Iowa City City Council regular meeting 7:00 p.m. at City Hall. Mayor Lehman

Moved by Vanderhoef, seconded by O'Donnell, to set a public hearing for November 2 on
an ordinance changing the zoning designation from 1-1, General Industrial, to CC-2, Community
Commercial, for 0.33 acres of property located at 611 Hollywood Boulevard. The Mayor
declared the motion carried unanimously, 7/0, all Council Members present.
Moved by Champion, seconded by Elliott, to adopt RES. 04-288, APPROVING THE
FINAL PLAT OF GENERAL QUARTERS,IOWA CITY, IOWA. Affirmative roll call vote
unanimous, 7/0, all Council Members present. The Mayor declared the resolution adopted.

and authorizing the acquisition of property rights for the South Sycamore Sanitary Trunk

CITY'S INTENT TO PROCEED WITH AND AUTHORIZING THE ACQUISITION OF
PROPERTY RIGHTS FOR THE SOUTH SYCAMORE SANITARY TRUNK SEWER
EXTENSION PROJECT. Affirmative roll call vote unanimous, 7/0, all Council Members present.
The Mayor declared the resolution adopted.
A public hearing was held on a resolution approving plans, specifications, special
provisions, form of contract, and estimate of cost for the construction of the Camp Cardinal
Road site preparation project, establishing amount of bid security to accompany each bid,
directing City Clerk to publish advertisement for bids, and fixing time and place for receipt of
bids. No one appeared.
Moved by O'Donnell, seconded by Vanderhoef, to adopt RES. 04-291, APPROVING
PLANS, SPECIFICATIONS, SPECIAL PROVISIONS, FORM OF CONTRACT, AND
ESTIMATE OF COST FOR THE CONSTRUCTION OF THE CAMP CARDINAL ROAD SITE
PREPARATION PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO
ACCOMPANY EACH BID, DIRECTING CITY CLERK TO PUBLISH ADVERTISEMENT FOR

Moved by Vanderhoef, seconded by O'Donnell, that the ordinance amending Chapters
5 and 6 of City Code Title 14 to provide updated references to sections in the Uniform Code
that the City recently adopted as its Building Code, be given first vote. Affirmative roll call
vote unanimous, 7/0, all Council Members present. The Mayor declared the motion carried.
Moved by Bailey, seconded by Champion, to adopt RES. 04-293, APPROVING AN
AGREEMENT BETWEEN THE CITY OF IOWA CITY AND THE ARTIST FOR THE
NORTHSIDE NEIGHBORHOOD ART PROJECT AND AUTHORIZING THE MAYOR TO
EXECUTE AND THE CITY CLERK TO ATTEST THE SAME. Affirmative roll call vote
unanimous, 7/0, all Council Members present. The Mayor declared the resolution adopted.
Moved by O'Donnell, seconded by Champion, to adopt RES. 04-294, AWARDING
CONTRACT AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO
ATTEST A CONTRACT FOR CONSTRUCTION OF THE OAKLAND CEMETERY SEWER
SEPARATION PROJECT to Tschiggfrie Excavating Co. for $ 53,988.10. Affirmative roll call
vote unanimous, 7/0, all Council Members present. The Mayor declared the resolution
adopted.
Moved by Bailey, seconded by Vanderhoef, to adopt RES. 04-295, AUTHORIZING
EXECUTION OF AN AGREEMENT FOR LIBRARY SERVICES TO RURAL JOHNSON
COUNTY. Affirmative roll call vote unanimous, 7/0, all Council Members present. The Mayor
declared the resolution adopted.
Moved by Vanderhoef, seconded by O'Donnell, to confirm recommendations of the
Deer Task Force to appoint Alan Nagel (At-Large Position) and Peter Jochimsen (Hunter) for
terms ending March 15,2007. The Mayor declared the motion carried unanimously, 7/0, all

Council Member Bailey thanked City staff who helped the Northside Neighborhood
Association on their October bulb planting.
Mayor Pro tem Wilburn thanked University of Iowa Hospitals and Clinics for beginning
their United Way in-house employee campaign drive; and acknowledged the toothpaste and
toothbrushes provided to several United Way member agencies by Proctor & Gamble.
Council Member Vanderhoef noted the 40th anniversary celebration at the Iowa City
Parks & Recreation Center.
Council Member O'Donnell noted the start of the City leaf pick up service.
Council Member Elliott acknowledged the young people receiving citizenship awards
earlier in the meeting, and stated he is always impressed with the student and the community
should be as well.
Mayor Lehman stated the City and community had lost a dear friend with the recent
death of Ben Moore.

ALCOHOL ISSUES
The Mayor noted correspondence distributed that evening from Leah Cohen representing
several bar owners requesting a delay of two weeks on the discussion of the alcohol ordinance,
and asked for concurrence to defer two weeks, Majority agreed to schedule for October 18
work session agenda,

Vanderhoef suggested that the article be framed and hung in the Convention and Visitor's

Council in the next few weeks,
7, Council Member Vanderhoef requested that the City Attorney memos prepared a couple of
years ago dealing with drink specials, keg ordinance, and other alcohol related issues be
included in the next packet for discussion at the work session on the 18th. Council Member
Champion also requested the background information on zoning restrictions be included,

raised concerns that the memo stated that recycling containers would replace some existing
trash containers and wanted to encourage no removal of any trash cans downtown. Staff

2, Council Member O'Donnell stated that University of Iowa Police are running radar at the
bottom of the Dubuque Street hill, and whether they were doing this in conjunction with the
Iowa City Police Department. The City Manager stated the University does it on their own
initiative, Council stated their desire for a collaborative effort, Staff will report back,
3, Council Member Champion stated she recently had a family wedding with 75% of the
attendees coming from out of town, and how impressed they were with downtown.
4, City Clerk Karr asked Council Members to contact her if they were interested in attending
the October 20 Chamber Business Awards Dinner.
5, Council Member Vanderhoef reported on her attendance at the National League of Cities
Transportation and Infrastructure Subcommittee (TIS) Meeting,

Council Member Elliott noted that the work session on alcohol issues was not televised
and asked that work session with a large amount of public interest should be televised; and
not the recent St. Louis Cardinals victory,
Mayor Pro tem Wilburn thanked the Human Rights Commission and local businesses
who for helped sponsor the Music On Broadway event.
Mayor Lehman reminded citizens of the upcoming "Building Blocks for Employment"
event being sponsored by the Human Rights Commission, Johnson County Neighborhood
Center, Goodwill and the Broadway Vitalization Team on October 7.
