PROCLAMATION
Whereas, America's 4-H program has served the youth of our nation, and
Johnson County 4-H program has grown to serve thousands of youth, and
the Golden Rule 4-H Club, founded in 1929, is Johnson County's oldest 4-H
club, merging with the Golden Stars 4-H Club in 1988; and
Whereas, 4-H programs strengthen our rural and urban communities by
recognizing and developing America's youth and by creating partnerships
between, volunteers, private supporters and local, state and federal
governments and universities; and
Whereas, the 4-H motto, "To Make the Best Better", encourages young
people to "learn by doing" and to understand the importance of agriculture,
sciences, conservation and economics through educational experiences; and
Whereas, the 4-H pledge, "Head, Heart, Hands, and Health," exemplifies a
commitment to learning, hard work and community service, and inspires our
youth to be tomorrow's leaders; and
Whereas, Golden Rule Golden Stars 4-H Club Week recognizes the
volunteers and young people throughout our county who donate their time,
talents and energy to all local 4-H programs;
Now, Therefore, I, Ernest W. Lehman, Mayor of the City of Iowa, do
hereby proclaim July 25-31, 2004, as
GOLDEN RULE GOLDEN STARS 4-H CLUB WEEK
in the City of Iowa City to coincide with the annual Johnson County Fair,
and I call this observance to the attention of all our citizens.

Whereas, the Americans with Disabilities Act was passed by the United
States Congress on July 26, 1990, to prohibit discrimination against
people with disabilities, and
Whereas, the organization known as Evert Conner Center for
Independent Living wishes to make known to the general public the
importance ofthis Act, and
Whereas, people with disabilities - mental, physical or emotional - are
individuals in and of themselves, and need the respect and support of
others ifthey are to become independent and self-supporting, and
Whereas, the City Council wishes to express support for the efforts of
the members ofthe Evert Conner Center for Independent Living.
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa
City, Iowa, do hereby proclaim July 24, 2004, to be
Persons with Disabilities Day
and urge all citizens to become aware of and support the intent of The
Americans with Disabilities Act and the Independent Living philosophy
which dictates that persons with disabilities will take control and manag~
