FOLLOWING COMMISSION:
HOUSING COMMISSION
Three vacancies -Three-year terms
May 1, 1995 -May 1, 1998
Duties of the Housing Commission members
include investigating, studying, reviewing and
analyzing the housing needs and the meeting of
such needs within the City of Iowa City and in-
vestigating and determining if slum areas exist
or other areas where there are unsafe, unsani-
tar,/ or over-crowded housing conditions, and
studying, investigating and making recommen-
dations relating to the clearing, replanning and
construction of slum areas and providing dwell-
ing places for elderly persons and persons of
low or moderate income.
Persons appointed to these positions also will
serve as a members or alternate members of
the Housing Appeals Board.
Iowa City appointed members of boards and
commissions must be eligible electors of the
City of Iowa City. The Housing Commission
meets the second Tuesday of each month at
8:00 a.m.
These appointments will be made at the
March 7, 1995, meeting of the City Council at
7:30 p.m. in the Council Chambers. The City of
Iowa City encourages diversity in the appoint-
ment of citizens to hoards and commissions.

Re: Possible Merger of CCN and Housing Commission I ~//
At recent meetings of the Housing Commission (April 11) and CCN (April 19) both commissions
recommended a merger. Specifically, the Housing Commission recommendation was to "merge
the commissions with a unification of mission and goals, and increased efficiency in mind." The
Housing Commission felt that a merger would be a better use of time and resources, and had
some suggestions on how to structure the new commission.
CCN also unanimously recommended a merger on the grounds that it made sense in terms of
the Consolidated Plan (CITY STEPS). They felt that it would be essential to spell out the joint
Commission's responsibilities in some detail, and would like to have a joint meeting with the
Housing Commission to discuss the structure of the future Commission.
An April 6, 1995, memo describing the activities of both commissions and some pros and cons
of the merger is attached. Before continuing the discussion, and working out the details of name,
structure, bylaws, etc., we would like to get a sense of the Council's response to such a merger.
In other words, do you have any philosophical or policy concerns or foresee any problems? We
plan to discuss this matter with you at the informal Council meeting on Monday, April 24.
Pending Housinq Comm ss on Appointments
At your March 7, 1995, meeting you decided to defer action on appointments to the Housing
Commission until April 25, 1995. The terms of Jack McMahon, Ben Moore and Roger Reilly
expire on May 1, 1995. If you decide that a merger should be pursued, we recommend that you
reappoint these three Housing Commission members. All three have agreed to serve a few
months more, and the appointments would be made with the agreement that all three would
resign when the new Commission in formed. The City Attorney states that an extension of the
existing terms is not possible according to the Commission by-laws.
If you decide that a merger is not appropriate, your packet contains applications from 3 persons
for the vacant positions on the Commission. Of the three Commissioners whose terms expired
May 1, Jack McMahon is the only Housing Commission member who wishes to serve another
full term.
We look forward to discussing the matter with you on Monday, April 24.

Re: Possible Merger of Commissions ~.
With the consolidation of HUD-funded programs, there is a need for increased coordination of
activities relating to homelessness, housing, jobs and services. In fact, HUD is currently
recommending folding all its programs (including Public Housing and Section 8) under three giant
block grants. Even if that does not happen immediately, consolidation is the name of the game.
We therefore want to take a careful look at the pros and cons of merging the Housing
Commission (HC) and the Committee on Community Needs (CCN) in order to have improved
coordination of activities related to assisting low income residents. After your discussions (HC
4/11 and CCN 4/19), you should be prepared to make a recommendation to the Council who will
consider the matter of a merger on April 24 and April 25, 1995.
Background on HC Activities
The HC was originally established in 1969 as a seven-member advisory commission to the City
Oouncil on matters related to Low Rent Housing. In 1970 the Commissions' official duties were
expanded to "investigate, study, review and analyze the housing needs and the meeting of such
needs within the City of Iowa City, Iowa; to investigate and determine if any slum areas or other
areas where there is unsafe, unsanitary or overcrowded housing conditions exist; to study and
investigate and make recommendations relating to the problem of clearing, replanning, and
reconstruction of slum areas, and to study the problem of providing dwelling accommodations for
elderly persons or persons of low or medium income." In practice, the Commission originally
served as an advisory body to the Council on matters related to the Public Housing Authority
(PHA). Until recently, the Commission also served as an Appeals Board for Housing Code
Violations. After 1975, when the CDBG program effectively started, the HC also began to review
Comprehensive Housing Rehab projects both owner-occupied and rental. This function is now
carried out by one HC member who serves on the City's Housing Rehab Review Board. As more
and more housing-related projects were funded under the CDBG program, a Housing Commission
member was annually appointed to serve on CCN to provide for better communication between
the two commissions. in the past few years, Community Development staff has increasingly
provided the HC with information on housing issues, including the development of the
Comprehensive Housing Affordability Strategy (CHAS) now replaced by the Consolidated Plan
(aka CITY STEPS). In 1994, when the City became an entitlement community for HOME funds,
the HC began making recommendations on the allocation of those monies. The HC has also
regularly made recommendations to CCN on the funding of housing-related projects with CDBG
monies.
Background on CCN
A very strong Citizen Participation requirement of the CDBG program begun by HUD in 1974,
resulted in the establishment of a 15-member Committee on Community Needs (CCN). Said
committee to be "composed of a diversified group of citizens representing various segments of

the City's population and especially those groups currently affected by programs and policy." The
Committee was reduced to 11 members in 1984 to provide a more workable number.
CCN's charge is to:
Meet regularly at least once a month, to gather information from members, other Iowa
Citians, and staff members to coordinate human needs with program solutions.
Evaluate and interpret the City's programs that affect human needs and community
development.
Provide a systematic communication interchange between citizens and policy makers with
regard to all Housing and Community Development Act, Community Development Block
Grant applications and programs.
Facilitate neighborhood meetings to identify needs of neighborhoods and otherwise assist
citizens in articulating their community needs.
5. Assist citizens to develop programs where possible to meet community needs.
In the early years the completion of urban renewal, construction of the Ralston Creek Dams, and
the purchase and rehabilitation of the Senior Center took large portions of the City's CDBG
dollars. In later years, (the early and mid 80s), HUD mandated a focus on neighborhoods, and
the Committee held meetings on and recommended funding projects in neighborhoods where
more than 51% of the residents were low/moderate income (i.e. below 80% median income).
These neighborhoods included the Near Northside, Iowa Avenue, Creekside, Miller-Orchard,
Longfellow and other older neighborhoods. From 1979 on, Housing Rehabilitation has been a
continuing cornerstone program which helps to maintain the City's affordable housing stock and
allows low/moderate income homeowners to remain in or purchase a home, particularly in the
older neighborhoods. During the past ten years, CDBG funds hava increasingly been used to
provide facilities for human services agencies, and to assist in providing homeless shelters,
affordable rental housing and related housing projects.
CCN's main duties include making recommendations to the City Council on the allocation of
CDBG funds (including flood monies), monitoring projects, reviewing performance reports, hosting
Community Development Week to make the public aware of these activities, and investigating and
receiving information on the needs of low income residents in the City. Dudng the past year, both
Commissions assisted in the development of CITY STEPS, and held joint hearings on the
allocation of CDBG and HOME funds.
Advantages of Merging tile Commissions
More efficient and effective allocation of federal funds related to housing and other
community development needs.
A better understanding of the overall needs of low-income residents.
Less "down" time for both Commissions, i.e. months when there is not much for the
Commissions to do.
More efficient use of staff time.
Disadvantage of Merging the Commissions
1. Fewer citizens will be directly involved in serving on the Commissions.
2. A slightly bigger time commitment will be required of Commission members.
There will be a longer learning period for Commissioners to become familiar with all
aspects of the programs.
Suggestions on the Operation of the Merged Commissions
1. Membership:
No more than 11 persons
Initially, current members of both Commissions would form the new Commission,
until attrition brings the number down to 11.
Possible addition of one or more representatives of the Local Homeless
Coordinating Board.
The Commission might operate with subcommittees to concentrate on specific areas since
the range of the Commission's activities will now be broader.
The merged Commission would be staffed by the Community Development Division of the
Department of Planning and Oommunity Development.
