the north of the entry way drive that goes in, the first house north is a duplex and it looks like the grass is mowed maybe 50 foot behind the house and then there is a snow fence that apparently the city has put up along that side Thisrepresents only ereasonably accur~e ~ans~lptlon ~ theIowa Ci~ council meeting of May 21,1996. F052196 #5 page 3 of the drive along a field that really is pretty well shielded from the other adjoining houses on Dodge Street and there is an apartment complex north that is shieldedby trees. That is wouldn't be offensive, I would think, to too many people. That land could be rented. I asked Trueblood. He didn't think it belonged to the city so you would have to lease it. It is large enough to house some of those trucks and it would only be one block from the cemetery. So it would make it a lot more oonvenient. These are short term things that I have looked up to try and find a way to resolve a problem. I also found that I saw in tonight's paper where you discussed Mercer Park Aquatic Center last night. Looking at your P/R CIP for the next F¥, '97-2002, I see you got Napoleon Park renovation as the #1 thing. I have been down South Gilbert Street and you have got a big pile of dirt and something needs to be done with it and I would give into that in deference to the cemetery. But I do think- I see you have the south soccer field complex, Benton Street Ned Ashton Park, Kiwanis Park. I knew Ned Ashton. I dated his daughter, Ruthie. Ned Ashton would not want the cemetery desecrated in deference to having a park named after him, I can tell you that° He was a very nice man° I don't think there other parks that you are talking about that you want to spend money on, to me, they are not existing, so if you don't have them, you don't miss them. But the cemetery is there and a lot of people need a cemetery. When I bought this poster board I talked to a lady at the check out counter that waited on me and she asked me what I bought it for and I told her that I was preparing a poster board to be able to show the pictures of the trucks in the cemetery and her response was we need that cemetery. I was 27 years old when my mother died unexpectantly of cancer. She said I had two little girls and she says I was not ready for my mother to die and she said I used that cemetery a lot. So folks, that is used. It is something used by the living. It is not used by the dead. I mean, they lay there but people go there to be with them. They loved them as they lossed. So I would hope you would give a lot of consideration to changing the priorities that you have and move this up to a 1997 FY budget. I see you have it for '98. I know- I read the minutes of the P/R Department. By the way, what is a cemetery? Is it under the P/R Commission or is it not? Well, if it is, they have been short changing it. I hate to say it but that is the way it comes across in these minutes. There are other issues here. I don't want to get into them tonight. I would like to get the trucks out of the cemetery. F052196 #5 page 4 thought of people who would like to see things done with the cemetery because it is an important function of our city. Nov/ We are committed to having the Forestry Department in City Park and it is already on the books. We will hire an architect this year, we will make plans and it will be moved but it cannot happen tomorrow. Dolezal/ I understand that. I mean originally I wanted to have it tomorrow. But I also know that is why when I was talking with Karen, she mentioned that I should come up with some alternatives and I was trying to do that. I drove the neighborhood and I looked at all the places that you could go that was presently owned by the city that was close by and I know that nobody will be happy. I am aware of that and there is places that I could propose in the cemetery but I don't think they would be happy with that either. So, I would just ask that you look at some of the short term places you could park and get them out of the entrance to the cemetery and then take into consideration that the cemetery has been there for 153 years. It has been there longer than our state has been a state. I do think we should be showing some respect, more than it is getting now. Thank you° Thornberry/ I have learned a lot about cemeteries in the last couple of days after our discussion and found out that for quite a while the Forestry Department and the Cemetery Department was one department. Dolezal/ That is right. That is when Billie Huber was the Forester and the head- It is nobody's fault, it just occurred. Thornberry/ The Forestry trucks have been around the cemetery for a long long time and we are con~itted to getting these moved and I totally agree with your stand on this and we have moved it up and like Naomi said, there will be things done this winter to possibly start construction next year. We have moved it up to alleviate this problem as quickly as possible. Some of the places that we have mentioned in moving the trucks to have been done on a periodic basis and found that vandalism occurs, quite extensively. These vehicles are hidden from all view in the area and some of the places that you have got in your pictures would be ideal to put them but then the vandalism occurs and then we have got more expense and so on and we have even discussed putting them at the bus barn of the City Park or whatever and the down time in running back and fourth and doing what they have to do is quite expensive. We have been waiting for a lot of things in the neighborhood. We couldn't work on Kiwanis Park until the sewer project was figured out. We couldn't get the storm water figured out and solved until the sewer project was figured out. So it is exciting that we are finally at this point. But there is one thing that we really would like to bring up in conjunction with this. Part of the bidding and everything that is going out is to fix and repair work on the storm water detention ponds. There is a large one that is already there that has been eroding back because of the large flash flood that we get on our flood plain behind us between Plaenview and between Abbey° And what we are asking is some kind of consideration. I have some pictures and some letters here from some of the neighbors and I have some more coming. We weren't quite prepared to have it this soon. We figured on June 1 to get information to you. To ask for consideration of a way of preventing future repair problems with the storm water and with also the culvert that is going under Mormon Trek which is eroding back, too, because the water coming from underneath the interstate, when we have these flash floods, comes at such a high volume, it can't go through the culvert fast enough. It hits Mormon Trek and it actually goes not only across Mormon Trek but down Abbey. So we have water- I don't know if you are familiar with my house but I am half way down Abbey and on the 9th when we had the flash flood in the middle of the night at 2:30, a neighbor called to see if I thought she should evacuate her house. I looked out my front yard and I had water all the way up to our basketball pole. The water between us and the neighbor two doors down was at the cross bars of the fire hydrant and this is Abbey which is quite a few feet above the creek behind us which is the beginning of where the flood plain is. And it is just because of the overflooding coming down the street and coming to our way and that rushes between the houses and joins into that extra water, goes through in the section of the spill way. F052196 #Sa page 2 goes through with such a large volume so fast, it has eroded back the spillway. I think it is now about 25 feet eroded back and it is something like 20 feet high° It is a huge amount of dirt that actually filled in the area. Plus it is also eroding lots of the creek and a lot of our places into and adding problems with the stormwater. Such as it took the wood that I have around my trees in my front yard and flooded that down between my house and the neighbors and it ended up in my backyard. And this is not water related to the flood plain part. This is water because the flood plain can't handle the volume coming at it and coming down around the street. So we would just like to have that added into some of the planning on the stormwater detention basin. I know the bids are going out for this specific part of the project but I don't know if it can he added in to say to look at this other part maybe in relation to how it is going to affect it to somehow stop the water before it comes under the interstate. So it is really a problem of water coming, flash flood water, coming too fast so it is causing trouble with the repair of the storm water basin. Kubby/ I am hearing two different things. One is diverting water in a different way or catching it somewhere else and two, is the erosion factor. Pfohl/ The erosion factor at this point they are saying that they are going to go in and put rip rap and put in large rocks and all of this so that if the water comes in it is not going to erode it again. We did have some rip rap and it was smaller and there were some problems with it. Actually before I was here there was a problem, too, and it was originally built there wasn't a spillway so it had to fill up that whole area before. So some places have been flooded multiple times. To prevent future erosion once this has been repaired, it needs to be looked at and also as part of the repair part you are also going to need to do the repair of the culvert under Mormon Trek. Since you have already got the equipment and all the things down in that area, it seems like that would be the time to start adding some of this in or at least see how the addition of it would affect the other part of the water and I have pictures and descriptions of our flood. The house right next to me, the Hoffman's and the Kearney'so Can I leave these with you then? Kubby/ So Rick, was this (can't hear) in terms of where the water is coming from and how fast it is moving. Fosse/ It would take a pretty big finger for this one. There is about a square mile up stream of the interstate that drains through here and we have been looking at this problem over the past couple of years. The culvert, our Mormon Trek Blvd over- tops because the culvert, by design, is not sized to carry all the flows that comes through there in the large events. I am not sure why they used that design criteria on an arterial street but it was a decision that was made at the time. So that roadway does over-top and then what happens and I don't think this is by design, that flow splits. Some if it goes in the backyards, some of it in the detention basins and some of it heads down Abbey Lane. I think that is where a lot of the problems are being caused. We can look at three options for solution and I won't go into those right now unless you are really interested or there may be some combination of those three as well. If you like we can develop some costs and benefits and dis-benefits of each option in time for the next go around for the CIP. It would be pretty tough to come up with anything for construction for this season. Nov/ So, we are going to bid the construction this sunimet of what we have already specified and then hopefully next year we will get to the rest of it and prevent some of these water problems. Fosse/ We can prepare some estimates on what it would cost to remedy it and or least reduce the problem and it will be your decision on where that fits into the priorities for all the other capital projects. Kubby/ How old is that culvert? Fosse/ Mormon Trek I think was pawed in about '82 and it has probably been over-topping every other year or so. We really haven't seen any urbanization of the water shed upstream. I have gone through the design calculations and it seems that the person who designed it was actually anticipating urbanization of that water shed and implementation of our stormwater management ordinance which would actually reduce the flows from what we have off of the background and so I think that is the logic that was used for the design. Atkins/ Since the meeting when it was raised the other day, we have taken two things. One is that we have a contract pickup and we added an extra pickup to hopefully accommodate that particular issue and we have added an additional eight hours to our two part time people in their work schedule. So that should pick up some-should improve some of the pick up and clean up in the d.t. Terry did tell me we still are 1.5 positions vacant. We simply haven't been able to get people to take these jobs. So we are working on it and we will expend it and those are reasonable within our budget to take care of those things. Kubby/ So, with those accommodations. Friday night at the Concert Series is intense use of that space. Will that really help alleviate that short term flood of-? Atkins/ We hoping that extra pickup will do. Kubby/ Will empty them out so they are really empty. Atkins/ Empty them out. That is the idea. The other item I wanted to report for the public benefit that the staff is working on the back billing issues which has troubled a number of people and I just want to remind them that that is in the hopper and I also want to co~m~ent on one occasion I went to last week at the Broadway Neighborhood Center where they started the neighborhood policing. I keep wondering, is the city going to do anything about TCI? We have until June I to complain if we don't like what is happening with the rate increases. There is a good deal of grumbling. I don't know whether we have a case or not. Helling/ As I indicated to you a few weeks ago we did use Rice Williams Associates, our consultant. We sent them material to look at because the formulas are very complicated. The FCC controls this. They have looked at that and just this afternoon we had a conversation with them and they suggested we get a couple of pieces of additional information before we come to any conclusions. But I don't think that we are going to find that the rates, the new rates, are above what is allowed by the FCC formulas. It certainly doesn't look like it at this point, however I would reserve final judgement until we get that additional information. Kubby/ And they don't really take into account comparing the number of channels in adjacent communities. That is not part of the formula at all. Comparing- Helling/ Not on a comparative basis, no, because of the types of service and the other services offered by the communities vary and also the age of the system and so forth. Certainly part of our new franchise is that in two years we will have a considerably upgraded system here with about twice the channel capacity. We wouldn't expect our rates to double at that point. Norton/ They can go up again. Helling/ I hope not. Nov/ We didn't expect it to go up until they had done that. We didn't expect it to go up until they had improved the system. Helling/ The law allows them to go up and under the FCC rules they can go up considerably. Keep in mind, too, that with the newest legislation, the 1996 Act, no later than 1999, the rates will be totally deregulated and we will have no nor the FCC will have any authority over local rates at that point. Helling/ We can let it be known that somebody else is welcome, but keep in mind that the franchise from 1978 on has been a non-exclusive franchise. The problem is that it's very costly for someone to come in and over build or build a parallel system and then try and compete with a company that has 72-73% of the potential subscribers in the community are subscribers. That doesn't make a lot of economic sense to most companies, particularly when they're operating as a monopoly in their own bailiwick so to speak. So there just isn't a lot of interest in that because the new law allows the telephone companies to now get into this business. That would probably be the most likely place that we would see competition from in the future. Norton/ They've got their wires. Helling/ Because the physical plant is there. Now they'll have to do some upgrading obviously, but it's at least more feasible that way than it is for someone to come in and start from scratch. Baker/ Refresh my memory on the franchise that we just agreed to. Is there a buy out clause in there where the city could go in and buy out TCI? Helling/ No. That would have to be negotiated. There again, that's something that we could not require as a condition of the franchise, and under the federal law, and the cable company. We talked about that, but they weren't interested in that other than they were always willing to negotiate a buy out at some point in time if they're thinking about selling. Baker/ We don't have the power to condemn? Helling/ We do not have the power to condemn, and under Federal law, we don't have the authority to require that. Thornberry/ Just a couple things, Dee Norton kind of stole some of my thunder, I'm looking at the opinion page on Saturday May 11, 1996 in the Press-Citizen on a guest opinion by Nicholas Johnson regarding the cable television costs are way too high is the title here. I remember when there wasn't any TV and you do to Dee, Norton/ There wasn't even radio Thornberry/ You had a couple of cans and a string I suppose for a telephone right? Lehman/ And candles right? Thornberry/ But some of the thing, it's kind of a lambasting guest opinion but a lot of the things make sense and I've got cable and I've got all the goodies and I guess I really don't pay much attention to how much it costs. But 70% subscribe and it is going up quite a bit but we're getting quite a bit. F062196 #19 page 7 as we have when some of them are off the air, what half the time, three-fourths of the time. Why we have to have some many channels and if those channels couldn't be used for something else, why can't the public channels be combined? I've got a lot of questions that I'll talk to Dale and TCI about I guess, but I do have some questions regarding what we're getting for our money from TCI. Whoppers right now are $.99 and our cost have been going up regularly too. Kubby/ You could take away one of your premi~ channels and pay your water bill. Norton/ Yeah, that's right. Helling/ We've just begun to collect in the last couple of months and the Broadband Telecommunication Commission will be coming to the Council with recommendations on how to spend that. Primarily I think they are looking at the whole concept of community programming and giving the community more on ~ of what's going on in the community and looking at some sort of facility for public and other local access because of the fact that the situation with the library where there very squeezed over there and in time the library will probably be taking over that space. And also some equipment to replace some aging equipment for all the local access programmers. Those are the three primary things. Thornberry/ We can't use it to reduce water rates. ~elling/ No, well not unless you change your policy° Norton/ It is an area that needs to get on our agenda and the BTC, the Broadband Telecommunication Commission is going to have to come to us with a bunch of, a whole bunch of issues are coming to the front. Kubby/ I think public access is a great thing and that it gives local control over some programming to people so it's not all corporate viewing° Thornberry/ All I'm asking is how many public access channels do we really need? Novick/ We're not going to answer that tonight, do you have another question? Thornberry/ No, yes I do, yes I've got a couple of other things. I asked about a turn signal at the corner of Gilbert and Kirkwood, that's, I got an answer back from Steve, that's going to be looked at. These are answering questions that I've gotten during the course of the week. And one light note that I'll end on, I saw my first rosebreasted grosbeak and an indigo bunting at my house and there in town. I'm not a real big bird watcher and don't all everybody contact me about going out and watching, but rosebreasted grosbeak, indigo bunting, they're really blue, there big blue bird, they're really neat. We have yellow finches and the normal cardinals and chickadees and downy woodpeckers and toughed titmice and nuthatches and blue jays and purple finches and all the rest of the bird. I'm not necessarily a bird watcher but they come to eat at my house and they're are kind of neat. Novick/ They're kind of neat, and if you didn't put out food they wouldn't come. Vanderhoef/ I'd like to know. And then I had one other thing. I appreciated the presentation that the neighborhood community did two weeks ago with their projects and their pin money grant for the $25,000 that have been appropriated in the budget and this is the second year for this grant program. As I understand it and as I listen to it, they have their own neighborhood council and they set up the criteria for this grant money and they spend a lot of time discussing it and going through the budget and compromising and putting together a wonderful program of $25,000. As far as I can see there would be nothing for this council to spend time doing as far as listening or going over this other than what was in our packet that told us what the projects were. And I suspect that this item could be put onto the Consent Calendar for another year and at the same time I think it is one of the things that community programming could pick up and do a wonderful job of advertising and doing the things that, showing the things that these neighborhoods are doing but I don't think at this point we are going to redo that budget or re-discuss all the things that they did and I would invite us to think about putting that on the Consent Calendar for next year. F052196 #19 page 10 Baker/ Couple of quick things, one last, two weeks ago I had ask Dale to think about getting us an update on how our area legislators voted on particular issues of interest to cities in the recent legislative session. Couple days after that the latest legislative bulletin came out and I noticed that the league is going to publish a complete list and brief narrative of all the acts affecting cities in the 96 new laws of interest special report coming out in mid June. I don't know if they're going to have the votes on that but you had asked for specific legislation, I thinkwe ought to start with those acts and see how our legislators uoted on those particular acts. Helling/ Again, there will be a lot of them. We can do that, but will probably have to do some checking either through the computer or go through senate and house journals. If there are specific bills within that group that are of interest and you can narrow that down a little bit that would be helpful because Baker/ What are you anticipating to be on this list? We didn't get any written material ahead of time on those two issues and this happens to me a bit frequently where people show up and they give us the stuff but we have nothing to prepare ourselves for, so if you could just, Steve, put the word out for most things at least a brief summary or some written material ahead of time would be helpful on our getting prepared for the discussion and I noticed those two in particular seemed like would have Kubby/ Really big items. Baker/ And speaking of one, the airport, a question I forgot to ask last night, the City's commitment to the airport expansion improvement project, the $900,000 to $1 million where is that going to come from, where is the revenue source for that? Last thing is I wanted to squelched some misperceptions from people that have talked to me on the street. There have been news stories on one of the local television stations about the Cedar Rapids City Council carrying guns, that is not the Iowa City City Council, we do not pack guns. Kubby/ Do you know that? Baker/ I'm assuming, well in Cedar Rapids they want to protect themselves from the public and somebody ask me if we were protecting ourselves from each other and I said no, we get along fine. So as far as I know we do not carry guns at Council meetings and you know I'm sure the press will say there's a story, it's a slow week so they can do that. Kubby/ I'm not packing are you packing? Baker/ No, we're pacifists. We're a nuclear weapon free zone down here and that's all I got madam Mayor. Nov/ I have a few little things here, your Mayor has been busy running around and visiting citizens at various events and some of these are very good causes that need a little plug. There was a luncheon today for retired and senior volunteer program, RSVP, and I not only had lunch I had some very interesting conversation with the people who are volunteers. There are several people who are reading with children in grade schools, there buying groceries for people who can not get out and buy their own groceries, and they're are enjoying themselves, and its a great idea. So if anyone here listening, is anywhere near interested in getting involved in volunteer activities, there available. I went to a ground breaking ceremony last week for the Home Builders Association. They are constructing a home in Windsor Ridge. They're doing it with a lot of donated time and materials and the profit from this home will be given to the variety club and the variety club will turn aroun4 and give these to local service agencies. And our City Engineer who was in charge of energy conservation did an energy audit on their plans and gave them some good ideas to save energy. So we're all working on these good causes. I went to a dedication of a Hillcrest home for people who are mentally ill, this new development in Iowa City, I believe the main organization is in Dubuque, but they branched out. They've got some homes in Iowa City and in Cedar Rapids. They're doing good work. There was a meeting at Mercy Hospital for cancer survivors and they all deserve a pat on the back. Tomorrow there is an awards ceremony for the bowlers who went out and raised money for Big Brothers/Big Sisters and I'm urging people who feel like celebrating with them to turn up tomorrow evening around 5 o'clock or so at Colonial Lanes° And on Memorial Day we're going to be at Oakland Cemetery with a celebration of Memorial Day and at Memory Gardens also. So we're all getting around. And I have two souvenirs from RSVP and these are for Dee Norton, our eldest among the Council Members. Kubby/ We're respecting our elders here.
