AMOUNT OF $8,201,441.92 FOR THE PERIOD OF APRIL 1
THROUGH APRIL 30, 1998, AS RECOMMENDED BY THE FINANCE
DIRECTOR SUBJECT TO AUDIT. DISBURSEMENTS ARE
PUBLISHED AND PERMANENTLY RETAINED IN THE CITY CLERK'S
OFFICE IN ACCORDANCE WITH STATE CODE.

CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN
AND THE CITY CLERK TO ATTEST THE RELEASE OF A LIEN
REGARDING TWO RENTAL REHABILITATION LOANS FOR THE
PROPERTY LOCATED AT 715 IOWA AVENUE, IOWA CITY, IOWA.
Comment: The owners of the property located at 715 Iowa Avenue
received a 911,000 loan on June 24, 1987, and a 93,039.50 loan
on November 2, 1987, for a total amount of 914,039.50 through
the City's Rental Rehabilitation Program. The financing was in the
form of two 10-year, no-interest Declining Balance Loans. The
terms of these loans were satisfied on December 24, 1997, and
May 2, 1998; thus, the liens can now be released.

CONSIDER A RESOLUTION AUTHORIZING THE MAYOR
TO SIGN AND THE CITY CLERK TO ATTEST THE RELEASE
OF A LIEN REGARDING A STATEMENT OF LIFE LIEN
FOR THE PROPERTY LOCATED AT 619 DEARBORN
STREET, IOWA CITY, IOWA.
Comment: The owner of the property located at 619 Dearborn
Street received a 99,100 loan through the City's Housing
Rehabilitation Program on May 14, 1987. The financing was in the
form of a Promissory Note. The terms of this loan were paid off
December 12, 1997; thus, the lien can now be released.

Setting Public Hearings.
(1) CONSIDER A RESOLUTION SETTING A PUBLIC HEARING
FOR JUNE 16 ON PLANS, SPECIFICATIONS, FORM OF
CONTRACT, AND ESTIMATE OF COST FOR CONSTRUCTION OF
THE IOWA CITY DOWNTOWN STREETSCAPE, PHASE 1
IMPROVEMENTS, DIRECTING CITY CLERK TO PUBLISH NOTICE OF
SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE
SAID PLANS ON FILE FOR PUBLIC INSPECTION.
Comment: Phase 1 of the Downtown Streetscape project includes
improvements to the Dubuque Street pedestrian mall from the mid-
mall alley north to Washington Street and Dubuque Street from
Washington Street to Iowa Avenue. The adopted Downtown
Streetscape Plan has been used to guide the final design
improvements. The total estimated construction cost is 8700,000
and will be financed with General Obligation Bonds.

ITEM NO. 6. PLANNING AND ZONING MATTERS.
Consider a motion setting a public hearing for June 16 on an ordinance
vacating Second Avenue Court, located between First Avenue and Second
Avenue, north of Muscatine Avenue. (VAC98-0003) . .
Comment: The Planning and Zoning Commission is to make a
recommendation on this item at their May 21 meeting. In a report dated
May 21, staff recommended approval of the proposed street vacation,
subject to conditions.

Consider a motion setting a public hearing for June 16 on an ordinance
vacating the northern 200 feet of the alley between Lafayette Street and
Benton Street, west of Dubuque Street, Iowa City, Iowa. (VAC98-0002)
Comment: On May 7, 1998, by a vote of 5-0, the Planning and Zoning
Commission recommended approval of vacating the alley, subject to
Hawkeye Lumber Company entering into a lease agreement with the City
of Iowa City to lease the right-of-way, and subject to all necessary utility
easements being retained. Staff recommended approval in its May 7
staff report.
Action:
Consider an ordinance amending Title 14, Chapter 6, Zoning, Article T,
Nonconforming Uses, Structures and Land, Section 5, Regulation of
Nonconforming Lots, by changing the regulation of nonconforming lots of
record. (First consideration)
Comment: At its April 2 meeting, by a vote of 5-1 with Ehrhardt voting
no, the Planning and Zoning Commission recommended approval of the
proposed amendments. Staff recommended approval in its staff
memorandum dated March 27. Correspondence included in Council
packet requesting expedite~Lcons?.~e~ation.
Consider an ordinance cha~iging the~zoning designation~of~ximat~e~yly~
5.4 acres from Community Commercial (CC-2, 2.4 acres) and General
Industrial (I-1, 3.0 acres) to Public (P) for property owned by Kirkwood
Community College at 1806, 1810, 1814, and 1816 Lower Muscatine
Road. (REZ98-0003) (First consideration)
Comment: At its April 16 meeting, by a vote of 5-0, the Planning and
Zoning Commission recommended approval of the proposed rezoning.
This is a City-initiated application. Staff recommended approval in its
April 16 staff report.

Consider an ordinance conditionally changing the zoning designation on a
l O-acre tract located on the south side of Melrose Avenue and west of
West High School from Low Density Single-Family (RS-5) to Planned
Development Housing (OPDH-8) to permit an 80 dwelling unit retirement
community. (REZ98-0002) (Pass and adopt)
Comment: At its March 5 meeting, by a vote of 6-0, the Planning and
Zoning Commission recommended approval of the requested rezoning
subject to agreements and easements for the provision of sanitary sewer
service and compliance with building and site design plans. Staff
recommended approval subject to conditions in a February 27
memorandum to the Commission. Staff recommends indefinite deferral
of this item until the agreements are rendered regarding sanitary sewer
service.

CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE
CITY CLERK TO ATTEST AN AGREEMENT BETWEEN THE CITY OF IOWA
CITY AND NEUMANN MONSON P.C. OF IOWA CITY, IOWA.
Comment: This resolution authorizes an agreement between the City of Iowa
City and Neumann Monson P.C. of Iowa City, Iowa for architectural and
engineering services for the Iowa Avenue multi-use parking facility. The
architectural and engineering design process will take approximately nine
months and culminate in the letting of the project for construction. The
consultant fee has been structured as follows: An initial schematic phase will
be billed on a time-plus-materials basis, in an amount not to exceed $95,000.
The final design and engineering phase will be for a lump sum to be
determined following acceptance of the initial schematic phase.
Action:
CONSIDER A RESOLUTION APPROVING DISTRIBUTION OF THE "PROGRAM
FOR IMPROVING NEIGHBORHOODS" (PIN) GRANT FUNDS.
Comment: The City Council allocated t~25,000 for Fiscal Year 1999 for the
purpose of funding grants to neighborhood associations so that they could
make improvements in their neighborhood. The Neighborhood Council has
solicited, selected, and recommends that funding of ten applications from
neighborhood associations and seeks the City Council's review and approval of
this recommendation.

CONSIDER A RESOLUTION AMENDING THE BUDGETED POSITIONS IN THE
INFORMATION SERVICES DIVISION OF THE FINANCE DEPARTMENT AND
AMENDING THE ADMINISTRATIVE PAY PLAN BY DELETING THE POSITION
OF PROJECT MANAGER/SYSTEMS ANALYST AND INCREASING THE
HOURS OF PROGRAMMER/ANALYST.
Comment: The responsibilities of the Project Manager are being carried out
on a contract basis rather than hiring a permanent employee for this position.
This resolution also increases the .50 FTE Programmer/Analyst position to a
1.0 FTE position in the Information Services Division of the Finance
Department. Staff memorandum included in Council packet.

CONSIDER A RESOLUTION AWARDING CONTRACT AND AUTHORIZING

CONSTRUCTION OF THE COURT STREET EXTENDED, PHASE 1
IMPROVEMENTS.
Comment: The bid opening for this project was held on May 19, 1998, at
10:30 a.m. The following bids were received:

Public Works and Engineering recommend award of the project to Streb

ITEM NO. 11.
CONSIDER A RESOLUTION AUTHORIZING THE EXECUTION OF
CONSOLIDATED ANNUAL CONTRIBUTIONS CONTRACT, RENTAL
CERTIFICATE AND RENTAL VOUCHER PROGRAM: PROJECT IA022V00021
AND IA022CE6001.
Comment: The Consolidated Annual Contributions Contract (CACC) Rental
Certificate Program and Rental Voucher Program combines the 527 units of
Section 8 Certificates and 350 units of Section 8 Vouchers. Renewal funding
is being provided for the voucher program in the amount of $27,860. Project
Number IA022V00021 will replace Project Number IA022VO0010 which
expired December 31, 1997. Project Number IA022CE6001 restores 96,617
in funds that were recaptured in error. This amendment does not represent
any new dwelling units for the program but is intended to maintain the
number of units in the program at the current level.

the building of two or three single-family dwellings which will then be sold to
first-time or to home-buyers. Which I think is a great program.

CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE
CITY CLERK TO ATTEST A CONTRACT WITH SOUTHGATE DEVELOPMENT
FOR CONSTRUCTION AND ACQUISITION OF NEW AFFORDABLE SINGLE-
FAMILY UNITS.
Comment: The City Council, at its informal meeting of April 6, directed staff
to proceed with the reinvestment of Tenant-to-Ownership funds to develop
additional affordable home ownership opportunities. This resolution
authorizes the Mayor to sign the contract with Southgate Development
Company to purchase three single-family townhouse units at a cost per unit
of ~107,900. Staff memorandum included in Council packet.

CONSIDER A RESOLUTION ESTABLISHING TCI CABLEVISON'S "MAXIMUM
PERMITTED RATE" FOR BASIC CABLE SERVICE.
Comment: This resolution allows the new cable television basic service rate
to become effective June 1, 1998, while preserving the City's right to
require any adjustments or refunds due local subscribers once differences
between the City and TCI regarding calculation of the maximum permitted
rate are resolved by the Federal Communications Commission. The
Commission ruled in the City's favor earlier this year, but that ruling has been
appealed by TCI. The new basic rate will be 911.55 per month, 15¢ less
than the current rate.

South Side to fill a term ending July 1, 2001. (Bill Nowysz filled the

Committee.)
