Franklin/A couple of you ..... haven't been through this process
before .... What we are talking about is capital improvements ..... What
this is about is doing capital projects in response to needs that are
identified within the community and it is also a tool that we use to
guide development ...... What we are going to present to you tonight
is a CIP that you received .... in your packets .... along with project
descriptions .... based on previous program that was put together by
the last council in 1995 ..... priority setting session. This reflects that
CIP plus additional projects or additional needs that have been
identified as well as some changes in the priorities that we have done
as a consequence of things that have transpired since 1995 ..... go
over what those changes are and highlight some of those changes
and new projects. Then Wednesday... talk about things that you
might suggest for changes in this. Tonight we will make sure
everybody is familiar with projects ..... Then Wednesday... possible
projects that you do want to change the priorities .....
Norton/When you say change the priorities, what do you mean?
Franklin/Move them from one year to another.
Norton/ .....any bottom lines?
Franklin/Yes. I will review that at the end of our discussion tonight. Go by
FY. The first page which is the completed projects or projects in
progress we are not going to touch at all ......

Go first to FY97 (pg. 2) ..... highlight the changes in the new projects.
Terry will do those that pertain to Parks and Rec ..... FY97, ones that
have changed in priority. Foster Road Projects, #128 & 224. Those
have been moved up... happening sooner...as a consequence of the
water project and what these projects entail is just acquisition of
property r.o.w. and grading. It is not paving of the road ..... so we can
set the water lines ..... Moved up to FY96. We will establish the grade
for the r.o.w. and we have moved that up as a consequence of the
water project because water lines will follow these r.o.w.
Kubby/Including 224... What are those lines for?
Franklin/That is for finished water lines.
Norton/Going over to the pumping station ....
Kubby/That means we are going to plowing trees and stuff ....
Franklin/That alignment goes along that drainage way .... There is not a lot
of trees that is going to get in the way, Karen .....
Kubby/We would have to follow our Sensitive Areas ..... I assume we will.
Franklin/That is one that we have had the Environmental Technical
Advisory already look at that alignment.
Norton/
Kubby/Does that change at all because of the Sensitive Areas Ordinance?
Franklin/We are going to have to take that into consideration with every
project. We have the resolution that the council adopted. That we
will, to the extent possible, comply with the Sensitive Areas
Ordinance and we will.

Franklin/ In terms of new projects in FY97. #230 Sheridan Avenue Sanitary
Sewer. This is an additional sewer that is needed to address

surcharging problems in the Longfellow Neighborhood, Hopefully it
will be ending with this project.
Kubby/
Franklin/ ..... Wylde Green Sanitary Sewer (#232) .... problem that has come
up and this is to address that .....
Highland Avenue Storm Sewer, #234, that is addressing storm water
flooding ....opportunity... to coordinate some of the administrative
work ....Whenever we can get any savings on contracts or
administration of contracts, that sometimes will shuffle around
projects ....
Norton/All three of those were in before and moved up?
Franklin/Those are new.
Norton/
Franklin/Yes... sometimes that happens in the community... surcharging,
basement flooding .... stormwater .....
The Dubuque Street Trail, #226, that is a new project ..... conjunction
with the water project .....When we replace everything, we will put in
the trail ....
Norton/And you are also putting that nice sidewalk in on the eastside ......
Thornberry/Are these cement or are these blacktop?
Franklin/Concrete ....we have standards for trails,
Davidson/That is a real high pedestrian use corridor because of the
Mayflower there .....ten... standard for two way bike and pedestrian
in heavily ....

Trueblood/There are only three P/R projects.., for FY97. #238 Benton
Street (Ned Ashton) Park Development... moved ahead .... to FY97 in
order to be a part of the Iowa River Corridor Trail Project, #227.
#242 is a new project, the Sturgis Ferry Park Development .... 1- to
improve the park .... 2-to do the best we can at hiding the recycling
area down there... 3- make more attractive entryway into Iowa City...
that one has not been prioritized by P/R Commission ..... That one has
not gone through that scheme as yet.
Kubby/So how did it get here if it hasn't gone through that process?
Trueblood/This is just where we feel it should be plugged in for now .....
Norton/That can go ahead without any further concerns for the Airport Plan
or any further concerns for relocation of Public Works on the corner?
Trueblood/There will still have to be some concerns .... we can proceed
with it.,, have to be some light towers...fences... going through
center of park.
Norton/

Franklin/It doesn't really affect public works.
Trueblood/ #244 City Plaza Improvements. This really isn't new ...we did
combine projects. They use to be separated .....
Norton/What are other things we want to do down there? .... Green
machine and money for that kind of thing. Where is that likely?
Kubby/You want that machine so bad ....
Franklin/Remember the CIP is a budget and it will change. It is flexible ......
may not have to be paid for until FY98... It is possible to be in '97 or

'98 if we do some additional stuff beyond this ..... How much does
your machine cost? Why don't you bring that up Wednesday as a
potential change?
Any questions on any of the FY97 projects, either ones that we have
touched on or ones that we haven't .... ?
Kubby///223 First Avenue Extended R.O.W. The project itself is not until
the beyond list. So why are we grading?
Franklin/This is where a water line is going to go. Another part of the water
project. The east west arterial, between Dodge and the ACT property,
First Avenue .... Foster Road... two legs of Foster Road are connected
with the water project in that is where lines are going to go.
Kubby/Will it make a difference to what this project is as to whether or not
we decide to extend First Avenue? We haven't' really talked about
that.
Franklin/If this goes ahead with the grading, it does not require that you
pave First Avenue now or ever .... You don't lock yourself into it.
What you are locking yourself into, however, is that if you extend
First Avenue, this will be the alignment.
Norton/And the grade.
Kubby/Have a map... where these projects are, where they will go.
Nov/There is a map there.
Kubby/Before we get done with this process .... I want to know where we
are talking about putting the r.o.w. for First Avenue.
Franklin/We have not done an alignment study yet.

Fosse/As far as a map of all the projects, we thought about that .... We
have this as a working model .... This is ours to play with.
Kubby/There is a whole bunch on here that are r.o.w. and grading. The
specific alignment will be brought to us as a separate and specific
discussion? We are not deciding on those by deciding that the project
will be done in our CIP?
Franklin/That I right. This won't change whatever your normal processes
are for approving a project.
Norton/

Franklin/This is just saying that we will, in FY97, evaluate where that
alignment should be and grade it for the water line because you have
to set the grade to put the water line in.
Norton/At some point you will be bringing us that recommended alignment?
Franklin/ Right. We have discussed the part of the east west arterial, not
First Avenue .....

Franklin/If you have got ones... jot them down... start with next time.

Franklin/The projects that are in FY97, the contracts have not been let,
some work may have been done. It is still within the realm of
possibility to move them or we would have put them on that very first
list of in progress .....
Let's go to '98 .... This council, you have control over '97, '98, &
'99. Beyond that it is another group of people ......

Norton/...'97. On the Benton Street Ned Ashton Park, isn't that tied in with
a development on that corner? .....
Davidson/No. We are working with the existing private property owners
there ......
Franklin/In FY98 (pg. 3)... changes in priorities. The Hwy 1-Sunset Right
Turn (#248). That was on beyond ..... moved up. It is a small
project... advantage of some of the administrative things... put it on
same time as #249 .....
Norton/How about //250?
Franklin/That is in that same year. That would have a similar kind of thing.
Some more work, I think, has already been done on that as opposed
to #248 and #249. The reason that we moved Sunset... up was for
the administrative economies.
Nov/On #250... description... re-stripe... Why does it cost $42,000?
Fosse/That includes monkeying with the signals, changing the signals, staff
time, design.
Nov/Replacing signals, is that what you are doing there?
Fosse/We are not far enough along to know is we have to replace them or
just re-phase them.

East West Arterial from Dodge Street to ACT (#253) .... quite a bit of
discussion about the alignment. That is #253. That is a move up one
form FY99 ..... reason .... has to do with the water project. That is an

alignment for one of the water lines as well as the signalization work
that was requested by ACT.
East West Parkway, #254, from Sycamore to the Storm Water
Detention Basin. That has been moved up one year .... coordinates
with #260 .... we have been working on for some time to get a
regional detention basin in that area.
Vanderhoef/Is that its normal scheduled item, //260?
Franklin/Yes.
Norton///260 was not advanced?
Franklin/No ....
Norton/What are they actually doing, building a piece of road there?
Franklin/Yes.
Kubby/The rest of that parkway is going to be the private developer's
responsibility?
Franklin/That is up in the air ...... depends... community need. I would
guess it would probably be a developer cost as opposed to a
community need because it is going to be the development that really
spurs that.
The Sunset Storm Sewer (//259)... moved up from FY99... coordinate
it with the Wylde Green Sanitary Sewer. There is a link between
those two ..... infiltration into the sanitary system ..... work also in the
storm sewer system ..... Two of those are linked... probably bump up
against each other.
#273 Library Expansion. That had been in the out years... moved up
as consequence of needs identified by the Library Board.
A new project, Westminister Sanitary Sewer, //257 .... smaller sewer
projects that is a consequence of surcharging and basement flooding
that has been identified by residents.

Kubby/ .... are there any patterns to these problem areas about how we
design them 20 years ago? ..... that we can prevent going back in in
future developments?
Fosse/We are using different design criteria for subdivisions now than were
used when these problems areas were originally developed. We are
not finding any one particular common thread going through each of
them yet.
Norton/They are all low areas .....
Kubby/We live in a wet area.
Franklin/ .....So it is gravity.
Trueblood/#261 Cemetery Expansion .... there is still a lot of information
that we have to gather there .....Right now we have it plugged in for
FY98
#263 Mercer Park Aquatic Center Expansion... moved it back from
FY97 to FY98.
#265 Weatherby Park Development ..... expanded that park by about
10 acres .... minimal development of that additional ten acres.
#275 Recreation Center Gym Floor Replacement in FY98, 995,000.
The gym floor is 32 years old ..... maple floors are expected to last
about ;?.5 years .... It would be new. New project.
Kubby/Weatherby Park, what kind of development has to happen?
Trueblood/We will be working with neighborhood association to see what
they want. We envision.. south end... leveling... open play fields .....
practice fields ....just an expansion of passive type neighborhood
park.
Nov/Terry .... idea of when the council and P/R Commissions would meet to
discuss the cemetery?

Trueblood/ ... sometime after we get the preliminary .... engineering report
on the expansion and we hope to have that by the end of October.
Nov/It would be November ..... Mr. Dolezal... I am just going to tell him we
are not meeting with P/R Commission until November and some time
after that we will have a p.h.
Trueblood/That is certainly our call .....
Nov/I was just going to give him an answer.
Franklin/ Do you have any questions about any of the projects in FY987
Kubby/ //268 Purchase Additional Land.
Franklin/ For the landfill, yes.
Kubby///266. Why are we slating all of the Master Plan expenditure for one
year? Do we expect it to happen all at once like that?
Thornberry/That was my question.
Norton/ I have the same question precisely.
Franklin/ I can't answer that.
Kubby/Maybe you can put that-

Kubby/That seems very optimistic.
Norton/That //268 was buffer land, right, wasn't ',t? .....
Franklin/Some for buffering and some for new.
Norton/ I will talk about it tomorrow night ..... cemetery. I wanted to ask
about the Hazardous Waste Recycling Facility (//271). Is that all firmly
decided? .....

Davidson/Not all firmly decided. We have a notion what it will be. We have
gone down to look at the facility in Missouri.,, ideas on what it could
be. We will meet with you and run that by you again ......
Nov/ I am happy to see we have a GIS Pilot Program.
Norton/Is the GIS at all cooperative with the County, the School Board and
Coralville? .....
Franklin/My understanding of this is that we would use the data base .... we
can have that information at any moment that we have the capacity
to store it, We now do not have the capacity to store it for a single
large map ....

Nov/ My concern is that we will have all different software and we won't be
able to interact.
Franklin/There is a group that meets periodically. The effort is to use the
same type of software or compatible software and use the same
language.

Franklin/Let's go to FY99. The first change in priority is #279 Sycamore
Street-Burns to City Limits... couple with that #280 Sycamore- City
Limits to L. There are a couple of reasons for that... development
interests in the area ..... FY99 .....
Norton/Were they moved up one year?
Franklin/They were clear out... the unfunded. Moving them up as a
consequence of those development interests as well as the fact that
we are going to have a soccer complex down by the WW Treatment
Plant, We already have agreements with the county that were
required when we annexed the WW Treatment Plant site... agreeing
about the soccer access road... to maintain those roads, So this is

recognizing that all of that has happened... bring those roads up to
city standards .....
#288 Police Department Second Floor Remodeling. To coordinate that
with the Civic Center Third Floor Addition... to bring those two
together.
Kubby/What will happen on third floor?
Franklin/I can't tell you exactly... to get Assisted Housing into the Civic
Center... Public Works and Planning and Cable are all tight ....to give
some room.

Franklin/What we have talked about is Assisted Housing where Public
Works is and Public Works moving up .....
One new project in this FY is the Court Hill Trail, #283 ..... Ralston
Creek Trail.. decided to call it the Court Hill Trail ....consequence of
having received some money... flood hazard money .... HyVee
Project... r.o.w .... We now have the connection between Scott Park
and First Avenue that that can go through.
Kubby/Second Avenue Bridge is slated on this plan ..... Will that mean the
trail will have to be torn up or can you design around the trail? .....
Franklin/The bridge is now 2001.
Davidson/We haven't even thought. Karen, how we would design that ....

Lehman/What is #289?
Franklin/That is the relocation of Public Works Facilities from corner of
Riverside Drive ..... to Airport property.
Franklin/
Nov/I assume everybody is watching the Wolf Avenue Bridge?
Kubby/Every six month inspection.
Norton/We will talk about that tomorrow. //284 concerns me .... Seems to
me to have to tie into to work .... tie in with Lower Muscatine Work?
Franklin/ No. It comes out on Pir,e Street .... just going under the RR
tracks ..... The one project does not hinge on the other .....
Vanderhoef/So this cost is strictly for the tunnel?
Franklin/Yes, with the trail ....
Davidson/On both sides of the tunnel there is probably .... several hundred
of feet of trail to get you up to Pine Street... to Rundell Street.
Franklin/FY2000. #294 Southwest Interceptor Sewer which we are now
going to call the Willow Creek Trunk ..... That is a move from out
beyond... consequence of development pressures on the westside
and industrial development options that we have around the airport...
FY2000... look at more as a way ...guide where development is going
to occur as opposed to one that is meeting an imperative need .....
Willow Creek Trunk... Willow Creek Interceptor .....
New projects. #291 Dubuque/Church Left Turn Lanes... response...
traffic cutting through from Kimball up the Gilbert Street Hill and
coming through the northside ..... This is to have a left turn lane to
ease that traffic flow so that Dubuque Street traffic goes through.

Vanderhoef/Are you talking about a turn light, a turn arrow?
Franklin/Probably, yeah.
Norton/You might not need a left turn going the other way ......
Franklin/I don't know that the impact on the neighborhood is as great from
the north bound traffic.
Nov/It isn't ....may as well do it on both sides of the intersection.
Franklin/Next one is a new one, //293 Lower Muscatine-Franklin to
DeForest. This is a continuation of the Kirkwood Project... provides a
left turn lane at Sycamore Street ....enhance turning movements ....
That is new.
Norton/It was never on the list at the time Kirkwood was done?
Franklin/It was part of the Kirkwood Project. It was taken out and it is
back.

Fosse/We need to make some storm sewer improvements in that area...
flooding claim... they have since filled in their basement garage and
put a regular driveway in ....
Franklin/The last new one in FY2000 is //297 Mormon Trek Abbey Lane
Storm Sewer... to address flooding... deal with erosion control
issues ......
Kubby/Will this affect the issue that we have been hearing about lately? ....
Franklin/That is what this is about ....FY2000.

Fosse/That is what it is all about is the alignment of 965. This would sewer
the Slotbower Tract and the other one adjacent to it.
Kubby/We had this fire study done a long time ago, We have never really
seen the fire study that shows we need the fire station ....
Davidson/At the time we did the Fire Station Location Study...
determination was made that there were internal Fire Department
Policy issues that sort of needed to come first because..,facilities ....
new chief job.., top priorities, I don't know if it has actually been
done.
Norton/GIS we will talk about tomorrow .....
Franklin/GIS has been in ....
Norton/Is GIS going to bring us any savings? .....
Franklin/The saving is in the economy of service that you can provide in the
information you can get more quickly and the retrieval of that
information.

Fosse/It would certainly reduce the cost of those studies because it is going
to put information at our fingertips .....
Franklin/FY 2001. The change in priority. Court Street Extended Phase II,
//304 ..... We have split this into two projects. Phase I is still in FY99
and that is the extent of Court Street .... to the west boundary of
Windsor Ridge. This is through Windsor Ridge to Taft ..... 2001, the
developer of that property can still build that road ahead of time if
they wish to .... The city would not target that as a priority until

2001 .....If they wanted to do it sooner than 2001, they would pay

Fosse/No, they are all in today's dollars. I think it has to do with the
distance.

these prices up .....
Davidson/...we don't own any of the r.o.w yet for that .....
Thornberry/Would that include the cost of the land or just the road?
Franklin/Do these include r.o.w. costs?
Fosse/There is something factored into that, yes.
Norton/The numbers are still pretty big for the distances being similar.
Vanderhoef/Phase I, is that any of it on the park land?
Davidson/One is almost twice as far.
Fosse/
Davidson/One is a little over 1/4 and the other one is about 1/2.
Vanderhoef/Does any of Phase I go there where the edge of Scott Park? Do
we own any of that land already?

Franklin/Not yet ......part of it would border on Scott Park,
Davidson/(Refers to map).
Franklin/ ..... #305 East West Arterial that is going through ACT's property.
This is assuming that we have got it built to ACT's property or First
Avenue .... to the east through their property. What we have done
with the East West Parkway and Scott Blvd. is flip is around from the
previous priorities ..... Because of the water plant project and because
of the signalization and the apparent resolution that we are reaching
on the alignment for the East West Parkway off Dodge Street, we are
going to be able to do that piece... first as opposed to Scott. The
property that Scott traverses is owned by people who are not
aggressively developing ..... appears to make more sense in terms of a
natural progression of things.

Mormon Trek, #306, that has been moved back considerably in
priority and this was through a re-prioritization at JCCOG in going
over the use of the enhancement funds.

Franklin/Delayed from an early date of FY96 or FY97.
Norton/It has been delayed in other words?
Franklin/ Right. In this FY there are no new projects. Terry, do you have
anything in FY2001 ? Okay. Any questions about projects in 2001 ?

Kubby/In 2001, is there a problem doing both bridges at once in terms of
access or can that be worked out? ....
Fosse/(Can't hear).
Franklin/ FY2002 the changes in priority: Dodge Street- Governor to
Dubuque which is #309. That has been pushed back from FY98 just
as a consequence of resources, time and money to do it .....
Resources, the time to do these projects and the money that we have
are very critical in how things are scheduled.
The East West Arterial-Scott to ACT, #311 .... lack of demand for this
project. Scott BIvd .... also a big change from what we did originally.
New project, Park Road, Riverside Left Turn. That is #310. That was
something that we discussed with the University when they started
the new Foundation Building and they asked whether .... we would be
interested... left turn lane on Park Road ..... We anticipate the traffic
with Hancher, the Foundation... general traffic... this would be a
prudent thing to do at some point in time.
Nov/You might want a left turn on Riverside at some point.

Franklin/Terry, did you have something in FY2OO27 Okay.
Nov/Yes .... I want to know about the Recreation Center Expansion.
Franklin/It is pushed back a year.
Trueblood/... commenting on new projects or projects that may have been
moved up. The Rec Center Expansion isn't a new project. We have ...
delayed it one year.
Franklin/There are projects throughout this that I haven't highlighted .....
bumped them a year .... because of time or money .....
Kubby! I know that we were behind on stuff on Public Works projects ....

Fosse/Kind of leads into next thing .... What is a reasonable expectation for
a given year, Each year.., 4-5 projects that don't get done for one
reason or another ....Probably going to have four carryovers from this
year.
Kubby/Maybe we need to change our expectations.
Fosse/
Franklin/I have one more category to look at. Last page .... projects which
are not included in the CIP in terms of being funded or being in any
particular FY, They are projects that we know are out there but we
haven't included them in the years that are funded .... three... Scott
Blvd. Phase I that we have now pushed out and not programmed. The
industrial park is in this category ..... We are having conversations
with Mr, Streb about industrial park development east of Scott

because these are sections of the East West Parkway which we just
put further out,,. delayed a year ....
Changes. The next part of this whole exercise which we will getting
to Wednesday is any things that you want to change in this priority,
We will go again by FY ..... When we put this program together .....
The main thing is needs of the community... next two things are the
resources that we have in terms of work time available and money
available, Rick is going to make a couple of comments about work
time available ....... Engineering Division of Public Works but Public
Works Department generally and then Don, what the financial
parameters are ..... Changes,.. How it is going to affect the work
program in a FY and how it is going to affect the financial bottom line
in a FY .....
Fosse/With regard to the work program,.. looking at history., what have we
been able to do in the past... track record .... 20-25 projects... vary
widely... complexity.. consultants .... all sorts of factors... Put
together to help guide us .... a work program that has got 15 slots for
projects plus some annual programs. There are four of those annual
programs .... range of 19 projects in any given year that we are
slotting for. Allow us for contingencies ..... We need to build in a little
bit of contingency for that. Our design process is changing.,. input up
front .... regulatory aspects,.. Sensitive Areas Ordinance,..
archeological aspects ..... more important for our projects .....
Don Yucuis/We work closely with Rick on what types of projects that we
could do in each FY ..... Looking at GO Debt, not having a big spike in
projects... Also using Road Use Tax and maintaining approximately $1
million in that fund ...... not trying to impact General Fund that
much .....Enterprise Funds, rates will be adjusted based on
projects .....Rates in Enterprise Fund area will be per our schedules
that we talked about. The GO Debt in '97 & '98 is pretty much close
to our Three Year Plan .... Road Use Tax determine whether or not we
needed to push a project out. Also the GO Debt, whether we needed
to push a project out, I think we are in pretty good shape as far as
funding goes ..... We have accounted for that in our tax rate,

Franklin/First thing you should do is think about the project in terms of
what the project is... need... direction it sets for the city and where
you want it to fall. Next thing... number of projects in the FY and the
amount of money that is being transferred ..... have to do some of
that balancing. At the meeting Wednesday, we will not figure out .....
the dollars on this ..... If we can just get some general discussion of
changes... consensus on those changes. We will take that and go
back and reformat .... and Don will work through the money ......
Kubby/Money in CIP for design work in one year and project the next. I
didn't' see that,

Fosse/The project.,. the final design will begin when the money is
budgeted. There will be discussions prior to that about conceptual
aspects of the project ..... The 15 slots is for construction that year.,.
If you start going through the numbers... there are many more than
15 projects.,. crunch we are in with water and wastewater that is
going on .....using consultants... expand our abilities for short term
there.

Fosse/ ....What affect is Jim's presence going to have on our ability to get
work done. We will know the answer to that in about a year. He is
going to bring with him seven projects that he is already working
on ..... brings with him some of the tasks that were completed by the
