Most lead exposure comes from household paint and lead water pipes. The National Resource Defense Council did an extensive study regarding the environmental issues imposed by an airport and you'll note that Chicago O'Hare airport, one of the busiest airports in the world, produces roughly the same level of air pollution as a typical John Deere plant. http:[iwww.eltoroairporLQI9/issues/nrdc-flvlnghtml, The National Resources Defense Council 1996. It stands to reason then that the Iowa City Airport, which has 30,000 operations a year, is far less pollutant than the nearly 800,000 operations a year O'Hare International and thus far less pollutant than a typical industrial factory. I would therefore argue that your portrayal of the Iowa City Airport as a "toxic waste dump" is grossly overstated. I think you also may be interested to note that the elimination of 100LL gasoline is already in the works at the FAA An alternate fuel source is expected to replace it over the next 10 years. -Brian ------------------- There are many ways in which humans are exposed to lead: through deteriorating paint, household dust, bare soil, air, drinking water, food, ceramics, home remedies, hair dyes and other cosmetics. Much of this lead is of microscopic size, invisible to the naked eye. More often than not, children with elevated blood lead levels are exposed to lead in their own home. By far the biggest source of concern is the lead paint that is found in much of our nation's older housing. Until 1978, lead paint was commonly used on the interiors and exteriors of our homes. Today, the US Department of Housing and Urban Development (HUD) estimates that about 38 million homes in the US still contain some lead paint. - http://wwwnsc.org/library/facts/lead.htm National Safety Council --------------------- Lead in water. The Environmental Protection Agency estimates drinking water is the source of about 20 percent of Americans' lead exposure. Lead leaches out into the water from old lead pipes and service lines in city systems and from home plumbing, Even after lead pipes were banned, leaded solder was legal for use on drinking water lines until the 1980s and is still for sale in hardware stores. Faucets and plumbing fittings may legally contain up to 8 percent lead. It is good to know that letters from the public are being read and, possibly, even being discussed. In regard to the O'Hare airport that is a "red herring". The issue is airborne lead pollution that results from GA fuel. Most operations at O'Hare are from jets and there is no lead in jet fuel. Also, you will notice that the study you referance stating that O'Hare "produces roughly the same level of air pollution as a typical John Deere plant" was in regard to VOC and NOx emissions, not lead. However, the same study also had this to say in regard to smaller airports: IrA 1993 EPA-sponsored study of toxic emissions at Chicago's Midway Airport (a much smaller airport than Chicago's O'Hare, with about 3 million enplanements per year, compared with O'Hare's 30 million) suggests that toxic air pollution from aircraft deserves more attention. The study, conducted in response to community concerns, evaluated cancer risks attributable to all air pollution sources in southwestern Chicago. It indicated that Midway's arriving and departing planes constitute a considerable source of particulate matter as well as toxic compounds such as benzene, 1,3-butadiene, and formaldehyde, releasing far more of these pollutants than other industrial pollution sources within the 16-square mile study area. In fact, few of all of Chicago's industrial sources release as much benzene or formaldehyde as Midway Airport. Nevertheless, airports are exempt from the federal law that requires other toxic sources to report their toxic emissions totals (the Toxic Release Inventory, or TRI). " The point about lead is that it is cumulative from many sources. Maybe children are exposed to lead from old housepaint (although most homes have been repainted since lead was banned in paint during the 1970s). That does not justify exposing them to more lead from other sources. Especially now that medical research is showing that any amount of lead in the blood of children 6 and younger can result in permanent cognitive impairment. Also, trying to justify lead poisoning for an additional 10 years, or more, while attempts are made at developing an alternative to leaded aviation fuel is not very comforting to the parents of children exposed to this lead pollution. As shown by the study you referance, airports are toxic waste sites and they need to be located away from urban areas. http://www.eltoroairport.org/issues/nrdc-flying.html If a GA airport is located in an urban environment then a cost benefit analysis should be done showing who benefits from the airport and what negative effects it has on society. A five-year spending requirement states that "funds not expended or which remain unencumbered by the end of the calendar quarter immediately following five (5) years from the date of the final impact fee payment" shall be considered refundable to individual developers upon written request - if received within 180 calendar days of the end of the five years. (Section 14-9A, Ord. No. 97-3806). The attached spreadsheet provides an accounting of the Parking Impact Restricted Fund from its inception in FY1994 thru June 30, 2004. This information shows what fees have been collected, calculates the five-year deadline for use of these funds (based on the final payment date), and makes application of purchases made to date in order to determine future spending requirements. The Parking Impact Restricted Fund balance is $115,352.91 thru June 30, 2004. The next five-year spending requirement is September 30, 2007, for $38,538.86.
