THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING BOARD:
AIRPORT ZONING BOARD OF ADJUSTMENT
One vacancy - Unexpired Term
Ending December 31,2006
The powers and duties of the Airport Zoning Board of Adjustment are:
1. To hear and decide appeals where it is alleged there is an error in any order, requirement,
decision, or determination made by an administrative official in the enforcement of the Airport
Zoning Chapter.
2. To hear and decide special exceptions to the terms of the Airport Zoning Chapter upon which
such board is required to pass under the Airport Zoning Chapter.
3. To authorize upon appeal in specific cases such variance from the terms of the Airport Zoning
Chapter as will not be contrary to the public interest, where owing to special conditions a literal
enforcement of the provisions of the Airport Zoning Chapter will result in unnecessary hardship,
and so that the spirit of the Airport Zoning Chapter shall be observed and substantial justice done.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of
Iowa City. The Board meets at the call of the Chairperson.
Applications must be received by 5:00 p.m., Wednesday, July 28, 2004. The City Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application

HISTORIC PRESERVATION COMMISSION
One Vacancy - Three Year Term
(1) Woodlawn District Representative
March 29, 2003 - March 29, 2006
Duties of the Historic Preservation Commission include: conducting studies for the identification and
designation of Historic Districts; reviewing and acting upon all applications for Certificate of
Appropriateness; cooperating with property owners and city agencies regarding remedy of dangerous
conditions; furthering the efforts of historic preservation in the City by making recommendations on
preservation issues, when appropriate, by encouraging the historical, architectural or cultural value, and by
encouraging persons and organizations to become involved in preservation activities.
This Commission meets the second Thursday of each month at 5:30 p.m and, if necessary, the fourth
Thursday of each month at 5:30 p.m. Iowa City appointed members of the boards and commissions must
be eligible electors of the City of Iowa City.
Applications must be received by 5:00 p.m., Wednesday, July 28, 2004. The City of Iowa City

HUMAN RIGHTS COMMISSION

The duties of the members of the Human Rights Commission are to receive and to determine the
merits of human rights complaints alleging unfair or discriminatory practices in the area of employment,
credit, public accommodation, education, and housing. The Commission shall provide conciliation and the
enforcement necessary to further the anti-discriminatory goals of the Human Rights Ordinance and to
protect citizens from unfounded charges of discriminatory practices.
The Iowa City Human Rights Commission has an obligation to investigate and study the existence,
character, cause, and extent of discrimination in Iowa City in order to eliminate discrimination by
education, conciliation, and/or enforcement. It is also the duty of the Human Rights Commission to draft
revisions to the Human Rights Ordinance if necessary to eliminate prejudice, intolerance, bigotry, and
discrimination.

Council Members-
Thank you for taking the time to review the applications for the Human Rights Commission, my application is
among them and I just wanted to take a moment to introduce myself. I am applying to serve on this
commission because I believe that as an advocate for individuals xvith disabilties, a member of the LGBTA
community, and my degree in education- I can contribute a unique veiwpoint of living as a minority in Iowa
City that may benefit many citizens of the Iowa City Community. I welcome the opportunity to answer any
questions that you may have or further clarify my intentions in applying for the commission. Please feel free to

Experience and/or activities which qualify you for this position.
I grew up in Austin, Texas, when it was still a segregated community from 5th
grade through University of Texas. My awareness of the ignorance bred by keeping
people apart increased during my time there, and I became committed to encouraging
diversity and dialogue and knowledge between groups that had traditionally thought of
themselves as separate and/or superior.
I worked as a social studies teacher in the Iowa City Community Schools from
1969 to 2001 when I took early retirement. Throughout my teaching, I continually
worked to help students gain awareness and insight into the history and the current
situation regarding discriminatory practices and the value of diversity in one's life.
At West High in the early 90s I was asked to sponsor SAD, Students against
Discrimination, which worked to provide extra opportunities for students to increase their
knowledge and contact with groups that were often stereotyped and marginalized. When
I moved to teaching at City High, I was asked to start a Multicultural Nonsexist Club
with the express purpose of creating events for the student body that would help students
gain knowledge and awareness of diversity issues. I learned so much from my work with
various groups at City High! I was pleased to encourage Hispanic, African American,
gay/lesbian/bisexual/transsexual groups, foreign exchange students, Asian Americans,
minority religious groups, women's groups, and recent immigrants to express themselves
publicly, and share their concerns/culture/strengths. I found that listening is an important
part of this work.
Currently I am working with the University of Iowa Center for Human Rights on
a Child Labor project that has taken me into the subject of global child slavery. I work
with mentally ill inpatients at the U of I Hospital school as a substitute teacher. I take an
active role in the Iowa Women's Foundation that promotes opportunities for the growth
of women and girls in Iowa. My interest in human rights only grows wkh time. I
consider serving on the Iowa City Human Rights Commission as an effective way to
apply/grow in my understanding of important diversity issues and to express locally my
concern for human rights throughout the world community.
What is your present knowledge ofthi~ advisory board?
As part of my exploration of issues of diversity for teaching social studies I found
out about the Human Rights Commission. I was impressed with the celebration of 50 ~.,
years of the U.N. Declaration of Human Rights several years ago. I appreciate~e way~.~
Iowa City cares enough to have laws, procedures, programs and projects in pla~

NOTICE
THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING BOARD:
POLICE CITIZENS' REVIEW BOARD
One Vacancy - Four Year Term
September t, 2004 - September 1,2008
Duties of the Police Citizens' Review Board include reviewing Police Department investigations into
allegations of misconduct lodged against police officers, conducting further investigation of the complaint
when the Board deems it necessary, and issuing a public report which explains why and the extent to
which the complaint is sustained or not sustained; maintaining a central registry of complaints against
sworn police officers and issuing annual reports regarding the disposition of the complaints to the City
Council; reviewing police policies and practices from time-to-time and recommending changes to the City
Council when the Board deems it appropriate.
Iowa City appointed members of boards and commissions must be eligible electors of the City of Iowa
City. However, the City Council reserves the right to waive the residency requirement for good cause
shown. The City Council also reserves the right, for good cause shown, to waive the requirement that the
Board include one current or former "peace officer" es that term is defined by State law.
Applications must be received by 5:00 p.m., Wednesday, July 28, 2004. The City of Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application forms

Ht Tracy-
As much as I hate doing this, I have to resign my position with HCDC. I have accepted a position in Des Moines
with Iowa Legal Aid as a half-time attorney and half-time development officer. We will be moving at the end of
August. I would like to try to follow through with my monitoring reports, if I can do so in August and submit them
to you to be read in September- let me know if that will work and if I need to submit a formal letter and to whom.
