Resolutions. 1 ) SETTING A PUBLIC HEARING FOR OCTOBER 5. 2004 ON PLANS. SPECIFICATIONS. FORM OF CONTRACT. AND ESTIMATE OF COST OF CONSTRUCTION OF A UNIVERSAL DESIGN DUPLEX UNDER THE AFFORDABLE DREAM HOME OPPORTUNITIES PROGRAM TO BE LOCATED AT 938 LONGFELLOW PLACE AND 940 LONGFELLOW COURT. AND DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING. AND DIRECTING THE DIRECTOR OF HOUSING AND INSPECTION SERVICES TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION. Comment: This project will be the construction of a Universal Design duplex to be located on Longfellow Place under the Housing Authority's Affordable Dream Home Opportunities Program (ADHOP). ADHOP funds are from the sale of the public housing units, and the Housing Authority is required to reinvest the proceeds to expand affordable housing opportunities in the city. Each dwelling unit will be constructed to meet Universal Design criteria and therefore accessible. One dwelling unit will be a two-bedroom unit and the other a three-bedroom unit. The two-bedroom unit will be marketed to a family needing a fully accessible unit. Families who earn up to 80% of the median income may qualify to purchase one of these homes. Upon completion of these homes, it will be the Housing Authority's intention to place them on the 2005 Parade of Homes. c. REZONING 20.8 ACRES BY AMENDING A PLANNED DEVELOPMENT HOUSING o.6r - -4\L\~ OVERLAY (PDH-8) PLAN FOR IDYLLWILD CONDOMINIUMS, A 104 DWELLING UNIT DEVELOPMENT, LOCATED BETWEEN FOSTER ROAD AND TAFT SPEEDWAY. (REZ04-00020) (SECOND CONSIDERATION) Comment: At its August 24 meeting by a vote of 5-0, the Planning and Zoning Commission recommended approval subject to staff approval of construction drawings, grading and erosion control plans and storm water storage calculations. These plans have been approved. Staff recommended approval in a staff report dated August 24. The amended plan will 1) approve building footprints, which differ from those approved as part of the original PDH plan, 2) relocate the trail shown behind buildings 12, 13, 14, and 6 on the original PDH plan, 3) revise the landscaping plan to illustrate what has been already planted and to provide a plan for future landscaping to be completed with the new buildings, 4) remove the off street parking spaces from Pentire Circle and 5) document new and modified easement locations.
