Parks and Recreation [Audio Problems] 95-72 S1 Atkins/ Out there somewhere beyond 2000 of the current plan. Those that have been encapsulated are the annual appropriations and as I read you, don't need to go through the priority process. Kubby/ But we did discuss that we might want to look at the money per year. Atkins/ ...completely new projects I have flagged those .... All set (refers to handouts) Under Pedestrian/Bicycle Projects we added Hwy 6-Pedestrian- Drainage Improvements .... Parks and Rec .... referred it to the P/R Commission and asked them for their priorities .... you accepted those in the plan ...... Not sure how you want to attack them in the priority setting process ..... easiest one to start with... policy still is let's refer them to the Commission and allow them to set the priorities for us and send them back. Terry is here .... Nov/ .... Think about the South Sycamore Soccer Complex, isn't that going to move forward? Atkins/ Yes. Trueblood/ That complex is under construction right now ..... nine soccer fields and preliminary parking .... It is not hard surfaced... The South Sycamore Soccer Complex... field development basically replaces... parks sports complex ..... This is essentiall¥...forgetting about softball... developing soccer complex with just the necessary amenities ..... Kubby/... picnicking place? Trueblood/ We would anticipate that it would eventually ..... Horow/ Any other questions before we start this? Atkins/ .... if you are not interested, scratch it .... Clearly... outside of the plan... I will prepare a list that are pending projects for you to deal with sometime in the future. Kubby/ For example, the cemetery. Atkins/ When we kick them outside the plan .... we are not going to do much work on those .... Horow/ I would feel strongly about putting the cemetery into our priority setting concept ..... I don't want it thrown out. Lehman/ I am interested in what Terry and the Commission are thinking about ..... Have their recommendations and their priorities. Horow/ .... Up to us to identify any of these others .... Kubby/ Lighting needs to be bumped up .... U. of I. Softball Complex Lighting... sooner .... Trueblood/ That depends on the priorities .... now that we are sort of abandoning the idea of a softball complex in conjunction with a soccer complex, it may very well become a higher priority. Nov/ ... Trueblood/ Their priorities really need to be updated. Throg/ Baker/ ..... P/R, just leave it be and wait to hear from them .... Arkins/ I do think if you have some interest in increasing the land acquisition/park land development... that is a message you ought to send .... Throg/ ...suggest that we specify some amount of money... to purchase more land to the northeast of Hickory Hill Park Horow/ Is that more of an issue...work on budget? If there are larger purchases ...... You will need to give us direction on that. We can prepare a list of ideas for you .... You are expressing an interest... push land acquisition policy up. As a commissioner I would read that as this is important to the council ..... Nov/ We also need to look at the Neighborhood Open Space Plan ..... Trueblood/ ...Neighborhood Open Space Committee... now working on a action plan .... try to identify parcels of land... general areas .... that we may want to be proactive and go after .... I am sure they would appreciate any input that they could get. Kubby/ The $50,000 a year comes from Hotel Motel Tax- Arkins/ The Parkland Development comes from the General Fund. Land Acquisition comes from the Parkland Acquisition Fund .... the Hotel Motel Tax .... two sources of financing: General Fund and Hotel Motel Tax. Kubby/ ..... I am hesitant at this time to add money .... I wouldn't mind talking about it at budget time. Throg/ Another source of funding could be the sale of bonds .... Arkins/ We do have General Obligation Debt capacity available ..... If this is well planned, you may have 1-2 purchases that could eat up the $350,000 in the seven years and there is nothing wrong with that ..... accommodate that ..... When thinking about capital acquisition, think $350,000 as a number available to you ...... Baker/ We already have $400,000-500,000 in the fund already? Atkins/ Yes we do. Almost $400,000 ...... Nov/ Atkins/ At the end of a period of time if you didn't do anything .... If you had a special project ..... within that general budget framework, I would assume that is authorization for me to put together to go out and get the land for you. Lehman/ Basically guidelines ..... consider it ..... Atkins/ It was a deliberate decision to set aside money to buy land ...... We have not spent a lot of it ..... Kubby/ Action plan from Open Space Committee... look at whole picture. Horow/ Is there anything on here that you want to eliminate right off the bat? I would like to suggest...indoor ice rink. Arkins/ That will go to pending list ..... Anything on there that doesn't get a priority .... you can throw it out. I said put it on the pending list. Pigott/ It did get a priority from the Commission .... Arkins/ ...require referendum. Baker/ The South Sycamore Soccer is nebulous out there in the future? ..... Atkins/ We started the investment process on that. Lehman/ Baker/ One on that list I would see speeding up with a date specific to '98. Nov/ Are there three items that require referendum? Atkins/ The Rec Center .... indoor ice rink ..... and the expand the Mercer Aquatic Center ..... Nov/ Things such as purchasing open space do not require a referendum? Atkins/ No... referendum, think debt ..... Nov/ If we decided to sell a $1 million in bond to buy property for open space, does it require a referendum? Atkins/ I think so under the definition of new P/R facilities. Horow/ Park maintenance building, does that require a referendum? Atkins/ It would if you built the whole thing .... may want to stage that thing and use some current cash ..... Horow/ Arkins/ All of these to the P/R Commission. Some specific interest in northeast of Hickory Hill Park. Horow/ Specific interest in the cemetery to look at as well. Kubby/ I guess for that list of options for the cemetery I do want to add buying lots in a private cemetery as one of the options that we look at. W$053195 May 31, 1995 ClP - Council Work Session Page6 Street Reconstruction 95-72 S1 Atkins/ Pretty straight forward. Carved out the two recurring expenses. New ones. As far as our work schedule we are really in pretty good shape .... number of major ones all the way through to 2000. I guess I would point out the left turn at First and Sunset, the right turn lane are probably inconsequential in size ..... Willow Street-Muscatine to Brookside...reconstruction. Baker/ ..... money aspect...seem we could push them up without adjusting too much else? Atklns/ We have about $800,000 a year in Road Use Taxes in addition to General Obligation Debt. Those are small projects .... How you choose to deal with them is really very much up to you ...... Those two in particular pretty straight forward. Horow/ Does First Avenue, Muscatine to Bradford have to-I would like to suggest that that be considered sooner than year 2000. Kubby/ The issues are do you really incapacitate that corridor for totally .... or disable it for double of the time? Pigott/ Kubby/ A lot of dependency...on First Avenue between Muscatine and Bradford ..... Davidson/ ..... With respect to street capacity that is one area .... it is starting to stretch out .... that is an area that we have an existing problem where it is starting to worsen .... Horow/ How can this one be done as well as First Avenue D to Muscatine... as well as Eagle being constructing? Fosse/ If we were to tackle both of these projects as one we would probably phase it...similar manner on Rohret Road .... Pigott/ Davidson/ Originally... it was one project. Because of the Eagles Project we broke it into two ..... Kubby/ Also waiting for the issue of extension of First Avenue to be played out and what we have kind of said is the answer is no ...... W$053195 May 31, 1995 CIP - Council Work Session Page7 Horow/ I would like to suggest to council that we consider moving it up to .... '96. Is that feasible? Fosse/ Not necessarily two reasons. We would split it into two phases .... property acquisition...funding...difficult .... Horow/.. What would be reasonable for linking these two together in a reasonable time frame? Fosse/ We could probably do both of them in '97 or split season and do one in late '96 and other one in '97. Lehman/ Rick...Dubuque Foster Road Intersection. How high of a priority do you think that is? Fosse/ I don't have a good feel for that. Do you, Jeff? Davidson/ I think right now there are maybe some people who live out in that area that are trying to get access... tell you it is a high priority .... that is minor movement kind of intersection. I think development of Idyllwild area, possible development of the peninsula, and Mr. Glasgow... those would all push it .... Throg/ Those are largely dependent of construction of Foster Road on either side of Dubuque. Nov/ Comment that I have had...traffic is heavy in both directions no matter when ..... Davidson/ Nov/ I am talking about east side of Dubuque Street .... Baker/ Just one of the things that you learn to live with... Nov/ Amount of development in the county has expanded since you lived there .... heavy traffic .... traffic in and out is heavy. Davidson/ When we checked the warrants for a signal a couple of years ago, it was not quite .... Nov/ Do you want to check it again? Horow/ .... Throg/ Should be linked up with the construction of one or both of the other two segments of Foster Road ..... Seem to me to be inappropriate to rebuild that intersection right now .... appropriate to rebuild it once one or both of the other links are made .... Kubby/ Timing...other projects...after 2003? Throg/ I think one of them ought to be sooner. Nov/ Foster west of Dubuque is already in here... Atkins/ Remember, part of your capital planning process, when we assign these FY's, this allows us to tell developers that that thing is not scheduled until year 2002 ..... By way of scheduling those projects controls the pace from which you want developer to occur and where ..... Lehman/ Atkins/ If you consider one you are going to just start marching right across ..... Throg/ I can imagine saying the intersection and both links ought to be done before 2003. And if we did that what would be written down up here? Kubby/ Atkins/ Under Dubuque and Foster intersection? If you felt it was going to be part of this plan, that it is likely to occur during the seven years and you wanted it in an out year, just tell me '03 and I would write '03 down there ..... We will give you a balanced seven year plan for financing ..... Kubby/ .... Horow/ We are still trying to get rid of these .... To look at the '96 through '98 top say do we want to keep those as priorities and the answer is yes or no .... Then we look at the things that are in the out of 2003 and say which things do we want to be later than 2003? Mark those off and then we prioritize .... Horow/ .... we are essentially pleading a cause before we have even prioritized them. Kubby/ Throg/ Do we want to agree on the '96 through '99? Baker/ '96- '98, Horow/ I would like to add '99, the Woolf Avenue. Okay. Baker/ I wanted to move the First Avenue to Bradford into '97 and look at .... traffic signal at ACT pushing that back to '98 .... Atkins/ That traffic signal..beginning of a process .... come back to you ...for approval but we are trying to get from you a plan .... Baker/ ...looking at financial considerations...trading off .... Kubby/ ...we should look at priorities... Pigott/ I would be interested in staying with '96 through '98 ..... Throg/ What about the First Avenue Muscatine and Bradford? ..... Kubby/ I think there should be more time instead of less time between those ..... traffic flow is weird in that part of time .... Horow/ Seem to me that Rick's phasing of that would accomplish that over the '96 '97 construction season. Kubby/ .... I think we need more time to figure it out in '97 .... Kubby/ Nov/ What happens we said do it a year afterwards and we delayed it to the following year because of r.o.w?... Atkins/ Horow/ Are there four people then with sticking that '97 on First Avenue Muscatine and Bradford with the understanding that who knows? Nov/ Horow/ All right. Lehman/ Should Eagles decide, for what ever reason, not to go through with their plans, I would assume that both of the projects would be put on the back burner. Atkins/ Not necessarily... commercial zoning there .... deal with something else .... commercial .... Horow/ Kubby/ Can we take the rest that are new and mark? ...comparing one project to another. Arkins/ What I understand for a thinning process, these first six and their dates have been accepted. Horow/ Yes. Atkins/ I can set those aside. Those are done and we will prepare the plan in accordance with that schedule. Horow/ Question...Woolf Avenue '99 ..... that goes in there. So it is seven, it is the first six plus. Throg/ Dubuque Foster Intersection ...important because it enables development of land on either side of that intersection ...preferable to develop that land than it would be to build new roads farther out. Nov/ I am a little concerned about River Street from Riverside to Woolf .... Fosse/ Are you talking about the bridge? Nov/ I am talking about the street...sinking...patching .... Fosse/ Busses keep pushing that brick base down further .... depend quite a bit on the timing of the bridge, too .... Nov/ ..oI am questioning River Street from Woolf Avenue to Riverside. River Street looks like it is caving in. Fosse/ That one we have scheduled for '98. Nov/ Fosse/ It Will just require more maintenance dollars to keep it out there another year ..... Gilbert Hwy 6 Dual Left Turn is at 2000? Atkins/ Yeah. Kubby/ I had suggested for these two annual budgets that we have some amount to add another category for traffic calming infrastructure. Baker/ Kubby/ ...I just want to add it to the list. Baker/ I am not sure we need a special fund for that .... Horow/ I would prefer to wait until we get the evaluation back from the neighborhoods. Throg/ If you have a category that says traffic category that means you intend to be continually investing funds in traffic calming measures for neighborhoods. Then Jim's point about going out to...Sioux Avenue .... Karen, I would agree to taking the Sand to Sycamore out but leaving the rest in .... Kubby/ Do we want to prioritize? .... Horow/ I would like to .... Franklin/ The properties that are abutting this roadway (refers to map) ..... You will have request for annexation from Sand Road to Sycamore Farms property ..... Already interest expressed by property owners in that area for annexation. Kubby/ With our growth policies they have to pay for the road. Franklin/ Yes, generally with annexation that is true. If the decision of council at any time is to put in a road ahead of development .... then of course the developer wouldn't have to pay for it. This is an arterial .... the city could put the road in ahead of the actual platting of development .... depend upon your responses to annexation requests .... This is an active area .... Horow/ Of those on the East West Parkway, is there a preference in your mind in terms of priority? Davidson/ (Can't hear). Franklin/ East Line to Sioux Avenue. Davidson/ Franklin/ I can see the most immediate demand being for the Sycamore to Detention Basin ..... northern boundary of the Langenberg Tract ..... Kubby/ Why wouldn't we wait until that is annexed and let the developer pay for it? Franklin/ You are talking now about seven years and what I am relating is the relationship of parts of these to the other parts. Horow/ Just within the East West Parkway. Kubby/ Franklin/ Saddlebrook to East Property Line .... next demand...after that .... Basin to Saddlebrook for #3 .... Sand to Sycamore would be 4th and East Line to Sioux Avenue-Sth. Lehman/ Kubby/ Having is prioritize them gives Steve direction .... Lehman/ I think they should remain in the seven years. Franklin/ It is within our growth area where we have sewer capacity Kubby/ Do people still agree with Sand to Sycamore being within the next seven years? Throg/ A question of who pays for it ..... Kubby/ ...I am not going to be paying for some of these unless the developer pays for them ..... Nov/ That is another question .... In order of construction... Sand to Sycamore is obviously near the bottom of our list .... Horow/ Steve, we prioritized within the East West Parkway ...... Because when we had that joint meeting with P/Z we talked about building East West Arterial and extending Scott Blvd North... also talked about deleting the First Avenue Extension... At that time a majority of us agreed to do that. Nov/ All right ...... Pigott/ Steve said last night .... Davidson/ Horow/ I think we have all been in cities where streets are adjacent to a park .... calming for the citizens to know that First Avenue has gone up to east west .... there is a buffer to the park .... So there is no question whether or not there is going to be development ..... I don't understand why the concept of a road being put through up to the arterial cannot be put .... buttress to a park area ..... Throg/ If you built First Avenue, what you do is created a barrier.. clearly defines the absolute limit of any kind of natural area linking Hickory Hill Park with the ravines to the north of Steve's house ..... Horow/ I don't see it that way ..... Pigott/ The function of a second road going north south like that would be my question ..... If you got Scott Blvd, why do First Avenue in addition to that? Horow/ Because you have nothing else that goes up north .... Kubby/ What is the distance between Dodge and Scott? Davidson/ More than a mile .... Kubby/ It doesn't preclude having...some kind of collector street from Rochester north in between Dodge and Scott that would get to that development. First Avenue isn't the only choice .... Horow/ .... My point is you having nothing going all the way north between Dodge and Scott. I was thinking it was Extension of First Avenue up to Dodge was what we had said no to. Throg/ It was never suppose to be extended up to Dodge. Horow/ Davidson/ I think what Karen is referring to is building this portion of the East West Arterial (refers to map) .... Kubby/ Our decision with P/Z that one day was not to. Lehman/ I thought that went all the way to ACT ...all the way to 1. Throg/ .....
