THE CITY COUNCIL OF IOWA CITY IS
CONSIDERING AN APPOINTMENT TO THE
FOLLOWING BOARD:
BOARD OF ADJUSTMENT
One vacancy - Five-Year Term
January 1, 1997 - January 1, 2002
Duties: In appropriate cases and subject to
appropriate conditions and safeguards, the
Board may make special exceptions to the terms
of the Zoning Chapter in harmony with the
general purpose and intent of the ordinance and
in accordance with general or specific rules
contained therein. The Board may grant
variances to the Zoning Chapter only in the case
of "unnecessary hardship." The hardship must
be substantial, serious, real, and of compelling
force, as distinguished from masons of
convenience, maximization of profit or caprice.
The Board may also hear and decide appeals
where it is alleged there is an error in any order,
requirement, decision, or determination made by
a City official in the enforcement of the Zoning
Chapter.
Iowa City appointed members of boards and
commissions must be eligible electors of the City
of Iowa City. The Board meets the second
Wednesday of each month at 4:30 p.m.
This appointment will be made at the
December 3, 1996, meeting of the City Council
at 7:00 p.m. in the Council Chambers. The City
of Iowa City encourages diversity in the
appointment of citizens to boards and
commissions. Persons interested in being
considered for this position should contact the
City Clerk at the Civic Center, 410 E.

of Adjustment, whose members interpret and enforce the City's Zoning Code.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE REASON FOR
APPLYING)? I will bring my legal, analytical, listening and mediation skills to the work
of the Board of Adjustment. I am also a homeowner and small business person, so I would try
to strive to be humane and fair to all parties in any positions I would take on land use
issues.

It is the duty of members of the Board of
Appeals to hold appeal hearings on matters
concerning the Uniform Building Code, Uniform
Plumbing Code, National Electric Code, Uniform
Mechanical Code, Uniform Fire Code, the
Dangerous Building Code, and the Iowa City
Housing Code. Members must be qualified by
expedence and training to pass upon matters
pertaining to building construction.
Iowa City appointed members of boards and

HUMAN RIGHTS COMMISSION
Three vacancies - Three-Year Terms
January 1, 1997 - January 1,2000
The duties of the members of the Human
Rights Commission are to receive and
determine the merits of human rights
complaints alleging unfair or discriminatory
practices in the area of employment, credit,
public accommodation, education, and
housing. The Commission shall provide
conciliation and the enforcement necessary to
further the anti-discriminatory goals of the
Human Rights Ordinance and to protect
citizens from unfounded charges of
discriminatory practices.
The Iowa City Human Rights Commission
has an obligation to investigate and study the
existence, character, cause, and extent of
discrimination in Iowa City in order to eliminate
discrimination by education, conciliation,
and/or enforcement. It is also the duty of the
Human Rights Commission to draft revisions
to the Human Rights Ordinance if necessary to
eliminate prejudice, intolerance, bigotry, and
discrimination.
Iowa City-appointed members of boards
and commissions must be eligible electors of
the City of Iowa City. The Human Rights
Commission meets once a month at 7:00 p.m.
These appointments will be made at the
December 3, 1996, meeting of the City Council
at 7:00 p.m. The City of Iowa City encourages

position requires me to find employment for the mentally ill in Johnson Co.
Through my daily endeavors, I find much injustice towards the disabled.
Therefore, another aspect of my job is to console my clients and help them wor~
through those societal stereotypes. My work and life experience qualify me for
position on this commission.

Candles symbolize hope for many at the
holiday season. At Heartland Candleworks in
Iowa City, making candles is a way to realize hope
for-a betler life. Created specifically to help
homeless persons and families get places ofthO
own, Heartland Candles combines entrelrreneurial
ingenuity with grassroots s¢lf-¢mpo~ment
This candle-making business is the brainchild
of Lynn and Michael Richards, who understand as
few others do how many people and 5~rnilies live
only two or three paychecks from hom¢lessu~ss.
The cm'rgy in the candlemaking shop is upbeat
and light-hearted. Can it be that the aromatherapy
candles called "Reviving" (f0amring
rosemary and thyme essential oils) which fill the
shop in various stages of completion am having a
good influence? Michael Richards, founder and
official production manager laughs and says that
must be so because things am going well.
The twenty staffers include homeless persons,
the mentally ill and tt~ physically disabled. Many
of the refmrals come from the Emergency Housing
Project. Heartland Candleworks is now also a
sheltered work site for Goodwill Industries.
Persev~ranc~ is not just a theoretical concept
to lvlichael Richards and the folks who work at the
candleworks. Michael t~11s me the interview
process at HCW is to work thirty days.
Michael has persevered in his way, too, as he
researched and developed a new candle recipe
uqlng na~n-al materials ins~ad of petrolsare based
paraffin wax. The formulation was erdated
specifically to carry the fragrances for the aroma
therapy candles. These candles are headed for
national and international distribution by The
Body Shop. Landing the conU~t to make 200,000
scented candles for the Body Shop r, quircd 24
rounds of negotiation - a successful test of
M~chacl's perseverance.
Besides offering steady work at good wages
($6/hr-up) in a cong~mial workplace, Michael helps
homeless get residences by handling deposits,
leases and rant as part era no-intemvt loam The
staffer repays the loan through their wages at
Candleworks.

Michael's steady hand and cheerful manner
keep everyone looking up. He is quick to insist
the staffers are the focus and key to success of the
business. A relocafion in Septembe~ of 1995,
combined with major expansions in the candle line
led to some disorganization in the workplace.
Michael put total quality management to work,
creating three marns to work in production,
packaging and quality of life at work. The teams
met, came up with specific improvements, and
implemented them immediately. Everyone was
pleased. Now TQM is an ongoing part of
Candleworks.
Candleworks is as sensitive to environmental
concerns as it is to social concerns. The paper in
which the candles are wrapped is recycled
material, as are the shadow candle lanterns made
from cans and the wooden candle holders, made
from the ballisuades of tom down Chicago houses.

assistance to agency administrations on methods of case documentation, internal evaluation, long
range planning, and cost-effective management. Help Boards of Supervisors and Planning Councils to
understand state and federal legislation regarding provision of services, and aid them in the
management of fiscal resources. Instruct Department of Human Services staff on the consumer
enrollment programming alternatives, administrative rules, and related issues. Work with consumers
on issues of empowerment, choice, and quality of life. Collect and disseminate data and information
about Home and Community Based Services to consumers, families, agencies, Boards of Supervisors,
Department of Human Services and others as requested. Working with other Medicaid Waivers Since
October 1995, in order to create more consistency between programs and a greater personal
knowledge base.
Worked on numerous committees, including a group that focused on rewriting chapters 77, 78, and 79
of the Iowa Administrative Code in order to better serve consumers, providers, and line staff. Served
on a committee that completely restructured the process of provider certification and recertification,
moving the State of Iowa to an outcome-based process that focuses on consumers rather than
paperwork, and continuous quality improvement rather than sanctions. Single- handedly reworked
HCBS Specialist territories for DHS, mapping out areas using dozens of variables.
Participated on a team of the Department of Human Services Central Office Staff to make a
presentation at the 1994 National Waiver Conference. As a result of this presentation, the state of
Iowa was chosen to host the 1996 National Conference. Chosen to serve on the overall planning
committee, which focuses on all aspects of managing the National Conference. Also served twice on a
DHS search committee, which was responsible for locating, interviewing, and hiring HCBS staff on
several occasions. In charge of all aspects of training once new staff were hired.

The duties of the Pianning and Zoning
Commission members include making (or
causing to be made) surveys, studies, maps,
plans, or charts of the whole or any portion of the
municipality and any land outside which-in the
opinion of the Commission-bears relation to a
comprehensive plan; also include recommending
to the City Council from time-to-time
amendments, supplements, changes, and
modifications to the Zoning Ordinance.
Iowa City-appointed members of boards and

of Iowa City. This Commission conducts formal
meetings the first and third Thursdays of each
month at 7:30 p.m. (Informal workshops are

January 1, 1997- December 31, 1999
The duties of members of the Senior Center
Commission are to:
1. Serve in an advisory role to the City Council
~Nith regard to needs of the Senior Center.
2. Make recommendations with regard to
policies and programs at the Senior Center.
3. Join staff and other interested persons in
seeking adequate financial resoumes for
operation of the Senior Center.
4. Encourage full participation by senior
citizens in the programs of the Senior

citizens.
6. Serves in an advocacy role with regard to
