PROCLAMATION
Whereas, home fires claimed more than 2,600 lives in the U.S. in 2002; and
Whereas, 79 percent of fire deaths nationwide happen in the home; and

Whereas, the City of Iowa City recognizes the significant personal and economic toll fire
takes on its citizens; and
Whereas, the City of Iowa City understands that safety measures can significantly cut the
risk of fire; and
Whereas, a fire can spread rapidly and a quick escape from the home increases the
chances of survival; and
Whereas, smoke alarms have been proven an effective lifesaver, having helped to cut the
home fire death rate by one half since their introduction to the general public; and
Whereas, working smoke alanns are essential in every household and should be installed
on every level of a home including the basement and outside of each separate sleeping
area; and
Whereas, the City of Iowa City is joining the National Fire Protection Association
(NFP A) in reaching out to its citizens with a message of fire safety during Fire
Prevention Week 2004; and
Whereas, the Fire Prevention Week 2004 theme, "It's Fire Prevention Week: Test Your
Smoke Alanns" is an important message for all citizens of the City ofIowa City;
Now, Therefore, I, Ernie Lehman, Mayor of the City of Iowa City, do hereby proclaim
the week of October 3-9,2004, as
FIRE PREVENTION WEEK
This week is commemorated nationally and supported by the public safety efforts of fire
departments, schools and other safety advocates, in conjunction with NFP A. I call upon
the people of the City ofIowa City to remember the Fire Prevention Week 2004
reminder, "It's Fire Prevention Week: Test Your Smoke Alanns" and urge all citizens to
heed the advice to install and maintain smoke alanns.

Whereas, our founding fathers, in order to secure the blessings of liberty for
themselves and their posterity, did ordain and establish a Constitution for
the United States of America, and
Whereas, it is of the greatest importance that all citizens fully understand the
provisions and principles contained in the Constitution in order to
effectively support, preserve and defend it against all enemies; and
Whereas, the two hundred fifteenth anniversary of the signing of the
Constitution provides an historic opportunity for all Americans to
remember the achievements of the Framers of the Constitution, and the
rights, privileges, and responsibilities afforded to us in this unique
document; and
Whereas, the independence guaranteed to American citizens, whether by
birth or naturalization, should be remembered,
Now, therefore, I, Ernest W. Lehman, Mayor of the City ofIowa City, do
hereby proclaim the week of September 17-23,2004, to be
Constitution Week
in Iowa City and urge all citizens to reflect during that week on the many
benefits of our Federal Constitution and the privileges and responsibilities of
American citizenship.

WHEREAS, barriers to accessing treatment facilities are a significant problem for
people with alcohol or drug use disorders; and
WHEREAS, such barriers include failures to identify affected people and direct them to
treatment, inadequate public and private insurance coverage for treatment services, and
shrinking state budgets that limit funding for treatment programs; and
WHEREAS, saluting people who are in recovery from alcohol and drug use disorders, as
well as those who have helped them obtain treatment, helps to overcome such barriers by
educating the community about the benefits of treatment, and affinning the goal that all
people with alcohol and drug use disorders should have access to treatment services; and
WHEREAS, to help achieve this goal, the U.S. Department of Health and Human
Services; the Substance Abuse and Mental Health Services Administration; the Office of
National Drug Control Policy; and the Prairielands Addiction Technology Transfer,
invite all residents of Iowa City to participate in National Alcohol and Drug Addiction
Recovery Month;
NOW, THEREFORE, I, Ernest W. Lehman, Mayor ofthe City ofIowa City, by virtue
of the authority vested in me by the laws of the United States, do hereby proclaim the
month of September 2004 as
National Alcohol and Drug Addiction Recovery
Month
in Iowa City and I call upon the people ofIowa City to observe this month with
appropriate programs, activities, and ceremonies supporting this year's theme, "Join the
Voices/or Recovery... Now!"

WHEREAS, life insurance is an essential part of a sound financial plan;
WHEREAS, life insurance provides financial security for families in the event of a
premature death by helping surviving family members to meet immediate and longer-
term financial obligations and objectives;
WHEREAS, nearly 50 million Americans say they lack the life insurance coverage
needed to ensure a secure financial future for their loved ones;
WHEREAS, recent studies have found that when a premature death occurs, insufficient
life insurance coverage on the part of the insured results in three. fourths of surviving
family members having to take measures such as work additional jobs or longer hours,
borrow money, withdraw money from savings and investment accounts, and, in too many
cases, move to smaller, less expensive housing;
WHEREAS, individuals, families and businesses can benefit greatly from professional
insurance and financial planning advice, including the assessment of their life insurance
needs;
WHEREAS, the Life and Health Insurance Foundation for Education (LIFE), the
National Association of Insurance and Financial Advisors (NAIF A) and a coalition
representing hundreds of leading life insurance companies and organizations have
designated September as "Life Insurance Awareness Month," whose goal is to make
consumers more aware of their life insurance needs, seek professional advice, and take I
the actions necessary to achieve the financial security oftheir loved ones; ,
