First and foremost, thank you for being here and for standing by the Shaw
family.
· We are here tonight to show our support for the Shaw family and their
tragic loss.
· We are here to bear SILENT witness to the senseless taking of Eric
Shaw's life.
· We are here to light a candle for justice.
Many of us have strong feelings about this tragic event. Please do NOT
use this gathering to air your personal grievances. If yotl wish to say
something, please do so at another time.
What We Will Do Tonight
· Form a circle and stand with our candles lit, silently bearing witness to
the taking of Eric Shaw's life.
· At 7pm we will enter the City Council chambers, with our candles still lit
arid stand in a sht)w of community support for the SI3aw family.
· Two people will speak very briefly, one as an organizer of the vigil and
one as a member of the ~haw family.
· We will then extinguish our candles a~d place them in a basket at the
front of the council chtlmbers and leave.
A message sent from Blossom Shaw:
1. This vigil is apolitical. It is not about liberal or conservative, left or right. It
is about Eric.
2. This vigil in NOT anti-police.
3. Please go see for yourself the site where Eric was killed. 1132 S. Gilbert,
by the alley. A light will be on.
4. If you want to do something more write your U.S. Congressr~en or help
form an independent citizen committee to pursue justice.

THE CITY OF IOWA CITY IS NOW IN THE PROCESS OF MOVING
A SAFELY BURIED 6" HIGH PRESSURE GAS/OIL PIPE LINE.
THIS LINE IS NOW ON THE NORTH SIDE OF INTERSTATE 80
AND ON THE PROPERTY ACQUIRED BY THE CITY FOR THE STATED
PURPOSE OF BUILDING A WATER PLANT. THIS LINE HAS BEEN
DESCRIBED BY CITY MANAGER ATKINS AS A "POSSIBLE
ENVIRONMENTAL DISASTER".
THE REASONING FOR MOVING A "DISASTER PIPE LINE" FROM WHAT
USED TO BE OUT OF TOWN AND MOVING IT INTO TOWN AND THRU
THE EXISTING FOREST VIEW TRAILER CAMP AND AN EXISTING
APARTMENT COMPLEX IS UNCLEAR.
WHATEVER THE REASON, THE CITIZENS ARE PAYING A MILLION DOLLARS
TO MOVE A LINE THAT WAS SAFELY BURIED NORTH OF TOWN.
THE QUESTION ARISES--" WHAT SHOULD THE CITY DO ABOUT
TWO HIGH PRESSURE PIPE LINES THAT ARE BURIED ON A HILLSIDE BUT
THE LINES ARE ONLY INCHES FROM BEING EYE LEVEL ABOVE THE
STREET RIGHT OF WAY.
THE CITY HAS THAT SITUATION EXISTING AT THE NORTH END OF
TANGLEWOOD AVE. THIS IS A STREET THAT IS OFF DUBUQUE
ST. TO THE EAST. ANY KID COULD TUNNEL INT0 THE SIDE HILL AND
EXPOSE THESE PIPES. A TRUCK, SNOW PLOW OR A DIGGING MACHINE
COULD DAMAGE THE LINES.
I ASK THE COUNCIL TO INVESTIGATE THIS SITUATION. WILLIAMS PIPE
LINE HAS THE MEN AND EQUIPMENT AT THE NEXT STREET.
THESE LINES SHOULD BE BURIED BELOW THE LEVEL OF THE STREET

Dear Council Members,
On behalf of the faculty and students of the Department of Biological Sciences of the University of
Iowa, I will appreciate the opportunity to meet with you on November 18 to outline the need for a new
building on the comer of Iowa Avenue and Dubuque Streets. In particular, I will try to explain to you why
an overpass connecting the nexv building with the existing Biology Building is essential for us to meet our
teaching and research missions.
I believe that the Department of Biological Sciences, with an annual budget approaching $10
nilIlion, 236 full- or part-time paid staff, 600 undergraduate majors, a total annual course enrollment of
~nore than 4,300 students (please see attached Table), and its proximity to downtmxa~ Iowa City, is a vital
participant in the economic and academic life of the community.

~ Technically, indirect costs should uot be included in the total department budget; however, these costs help the
U~tiversity fund several department-related expenditures not listed above, such as building maintenance, bmlding
renovation ($196,290 in 1995-96, $331,825 in 1996-97), equipment mid supplies for new faculty members

I have been informed by Karin Franklin that your busy schedule will not make it possible for the
University to discuss a matter of considerable importance with the Council prior to the matter
becoming public in the records of the State Board of Regents. To avoid the appearance of a
presumption that the need to discuss this matter with the Council is perfunctory I am using this means
to inform you of the issue and our preference that it could have been discussed with you pnor to its
public transmission to the State Board of Regents. It appears at this time that it will not be possible
to discuss the matter with you until your informal session on November 18. just prior to our
presentation of the matter to the Regents at their meeting on November 21.
The basic issue is our planning for a new building for the Biology Department. This project has been
funded and we will be asking the Board to approve the plans for the project at its November meeting.
This building is planned for construction on the now vacant lot northeast of the intersection of
Dubuque Street and Iowa Avenue. Of particular relevance to the Councif is the need to connect this
building with the present Biology building just west across Dubuque Street with a second-level.
pedestrian bridge. We will be requesting the Council to approve an air easement to permit the
construction of the bridge. Extensive investigation of an underground tunnel instead of a bridge has
indicated that the tunnel would be impractical because of the elevations involved that would require
elevators at both ends of the tunnel. The precise nature of this alternative will be shared with the
Council at the time we make our presentation concerning the project and request approval of the
bddge alternative at your informal session on the 18th of November.

Re: Stop sign installation on Reno Street at Davenport Street
As directed by Title 9, Chapter 1, Section 3 of tlqe City Code, this is to advise the City Council of
the following action. Unless directed otherwise by the City Council this action will occur on, or
shortly after, November 20, 1996.
ACTION
Pursuant to Section 9-1-3(A)5 of the City Code, STOP signs will be installed on Reno Street at
its intersection with Davenport Street, so as to cause traffic on Reno Street to stop prior to
entering the right-of-way of Davenport Street,
COMMENT
This action is being taken so as to discourage the use of Reno Street for pass-through traffic.
This action is consistent with the City Council's use of stop signs for traffic calming in residential
neighborhoods at the intersection of residential streets.

Right Lane Must Turn Right on the east approach of the intersection of Iowa Avenue
and Riverside Drive
As directed by Title 9, Chapter 1, Section 3 of the City Code, this is to advise the City Council of
the following action. Unless directed otherwise by the City Council, this action will occur on or
shortly after November 20, 1996.
Action
Pursuant to Section 9-1-3(A)(8) of the City Code, signage indicating RIGHT LANE MUST TURN
RIGHT will be installed on the east approach of the intersection of Iowa Avenue and Riverside
Drive.
Comment
The restriction noted above will serve to more visibly indicate to motorists that the right lane of
east approach of Iowa Avenue at the intersection with Riverside Drive must turn right. The Police
Depadment has indicated they are unable to cite motorists violating this restriction unless signage
is installed. This action will be taken consistent with guidance contained in the Manual on
Uniform Traffic Control Devices.

No Parking Loading Zone on the west side of Madison Street between Market Street
and Jefferson Street

Pursuant to Section 9-1-3(A)(10) of the City Code, signage indicating PARALLEL STANDING on
the west side of Madison Street between Market Street and Jefferson Street will be removed.
TOW AWAY ZONE signage will be added to the existing NO PARKING LOADING ZONE signage.
Comment
This action is being taken at the request of the Iowa Memorial Union to more clearly indicate that
the designated area is intended for loading and unloading only. The additional tow-away zone
signage will permit enforcement of the no parking designation by the Parking Division.

Parking prohibition on 2nd Street
As directed by Title 9, Chapter 1, Section 3 of the City Code, this is to advise the City Council of

Action
Pursuant to Section 9-1-3(A)10 of the City Code, NO PARKING 8-5 MONDAY-FRIDAY signs will
be installed on the south side of 2nd Street between Gilbert Street and the driveway east of Iowa
Paint.
Comment
This action is being taken to facilitate the movement of trucks from 2nd Street into the driveway
east of the Hamm's Hearth and Home building. A questionnaire was sent to area businesses,
with a majority indicating they were not opposed to the proposed parking prohibition.

Pursuant to Section 9-1-3(A)10 of the City Code, TOWAWAY ZONE signs will be installed on
the north and south sides of Highway 6 West, between Hawkins Drive and Riverside Drive,
and on Newton Road between Highway 6 West and Elliott Drive.
Comment
This action is being taken to eliminate illegal parking, mainly associated with University
events, along Highway 6 West and Newton Road. The NO PARKING ANY TIME signs posted
along Highway 6 West and Newton road have proven to be ineffective in deterring illegal
parking, as violators are subject to a maximum $5.00 fine. Both University officials and the
Iowa City Police Department have expressed concerns over safety and property damage
associated with the illegal parking. Establishing the Towaway Zone will allow the parking
prohibition to be enforced to the fullest extent possible.

Reserved parking for persons with disabilities at the intersection of Church Street
and Clinton Street
As directed by Title 9, Chapter 1, Section 3 of the City Code, this is to advise the City Council of
the following action. Unless directed otherwise by the City Council, this action will occur on or
shortly after December 2, 1996.
Action
Pursuant to Section 9-1-3(A)(14) of the City Code, signage indicating RESERVED PARKING for
persons with disabilities will be installed at two parking spaces located on the west side of Clinton
Street at the intersection with Church Street.
Comment
The restriction noted above will establish two reserved parking spaces for persons with disabilities
at the intersection of Clinton Street and Church Street. This action is being taken at the request
of the University of Iowa, and is intended to provide parking for persons with disabilities who wish
to access the president's home and residence hall facilities along Clinton Street. The two parking
spaces are contiguous to University of Iowa property. This action will be taken consistent with
guidelines contained in the Manual on Uniform Traffic Control Devices.
