SEATS 96-143 S2 Larry Olson/Bring you up to date where we are getting the information to you that you are looking for. The document that you have in front of you for now, we will go over that briefly and answer any questions you might have regarding that document. Kubby/Is there an extra copy for Jonathan so he can have one. Thank you .... Nov/Any background on this?... Olson/The first three pages of the stapled together document are a rough draft.... getting from our software.... data collected. Karr/I am not picking you up .... Nov/You have to be closer to the microphone. Olson/We have had problems generating the data.... since the software was installed... March.... changed our operations.... the sof~ware has stored all the data and I have just been able to generate this type of report ..... I have given a copy of a similar report to Iowa City Transit for their comments.... The figures on the cover page .... summa~g... entire first quaffer.... applied the techniques I have developed... The £ollowing two pages are two out of the 614 that were generated for the entire first quarter.... the last column is the tour share and that is the fairest way to allocate the cost of providing a trip. Board of Supervisors page 2 Norton/The tour share? Nov/Tell us how you define a tour share. Olson/Well, let's keep flipping through... 4th page... appendix from a rather large document that I produced last year.... This is what we used for this FY contract .... This is the appendix from that document that describes what a tour share is and that starts down in section Method 4. A visual representation that is on the following page.... start and stop time.... represent a trip.... rather than allocate the entire length of the trip for the Iowa City passenger to Iowa City and allocate the entire length of the trip for the rural passenger to Johnson County, we account for the efficiency of the overlap there and we divide that up .... Kubby/Seems like an incredible amount of work... We talked about trying to mainstream our program and make sure staff is doing as much direct service as possible... do this periodically throughout the year to see if the percentages remain the same... not to do this all the time. Norton/614 pages of output Olson/That would be for the whole 3 month period .... Norton/Every trip in heavy duty detail. There must be an option. Olson/.. this is what I am capable of generating. StuBman/Is this what the city wants? Norton/We were interested, for example, somebody says usage is down 17% .... utilization. Olson/About 15%. NortoW Does that come out of these kind of data?... Olson/We are looking at just the number of trips.... based on strictly trips that are taken that are charged to Iowa City .... Kubby/Seems like a very fair method but it doesn't seem efficient to do this everyday, all day.... I don't know if Joe has a feeling for how much is appropriate .... Nov/This could be automatic eventually. man / Right, that is what I am working on. Nov/ man / These are the type of things I would like to generate on the five every single day .... Norton/Somebody has to do the entry, don't they? .... Nov/You do an entry every time somebody calls anyway. Kubby/...driver doing something by hand .... Burnell Chadek??/The second t~vo pages ofthis.... that is essentially what the driver would see and that is also on the dispatchers computer screen. The last two columns are things that I have added, the trip minutes and the tour share. As those rides are actually performed, the computer collects that data.... The tour share is the most important thing ..... We are getting very close .... Kubby/ Norton/Sally, you asked what we were interested in. We are interested in data that we can understand.... We thought we had some agreement to get that information but we still aren't quite sure .... Bolkcom??/There is a couple of examples of what we have seen a percentage increase in riders.... Chatera Oakes.... lot fewer people certified there... fewer riders.... Is we measure this in tour time.. The reduction in cost is slightly less. Nov/Can you tell us why they are taking more time with the computers than they did with paper and pencil? Olson/I think we will once people are fully trained we will see some savings in the dispatch area later on.... We haven't seen that savings in the dispatch area to this point. It is taking longer.... to make a reservation.... I think we will see some savings in that area later on. Kubby/I think it also matters who is not riding.... If it is Iowa City people not riding, we should see that in the tour time .... Lehman/Have our transportation people seem this yet? Olson/Yesterday Bumell went over similar information with Ron and Joe wasn't there .... Joe just received a copy of this the same time you did. Bolkcom??/In going through this new software, we have obviously found some bugs with it.... As we look at the second six month renewal, we would like to see... maybe a monthly report .... Lehman/I really would be very interested in what our transportation people feel after looking at this .... I am very interested to see what Joe thinks. Norton/Maybe Joe can also say what he needs .... Lacina/There are a few separate issues. One issue is the collection of the data so that it is usable.... We spent a ton of money for this system and we also need to know whether we got a bill of goods.... You have made a major investment in SEATS and made a commitment... We need to know is the software is adequate.... If it is our problem delivering, then we need to address that and ... if the data needs to he in such a situation so that it can be correctly analyzed .... Fowler/The only thing I can say is Ron got this about 4:00 yesterday afternoon and gave it to me this morning.... We have looked at a couple of days worth of information We are meeting tomorrow afternoon. Kubby/ ....comment back to us. Will you also comment about the possibility of a monthly report versus a weekly. What the ups and down of that is. Fowler/I need to talk to Bumell .... Lehman/And ifthis is more information that you need.... I would like to know your evaluation of it. Fowler/The two days information I really looked at I thought were really good... informative .... Nov/You may need a weekly report for a short period of time .... Lacina/If you are going to do graphs .... look at the ice storms.... influence ridership... you are going to need more than 12 reports a year ..... do some summation... Shouldn't be any additional expense with the drivers giving us that information.... The number of reports basically falls back to what you need as far as information .... Norton/Are we agreed that tour minutes is the right unit? That is what I want to know. Do we have a hand on what measure, what unit we want?... Fowler/...probably the most accurate measure. Bolkcom/We think it is a pretty fair measure, too. Norton/Number ofpeople riding...length of the ride... Fowler/That is as close as you can get for assigning actual cost. Norton/ .....we would be able to understand what we are dealing with here. Nov/Can we say we will let Joe think about it. Lehman/And look it over and tell us. Board of Supervisors page 6 Davidson/(Can't hear). Bolkcom/I would like to have some sense of whether or not we could move from weekly reports by then. If we can do that Joe and Larry. I want to make sure we can meet the contract. It says weekly now. We haven't been doing weekly. I would like to get us at something that is reasonable, meets your needs and meets our, too. Davidson/I am meeting with them Tuesday morning .... LacinaJ lfwe can't generate more frequently than 12 times a year, I want to know because I want to go back to that software company.... We signed a contract and we have an obligation to deliver on some of these things.... Some how we have to be held accountable... Kubby/...Do we really need sta~to be spending time doing that. Bolkcong It costs us money, too. Thomberry/If it is in the computer, then you hit print .... Nov/...Let's move on. Bolkcom/I had another SEATS issue that related to the monthly pass.... whether or not that could be re-instituted. We have a couple o£cases where volunteers are paying as much as $90 a month to go to their volunteer station and they can't afford it .... look at that issue. Kubby/ Nov/We cannot afford it. Norton/What kind ofmoney are we talking about. Duffy/...she was eligible to ride the SEATS service and she is a volunteer... for quite a few things .... Board of Supervisors page 7 Kubby/Does she qualify for the lower income rate of $.757 Duffy/I don't know .... Nov/If she is low income, there is a discount there. Duffy/1 don't know if it is low income or not .....touchy when we talk about volunteers .... Kubby/Let's get some information about how many we are talking about. Larry, do you know an approximate number of passes that were sold per month last year? Do you have any idea. Olson/I don't really... number of passes were sold here at the Civic Center.... 30.... rough guess .... Kubby/ ....I think it is a good service to provide .... Norton/As a plan, what are you considering? Kubby/I have always been supportive of a SEATS pass that cost twice as much as the fixed route. $50 unless you are lower income, then it would be $40 a month. Lehman/ .... Passes give you unlimited ridership ..... cost us as a city not one extra nickel. We are going by anyway. If you are a SEATS rider... we make a special trip to your house.... If we had some sort of a pass where you had to punch it.... X number of rides on your pass.... If the passes were dated or colored ... there really wouldn't be any abuse. Kubby/...so few people...maybe three people .... Lacina/See if our sof~ware is capable of doing a search by the identification number.... Go back to rider ID and do an analysis of who is using it. Bolkcom/We are not collecting information on people's incomes .... Lacina/ Bolkcom/Based on how many people who have passes .... Board of Supervisors page 8 Kubby/ Lacing You may want to set up several different ways of looking at the data .... Vanderhoef/Any information along that line we could get would be useful. Norton/ Nov/...if somebody can afford it, they will do it ..... Kubby/Sounds like people are opening up to the idea of a pass depending upon what the need is out there....and cost .... Nov/l carmot see how we can afford.... I firmly believe that people should pay for the ride.... Be sure the people who do have low income are aware that there is a discount .... Kubby/Are other people opening up? Norton/I have to look at the numbers again. Kubby/ Norton/I certainly would like to know how many passes are out.... how many people are tiding four times a day. Vanderhoef/That is information we should have been getting a year ago... Kubby/Maybe we should move on. Duffy/Another words, nothing will be changed on this? .... Thornberry/Ifa person volunteers everyday... costing the people of 1owa City money for her to volunteer .... Nov/ Bolkcom/....if she can't make it to volunteer, that value is lost to that agency. Board of Supervisors page 9 Norton/That becomes a whole large policy of subsidizing volunteers.... opens Pandora's box. Kubby/Dee, are you interested in looking at some data before making a final decision. Vanderhoef/ .... Nov/We are subsidizing those rides at a great extent .... Kubby/... There is another issue about SEATS. After the six month contract that we are about to finalize, we will be looking at going out for RFP again and just to bring that up and talk about that a little bit.... Will we be able to do multi-year contracts? Davidson/You can go up to five years... Iflowa City continues to contract for paratransit service, we have to go out for an RFP. If the city were to decide that they want to operate it themselves, then there is no RFP. Bolkcom/Are you saying you will be doing an RFP even year. Davidson/It is up to how we establish a contract, Joe.... stipulated in the contract the length of the contract ..... it can be up to five years. Kubby/Ernie, are you interested in collecting some data to see if you would be interested in monthly pass. Lehman/Yeah, I don't think we need to collect a whole lot of data.... We do sell passes now.... Let's look at it and talk about it again. Kubby/So there are four people who are interested in looking at that.... Board of Supervisors page 10 Local Option Sales Tax 96-143 S2 Nov/l put that on because Cedar Rapids is planning to put a local option tax on the ballot sometime in the spring. Des Moines has already set this on the ballot for next Tuesday. I was wondering if Iowa City would like to join the Linn County date and see if it passes here in Iowa City.... Johnson County .... Norton/ .... If the tax goes in I understand a particular municipality can ask the Board to take them out of it at any time... doesn't have to wait for a year. Says here local option sales tax cannot be repealed by election before the tax event .....doesn't have to wait for a year .... Lacina/In the drafting of your petition, if you stated if one entity went through, at that point all other entities would have that option, you would all be protected. Is that right?.... If you put a petition of that support being that if one entity dropped out, others would have the same option.... condition of the contract? Woito/I don't know. The way the statute reads, the county can repeal any portion of it without an election. The county can impose a repeal date without an election .....at the end of any calendar quarter .... Lacing It is not mandated that we allow you out.... I think the drafting ofthe petition to place it on the ballot is really important. Kubby/If that is allowable by state law. Woito/There is a form that you have to follow.... has to be approved by the state Commission of Elections and it has to be fairly straight forward and understandable .... Lacina/Does it preclude a 28E agreement for all agencies that opt into this? .... Woito/28E would have not affect. Sehr??/Linda, do you have what Dee is looking at.... has to be in affect for a year.... that is how you repeal it alter a year. Woito/I just went straight to the statute. Sehr/ Lehman/ Sehr/...talking to all the communities about putting it on for certain amount.... and what they were using it. Norton/Is it on or not.... Steve.... Chamber has engaged in a polling firm.. to determine .... He felt that June might be the earliest date. Nov/Part of the objections... Linn County does not have it... If Lirm County has it... felt we ought to bring it up again. Lehman/I felt council was willing to put it on the ballot if we agreed how to spend it.... so we just plain didn't put it on the ballot ..... Nov/It was seriously considered by the merchant. Bolkcom/ Kubby/When you are looking at really big tickets item. Bolkcom/ Norton/...easier to do it at the time they are doing it and Des Moines. Sehr/ Lacina/ Stutsman/ .... encouraged people to start looking at other sources of revenue... local option sales tax. Nov/It is the only other source .... Board of Supervisors page 12 Kubby/Spending all this energy every six months talking about this... demand from the state that we have more progressive options for different kinds of more fair taxes locally that we can choose from.... We need to have other options.... fix the weird roll back system that the state has.... We could be doing more. Nov/We are going to try. However, the options are small. This is a current option.... Ifa majority would like more information, we can get somebody from the State Revenue Department to come and give us a little show and explain how it works. They are available... Vanderhoef/.. one of the things... Linda... When we were concluding our discussion .... one of the things that is available to us is to have a referendum that would list... first 2-3 years of the tax the money would all be used this way. The next 4, 5, and 6 the money could be used this way.... I would be looking at water roller heavily in those first years ....other things in 4-5 years... And that has net been discussed at council. Woito/I talked with Bill Suepple the elder.... saw nothing in the statute to prohibit.. Statute contemplates that you will have a date and a percentage and designated purpose... It doesn't say that you can break up the dates and purposes into 2-3 time frames but thoro is nothing to prohibit it ..... saw nothing to preclude that. For example, 1997-199 X percentage of water... another year you would have another percentage for different purposes. Norton/ Woito/I would not reconunend more than two time frames .... Nov/And the ballot can have a sunset? Woito/Yes. Norton/Does the county have any problem? Stutsman/I say leave it to the voters. Nov/If we had local authority... going to use a different percentage.... residential tax .... We don't have any options .... Norton/ Kubby/ Woito/This is an option, it is a 1% sales tax. Nov/ Thomberry/ CHANGE TAPE TO REEL 96-144 SIDE 1 Bolkcom/We are meeting with our state legislators at Saturday morning, 9:00, at the County Administration Building. Kubby/We need to live within the means that we have.... growth.... residential growth isn't paying for itself.... putting more pressure on all of us to provide the kind of services our growing county needs.... it doesn't pay... new residential growth .... Lacina/....one of the things that will impact .... is restructuring of the human services area ..... may be a tighter squeeze.... There are a lot of factors coming together which are going to affect us. This gives a tool .... Nov/ Bolkcom/ Lacing We would rather go to the public .... We have more and more people who want more and more from the city.... It costs more money... The more we do, the more it east up our funds.... more services... Nov/We are dealing with d.t. merchants.... In this atmosphere... d.t. merchants are going to be more accepting of a sales tax because they are the ones who are asking for more services.... Do we want to invite the rest of the county... and have somebody come from the state... and give us information on sales tax? ..... Lehman/Fine with me. Woito/Don, you had a question about the year. The statute says that you, being the Board of Supervisors, shall repeal the local options sales tax effective at the end of the calendar quarter during which you adopt a repeal motion .... Sehr/.. that would be after that first year, wouldn't it? Woito/That is not in the statute. It is in the guidelines they put out. Norton/ Woito/It would have to be at the end of the calendar quarter. Stutsman/Naomi, I would like to see you set up that meeting... the cities come together and the county. Nov/ ....it will be an open public meeting... gear the report and see how it really works. I am really leaning against not even thinking about putting it on the ballot .... Norton/ Thomberry/The people that are coming to Iowa City.... we are getting a lot of people that are moving to Iowa city that are requiring more of our expenditures. Norton/I would have to see the data about that. Lehman/This is a discussion for another time. Nov/All I am asking is do we want a general information meeting and if so, we can set it up... Okay, enough nodding heads.... we will try to set it up for January. Duffy/I think somebody should say some kind words about the state representatives.... I wouldn't be too critical about what has happened the last couple of years handed by the state.... I think we have a lot &work to do. Thornberry/ Stutsman/... open meeting for the general public, too, as well as elected officials. I think that would be good .... Lacina/ Stutsman/... meeting at the end of January .... Kubby/Assume that we would be making specific invitations to the leaders of each connnunity. Nov/We will send specific letters to city councils.... newspaper announcement to the public. Kubby/What specifically does that mean? Norton/Issue down there with the Wolf Development and whether we are reasonably together on that is going to proceed down there.... proposal for private sewage disposal system serving that area and possibly other areas down there ..... Wondered if there is anything we can do to keep that more coherent now that we have moved up the Southwest Interceptor Sewer Project.... '98. Nov/With a sewer in that area... potential.... industrial development. Bolkcom/What are your concerns.... I would think that we would want to restrict his ability to be a sewer provider to a bunch of other property .... Norton/...his rate might be cheaper .... Bolkcom/ Lacina/Will there be a special assessment against the property owners for the sewer lines.... per acre. Kubby/It matters if we pass a tap on fee for that particular line .... Nov/....cost per acre but it would require a separate ordinance for each area .... Bolkcom/I think the policy question is do we want a private entity providing services in that part of the county .... Sehr/ Norton/It was out in the our years. Kubby/It was 2001 at the time. Board of Supervisors page 18 Kubby/Beyond 2001 with no specifics .... Norton/We were recognizing constraints.... seems sensible to get that opened up .... Vanderhoef/What was the thinking of the county approving the sewer system down there? Duffy/The one he has offof Scott Blvd. is perfeclly clean and works good. They meet the same requirement of the state. Norton/Nitrates, for example? Same nitrate level? Laeina/They have to meet all the regulations .....these are expandable. Kubby/But your assumption in approving it was it would be for the mobile home park. Stutsman/Has Bob Wolf every talked about expanding his services to individuals? Norton/I think he has alluded to that .... Lacina/The jurisdiction that runs the service is not relevant .....cost would be a factor .... Kubby/Accountability issues .....what kind of clean up.... repairs.... Can he commit to do .... Lacina/... can you give me an exampleT... He can duplicate that system... reinstall it for a minimal expense ..... flows comes from the residences ..... Lehman/ .... Once we get that interceptor sewer in, ifsomething happens to his plant, he is safe. Iowa City, take it over.... those people ... are going to be screaming to Iowa city for services.... we would not allow that pollution to go into the fiver.... certain liability on part of the city down the trail .... Sehr/On the other hand.. demanding he kind of join the Iowa City system anyhow. Bolkcom/I would be interested.... information... private... public .... Lacina/Chicago.... within Johnson County... wastewater districts.... what diflkrence is the jurisdiction?... Solon... they did set up their own districts .... Board of Supervisors page 19 Bolkcom/That is a rural subdivision. Lacina/What we are saying is that we are going to accelerate this tap on .... Nov/No. Sehr/Point is that if anybody else builds down there when you get your sewer in, they have to hook onto the sewer. Why don't you just say that is what you want. Thomberry/The industrial property... new airport plink... We are going to have some property there that is available for commercial and industrial uses .... Lacina/ Thomberry/We thought since we are going to be opening this up.... Master Plan with the Airport.... get a sewer down there .... Norton/Also concerned with that entrance to town.... aware that that is an entrance .... industrial .... Lehman/...this guy, he isn't going to let that crap sit in front of his .... Stutsman/ Kubby/Just the corridor and the atmosphere that is created when you drive towards town.... We are talking about an entranceway overlay zone.... that is an important value .... Lacina/ .....obligation to enhance our site if there is an identifiable problem as well. Duffy/...glad to have it in the county.... Modern Manor.... I take it is going to be a beautiful place... good job.... Iowa is one of the states in the ten state standards... issue is sewer pipes and 2,000 gallons of effluent leakage from the sewer pipes per mile is forgiven.... can we actually sit here that in Iowa City there are no sewer pipes leaking?.... I take it he is just doing a good job. Kubby/I don't tlfink anyone is saying anything bad about Bob Wolf's current sewer .... Norton/ Kubby/In terms of that particular plot of land, I know he is very interested in doing lots of small commercial lots. That may be helpful in him doing the industrial lots but that is not what our particular vision is. We want it to be industrial and we don't want a commercial strip along Scott. There is a great deal of concern about the intersection in front of West High School and Melrose Avenue.... just wanted to express our concern from people driving in from the county. Kubby/Have them talk to school board members because we paid extra money so that there could be an option of a traffic signal there ..... Vanderhoeff .... Nov/Bottom line is the DOT said no. Kubby/We were willing to spend the extra money to do the project differently and we approached the school district... paying... additional liability....
