Throg/ All that new money .... Brought R. J. along to respond to your
questions about...call today from the League and they have
asked ms to testify before the legislature on the 16th
concerning M & E .... receive your approval....
Throg/ Go for it ....
Kubby/ ...great to present to them...when M & E went to 30% .... to
show that we didn't make that money back up.
Atkins/ We will prepare that...League wants 2-3 presenters .... It's
the night of the 16th.

...ask him questions about Community Policing...House
Judiciary Committee has taken out the Police Officers for the
Crime Bill as well as a n,mher of other elements...proposing
a block grant of moneys...I have no idea where that is
going... who knows .... Democrats are really ticked off at the
Republicans ....
Throg/ Does that have to go to the Senate?
Atkins/ Yes it does, Jim...
Throg/ How long does it take once it gets to the Senate?
Pigott/ It is budget...maybe it will take June, July .... going into
end of s~er.
Horow/ R. J. I was interested in the narcotics officer that we
already have under a grant .....
Winklehake/ There are two. One in Narcotics and one in Traffic.
Horow/ Those will also have to be picked up in 19967
Winklehake/ W~nen we first started with the narcotics officer, this
is the fourth year of funding .... we didn'tknow how long they
would fund them .... ongoing..they have changed that to leave it
ongoing .... as long as the task force is in place, the
officers that are fu3~ded by that ...likelihood is pretty good
that that will continue on ...... Very strong likelihood that
will continue that source of funding.
Kubby/ When you calculated the (can't hear) does that include the
CSOs take or just sworn officers?
Winklehake/ The calculation for the calls we were not able to take
those out by times...that is everything...average...is 45
minutes as a general rule .... I did another study.... in 1991
averaging 40 minutes a call.
Throg/ R. J., I appreciated the data that you gave us...last ten
years a 9% increase in police staff .... have had a 35-37%
increase in workload. Most curious was the cartoon you gave
us ..... led me to want to ask you...second page...community
policing starts with the community... and says many
neighborhoods are caught in a downward cycle and that right

isolation increase. That is clearly true with regards to large
urban neighborhoods. What I am wondering about is Iowa
City...how many parts of Iowa City...best fit the
characterization of being on the verge of a downward cycle
.... focused on neighborhoods at risk .... Wonder whether we can
identify those specific neighborhoods and dete~ine-how many
police officers are warranted to aid those particular
neighborhoods ....
Winklehake/ As far as areas in Iowa City, I would be very hesitant
to say we have areas that are caught in this kind of a spiral.
I don't think that is a case .... example of what community
policing can do .... as far as the things with community
policing .... area that we had walking patrols in last
year...gave you some- data on that .... the significant
difference...in perception of people that lived in that
n~ighborhood .... However the types of crime that we actually
saw wasn't that great of a decrease in that...as far as Iowa
City, I would view community policing as a way of getting into
the preventive mode...delivery of services ....
Throg/ I'1ook for community groups or neighborhood associations ....
indicated support for it .... we have gotten at least one
letter .... surely there is support...with regard to d.t...are
there others...? where we have received clear signals ....
along the lines of support for this community policing
concept...?
Winklehake/ We have not gone'out and received any support for this
concept .... don't know if we can deliver it .... one
area~..area that we talked about last year...idea of community
poli¢ing...put officers in there...three officers that would
work flexible hours .... officers there...handle a majority of
'calls in the area...majority of time you are going to have one
of. three officers showing up there...get to know who you
are...have to deal with those problems .... If I am going to be
there all the time..interest in solving the problem.... deal
with little things that are happening in your community....
right now...four different beats...looking at three officers
down there with bikes....d.t. runs from Kirkwood to Church
.... Johnson street..odeal with concerns of that area ...
officers in a neighborhood..ofor community policing to work
you gave to have time to allow the officer the opportunity to
interact with that community. And we had hoped ...free up some
time...if we were to do this in every area of the community

...need more people than we are talking about now ...hoping.to
create the interests...set up a new way of handling. calls

to respond to these services.- When I get' a call...serious

to look at five.
Kubby/ I ~umassuming that we' would ~eed that kind of coverage...in
d.t...what is the least. amount of people. to make it a
worthwhile start.

one evenings and one relief..ohave to cover .... the
idea...three people working days and evenings and late night
watch has to cover the late Dight. Ideally we would have at

people. 0..overlap...boundaries .... almost every beat'will be
in the d.t. area somet-ime .... looking at whole thing ....
Horow/ As this philosophy ~s put into practice .... are you able to
use the existing number of support personnel ...records .....
clerical...how do you support the increased beat numbers in
oo~nnunity policing .....
Winklehake/ ...same...depends on the processing of calls....
dispatch center operating with part time.... training...'.
can't tell you how many additional calls... we would be
requesting probably in the future additional personnel
depending on the workload..... trying to keep that at 48
hours .... football weekend...liable not to have report filed
until Wednesday...

Winklehake! I would like to think that a lot of things that they
are going to be doing will prevent...able to take action
fairly quickly... still should be documenting what you have
done....
Kubby/ Attitude thing as well as the statistical i~formation is
crucial.

· ...provideus with some...surve¥ that we are doing to see how
we are doing and what areas could we improve .... I wou~d think
we will get different response ....
Pigott/ You have describe the logistical...in community policing...
visi~n...one of the sentences says...time...opportunity to
become involve in the neighborhood .... questions in regards to
addressing the concerns of the citizens .... One of the great
appeals to community policing...police forces can be a group
which can infringe our civil liberties...allowing citizen to
essential direct and help decide how policing...do police
officers now go to neighborhood association meetings ....
Winklehake/ Very few...crime Prevention officer...like to be able
to do...have an officer,'one or two of them...send supervisors
...have them attend these things... overtime.... FOr' being
able.tO do that....always try to do...allow them t~ do it...%
luxury of time to be able to do that .... the way we envision
doing this with our three people is we know when these
meetings are going to take place...between those three, one of
them. is going to be there .... One of the problems is finding
out how'to integrate everybody into this kind of a concept....
if we are euccessful...take training .... also some meetings
within the neighborhood....calls...appointments ....
Pigott/ ...One of the questions...what sort of mechanisms will we
build.into such a process if we do community policing which
will allow those concerns of' residents...? may involve
dramatic shifts in the way policing is done in neighborhoods

Horow/ My question...buslnes's about legislation...funds'might not

Atkin~/ I think there is that possibility ..... indicators ~re if we
commit to grant...that is a 'commitment on part of federal
government '...they have to take that into account..~
contractually obligated to us ....
Throg/ Recapitulate what you told us a couple of weeks ago' with
regard to the options we have for financing these officers or
phasing them out...
Nov/ ...can you tell us whether or not we are allowed to hire fewer
than.eight...?
Winklehake/ 1-Federal government is very anxious to get these
people on the street..Other one...this scenario... hire all
eight of them, I couldn't .... 'Can't get into the .training
academy until September ..... less spots avai~able there...th~y
-said if you hire two .... hire two more...each person that lS
hired, their 36 months start when you hire the person ....
'earliest that we could hire anybody would be end of August
· ..realistically, Septe~ber '96. The Justice Department. said
that was okay. One thing.... I would not say we don't want the
eigh$ .... .we have the option .....
Lehman/ R. J., if we decided that we want the eight .... going to be
a'period of say three years before we can get them all hired°

Kubby/ I wou~d like us to think about up front about how many do we
want at the end of three years .... to support .... need to
review it every year.
Lehman/ It might be possible to have all of these folks at the end
of three years .... Because of the increased demands on these
folks .... case for adding more people ....

Winklehake/ L~st conversation I had-with the Justice Department,
they indicated because of the delay in hiring that they are
aware of that ..... That herson told me there is additional
funding''awailable to make up that difference .... would be
available ....
Horow/ Let's look at the support funding.
Atkins/ There were a combination of factors...8 officers , annual
cost is' approximately $400,000. We have available to us a
three year grant of approximately $1 million. At the end of
the three year grant it is our obligation to decide what you
want to do with the officers that you have hired .... I
explained to you it would take about $.27 in le%-~ to finance
the $400,000 and that we could....choose to le%7 the Tort
LSability for our insurance program in amount of $.27 and
thereby free up $400,000 within your General Fund-le%-y. You
also have the ability to levy $.27 as part as'an emergency ....
not thrilled about that .... up to $.27 .... I also pointed out to
you. l.annuat turnover of one position per year within the
Police...in year 1999 six individuals eligible for retirement
...Three of those for sure are likely to retire..i.flexibility
we felt we could finance .....

Atkins/ ~emember, the ultimate goal is to increase the complimeht
of the department..... As far as the concept of how many, we
have authorization f~om the federal government of eight. We
also enjoy the benefit of having 100% grant .... We still
haven't figured out how we lucked out on that.... As an
option..rhave five posi%ions in the academy scheduled for
September .... Federal government .... demonstrates ~ur
commitment to the g~ant and thereby eight officers .... as a
matter of policy .... sign the grant and with a policy position
'-that five in the number that you are choosing to
pursue .... policy would carry over from council to council...

Atkins~ Five was ...because we could get the five in the academy
right away. Practical sort of decision...

Kubby/ Why didn't we talk about these numbere...before we sent the
grant in...?
Atkins! Grant went in back in '93 .... we had eight in th6re .... we
never· thought in our wildest dreams that we would ever get
it ....
Horow/ My question is if 'we do less than eight, is the graht
r~duced proportionally?
Atkins/ I suspect so.
Throg/"Is anybody opposed to the idea of hiring some additional
staff? (No). If no one is, should we think in t~rms of
clusters of three.~..at least a cluster of three to serve a
particular neighborhood...steps that we can talk through?
Kubby/ Think about it...how many additional officers would we want
to have...? I don't know if I have an answer for myself of
what that number would be at the end of three years ....
Horow/ I d6n't have that much of a problem...three years..oShOuld
be able to see either a continuation...I don't have training
in policing in terms of what needs to be do~e .... I am
certainly at two (clusters).
Lehman/' Have 6o rely on our Police Chief...1ook at increase of
calls.... rely a great deal on the folks doing it ....
Kubby/ Is there any way .... police calls that happen...fire and
police ...Is there anyway to use some of these grant funds for
preventative for fire fighters?
Atkins/ No,...
Kubby/...we have had advice about our fire fighting.
Lehman/- Have you recommended more fire fighters?
Arkins/ No, I'don't question our fire fighter Capability..My
question to you...potential for emergency services district
.... Our primary response within our Fire Service is EMS ....

about ..... How do we want our security concerns in Iowa City
covered .... How do we want our PoIice force to respond...what
does that mean...unrealistic ...that is the way we should

Pigott! I am not saying I am-against getting more officers...
frustration...
Throg! Wouldn,t be able to entirely revamp the police operations
with the moneys provided by this grant...Wha~ we can do
...initiate an ek~oeriment...community policing concept for at
least one part of the community .....
Winklehake/ Id6a of community policing is the way we have to
address law enforcement problems... Going to have to go out to
neighborhood associations ..... what is it do you think is
important ..... If we had time;...looking at groups of three
.... ~ti11 have emergency calls that we are going to have to
respond to .....
Horow/'Going to have to move on
Pigott/'Attrition rate....1999...If we did this...4-7 will probably
leave.
Atkins/ If the patterns run true to form...between now and FY99, we
will have three officers leave fo~ whatever reason...FY99 we
will have seven officers eligible to retire ..... We believe
that three for sure will retire .... convinced during that block
of time they will retire.
Throg/ I would support five.
Kubby/ Sue, if you want five, that is four people.

Karr/ It is the council as it now sits cannot vote itself a raise.
This council. By the time it goes into affect, January 1, it
would be a new council even if the present membership would
remain the same.

spends is not really...I believe that this council has taken
on this added time... I don't think this council should take
this much time.... amount of time that we are spending
here .... I have heard more people ...'because of the amount of
time.~.that is the personalities of the people on council
right now, not of the job.description of council.
Kubb¥/ Look at the change...complexities of issue..you have to
spend time to talk ..... You have to take time to understand it
Horow/ Understanding it to me is getting together with staff, with
the experts, doing my homework...The amount of time that we
.get into detail...is inappropriate.
Throg/ ...I completely disagree .... last increase for council was
about ten years ago and I can imagine very very few people
being able to consider running. for council when it pays $5,000
pe~ y~ar ..... implies that the council member has to have an
independent source of funds .... Job ..... It is extraordinarily
difficult ....

Horow/ This is a volunteer position. We have made it the laborious
onerous situation. This is of our own making.
Throg/ We are in the process of deciding whether or not to spend
$180 million on our water and sewer investments....
Horow/ We should at least make'decisi6ns...

advice' of the people...I do not believe that my ti~e
spent..trying to learn something..'.is doing the city one bit

...nice way to encourage people to get involved in the
community .... There is not much compensation now...

a resolution that authorizes a salary increase say from $5,000
to $6,000 a year for the future council...but not have it
apply to any of the voting'members of the city couhcil...any
of the seven of us. Only apply to new people....

in the Charter. It is in the City Code...last
reviewed in 1978 as far as the compensation limits and the
review process, $5,012.80 and the mayor is $6,01'1.20.

hours .... $9.60....Where did you get your numbers?
Kubby/ I took what I get on a two week pay stub and divided it by
80 hours a week and got an hourly wage and multiplied that by

Karr/ What the Charter refers to is a very simple statement
reaffirming the review process .... simply says, "The council
may by ordinance prescribed compensation but not adopt the
ordinance during the months of November and Deoember following
· a regular election." It is by ordinance.
Throg/ I would be happy to ~ee the salaries increase for future
council members ....

Festival; $16,000 for an Arts Program.... wonderful projects
...look at need...Free Medical Clinic ....

spend $5,000 on Free Medical Clinic.

Horow/ I don't see anlrthingwrong...this request will be an ongoing
request...

There was-some serious organizational problem with the Red
Cross that they have since corrected ..... I don't think there
will be a Justification to decrease or to refuse an increase
in the future.

Lehman/ Susan I have another suggestion. Johnson County Historical
Society is asking for a rather substantial increase in funding
...... I do think museums .... formula in which they use...4%
· ...I would favor us offering them some amount in between on
a three year basis...this much each year for the next thrae
years ....

don't think that is realistic .... .

credible .... annual rate of growth is not credible.... I am
willing to direct additional funding to the Historical
society.-

this level for the next three years .... They can always come

use tax dollars right now to support bringing people into
town .... I wouldn't mind us investigating reducing the amount

money and using that money to go to the IowaArts Festival and
the Jazz Festival or a group of things....

Jazz Festiva1...Holiday In was sold out...they attributed it
to the Jazz Festival...They' felt they were getting people
coming to town....Most of our stuff ends earlier.... All it
is a restricted grant to help market the festival to an
outside audience that may or may not come.
