NOTICE
THE CITY COUNCIL OF IOWA CITY IS
CONSIDERING AN APPOINTMENT TO
THE FOLLOWING BOARD:
AIRPORT COMMISSION
One vacancy - Unexpired Term
August 6, 1996 - March 1, 1997
Duties: To exercise all the powers
granted to cities and towns under Chapter
330 of the Code of Iowa, except the power
to sell said airport. To annually certify the
amount of taxes within the limitations of the
Statutes of the State of Iowa to be levied for
Airport purposes. All funds derived from
taxation or otherwise for airport purposes
shall be under the full and absolute control
of the Airport Commission, deposited with
the City Treasurer, and disbursed only on
the written warrants or order of the Airport
Commission.
Iowa City appointed members of boards
and commissions must be eligible electors
of the City of Iowa City. The Airport
Commission meets the second Thursday of
each month at 5:45 p.m.
This appointment will be made at the
August 6, 1996, meeting of the City Council
at 7:00 p.m. in the Council Chambers. The
City of Iowa City encourages diversity in the
appointment of citizens to boards and
commissions. Persons interested in being
considered for this position should contact
the City Clerk at the Civic Center, 410 E.
Washington Street. Application forms are
available from the Clerk's Office upon
request.

Licensed Plumber
August 6, 1996 - December 31, 1997
It is the duty of members of the Board of
Appeals to hold appeal hearings on matters
concerning the Uniform Building Code,
Uniform Plumbing Code, National Electric
Code, Uniform Mechanical Code, Uniform
Fire Code, the Dangerous Building Code,
and the Iowa City Housing Code. Members
must be qualified by experience and training
to pass upon matters pertaining to building
construction.
Iowa City appointed members of boards

the first Monday of each month at 4:30 p.m.

Dear Mayor:
It is with regret that I inform you that I am resigning from the Housing and Community
Development Commission, effectively immediately.
One reason for my resignation is personal, I find that I am overextended in time
commitments. The second reason is that I have found it increasingly difficult over the last
year to be as effective a commission ~nember as I desire. I believe this is due in large part
to the conflict of interest one commission member, Mr. Charles Eastham, has; as he is also
president oftlie Greater Iowa City Housing Fellowship. The Fellowship requests and
receives large amounts of CDBG and HOME funds. I am greatly concerned that Mr.
Eastham places the decisions of the HCDC in a negative light in the community. I
sincerely hope that this issue will be soon resolved.
Thank you for the opportunity to serve the 1owa City community over the last two years
as a member of the Committee on Community Needs and the Housing and Community
Development Commission.

I understand that there is usually a period of transition when a now commition is formed
and I don't 'tam.~oin¢ that it's unusual £or thai time to bc challenging and even dit~cul~.
Even takin$ that iuto considcraiion, though, I think the first yca~ of the Housifig and
Conununity D~'elopment Commission was bard. In my opinion this first year was made
more difftmlt thpa it needed to be be~us~ the commission was forced to deal with the
conflict of'into. rest issue over and over again. I know that you have received other
iuformation on this/ssuc in your p~cket so I won't go iuto any le~5~ explauaiions. I do
want to ¢mpbs~i~,,, to you my strong £eellug about the effect this issue is having on HCD
as a commission. I believe that having cormnission members who are clos¢1~
with hod/es that apply to HCD for funding can, unless very scrupulous guidelines
fbllow~l, have a clama~ing impact on the integlity and effectiveness of the ~ornmission
and its decisions. Any possible percept/on o£conflict o£intcr~ on the p~ of the
individual members must be avoided if this commission is to continue to have the respea
of the community.
I balieve that/n order for the members of HCD to get b~ond the difiiculges of this
tr~n.'aion period and become an effective and cohesive lFoup this issue must be resolvexl.
