SPECIAL PRESENTATION
Nov/
Special presentation. It is not on the agenda but we are going
to do it anyway. We had a ceremony for the Olympic Torch Relay
and we had all kinds of dignitaries. We had mayors from Iowa
City. We had Coralville, University Hts., North Liberty and I
and we were all up on the stage I got to read a few words of
welcome and Deb Ledell was there from Parks and Recreation
Commission and according to Deb Ledell, we should hang this at
our Recreation Center and Mike Moran is here to accept it.
Thank you, Mike, a job well done. Do you want to read that? Do
you want to come to the podiumand tell everybody what it says
and show it to the camera.

Moran/ 1996 Olympic Touch Relay. The Atlantic Committee for
the Olympic Games is pleased to share the spirit of the 26th
Olympiad with Iowa City, Iowa during the celebration of the
1996 Olympic Torch Relay presented by Coca Cola. The
community's involvement and outstanding preparation for the
arrival of the Olympic flame is greatly appreciated and will
be commemorated at the celebration of the 1996 Centennial
Olympic Game.

Comment: Out to Lunch, Inc., (Blimpie and Uncommon Grounds)
has filed an application (including fees) for permission to operate a
sidewalk care on the public right-of-way in front of 118 S. Dubuque
Street. City staff inspected the area and Design Review met on
May 20, 1996, and recommended approval. The application and
supportive material are included in Council packet.

CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO
EXECUTE AND THE CITY CLERK TO ATTEST A
SUBORDINATION AGREEMENT BETWEEN THE CITY OF IOWA
CITY AND HILLS BANK AND TRUST COMPANY FOR PROPERTY
LOCATED AT t202 MARCY STREET, IOWA CITY, IOWA.
Comment: Hills Bank and Trust Company has requested that the City
approve a Subordination Agreement for the owner at 1202 Marcy
Street. On July 10, 1992 the owner of the property received $2,000
in the form of a Promissory Note and a Mortgage through the City's
Downpayment Assistance Program. The Hills Bank and Trust
Company is about to refinance the first mortgage of $46,000. The
appraised value is $70,000 which provides enough equity to cover
the City's second lien position, which was the City's odginal position.

LIEN FOR THE PROPERTY LOCATED AT
9t8 E. BLOOMINGTON STREET, IOWA CITY, iOWA.
Comment: The owner of the property located at 918 E. Bloomington
Street received financing through the City's Housing Rehabilitation
Program on November 25, 1985. The financing was in the form of a
ten year no-interest declining balance Rental Rehabilitation Lien for
the amount of $5,000. The terms of the note were satisfied May 26,
1996; thus, the lien can now be released.

CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO
SIGN AND THE CITY CLERK TO ATTEST THE PARTIAL
RELEASE OF A SANITARY SEWER, STORM SEWER, AND
DRAINAGE EASEMENT LOCATED ON LOTS 168A & 168B
IN COURT HILL-SCOTT BOULEVARD ADDITION PART IX,
AND TO APPROVE AND EXECUTE AN ANCILLARY
SANITARY SEWER, STORM SEWER, DRAINAGE AND UTILITY
EASEMENT AGREEMENT FOR THE SAME PROPERTY.
Comment: The City currently possesses a Sanitary Sewer, Storm
Sewer, Drainage and Utility Easement on Lots 168A & 168B, Court
Hill-Scott Boulevard Addition Part IX, iowa City, Iowa. During
construction, several private improvements serving the building on
Lots 168A & 168B, Court Hill-Scott Boulevard Addition, Part IX, were
found to encroach within the existing easement area. Public Works
has recommended the padial release of the existing sanitary sewer,
storm sewer, and drainage easement and has recommended the
execution of an ancillary sanitary sewer, storm sewer, drainage and
utility easement to conform to the actual construction and indemn~
the City in the event maintenance of the sanitary sewer results in
damage to the encroaching improvements. As the City does not
have the dght to affect those rights granted to the utilities via the
odginal agreement, this does not affect those rights. This resolution
authorizes the partial release of the existing easement and authorizes
the execution of the ancillary sanitary sewer, storm sewer, drainage
and utility easement agreement.

CONSIDER A RESOLUTION APPROVING, AUTHORIZING, AND
DIRECTING THE MAYOR EXECUTE AND THE CITY CLERK TO
ATTEST A LICENSE AGREEMENT FOR THE TEMPORARY
USE OF PUBLIC RIGHT-OF-WAY AND AN AGREEMENT
FOR THE SUBORDINATION OF SUCH USE TO
EXISTING EASEMENT RIGHTS, AND TO ACCEPT
THE DEDICATION OF ADDITIONAL RIGHT-OF-WAY ALONG
BARRINGTON ROAD IN WINDSOR RIDGE SUBDIVISION.
Comment: Arlington L.C., the developer of Windsor Ridge
Subdivision, has requested that the City approve the installation of a
distinctive entrance sign to the development along a parcel of ground
to be dedicated along Barrington Road. Public Works has reviewed
the construction plans for the sign, as well as the proposed sign
placement, and recommends that the City accept the proposed
parcel dedication as right-of-way, and enter into an agreement for the
temporary use of this right-of-way for the placement of the sign.
Additionally, as a utility easement exists over the dedicated parcel on
which the sign is to be placed, the City Attorney's Office recommends
the execution of an additional agreement subordinating the
placement of the sign to those rights granted by the utility easement.
This resolution authorizes the execution of the License Agreement for
the Temporary Use of Public Right-of-Way, authorizes the execution
of the Agreement subordinating placement of the sign to all utility
easement rights, and accepts the dedication of the right-of-way parcel
along Barrington Road.

Kubby/ I had a question last night on page 4 on item #6 about
allowing a subdivision to use some public r.o.w. for a
subdivision sign. I had not problem with it. I wanted to make
sure that they would be responsible for maintaining that
property as well as maintaining the sign°
Woito/ Yes they will. As a matter of state law as well as city law,
be required to, just like any other property owner, the
subdivider or the homeowner's association take care of the
land which we usually call parking, in between the property
line and the r.o.w. and so that is why it is not specifically
spelled out in the agreement. Just like everybody else. Like
you have to do your parking.

are accepting the work for the Iowa River Flood repairs
project and we do not need to supplement the contract on that

The next item is public discussion. This is any item that is
not on the current agenda. We ask you to sign in, state your
name, and please limit your comments to five minutes.
Sue
Dulek/ 201 South Lowell. I am here on behalf of the
Neighborhood Centers of Johnson County and currently the board
president and I am here to say thanks to the council for their
continual support of community policing. The Neighborhood
Centers, as you know, is a private non-profit that provides
neighborhood based services to neighborhoods in the johnson
County area. One of the neighborhoods being the Broadway
Street Neighborhood which is the site of the co~Ymunity
policing. We are very excited that those officers are there.
They have been there a couple of weeks. Basically two officers
on each shift which makes a big difference in people's lives.
I was here about a year ago, I think, during a preparations
process. My predecessors have been here and certainly my
successors will be here and the reason we are is that I think
one of the neat qualities about the Neighborhood Centers is
that we respond to things. We don't come into a neighborhood
and say that I think A works or B works, let's do it. We talk
to the neighbors and we decide with them what type of
programming will work. Well, clearly the board and the staff's
response to neighborhood policing is not in the abstract. It
is because the neighbors and residents come to us and say that
it is very important, it makes a difference in our lives, it
enhances our quality of life and that is why we are here to
say.thanks a lot to your support, to your support of the Iowa
City Police Department. And last, I just want to update you on
the new building. I know that some of you have been out there.
we are very excited that we are going to be about ready to
move out of that three bedroom apartment that we have for 22-
23 odd years. The new building should be open at the end of
this month. We plan to move in around July 1. W~en we are in
and up and running, we will have an open house and we will
certainly invite all of you and we hope that you can come. But
again, thanks a lot for the community policing support.

a. Consider a motion setting a public hearing for July 2 on the designation
of 37 properties as Iowa City historic landmarks.
Comment: At its May 16 meeting, the Planning and Zoning Commission,
by a vote of 6-0, recommended approval of designating 37 properties as
Iowa City historic landmarks. This recommendation is consistent with the
recommendation of the Histodc Preservation Commission.

Consider an ordinance amending the Zoning Chapter to change the use
regulations of a 3.09 acre tract from RS-5, Low Density Single-Family

approval of a preliminary OPDH plan for property located on the north side
of Village Road. (REZ96-0004) (Pass and adopt)
Comment: At its March 21 meeting, by a vote of 5-0, the Planning and
Zoning Commission recommended approval of the proposed rezoning and

CONSIDER A RESOLUTION AUTHORIZING CONSTRUCTION
AT THE IOWA CITY MUNICIPAL AIRPORT OF A 100' X 100' HANGAR
BUILDING WITH A 20' X 40' ATTACHED OFFICE AREA.
Comment: At the May 10, 1996, Airport Commission meeting, the Commission
voted to request Council financial assistance to construct additional hangar
space atthe Airport. The aircraft hangar would be 100' by 100' with a 75' door
and room for three to four corporate aircraft. The Commission received three
bids for the project. The bids are listed below. The Commission recommends
accepting the bid from Henningsen Construction of $356,900. Hangar rental
would be used to repay an intemal departmental loan. This item was deferred
from May 21. Staff recommends this item be deferred to June 11, 1996.

CONSIDER A RESOLUTION AUTHORIZING APPLICATION FOR 1996
COMPREHENSIVE IMPROVEMENTS ASSISTANCE PROGRAM (CLAP)
Comment: A Notice of Funding Availability for Fiscal Year (FY~ 1996 was
published in the Federal Register on April 18, 1996. The Iowa City Housing
Authority proposes to apply for these funds for the replacement of items in the
Public Housing units that have or are about to reach the end of their useful life
and to replace the eight-year-old pickup used for Public Housing. The Iowa
City Housing Authority applied for and received ClAP funds for 1995 in the
amount of $133,287. This application totals $227,185. A staff memorandum is
included in Councd packet.

Nov/ They are trying to find a way to rent at least part of the
space before they start construction and so far they haven't
any signed leases but they do have some bids and we are going
to defer award of the bid. Okay. All in favor of deferral

Thornberry/ Yes, I would like to discuss this. As I understand it,
this is a resolution authorizing application for money to
upgrade the houses that the City of Iowa City owns. Correct?
Atkins/ Yes.
Thornberry/ Now this application totals $227,185. What will be the
City's costs of this matching money?
Arkins/ Bob Hagarty, our Housing Administrator, is here. He can
give you details.
Bob Hagarty/ There is no matching funds. We don't have to come up
with any matching funds for this grant°
Thornberry/ Okay, the City doesn't-?
Hagarty/ No. Right. None whatsoever.
Thornberry/ This is for- This is for- These funds are from the
state of the federal government?
Hagarty/ They are from the federal government.
Thornberry/ The federal government. Basically our tax money.
Hagarty/ Right.
Thornberry/ That we are applying for these funds to upgrade the
houses that the City of Iowa City owns? Is that correct?
Hagarty/ Correct. Right.
Thornberry/ In this money we are looking at purchasing, or somebody
is looking at purchasing 25 refrigerators, 38 storm doors, 16
new carpets and a dishwasher. These are for low income
housing. This is low income housing the City owns that we are
housing people in that are not on our tax rolls?
Hagarty/ Right. Right. Correct.
Thornberry/ And they have dishwashers?

Hagarty/ No. There are some of the units that when we purchased
them, these dishwashers were already in them and to take them
out after they have broken down and they are no good in repair
anymore, it cost just as much to put a cabinet back in to fill
that hole in as it does to put a reasonable priced dishwasher
in.
Thornberry/ I will take this opportunity of saying I think the City
of Iowa City should get out of the housing business. I don't
mind helping people who are working. It is a philosophical
point that I will bring up now. My- Perhaps I should wait
until personal time but it is with this exact thing that I am
a little unhappy with the City owning houses, 100 or so, as I
understand ito
Atkins/ We have about 100 units.
Thornberry/ About 100 units that are off the tax rolls that
obviously some of them have dishwashers and things.
Nov/ Are these off the tax rolls?
Arkins/ There is a payment in lieu of. Help me Bob. 10% of the
rent. It is not fully taxable property but there are moneys
that do come into our General Fund.
Hagarty/ What it is is income minus utilities times 10%.
Atkins/ Thank you.
Thornberry/ But we still have people on staff that are available to
fix these houses and things when they go wrong, right?
Hagarty/ Right.
Thornberry/ I mean the people that live there don't have to call a
repairman and say I have got a leaky roof. They call the City.
The City sends someone out to repair the roof.
Atkins/ We are the landlord.
Hagarty/ We are the landlord.
Thornberry/ I disagree with this program. Not that I am against
people who can't afford a house. I am not that way at all.
What I am trying to say is in the Press Citizen dated Friday,
May 31, it said "though Dean Thornberry often disagrees with

Marianne Milkman's position. Somebody said excellence on the
job is how he judges a person and that is true. But it also
says that Dean Thornberry has advocated elimination of the
City's housing program and opposed affordable housing
projects. I do not- I am not opposed to affordable housing
projects and I surely advocate the elimination of City owned
housing. But I am not against an affordable housing program.
That is the difference and I would like to make that very
clear. Someone who is working with family and can't afford to
make ends meet with childcare, with housing, food, assistance
should be and must be given to these people. If they are not
working, I don't think they should be given any assistance if
they can work. If they are able to work, they should hold a
job, any job. And if they can't afford a house, then they
should be living in an apartment. When they call for repairs,
they call the landlord and it shouldn't be the City of Iowa
City, the fix it guy being a City employee. I just don't think
it is fair. But anyway that is where I stand. I would like to
make that clear. There are also three windows along with the
16 new carpets, 38 storm doors and 25 refrigerators.
Nov/ Okay. Larry. Bob, does anybody that takes advantage of this
program, does anybody work?
Hagarty/ You bet there is. I was just trying to think. I was
talking there what the percentage is. I think it was 34% of
the families that are in Public Housing are employed and 13%
of the people on Public Housing are either handicapped,
disabled, or 62 years of age. So you got like 47% of them that
are living in Public Housing are either employed or
handicapped or disabled which isn't too bad of numbers.
Thornberry/ That is not my point° It is not the point of people who
live in houses, obviously-
Baker/ You leave the impression that people who are benefiting from
this program did not work.
Thornberry/ No, no, I am saying we shouldn't have this program. We
should not own houses and rent them out to people who can't
afford to live in them. We should make apartments available
that landlords help them with rental assistance and things
like this, not homeowner assistance or home-

Thornberry/ If they didn't live in houses and they lived in
apartments and the City didn't own them, then the City
wouldn't have to have people on staff to go out and fix them.
Do you see what I mean?
Kubby/ That the fact of the matter is that the City does own about
100 Public Housing units and as a landlord you need to be a
responsible landlord and make sure that they are maintained
properly. And you may disagree with the program but the
reality is we have the program and we need to maintain our
property and I will very much support this application. I am
glad that we are going after this money. These CIAP Funds may
not be around much longer and those are kinds of things that
need to be replaced. When a refrigerator is not working
properly, it needs to be replaced so that people don't have
huge utility bills and spoiled food which also costs a family.
Thornberry/ I don't think the taxpayers need to buy that new
refrigerator and I will support this program. I will support
this also due to the fact that it takes no City funds, no
taxpayer funds to keep these houses up. But Karen, you made a
good point when you said the money is available now from the
federal government but may not be in the future and when it is
not in the future and we own all of these houses, then it is
going to fall on the taxpayers of Iowa City to keep all of
these houses up as it does not with the maintenance°
Kubby/ This is only the second time that we have applied for this
grant and we have done maintenance on our Public Housing
without the help of the federal government, without the use of
this money through all the years except last year. So, I don't
understand your point° The point doesn't live out in the
history of Iowa City. We have been doing maintenance on our
property without these grant moneys and it was irresponsible
of us not to apply for them when they are available.
Nov/ Larry, did you have something else?
Baker/ A couple of other things. One, this goes back to the early
part of the discussion because I want to pick up on a word
that Karen used which I note here. They were described as an
upgrade of the program when probably maintenance of the
program is a better description in what we are trying to do
here.
Hagarty/ A lot of preventive maintenance is what we are trying to
do. You know, in order to keep our properties up so that when

the funds run out we will have our properties up to standards

Baker/ And Dean, I appreciate your frustration with that the

position. I think part of the confusion might come for
previous discussions this council had in which you were asked
directly is there any assisted housing program that you would
support and your answer at that time was noo And so if an
impression was created at that time that is a
misunderstanding, I am glad you cleared it up now. That was an
impression created at a prior meeting and that maybe what the
newspaper responded to.

understood that we do have programs of the sort you presumably
prefer, Dean, where we do subsidize folks in apartment kind of

Hagarty/ Eventually the Public Housing will actually pay for itself
with the rent amounts, rent coming in. That is what we are
striving to do. So that we are not receiving any City funds
and we are not going to have to receive any federal funds to
maintain those properties and that is what our goal is.
Baker/ I appreciate Dean pointing out again that this is another
example of where we have obligations that are tied to the
programs outside of our control and one of the things that we
have to be very careful about is future budgets and how we
operate now compared to what might happen future. We always
ought to remember that° I appreciate that comment.
Nov/ I have a question about one item here where it says basement,
$10,000.
Hagarty/ Okay, what that is is a basement that has got water that
is coming up through the concrete floor. So we are going to
have to go in and take out a lot of the concrete and re-tile
it and put a sump pump in so that we can get the water out of
there and that is what that amounts to. The estimate could be
high but we estimated them high because a lot of funding that
they probably won't fund. They will cut us back a little bit.
So hopefully it will do most of the stuff we are asking for.

Baker/ You people won't have a thing when I get through. Three
c~ick ones. A question that was asked of me today, Steve. The
weather that we have been having, is this going to cause any
delays in the construction schedules that we have got,
especially for the Gilbert Street work?
Atkin$/ Yes.
Baker/ What are we looking at?
Arkins/ It is really tough to say. I am sorry Rick got away from
us. There was a rather significant delay on
Burlington/Gilbert.
Helling/ I just happened to be at another meeting that Jeff McClure
made a report. We are about ~ 1/2 weeks behind but in spite of
that we still think that within the time frame prescribed for
the whole project, we can get it completed on time. That is
Burlington and Gilbert.
Woito/ And the same for the wastewater connection project.
Helling/ We will be a little longer than expected or a little
longer than the optimum getting Burlington open again.
Kubby/ Sounds good catch up actually. Just a little late, 2 1/2
weeks behind and end up being just a little behind schedule
sounds like good catch up. Do we have any kind of bonus
incentives on that project for completion on time?
Atkins/ I don't think so.
Kubby/ That might be interesting to think about for major
intersections or major projects.
Atkins/ The Rohret Project, for example, had that bonus. As you
will recall they were two months ahead of time.

Atkins/ And I appreciate you bringing that up because I think it is
important. As you know, in two months, that will all be
forgotten as to why things are taking so long. When it was
explained to me when I talked to Jeff the other day, that you
cannot dig the trenches to put in the piping in the
underground because the soil is so wet that it just continues
to collapse. It is too dangerous to work.
Nov/ And we also found some unfamiliar buried utilities and we were
fortunate that we didn't try to do it half at a time.
Arkins/ In retrospect it was a very good decision to so the whole
thing.
Baker/ That bonus idea. I mean, maybe like the council salary. We
get paid more for shorter-
We had a memo about the July 4 fireworks which we never really
got around to on the agenda. What was that going to be about?
Was there some discussion in moving them back?
Atkins/ As you recall, a young man came to the council work session
thinking he was suppose to be at the council meeting to
discuss that issue when in fact he was suppose to be over at
the Chamber of Commerce. Marian then followed up which led to
the memorandum.
Kubby/ So if they do end up wanting to change the site, then it
will come back to us for discussion at that point?
Atkins/ If I recall, I think today I signed a "sit on the plaza
collect signatures petition for fireworks in the park" sort of
a thing. So I am sure you will be seeing it back before too
long.

Council member Throgmorton has just had a book published about
planning. I will read you the- I will let you look at that
cover for a second but I read you the title and a brief
discussion and it is available at several bookstores in town.
It is called Planning As Persuasive Story Telling, The
Rhetorical Construction of Chicago's Electric Future, by James
A. Throgmorton. And this is just a quote from the back of the
book talking about a shift in planning and discussion, talking
about the fragmented and conflicted nature of contemporary
life, American life, and politics. A shift in planning but it
would require a shift away from science and experts and
towards persuasive storytelling by diverse authors. In another
words, I think a fair summary is an emphasis on sort of
collective wisdom and decision making and it is about Chicago
in particular° It is an academic book. So do not pick it up
for the wrong reason° I have been assured by Jim that his next
book will be about his experience as a former city council
member and he has places for most of us in that book and he
has informed me that I will be the tragic hero or the comic
relief, one or the other. He hasn't made up his mind. But I do
urge you if you are interested in planning and utilities this
is a good book for you to consider.
Kubby/ Could you mention the public library to have one.
Baker/ He gave this copy to the council and I have looked through
it and read a chapter and the introduction and some other
stuff and I will certainly pass it around for any other
council members. He might have given the library a copy. I
don't know°

Thornberry/ I have just one or two things. I have been asked
questions during the week that I respond to on the council
meetings and Steve Atkins has done a lot of work for me here
each week getting some of these things done. One of them being
the Gilbert Street/Kirkwood Avenue left turn signalization and
they are looking at it. Conclusions: Before any changes are
implemented a more through study of conditions should be
undertaken so that the impact of the changes can be better
understood for all times of the day. Additional study would
include gathering current traffic volumes and turning
movements~ accident data for the past 24 months and a review
of actual vehicular delay.
Baker/ Did we direct staff to start that study? Is that clear?
Atkins/ In Dean's request and I spoke with Jim, the work that he
can do is pretty preliminary and does not involve an extensive
study. It did get into something much more- I mean we collect
data on intersections all of the time. It is just a matter of
putting this one on the list and dealing with it. Unless you
collectively feel no way-
Nov/ We should do something.
Arkins/ Jim will proceed to do the very preliminary study and then
from those findings something may come. Then we will come back
and say look, we need to get into this° As I did tell you, to
change the signal for sure requires a new controller and that
is an investment of several thousand dollars that we are not
prepared to make right now. But if we do change it- For
example, if you wanted protected left arrows and things such
as that° I will report back to you°
Thornberry/ Thank you. Another thing I asked about was moving the
Forestry trucks from the cemetery at least on weekends for
awhile and this is being looked at on the suggestion and we
will have an answer about getting the Forestry trucks out of
the cemetery by-

something by next week. This last two weeks, that is sort of

can do for the weekends and we will get something. One way or
another I will report back to you next week.
Thornberry/ We are still working on storm damage olean up and that
is coming along but that put a little dent in a lot of things.
We are still working on that° During our work session last
night my wife was listening to WSUI, the Canadian Broadcasting
system from WSUI. Why? I don't know° I told her to get a life.
An~¢ay, she did. I am eating alone now. In that broadcast they
mentioned that the Adams Memorial Library in Latrobe,
Pennsylvania. So I called the Latrobe, Pennsylvania Chamber of
Commerce and got a little information on Latrobe,
Pennsylvania. It is a town of a population 9200 and they
service an area with their library in the neighborhood of
45,000-50,000 people. What they did in Latrobe, Pennsylvania
is they have got a d.t. library and their funds are pretty
tight for expansion and they were looking at options as to how
to expand their library. Surprise surprise. What they did was
a grocery store owner rented to the City for a library, a
branch library, a space in the grocery store at below market
rates because it worried the owner of the grocery store to
think how little book reading children were actually doing
from the Wall Street Journal as of Monday° Then I talked to
the library director, Cheryl Napsha, and indicated that that
was doing well and the City also operates a high school
library in the evenings, weekends, and during the summer as
another library extension and I found the article in Monday's
Wall Street Journal and just a quote a little bit, "In an
attempt to bring the library to its patrons, Adams Memorial
Library of nearby Latrobe is opening the branch, hoping to
catch customers who won't make the 3 1/2 mile trip to d.t.
Latrobe." They have a parking problem with their library there
and it says, "We are putting the library in people's faces-
where they shop," says library director Cheryl Napshao The
library, in the grocery store, is near the store's in house
childcare center which I thought was kind of neat. They have
got a childcare center in the grocery store. Kind of neat.
Where they plan to hold story readings and other children's
programs. More than half of the library's volumes are aimed at
children under the 12th grade° And they said you can call. If
you want the complete works of Shakespeare ready for your
Sunday grocery shopping trip, we can arrange that. And it is
a nice little article and it is just an option. I am not
saying we should do it. I am just saying there are options out
the for libraries other than one large library as opposed to
some small ones. There are more options than just one large

Clothing and Active Endeavors and they have been a lot of
promote d.t. Iowa City. We have seen videos that they have
taken. They have got a nice brochure that they have given us
and what I especially liked to see was when they gave a
problem, they also offered a solution which is kind of nice.

continue our storm damage pickup this next week. So our crews
may not have gotten to everything but don't worry, we are
coming.

won some awards from the United States Small Business
Administration, some state winners, two of which are here in
Iowa City. And one is Gary Carlson, a CPA with Clifton and
Gunderson, and the award was the 1996 Iowa Accounting Advocate
in the State of Iowa. Secondly, Chris Pacek from Iowa State
Bank and Trust who was the 1996 Iowa Women in Business
Advocate and they were honored today at the bank. So it is
really nice to have so many award winners from Iowa City.
Congratulations to those people. I wanted to remind people,
some of the council members who are participating in the DTA
Dunk Tank with the proceeds going to the Free Med Clinic, that
date got cancelled last Saturday and we are rescheduling for
this coming Thursday, June 6. Dee Vanderhoef will be there at
noon, I am suppose to be there at 3:00 so we have to yet
figure that out° I don't know when you are going to be there.
Norton/ I will be there 3:30 or 4:00.

Kubby/ Lastly, I want to make a request to council. Actually I ran
into John McDonald today and I was complaining that we were
having council meetings on election nights for the past 6-7
years and that especially when it is our election even we have
council meetings and I think we shouldn't have council
meetings on election nights and he said they never use to have
council meetings on election nights unless there was something
that absolutely-business that had to be taken care of because
of a deadline for a grant or whatever and they had a 15 minute
meeting and then left. So I would like to request in the
future that we reschedule meetings so that we do not have
meetings on election night. man of us like to participate in
various ways, passively and actively and we shouldn't be
meeting.
Nov/ This is a short meeting.
Kubby/ It is a very short meeting but it doesn't negate my concerns
and it still limits my ability to participate in whatever way.

Norton/ A couple of items. I want to second Dean's comments about
the Monday Morning Forum group, the young business persons
from d.t. They have really put together some wonderful
proposals starting with signage about how to get d.t. as an
impressive effort and they have got a long list of things
coming behind that and it is really encouraging. I want to
call everybody's attention to the note from Terry Trueblood
about cleaning up the plaza. We talked about that a little
last week and he is citing some of the problems in there° I
think we may need to give serious attention to have not only
that 6:00 to 10:00 Am but 2:00 to 6:00 PM shift on certain
Saturdays when there is a heavy usage expected. I don't see
how we can avoid that. But I trust that is being considered
carefully by the staff. I want to bring up two other
questions. These are in the area of complaints. One is Sturgis
Ferry Park still looks pretty grim and the thing is tilting
and I knorr we have on our list of think abouts0
Atkins/ May I comment on that for you? About two years ago, about
18 months ago, at a staff meeting we spontaneously created the
We Want The Sturgis Ferry Fixed Up Committee and we made Terry
Trueblood chair. And Terry was unfortunately off for a while
because of an illness and came back° It is almost uncanny. He
gave me a new sketch showing what we would like Sturgis Ferry
to look like in a form a new entrance to the City. Bike paths,
requires a lot of grading, nothing really really fancy but it
really cleans the area up. We expect to be talking about it
shortly. I will show you the sketches. The Committee has been
working. It does need work. It is an old landfill. That is why
it tips. That is to be repaired this year but I can promise
you it will tip again next year just simply because of the
nature of the soils out there. We have the fullest intent of
dressing that area up.
Kubby/ I think a pathway is really nice because so many people walk
right along the highway especially to the two mobile home
parks to the south. It is a safety issue, too.
Atkins/ A lot of folks don't even notice there is a boat launching
ramp there. We would like to kind of emphasize that. Put some
kind of parking that allows folks to get in and out of there.
Norton/ I is one of my long term concerns. I am sure everybody's.

That whole corner has just never had a lift in its life. It
needs one badly and it is a wonderful corner. It goes to waste
year after year°
Arkins/ Give me a week or so and I will get that sketch out to you
and you can take a look at it.
Norton/ One other and I speak for all of those who live on the
south side of town and certainly the southeast. The rail
crossings on South Clinton and South Dubuque are bending not
only my front end, my back end. They are really bad and they
get worse. I can remember four years ago they were bad and
they have turned bad every time and I don't know where
everything goes that you put into them but they are pretty
bad.
Thornberry/ You were talking about your car?
Norton/ Both. It is really a disaster. I used to think about suing
the City, you know, for front end alignment.
Arkins/ Those are owned by the railroad and we try to work with
them to do to try to smooth that ride. For example, First
Avenue is scheduled.
Kubby/ It is really bad right now.
Norton/ I thought we might move some out to Teg Drive as traffic
calmer.
Arkins/ Let me find out on Clinton and Dubuque and where that is.
If it is our responsibility we can certainly move a lot
quicker than-
Norton/ Finally I trust that we are going to get after the 10w
income thing because the bus fares are changing July 1 and it
is going to be timely to have those. I hope they are still in
the hopper moving towards to top of the hopper.
Kubby/ And towards having a consistent low income policy for all-
Norton/ ¥eah, not only that. Not only Transit but other things,
too.
Vanderhoef/ Okay, one more crossing that I had a problem with. The
one on Hwy 6 By-pass.

Atkins/ The Hwy 6 By-pass, if I recall, we will tear that up when
we bring the sewer across and that should be repaired.
Kubby/ We are waiting on that.
Arkins/ I am pretty sure, Dee, we will do that on at that time.

Vanderhoef/ That has a lot of cars on it.
Norton/ Clinton and South Dubuque and also Benton Street near the
City Carton is beginning to act up, too.

Atkins/ No. Wish I could tell you it is better paint but it is
regulated by the federal government and we buy the paint that

It wears out quickly. Okay. I have a couple of little things.
I have had a lot of good comments about the folks that have
been picking up storm damaged trees. One woman told me today
that she wrote a letter to the editor and it still hasn't been
published but she was so happy. She said they are not only
doing a good job but they are working overtime and they are so
pleasant about it and she was raving. Yeah, we are getting a
lot of these good comments° We have to sort of get a hold of
Terry Robinson and tell him we are getting all of these
comments.
Atkins/ I have told the staff. Last weekend I visited with them and
I told the folks we talked to today. We did an assessment
today where we get together and what did we do good, what did
we do bad and they do deserve it. They responded quickly. We
were able to turn it around, particularly with the holiday
weekend which really threw things.

Kubby/ I know that some people met on Memorial Day and I really
thank people including yourself, Steve, for doing that and
responding to council so we could respond to people needing

the Olympics Project. There are three people who spent a lot
of time, a lot of good hours, working for the cit who have
retired recently and I would like to say formally that we all
appreciated them and we thank them. They are Bette Meisel,

with them. We hope they are all going to be happy in the

a. City Manager.
Nov/ city Manager.
Atkins/ I have one item and that is just to pick up a little bit
more information for you on the storm damage. We are
continuing to pick up. We would hope that on Monday, the 10th,
we would return to our normal schedule. That is at any
branches would have to be bundled and placed at the curb. You
~1ow, we will remove them but they have to be bundled. Our
citizen cooperation has been excellent. We did find a few
instances where folks were cleaning out the gardens and bring
them to the curb. I would just like to tell folks is all that
does is slow us down. I mean we were there to get rid of storm
damage and some folks took advantage of the system and we
removed it simply because we said if you get it to the curb we
would get rid of it for you. A couple of things to keep in
mind is that Terry, when we were talking today, we have a
number of, about 200, major street trees, the large street
trees that are severely damaged. If they are dangerous they
were removed or will be removed immediately. So, if it not
being removed, it is Terry's assessment that the tree can be
saved. Please bare with us. A lot of the trees have rather
large scars, split off. We would clear that off the tree. If
it can be saved, we are going to save it but we have about 200
of those. It is going to take some time to get around. If
there is something dangerous about it, let us know and we are
doing an assessment of each and everyone of them. It just
won't be particularly attractive for awhile. We are thinking
about doing a contract to get some of the work because it will
take Terry all summer. This is 200 in addition to his routine
responsibilities.
Kubby/ What about replacement of the trees that do come down? Will
that need to be talked about in terms of a budget item?
Atkins/ He has an existing budget for tree replacement. The extent,
whether that is going to meet the need, I couldn't tell you.
We do have our annual stump contract that is where we have to
hire a contractor to go remove those stumps. Once they are
out, then we can come back and begin thinking about the
planting. It is our intent to get trees back in right away.

some damage to trees in people's backyards and they are just

Atkins/ Call the Department of Public Works at 356-5181. Give us
the address and we will do our best. Like I mentioned last
time, on occasion, we will drive by. The reason we drive by,
that doesn't mean we haven't recorded that particular site but
we didn't have the right equipment. So we are using some
packers, we are using our large trucks. Some of them require
the mulcher and it really depends on the circumstances. You
have got to get it out to the curb this week and we will not
go in your backyard and remove it.
Thornberry/ Any sizes they can handle with the mulcher?
Atkins/ We prefer that if you can get it to the curb, we will get
rid of it for you.
Thornberry/ And they still have the opportunity of doing that this
week?
Arkins/ Yes they do. The remainder of this week to get it finished.
Kubby/ That is a good point to clarify that if your regular garbage
day has already gone by, callo
Atkins/ It is not as scheduled. In fact, what we have is our refuse
collectors, because they run routes, while they are picking up
your refuse also make note of the addresses and that is
radioed back in. So that list, we maintain that list and
divide up the work. Some neighborhoods have little to no

Woito/ Yes. Today I am president of Noon Kiwanis, some of you may
know that. Today Marlene Pertin and Kay Braun, who are
members, we trade a program per month. And so the theme for
our program at noon today was Crime and Punishment and our
speaker was R.J. Winklehake, the Police Chief and he stood up
and said I am not sure how I fit into this category but I
think it is probably anti-crime. Anyway, he did an excellent
job of talking about neighborhood policing and how
neighborhood policing includes such things as having police
present d.to and how there has been a reduction in crime in
the d.t. area since the police have taken to their bicycles
and their feet. So, he did an excellent job. That is all I
have.
