1. Horow/ You all have your schedule for the Walk of the Stars.
Arkins/ ......
2. Baker/ Refresh my memory when we are going to look at the CIP.
Atkins/ I would hope that we could do that sometime in March .....
depend on your schedule. With the wrap up this evening we will
begin assembling that package of information .... plan a good
long evening ....
Baker/ Are we planning something during spring break?
Horow/ Yes. Economic Development Criteria on the 20th.
Atkins/ That was a tentative on that .... Have Rick here to step
through .....
3. Kubby/ I have three things. one was...budget, but it is not. It
is about the flood money. I am kind of confused about what we
finally decided to do with the flood money because I don't
think we made any specific decisions.
Atkins/ I will tell you what I thought you said .... That the
........ the money will be used for Public Works projects
.... and another substantial portion would be used for the
purchase of land, undeveloped land, in the flood plain and
then you had $75,000 put on the table for the Down Payment
Assistance. You ended up 3/3 and I understand publicly Larry
said no. So right now it is Public Projects and undeveloped
land. That is what I understood you to say.
Kubby/ We didn't say an amount of money for each .... which pieces of
undeveloped flood plain land and-
Arkins/ We are out right now making the contacts and finding out
how much-we have to report back to you .... I just don't know
how we are going to carve that up. But we owe you a report on

Horow/ We have the prices on the Public Works-
Arkins/ The Public Works Projects we have pretty good estimates on
Lehman/ We are looking at the peninsula, right?
Atkins/ Yes, that is one of them.
Kubby/ The other thing that Sue and I had mentioned at the
beginning of the flood money discussion... it has been
proposed...some kind of communication system for emergencies
be purchased with some of the flood money. So that there is
some kind of early warning detection .... community bulletin
board .... so that people could be alerted very q~ickly about
something ..... Weeg .... looking at some co~%mercial products...
Lehman/ Something that the Army Corp was doing...
Arkins/ ....
Pigott/
Arkins/ You know during the flood we installed warning devices on
Ralston Creek and somewhere else .... Rapid Creek...old system
was based on..every hour ....
Horow/
Pigott/ Along the lines of Intomet ....
Kubby/ .... To make sure the Sheriff and our Public Works and Police
Department are made aware of pending flood ..... as soon as
possible...so we can kick in whatever community communications
we need.
Atkins/
Horow/ Sounds like we don't have enough information .... University
Pigoft/ ...pass information on to our staff
Horow/ There is a discussion among the Weeg people...I have had
Rick Fosse call them ....

Arkins/ We now have available to us...weather alert sirens...¥oice
messages .... we can alert people .....
Pigott/ ...method...enhance communications between organizations
and institutions ....
Kubby/ We don't have enough info~mation ....
Horow/ Two professors going to get together...find out what already
exists .... not convinced that they really understand what
already is in place .... lacking electronic bulletin board
aspect of this thing ..... they are goingto hawe to sell it...
Arkins/ What purpose is it suppose to serve?
Horow/ Supposedly there will be electronic messages that ....
Kubby/ Quicker communication so we could implement our procedures
Horow/ Rick is really going to have to look into this ....

.... going to get some information back so we could make the

have a 1/4 time position...never got that information
back .....
Nov/ Talked to Sue...working on it...you will get it soon ....

Baker/ Talked about contracting that out.
Kubby/ .... didn't have enough information.
Baker/ Ruled out the 1/4 city position.
Arkins/ I will get the information for you. There was a level of
interest, then I thought we struck it.

Kubby/ Thought we went back to opening up the possibility of the
1/4 time person in case the way it is done is that a lot of
volunteers are involved ....
Atkins/ I will find out for you.
Nov/
I asked her about this layout and they do not do it on a
computer. They do it the cut and paste and ...mostly
volunteers. She supervises'and her preference would be if we
are going to get a 1/4 time person, do it in video because...
her training in video is not as good ... have someone who is
1/4 time now but that is not enough.
Atkins/
5. 'Kubby/ We hadn't...put to rest... the issue of council salary
increase ..... want to resolve that .....
Horow/ We last left this subject, it was 3/3 .....
Nov/ We also talked about this before we had increase of projected
funds ....
Horow/ Anybody want to reconsider..
Baker/ (Can't hear) Feeling at that time...supported a pay raise if
it were unanimous ..... refocus my thinking .... what are we
being paid for...determine the number of hours .... Talked to
people about serving on the council .... salary is a non-issue
.... Still perceive it as a public service job .... $5,000 is
an arbitrary figure .... I can't make a strong case that it
should be more ..... we devote the time to it that is necessary
..... Hard for me to say that I feel strongly that we need a
raise .....

Nov/ I don't'think need is the question.
Pigott/ ...additional compensation is probably justified .... I am
still supportive of it.
Lehman/ I hate to see anybody ever run...because of money.
KubbY) .... I do know that it takes away from family time...
· business time... other enrichment activities that people are
involved in....

Baker/ The tradeoff is our managing our work ....
Kubby/ .... One of the ways to deal with it is to compensate ....

Kubby/ .... it does intervene ....

Throg/ When was the $5,000 settled upon? What year?
Kubby/ Ten years ago.
Throg/ Don, what is the discounted value of $5,000?
Nov/ Every ten years we should increase it $1,000.
Throg/
Horow/ I did calculations based on some percentages...cost of
living ...or percentages the County Board has had .... really
is around between 3-4% .... $8,300 we would making right now is
we applied that same percentage .....
Lehman/
Throg/ If council was paid $5,000 ten years ago, that $5,000 is now
worth $3,200 in 1985 dollars .....
Horow/ Anybody else? That is it.
6. Nov/ The CVBmet this afternoon and they are very unhappy. They
are mad at everybody .... they are going to send a letter saying
we should give them 25% minus $10,000 and we should do that
allocation ourself .....
Pigott/ That is fine ....
Lehman/ Using. Motel Hotel Tax which is really tourists dollars to
fund tourists events makes a lot more sense ....
Nov/They are saying take $10,000 out of our share and give us what
is left and we don't want to deal with you.

Kubby/ ....maybe for this year until we get the larger issue
settled...maybe that .is what we do this year .... rather not
give them the extra $10,000...and distribute it o~rselves
until'we negotiate with them the larger picture.
Nov/ I think they are willing negotiate .... not willing to be told
at this point where to spend the $10,000 ....
Kubby/ It hurts us in further discussions to force that on them at
this time.
Lehman/...If we tell them a certain percentage that needs to ba for
'local generated events, you choose them and we stay out of it.
I think that is basically what the are saying ....
Nov/ They want to do a grants type program to help people
advertise ....
Lehman/ I have a real problem with using tax dollars ....
Kubby/
Nov/ That is what they would like. If you want to use the $10,000:
take it out of the Police Department.
Kubby/ ...we can do all sorts of things with the formula.
Lehman/.Need to sit down with these folks .... mutually acceptable.
