Comment: At its October 21 meeting, by a vote of 6-0, the Planning and Zoning

approval in a report dated October 7. This rezoning includes approximately
14.3 acres located along Ronalds Street between Van Buren and Governor
Streets.

Comment: At its October 7 meeting, by a vote of 7-0, the Planning and Zoning
Commission recommended approval. This rezoning will make the zoning of 611
Hollywood Boulevard consistent with the rest of the commercial properties along
Highway 6 in this area. Staff recommended approval in a report dated September
15.

REGULATIONS," CHAPTER 2, "VEHICLES FOR HIRE," SECTION 5-2-8 "VEHICLE
FOR HIRE REQUIREMENTS," OF THE CITY CODE BY DELETING (B)
"DISTINCTIVE COLOR SCHEME REQUIRED" AND REPLACING IT WITH A NEW
(B) "DISTINCTIVE COLOR SCHEME REQUIRED" TO CLARIFY LANGUAGE.
(FIRST CONSIDERATION)
Comment: The current City Code does not state that each owner or operating
company have one distinctive color scheme, This ordinances clarifies that prior to the
2005/2006 licensing year.

ITEM 7. CONSIDER AN ORDINANCE AMENDING CHAPTERS 5 AND 6 OF CITY CODE
TITLE 14 TO PROVIDE UPDATED REFERENCES TO SECTIONS IN THE UNIFORM
CODE THAT THE CITY RECENTLY ADOPTED AS ITS BUILDING CODE. (SECOND
CONSIDERATION)
Comment: In Ordinance No, 04-4117, the City adopted the International Building Code
(IBC), along with certain local amendments, for its Building Code. The prior code
adopted by the City was the Uniform Building Code (UBC). The City Code still includes
a few references to the UBC instead of the equivalent section of the IBC. This
ordinance simply amends those outdated references to the UBC so that references are
now to the correct section of the IBC.

04- 3 D 5 CLERK TO ATTEST AN IOWA DEPARTMENT OF TRANSPORTATION FUNDING
AGREEMENT FOR THE HIGHWAY 6 IMPROVEMENT PROJECT - LAKESIDE
DRIVE TO 420TH STREET, STPN-6-7(66)--2J-52.
Comment: This project will widen Highway 6 from Lakeside Drive to 420th Street to a
three-lane roadway. This agreement provides for a 65% Iowa DOT and 35% Iowa City
funding split. The estimated construction cost for the project is $1,924,300. The
approximate City share is $673,500. The local share of this project will be funded with
GO Bonds and Road Use Taxes.

SCULPTOR'S SHOWCASE

Comment: The Public Art Advisory Committee is recommending that the Peninsula
Park become a location to feature the artwork of artists on a temporary basis for an
annual honorarium of $500.

ITEM 10. CONSIDER A RESOLUTION APPROVING THE CONTRACT BETWEEN THE CITY
e4-.- 301 OF IOWA CITY AND THE ARTIST FOR DISPLAY OF A SCULPTURE ON THE
PENINSULA PARK SCULPTOR'S SHOWCASE.
Comment: Seth Godard, a art student at the University of Iowa has proposed a
sculpture to be featured at the Peninsula Park Sculptor's Showcase and the Iowa City
Public Art Advisory Committee is recommending the display of this piece, The
specifics of the contract have been negotiated with the artist and the City Council is
requested to authorize the contract.

Comment: At their October 19, 2004 meeting, the Police Citizens Review Board voted
unanimously to recommend changes to Section I amending the standard operating
procedures to clarify the administrative procedures for the complaint process, and non-
