We are recommending a change to not fund that as a Replacement Fund but to borrow funds to pay for those. Horow/ So you want us to strike that? Baker/ Where is that ¢onsultant...?What they are going to spend on the new consultant? Yucuis/ What they are spending on the new, Larry, .... if they go to referendum, it will all be included in that package. The additional $50,000 you are talking about. We handed out new sheets for most of the Enterprise Funds and the changes on those sheets are Just we added a department head request for the expenses .... from Administration. The old sheets can be thrown away .... Atkins/ Okay. Brief overview of Capital Projects. (Chert #13) We have a seven year plan...put together in FY93 .... in your budget, page i of CIP, listed under Original FY Proposed, you will see the term NEW. That is kind of a summery of those projects. Unless you have real specific questions...first four have to do with (reads through Chart #13)) ..... East Iowa City Trunk Sewer ...draw a line through .... Horow/ Atkins/ That is down in Scott Blvd. Lift Station...separate project... Horow/ Item #16 is Highway I and Mormon Trek Signals, New. Arkins/ Highway i is the ACT. we want a traffic signal- Horow/ This is Mormon Trek. Arkins/ Items 16, 17 and 18 and done. We did those already. You can draw a line through those. Highway 6 Drainage Improvements is Just that .... (reads through list) CBD Swing...playground...timbers rotting .... RR crossings...matoh grants .... (reads through list) HVAC ..... Stump pump discharge is a lump sum of money that we are proposing...Public Works an opportunity to do those little projects all throughout down ..... do some work to help alleviate .... There are projects in there that we have assigned a date to .... commitments ..... We made certain Judgements as we could ...... Horow/ Melrose Market Sanitary Sewer, #43, that can't be seem within context of overall Melrose Ave. Atkins/ I suspect it could...Market was having some surcharging... question you would have to ask Rick ..... University Heights. Horow/ So we would do it and charge them. Atkins/ No. That is part of our system and pays for that. They pay- Throg/ ..4th item, Road in Parkland Site .... that is not the number we ended up talking .... 80,000... Atkins/ That is the old charge...we will correct that for you. What we will have to do is take that-it will become $80,000 and then depending upon Green View, that Sycamore through the mobile home park...yet to be decided...that will go down dramatically also ..... we will be making corrections for you. Horow/ The East-West Parkway is Just the area to Sycamore Farms? Atkins/ Sycamore L off to the east. Horow/ The developer at Sycamore Farms has to connect the- Arkins/ Rest of it ..... Throg/ Will any other big ticket items on this list change significantly? Atkins/ Yes, the Oakland Grant Storm and Sanitary Relief will be 625- and not 918- And Fire Apparatus is shown as the one piece of fire equipment...should have shown in the seven year plan is the likely equipment we would be buying over the life of the plan and that number would become 650- Everything else I think we are okay on..Now, in your budget, under the CIP portion .... there a number of amended projects with respect to costs and there are a variety of factors that play into each of those: 1-Opportunlty for us to do additional engineering work. 2-Fact that these are two years old and I ask Rick to...took Kirkwood Ave and Rohret Road where we had good construction cost numbers and then took these old figures and This represente only a reasonably eccurate transcription of the Iowa City council meeting of January 23, 1995. Kubby/ So what is it about our design standards that made it double? Arkins/ The Iowa River Trail Project now is four projects..before two...now have grant for bridge...takes us all the way from IMU to Napoleon Park...costs may go up but there may be funding from other agencies involved in these things. 710-is the Iowa River Trail...grant pending ....... Baker/ Would the Parkland Acquisition Fund be relevant to this? Atkins/ The Parkland Acquisition Fund..at your discretion. I think it is relevant to it .... Open Space, #61, all Parkland Acquisition...annual appropriations of moneys. Baker/ Have we been spending that? Arkins/ No ..... There are a number of those numbers that have to be amended. #27...increases due to inflations...cost of the study that had to be done .... So you have the elements f the seven year plan that was approved or set in priority by the council back in spring '93 ..... Trying to think Jim, Larry and Ernie and Bruno were not on the council .... Wanted you to know...CIP Planning .... done pretty good about sticking to the plan and priorities that we hawe ..... Take you through the Debt Service Fund, Page 111 in your budget. Narrative is on Page 18.... The Debt Service Fund is a property tax levy. Explained in more detail on Pages 27-28 in the narrative .... Debt Service is the payments servicing the debt. Your actual debt limitation is 5% of the property values in the community. FY96...means you can have GO Debt... of up to $92 million. Current outstanding GO Debt is $21 million or about 23% of the allowable margin ..... Also we have a policy whereby the Debt Service Levy, the tax, will be no more than 25% of the total (property tax) levy and that is an internal policy that precedes me ....... In FY96, the budget that you are dealing with, the number is at 13% so you are well within your policy guideline. Kubby/ How come there is no interest shown? I wasn't sure if we would be getting enough money in there aid get any interest income. Kubby/ Atkins/ A lot of that has to of with the amount of cash that passes through that account and how long we can hold that caeh...have general balance...$250,000 .... Kubby/ Can't we look back and project our average...? Atkins/ Yeah...safely...The General Debt schedule in this plan .... we are a tad bit under with our tax levy .... We are down .... We thought we would have a tax levy rate of 1.829 .... This budget calls for a tax rate of 1.726. So we are down .... We are comfortable within the margins that we have .... variety of factors. The Debt Service Fund is in fine shape ..... I think the question that I need to have you answer for me tonight is CIP that are of particular interest to you all and what I need to know is the process that you would like to undertake of setting priorities. We have the plan in place, the seven year plan, '94 to year 2000. Now talking 2002. So it has been two years since we have done any shuffling...If we choose to do new priority setting process I would want to bring Rick here and Chuck...step through these things in a lot more detail...need whole evening in a session...can be done independently of the rest of the budget, setting those priorities .... unless you are going to add a whole horrendous amount of new capital projects ..... our taxing policy is satisfactory to accomplish what you want to accomplish. Kubby/ Maybe you can describe what we did last time. Atkins/ Is there interest in doing that...? I would feel more comfortable is you had your crack at it Lehman/...Interested in recommendations from Rick and Chuck... Atkins/ They would be brought in...I can give you a general idea .... example...Oakland/Grant. ..... Rick can kind of frame the issue a lot better ..... Throg/ I don't know it would be wise to just restrict our conversation to Rick and Chucko..may be other people ...other staff .... Atkins/ Karin has been intimately involved .... she does review them with Rick and Chuck .... What we did .... 1-We would bring these back in the categories that we have .... 11 categories...those categories were designed...group projects that have some relationship .... 2- We would bring Rick and Karin...general overview...3-We would undertake...actual priority setting process and what we did last time..."more important than" ..;weigh the project against another one .... tally the votes...points .... Throg/ Did you do it twice...? Arkins/ We can do it as many times as you want .... Way the thing worked...individual belief..collectively you have to bring yourself together ..... Kubby/ Arkins/ You will say wait a minute...go back...Then what we do .... I take those priorities and then we apply the financing to them ..... practical decisions...I will distribute is Steve's 18 Points on setting Priorities for Capital Projects and what it was was series of questions you ask yourself ..... Hand those out to you ..... Throg/ What I didn't hear you say is how we would rank suggestions that wou~d come to council...? Additional potential capital expenditures .... got to get in there somewhere ..... deliberation equivalent ..... Atkins/ Things you would want to add to the list...if there are .four of you that want to add to the list...becomes a capital project and I am sure we can fit that in...compete with others Kubby/ Deadline to get those .... Kubby/ Some chance for limited discussion about issues...persuade ...want a chance to hear from people who have strong feelings ..... Some kind of limited amount of discussion .... Horow/ Have to be in a limited amount of time .... Baker/ Nov/ Arkins/ ..... If you are going to do it...discipline yourself .... Kubby/ Be concise .... Atklns/ Ioan be prepared to do that fairly q~ickly. Can do that separate for the budget. We would begin preparing this...March, actually set the thing up. Kubby/ Part of the p.h., people come and speak about CIP and we vote for that budget and we vote for the overall budget. Atkins/.You vote for the budget but you don't vote for the priority ..... That doesn't change dramatically that plan ..... When you begin adding project that is going to become sort of a surprise to the public .... This list is available .... Only interest is ...trying to get more up front ..... Go out ..... those things .... Purpose of this plan which allowed us...year ahead we are out there talking to those folks .... Kubby/ When we passed it and people see a date on it. Ideally I would like to do this before we vote on the budget .... Interesting to try to do this is November or December.... so it could be incorporated... Throg/ Do it...every two years. Arkins/ That is what you are doing now ..... four of you didn't participate in that ..... I am going to start packaging the together for you. I will get you a memo out, and I think we will be all set. (Meeting Agenda #2) Move on to .... actual budget polices (Chart #14) A list of those that I would like to deal with and need some general direction on these things and then the community interest. First budget policy issue .... reconstruct for you what is involved there. The city has been informed that we can receive a 100% federal grant from the Crime Bill recently approved by Congress. The grant is for $1 million .... for purpose of hiring 8 police officers. We will need to sign a contract with the feds .... commitment to this project within the next 30 days ..... We have checked around...same difficulties...a number of questions....one big question, after three years how do we afford to keep these folks on. Kubby/ We had requested to get the answer to the following question...Is it an all or nothing proposition? Atkins/ I will hopefully answer that for you .... it is a commitment ...If we are going to go to the expense .... I don't think you want to be laying people off when the grant expires ....We currently have in the General Fund some room to move around financially, not a lot...$400,000 for eight people, we don't have that much room. Given some of the other issues .... and those issues are coming home...M & E, rollback,...growth and value...But there is some room about not much .... that is in the 8.10 levy that we are referring to .... employee benefits are unlimited. You can pay the benefits but you can't pay the salary. There are some options available to you .... number in mind .... We now levy 8.10 (also .95 transit and .27 library). We have an unlimited benefits. We have available to us the ability to levy for our tort or our liability insurance .27. Right now our liability insurance is paid for out of the 8.10. What it does by paying for it out of the 8.10, it is clearly at your discretion on how you would use those moneys ..... Risk management...comes from the General Fund...it is General Fund moneys coming out of here. The law allows you to levy in an unlimited amount for tort. Our levy if we were to charge CHANGE TAPE TO REEL 95-14 SIDE I Atkins/ Is about $400,000 a year that comes out of your General Fund for Torts which translates into .27 or $400,000 ..... d%u~b luck...... This .27 or $400,000 .... means that we now how that kind of margin in here. Baker/ We have the capacity for .27 levy for which we are not levying now? Pigott/ Atkins/ Would pay our average amount that we have to pay- I can go higher. It is unlimited...in '85...jam .... We have completely restructured out plan... costs down...we have a reserve...taxing ability .... Pigott/ Arkins/ Matter of market...back in '85 we simply couldn't get the insurance.... Horow/ Why wouldn't the risk benefit analysis person...you are going to hire come out of this Tort levy? Atkins/'We would .... we would now currently charge it against the Risk Management Fund ....that is how we propose to finance that .... individual will save us that much more money .... Nov/ If you levy this...$400,000...acctumulate year after year? Atkins/ Once you levy this Tort it would go into the Risk Management Fund and for all practical purposes we would have to segregate it out. You could not use it for general purposes .... must be segregated .... Throg/ You are framing this as a way of increasing Police staffing. Atkins/ Trying to give you an option if you want to go ahead with this. Throg/ This approach wouldn't have to be connected to the hiring of the 8 police officers. Atkins/ You could use for anything you want. We also have .... 27 emergency levy ..... limited to . 27...can be a permanent part of the levy .... have to make certain declarations .... have to declare an emergency .... All of this is intended, with 'these two levies, is to give you some margin in the 8.10 ..... Attrition is an option.... attrition you cannot be guaranteed .... Baker/ Atkins/' We currently have...59. If you at 8...67...worse case scenario .... very very difficult...creatingvacancies and not filling them .... The feds tell us and we have explained to them that the difficulty that we are having...we can't get people into the academy trained and on the street at the schedule you want .... feds want officers on the street...our contracto.earliest we can get in the academy...September .... They-want us to commit us to 8 and to commit to 8 .... .R.J. and I went through this...we think 5 is the best we can do have to go through the training process .... Candid with up front... Kubby/ Reimbursement .... Atkins/ ...... Practically speaking it just can't happen that way... Nov/ Tell us how you came up with the number 5? Arkins/ .We can get five places in the academy in September .... there is a recruitment process .... apply...tested...prepare a list .... pick from 10 names on list...sent to Police Academy ..... idea...we are paying them...routine process...performance appraisals .... get 16 weeks that they are in Des Moines... Throg/ What would salaries and benefits for five officers be? Atkins/ $250-. .... Horow/ What is the cost of the support system to those five people? Atki~s/ If we were doing 8, $100,000...cars ...uniforms .... recalculate that ..... If we are able to get five in the academy, we would be dealing with the compliment of 64 ..... Baker/ How does four translate into on the street increases... five? Atkins/ Five .... usually for each seven day week, you need 4.2 officers to make sure someone time .... 24 hours a day, is there all the Baker/ Pigott/... Community Policing thing that Ro J. talked about .... reordering of things... Atkins/ We can do it but we would have to scale it back ..... and we would have to stick with concept of neighborhood policing because that is what federal government wants. They like that idea. Question...it is not a budget question today .... willingness to do that in FY99 ..... Horow/ Every succeeding year there after. Atkins/ We don't know what the state is going to do this .... Pigott/ Baker/ Atkins/ It is.a practical decision that a future council has to make ...... If you levy the .27, it increases the tax ratesby about 2%..Total dollars... $100,000 would pay an extra $18 and that is for all 8 ...... You need to give me some idea whether we should pursue this grant or not ..... Pigott/ I don't know how it affects the community policing.... scaled back. I don't know what that means. Atkins/ Frame this in some fashion to get it back to you. You got to tell the feds. They are calling us...their agenda is it has got to be tomorrow ..... Kubby/ In October there are three more openings...obligated to fulfill the eight officers. Atkins/ To the best of my knowledge no ..... there is always some element of risk .... Nov/ Is it possible that they will Say do five this year and three n~xt year...? Atkins/ Yes...real possibility .... idea of attrition kicks in.... We assume one a year will quick...so theoretically, if our patterns continues in the next three years, you would have three ql~its, three leaves and six retirements .... can't be guaranteed .... we can historically show .... we factor in turnover .... Marcia Henderson resigned today to take a job with the University ..... Kubby/ .... '..We need to be willing to say that is acceptable at the end of three years that we have more community police officers. Horow/ Baker/ Surprised if public has perception of the kind of police service we are giving .... Kubby~ When you get a grant you have to show what you did with the money,...accountable for that ..... Horow/ .... Grant...successful or it isn't...If we take this grant and these people and we institute the community policing .... it isn't successful, then we report .... accountability .... Throg/ How would we know 3-5 years from now...whether 5-8 police officers would have made a difference? Horow/ Statistics .... other programs...prevention. W$012396 January 23, 1995 Council Work Session Page 13 Throg/ ...Does the existing extent of criminal activity in Iowa City warrant these officers or do the current trends in criminal activity warrant the officers...? Arkins/ The criminal activity is not an issue of alarm...the number of calls have increased dramatically. Volumes of calls has gone up .... service calls...can statistically show you that .... Pigott/ Wondering .... what are appropriate criteria in which you Judge whether or not to implement an entirely different system 'of policing...? Community policing is also a different system Horow/ .Broadway neighborhood...preventive point of view ..... Throg/ I don't know if we can extrapolate from one particular neighborhood Baker/ We can tell you that neighborhood benefited from that sort of service .... One of criteria...concern about future growth in crime rates...expect community policing to...focus on areas where possible in the future we could have more problems... signs of that now .... direct intervention...helps... Throg/ Is hiring police officers the best way to prevent that increase? Baker/ ...effective way to achieve-...formof a social service ..... Lehman/ Need to show trend or actual situations that need more police officers .... If there are real good reasons I am for this 100% .... So far I don't hear any discussion as to the need . ..... Kubby/ R. J. has asked for 9 officers .... Lehman/ .... I didn't, know what he was saying....Still didn't really know what he was asking for .... Throg/ Comparing Iowa City to other cities in Iowa...police staffing, didn't persuade me at all. Atkins/ Waterloo is city of same size and their department is twice the size .... Atkins/ I owe you a memo on something about calls, demonstration of trends, we need to contact the feds to see how much time we hav~ before we actually have to sign this contract, R. J. in front of you ...more about it. I have heard a whole variety of administrative questions that I need to get answers for you. Pigott( .... Sometimes it is valuable to look at statistics .... wzping the blackboard clean.... system of doing police work...wiping slate clean and establishing a new formula for serving our community in terms of police work .... isn't just statistics on ...crimes .... Is there a better way .... achieves results...behooves us to look at both the statistics as well as system. Throg/ Absent any major indicators crime is increasing or trends are worsening, why make any kind of shift in the delivery system? Pigott/ Maybe it is not the crime level people are worried about so much as the way those services are delivered to their neighborhood .... Nov/ It is also the number of officers...more policing within the con, unity andwithin the neighborhoods .... any other reasonable criteria...will be more need of interaction with the neighborhoods... add one more.level... Baker/ .... thing they had noticed...increased amount of vandalism ...that person indicates a problems...perception that the city Pigott/ Plays into the argument of fear... Baker/ What is happening out there .... Kubby/ Horow/ We have to move on. Kubby/ Last thing I would want some information about is, if we are going to do this, a way to evaluate attitudes as well before and after ..... Horow/ Arkins/ Industrial Park. The issue is Industrial Park. Question for you is what do we do next? The area inquestion, Sass Property has now been sold to Strebs .... The lighter shaded area, Houghton Property .... currently for sale...someone interested in purchasing it. Need for you...where to go next. Baker/ Atkins/ Neither one is %n the city .... zoned ...residential .... Reason they are being considered for industrial purposes ...extension of BDI .... comp plan .... If we are going to do this, get involved in industrial park plan, it appears that we are going to have to be working directly with private developers .... What I need to know from you...where do we want to go next°.? very very very preliminary .... substantial public investment if we were going to lay this park out up front .... We might be approaching an investment of $40,000 acre. Water, sewer, streets, purchase of land .... all of the things that go with an industrial park project. We could form some sort of public private partnership ...... Question is. I don't want to devote a alOt of time to th~s .... utility company...put together financing package for you and .... power of conder~ation or for m partnership .... I don't want to go .... a lot of work...if there is industrial... all kinds of players°°. Baker/ A question of whether or not we do it or whether or not we do it here? Arkins/ All indicators are that if we are going to do this', that is about our only choice.... David, at our suggestion, has looked all around the corporate limits .... flat...rail... compatible .... We have 14 emergency services fire districts in the county, we have one full time-the City of Iowa City. We have an excellent system of backup. Majority of our calls are not fire but have become EMS and rescue related calls. Bottom line..got to be better way of coordinating all of the activities of emergency services within Johnson County .... Joint training facility...identify our fixed based response locations based upon something other than the geographical limits of the city ..... That our fire fighters ... used as paramedics...serve in a variety of other capacities. .That our emergency services coordinator isn't even a part of our own organization is over at the county and there has got to be the ability to have a unified inspection program, unified program for education within our schools .... Example ...Horn School in University Heights... locations of station should be based upon response time. Eow do we combine the best use of volunteers with our full time fire fighting force ..... We have a number of new standards that are coming... spaoe...number of people .... how do we protect those communities which currently use a volunteer response .... Complex undertaking. There has got to be a better way to do this and I think about mutual aid agreements...emergency services committee .... JCCOG...We are primarily an emergency medical services rescue public service. Capital expense comes from debt service. We are not under immediate pressure...going to have to deal with this thing. Rubby/ Last council meeting deferred Airport Commission appointment...look for some women pilots .... there has been concern in the community about that...no women applied .... applicant actually was a little bit upset about it...withdrew their application. I hear that sentiment but I don't want to not live out our value of striving for balance. So my suggestion.is when the announcement for vacancies are made, that we say in our packetwhat the gender balance is so I know in advance ..... know it before the deadline instead of after the deadline....not have this extending the deadline. Horow/ This can be accomplished easy enough...in the packet and when I read it aloud I say what the make up of the Board is ..... Need to let them know .... Baker/ How you phrase it is important. Karr/ Typically when you have it available to you at the time of appointment, you have material in your packet already...If we are going to move that up to the announcement of the vacancy stage, when you have nothing in your.packet, it would all be on your agenda. So we could make that part of the paragraph and right at the end where we say so and so's term expires. The current make up of the commission is 4-0. I would ask you to take a look at memos...aiming for 1/30 with county supervisors to talk about this, informal session .... city conference board and county conference board ..... Locatiohal Task Force came up with a recommendation and that recommendation is now to come to the city council and board of supervisors .... ..
