Documentation of the proposed location of said improvements is now on file in the office of the City Clerk in the Civic Center in Iowa City, Iowa, and may be inspected by any interested persons. Any interested persons may appear at said meeting of the City Council for the purpose of making objections to and comments concerning said intent to proceed with and to acquire property rights for said public improvement project. The Near Southside Residential Urban Revitalization Plan was originally adopted by the City Council on December 13, 1994. The proposed amendment would extend the life of the urban revitalization plan from December 13, 2004 to December 31,2014. Persons wishing to make their views known for Council consideration are encouraged to appear at the above-mentioned time and place. Copies of the First Amended Near Southside Residential Urban Revitalization Plan are on file for public examination in the Department of Planning and Community Development, 410 East Washington Street, Iowa City, Iowa, 52240. MEMORANDUM DATE: October 7, 2004 TO: City Co"ndl ~ FROM: Steven Nasby, Community and Economic Development Coordinator' /f RE: Amendment to the Near Southside Residential Urban Revitalization Plan On the October 19 agenda there is a proposed amendment to the Near Southside Residential Urban Revitalization Plan to extend the life of the plan until December 31, 2014. If no action is taken to amend the Near Southside Residential Urban Revitalization Plan it will sunset on December 13, 2004. In March 1992, the City Council adopted a redevelopment plan for the Near Southside Neighborhood (generally south of Burlington Street, west of Gilbert Street, east of Madison Street and north of the Iowa Interstate Railway), The Near Southside Residential Urban Revitalization Plan was then passed by the City Council in 1994 as a tax incentive tool to encourage residential development of affordable housing and historic preservation in the Near Southside area. Redevelopment of this area has not progressed as quickly as anticipated; however, with the construction of the new Court Street Transportation Center future redevelopment in the target area may be forthcoming. To continue to implement the goals of the 1992 Near Southside Neighborhood Redevelopment Plan staff is recommending the proposed amendment to the Near Southside Residential Urban Revitalization Plan thereby extending the sunset clause to December 31, 2014. A complete copy of the 1992 Near Southside Residential Redevelopment Plan and the Urban Revitalization Plan are included in the packet for your information, At your work session on Oct. 18, there will be a brief presentation of the Near Southside Redevelopment Plan since many of the Councilors may be unfamiliar with this Plan.
