I am familiar with these playgrounds and they are my favorite: City Park, Willow Creek Park and the downtown park (by the Iowa City Public Library.) It has come to my attention that you are contemplating the destruction of them. This disturbs me greatly and I object to the fact that you are willing to destroy my favorite parks. These plastic parks you are replacing the old wooden structures with are for young children, younger then I. These are not big enough for us big kids. We want out-door gymnasiums for everyone. And, we want a "Kids Kingdom" park. We Don't fit on tiny pieces of plastic. Don't destroy the old for the new. Keep them both rolling. I would like to discuss this with you and some council members as soon as possible. Perhaps a meeting with you and the mayor would be appropriate. Ple~,sc give me a call when you are ready. Currently tile Iowa Department of Natural Resources is in tile process of preparing a uew five year operatiug permit for the Iowa City Waste Water Plant. It is anticipated that the permit will be completed sometilne around July ofthls year. Now is an appropriate tiltDe for City of Iowa City olt~cials to enter into discussions with the DNR to adjust the time frame for tide construction of the proposed alterations and additions to the two waste water plants and the lines connecting the two plants. There are several cities in Iowa with anuoonia problenDs similar to Iowa City's. The DNI), is working closely with the officials of these cities to develop plans that will be environmentally sotrod, financially acceptable, and physically possible. The DNR is most willing to discuss a proposal fi'om Iowa City that takes these three things into consideration. In recent days, I have had most cordial discussions Mtb DNR officials in their offices in Washi,Dgtou, Iowa and Des Moiues. As a result of these discussions, it appears to me that they would serioasly consider a proposal that would bring us int(> compliance by the expiration date of the new operating perntit which would be in tide vicinity ¢.fJnly, 2000. The I)NR oflicials are ve~7 astute about the environment and have all excellent understanding of and devotiou to eaviroumental contents. They also have an traderstanding of the financial realities of our cities, as well as the physical considerations that need to go into developing a realistic time flame for constructlug two major projects ill Iowa City. I feel they will work with us in a cooperative manner to bring about the completion of the waste water eoustruction project of which we call all be proud and cau, without uudue baMsbil>,atFord. Let me stress that I am not speaking for the DNIL, nor ca, I guarantee witat tide final outcome will be. 1 can say, however, that I firmly believe titat they will consider carefidly any realistic proposal that we make. The upper levels of ammonia to be perufitted are based on the tea year lowest water flow over a seven day period. In other words, the standards are based oa the water flow at its lowest, as in a serious drought year. It would appear, then, that our level of ammonia discharge most of the tilne is not causing water quality violations. 'Fbcre may also be options available to adjust the proposed effluent limits. These kiuds of things are technical. and I don't pretend to understand what can be done in this regard. ~mt is the task of the professional staff members of the City and the DNR. lie{e, as I see it, is the task at hand. According to DNR officials, the cur{cot dra~ permit is to be re-worked. Therefore, now is the time to submit a revised realistic and acceptable financiug and cousu'uction plan that brings the altered nmlb and south i)lams on lioe near tim expiration {late of the new permit, which would be al)proximatdy July, 2000. ' Iowa Citv, IA 52240 ' (3~9} 354-24'10 Emerald Court However, based on my discussions with DNR officials, I am firmly convinced that a construction schedule can be developed that will be supported by a largo majority of the citizens of Iowa City. This schedule, if approved, will be good for the envkonment, will be good for the people of Iowa City, and will be physically possible to accomplish by the construction industry. This last point is, as you know, a concern of the Chamber of Commerce. They feel that constructing the waste water and fi'esh water projects at the same time along with all of the other construction projects that would be on going would put a significant strain on the construction industry ~om the physical standpoint of getting the work done. It also seems to me that, before you increase rates again as I believe you plan to do May 23, you should carefully weigh the alternatives available to you. By very carefully following a prudent plan for construction, water/waste water rates will not need to have more that very moderate increases during the next few years. I urge you in the strongest terms possible to review your plans carefully and act in the best interests of the people of Iowa City while at the same time doing justice to our environmental concerns. Both of these concerns can be addressed. Based on all the hkf'ormation now available, the time schedules I suggested to you on December 23, 1994, for the waste water and water plants are not ouly realistic and practical, but are also conservative. I am now suggesting that the City propose to the DNK that the completion date for the waste water construction project be adjusted to the expiration date of the new operating permit. I am not sure what is going on in regard to the ~esh water plant. There are several rumors flying around and I suspect it is time for the city officials to present us with an update as to what is really happening. One of the suggestions we made early on to the council was for City officials to enter into discussions with the DNP, in regard to the feasibility of adjusting the then current construction schedule for the Waste Water Plant alterations. I was surprised to learn l~om the DlqP, officials that, to their knowledge, no contacts have been made by the City of Iowa City offidals with DNK officials about adjusting the construction schedule since the city submitted its proposal in the fall of 1994. This, together with the fact that the Iowa City schedule for completion of the waste water plant alterations was eight months sooner than the schedule suggested by the DNP, officials, leads me to believe that doing this work now is not a cot-in-stone mandate by the DNK but simply an Iowa City agenda. The above information and suggestions are offered in the spirit of cooperation and helpfulness. It seems to me we have a real opportunity to address the concerns of all of us and b&g about a successfid conclusion to these two major construction projects. I want to do what is right for the environment, but I also want a construction schedule that is affordable to the people of Iowa City. I hope that you also want to do this. Thank you for listening. I am a resident of University Heights, but I do not live very close to Melrose. However, t would not like to see my neighbors on that street affected by the thououghtare envisioned by some. I will try to keep this correspondence brief, as I imagine you have many to consider. My main point is as follows: If there is any possibility that the University has intentions to develop Finkbine golf course, even if that is 20 years in the future, Iowa City should not invest too much on this project. If FinkbJne is developed, a road could be built that would connect to the FinkbJne parking lots, and therefore to the hospital complex. This would keep so much traffic from our residential areas, and make it easier for staff and patients to get to the hospital. Maybe a road off of Marman Trek where the new lights a going, near student housing. In this day and age, it seems ridiculous for a university to support a golf course, especially when there are plenty around anyway. (But then I am not a golfer.) I think you need to be told the truth about the long term plans for this land before you make any decisions about Melrose. Living where I do, I use Melrose Avenue, although not every day. It seems to me that except for a while in the morning and again in the afternoon, it is usually not so bad, especially when one considers the traffic problems other cities face. But even if Melrose is wider, even if it is five lanes wide, will this really solve anything? How many minutes will the average driver save? If they are going west, they might get to 1-380 a minute sooner (or will they?). If they are going east, there is still the intersection at Burlington and Riverside Drive to contend with. One could then be able to rush down to the intersection on a new wide rood, then sit there while the traffic clears. (Have any of you ever played the computer game "Sim City"?) There is no doubt that Melrose Avenue needs to be repaired. If is in ferdble condition. Two lanes with a turning lane in the center would be wonderful. More that that would make entering or leaving that street a dangerous situation unless one planned to turn right. As for a bridge, two lanes and a pedestrian/bicycle lane would serve this area for a long time. In closing, I ask you to consider carefully that you are not letting the university snooker you on fh. is one. Barbara and I recognize the existence of a serious traffic conjestion and safety problem on Melrose Avenue, and that this problem will become even more serious when the new UIHC parking ramp is completed. We therefore urge you to consider carefully the comments, positions and supporting arguments presented by the MANA Steering Group as you review and make recommendations and/or decisions on this important and difficult matter. We remain hopeful that together, Iowa City, University Heights, and the University of Iowa can solve this problem in a way that will serve the best interests of all the members of this interdependent urban community. Jefferson St. ~- ,~ -:'' Iowa City, Iowa 52245 ":- o April 26 1995 To: f~yor Susan Horowitz Nembers of the City Council This letter to members of tile City Council is a request for Lhe city to designate that I. he traffic flow in the alley of the 300 block between Jefferson and ,Market Streets be changed from two way traffic flow to one way traffic going east. lhe north-south directional streets bounded by this alley are [inn and Gilbert Streets. Tile re are several important safety considerations for'tli~s"~eq[~est; the request that tile traffic be east bound is because tile alley traffic in tile block directly to tile west (behind the First Methodist Church and St. Mary's Catholic Church) is already one way ~ast bound. The 300 and 400 blocks of Jefferson Streets south of the allev on Jefferson St. were zoned Residential - Office Zone in 1993 to aid in tile stabilization of an older residential neighborhood in a transi~cional area between commercial and residential districts. The properties north of the alley in the 300 block are zoned ~ommercia]. There are no curb cuts along the 300 block of Jefferson Street; it is essential that the res/dents have easy access and reduced congestion in tile alley as the alley is the only vechicular access to their homes. The high volume of traffic in the alley is due partially to tile commercial businesses located along Market Street and whose parkinq lots open to the alley. However, the traffic volume is also greatly increased because tile alley is used as an alternative for drivers who wish to avoid tile system of traffic lights located at the corner of Gilbert-Jefferson and Gilbert-Market Streets. When the Quick Trip was in business oil tile corner of Market and Linn Streets, delivery trucks often blocked a significant portion of the alley. That business is no longer there, but it is anticipated that another business will be in tl~at location in the near future and a similar situation could easily develop. Traffic congestion would be tempered if the alley became a one way traffic zone. The physical location of several buildings are within a few feet of tile 20 foot alley right of way. Tire former Quick Trip buildinq sits within a few feet of the alley. A row of six garages behind 318 E. Jefferson have just over a six foot set back from the alley. These garages were built prior to tile set back requirements for qara(les. A car ba~king out of one of these garages backs directly into the alley. The location of these garages also serves to occlude a clear vision of traffic traversing the alley. The Law offfce building on the north of the alley also is quite close to the alley riqht of way. At the end of the alley on tile Gilbert St. margin are two homes, both within three or four feet of tile alley right of way. The home to tire north has a green hedge to protect the building and assure that drivers will stay on the paved surface but tile large brick house to tile south is vulnerable to drivers who miscalculate and are surprised by tile limited driving space when meeting another vechile. l'his Greek Revival brick I~ome was built in 1851 by William Bostick and was used as City Hall probably in the late 1850's. Work is currently in I)rogress to restore this building. Protection from traffic accidents by preventative measures would protect the safety of the building as well as tile safe'ty of citizens. Besides the buildings sitting close to the alley margins, there are arched electrical transformers across tile alley; tile heavy poles for these transformers sit on the edges of the alley as well. This alley is used by a large number of pedestrians, in particular by citizens who work and live in tile area. But it is also used by those who participate in the Free Lunch program which is located ill tile Wesley House just off the alley in tile block to tile west. Tile traffic in that alley is already east bound; the habit of the pedestrian traffic continues ill the alley of the 300 block. The physical condition of the surface of tile alley is currently deteriorating due to the high volume of traffic along it. In winter driving conditions with snow and ice, the alley is dangerous for two way traffic. [n summary, safety reasons dictate that the alley should be one way goinq east. Due to the close proximity of buildings to tile alley right of way, tile alley appears more ilarrow than its twenty foot width. The safety of pedestrian traffic is in jeonardv and tile residents of the homes need tile safest possible solution for their only vechicular access to their homes. A request was made to Mr. Jim B,achtel, the city traffic engineer, to address these safety problems in the alley. A set of post cards was sent out to 25 addresses with a simple preference statement to mark a box regarding traffic direction in the alley. Of 25 postcards sent, ]4 were returned. Seven postcards w~nted no change in alley traffic direction. Six were positive. One said, "No Opinion." No action was taken. Inzluded with this lettel' is a copy of a recent letter to the editor in tile Press Citizen regarding concern for safety and privacy issues in the alley further east along Jefferson St. Also included with this letter is a copy of a map prepared by James Jacobsen for Iowa City. This was a site inventory of the north side commercial district. The 300 and 400 blocks of East Jefferson has now been re- zoned as Residential-Office Zone but the location of the buildings, though not the garages, is indicated on the map. City of Iowa City MEMORANDUM Date: May 12, 1995 To: The Honorable Mayor, City Council and City Clerk From: James Brachtel, Traffic Engineer Re: Addition to the Existing Parking Meter Zone on the South Side of the 500 Block of Iowa Avenue As directed by Title 9, Chapter 1, Section 3 of the City Code, this is to advise you of the following action: ACTION: Pursuant to Section 9-1-3A17 of the City Code, the City Traffic Engineer will direct the extension of existing metered parking on the south side of the 500 block of Iowa Avenue. At the present time there is existing metered parking in front of 511 Iowa Avenue. This metered parking will be extended east to include the curb frontage in front of 517 and 523 Iowa Avenue. This action will occur on or shortly after May 26, 1995. COMMENT: This action is being taken in response to a request from The Bookery doing business at the address of 523 Iowa Avenue. Additionally, a postcard survey of the addresses of the south side of 500 Iowa Avenue was completed at the direction of the City Council. Van Buren St. As directed by Title 9, Chapter 1, Section 3 of the City Code, this is to advice you of the following action: ACTION: Pursuant to Section 9-1-3.A.18 of the City Code, the City Traffic Engineer will direct the removal of the loading zone in front of 715 N. Van Buren Street. This action will take place on or shortly after May 31, 1995. COMMENT: This action is being taken to restore the curb parking to be consistent with surrounding calendar parking in the area. The loading zone had been installed in 1982 after consultation with the resident's doctor. The loading zone had been placed in front of 715 N. Van Buren so as to allow independent living of the then resident. In the intervening yearn the requirement for the loading zone no longer exists and the removal of the loading zoning will restore some curb side on-street parking, City of Iowa City MEMORANDUM Date: May 15, 1995 To: Honorable Mayor, City Council and City Clerk From: James Brachtel, Traffic Engineer Re: Removal of parking prohibition on the north side of the 1100 block of Hollywood Boulevard As directed by Title 9, Chapter 1, Section 3 of the City Code, this is to advice you of the following action: ACTION: Pursuant to Section 9-1-3.A.10 of the City Code, the City Traffic Engineer will direct the removal of NO PARKING ANYTIME signs on the north side of the 1100 block of Hollywood Boulevard. This action will take place on or shortly after May 31, 1995. COMMENT: This action is being taken upon the completion of a postcard survey sent to the residents of the 1100 block of Hollywood Boulevard. At the present time parking is prohibited on both sides of the 1100 block of Hollywood Boulevard. The removal of the restriction on the north side will permit on-street parking on the north side of the 1100 block of Hollywood Boulevard. Twenty-two questionnaires were sent distributed, ten of which were returned. Of the 10, eight preferred the removal of the prohibition with 8 also preferring that the parking be restored to the north side. Dubuque St. Iowa City, IA 52240 Dear Charlie & Members of the I~oard: An application has been submitted to Johnson County by Alan Weinstein requesting approval of a conditional use permit for a home business located at 3880 Owl Song Lane SE. This property is located within Fringe Area 5, immediately north of Inverness Court and east of Arlington Drive. At its May 18, 1995, meeting, the Iowa City Planning and Zoning Commission recommended that the City Council forward a comment to the Johnson County Board of Supervisors recommending approval of the application subject to a two-year time limit on the approval of the conditional use permit, and subject to the permit expiring upon annexation, sale, or lease of the property. The Commission felt that attaching these conditions to the approval of this conditional use permit would help ensure that the home business does not have a negative impact upon the surrounding residential subdivision.
