To the Members of the Council:
I am employed at New Pioneer Coop, a small community owned store in town. You have
probably heard of it. I have seen several of you shopping and you are located right across the
street. The Coop provides a healthy alternative to the superstores like Eagles and Cub Foods, I
do admit that we dan~t have the best prices in town. People shop here ('or the quality. The Coop
and small stores like it are important staples in our culture. They prey/de a comfortable
atmosphere tbr shopping. The staff`is friendlief and get to know you more quickly as opposed to
the super stores witere titere only goal is to get you in and out as quickly as possible while
getting a lot of money from you at the same time.
Small stores simply cannot compete with the large stems. They can buy products by the
truckload while we are limited to buying by the box. It is impossible for small stores to
compete. I understand that there isn't much that you can do about this problem. If Adam Smith
were alive today, he would probably tell me that ifI can~ take the heat, get out of the kitchen. 1
understand that in a capital/st society, it is absurd to expect governmental help for small
businesses.
I'm not asking you to take any specific action to try and solve this problem. I don't expect you to
drop eveE/th/ng and mn to the rescue of small businesses. I don't claim to know the solution to
the problem. There may not be a solution. I simply wanted to bring the problem to your
al~ention. Thank you for your time.

Dear Iowa City City Councilors:
Recent discussion involving the local option sales tax has prompted us to let you know the
Downtown Association's view on this issue.
Our Board of Directors voted unanimously to recommend to the City Council that you not bring
the local option sales tax issue to a vote.
It has been stressed by Coralville officials that even if the tax is voted through, they would repeal
it the following year. The Downto~m Association of Iowa City feels this would put Iowa City
retailers at ma unfak disadvantage.
We urge you no_.~t to take this issue any further, as it will not work without the support of all
neighboring communities.

With reference to the proposed one cent sales tax addition
proposition:
Please do not do it. You will make untold thousands of people angry
with you in addition to myself. You will encourage all the more
people running to Cedar Rapids for major purchases, and worse, you
will be showing greed. You gather in that extra millions and you will
spend it and more and will not know the difference. There are so
many ways you can avoid city costs, and I will give you just one
example that seem to me to a simple disregard to cost. That is this
water bill that you are changing to monthly. You openly say you have
to hire more people, quite a few thousand dollars more cost, and
what have you gained? Do you thir~ monthly billing will made it
easier to swallow these mounting water costs? Not to anyone who
can add. It just means an extra check to write, an extra letter to
stamp and mail, and it is going to cost the city a bunch of money to
do it.
Don't try to cover tracks with an additional sales tax.

two. The paper goes on to say that the $~ is hopefully am
"{ncentive"' to recyc~e~.. Or,, one could say, a punishment fo~~
not recycling.. D have at most two sacks of trash per wee~ -
usually only one.. ~ may as well get the good out of the $8..7~
Scrap this $8..75 + $D/bag arrangemen~ and reouire all trasB not
for recycling to be ~laced i~ c~ty bags% as with the lawn waste,
I'm still trying to evade paying for the neighbors-trash pickup
because. I'm already paying to educate their kids..

F~BERS OF THE CITY COUNCIL:
In response to Larry Baker's comments as quoted in a
recent issue of the Press'Citizen, I do not feel that
charging ~ore for riding the City bus during peak times is
an appropriate option to discourage ridership during those
hours. I frequently ride the Westwinds bus that leaves
from downtown at 7 hM. I am certain that at least 90% of
the passengers on that bus are ~Lther going to ~0rk or class,
and taking a later bus is not a v~ ~hle option. Neither is
ear-pooling for a n~ber of the riders, especially those
mentally and physically challenged people who live in' the
condos behind Quik Trip at Mormon Trek and Benton street--
they do not have cars or driver's licenses and probably
never will.
All of the advertised promotional benefits for riding
the bus---clean, on time, cheap, convenient, no need to
fight rush hour traffic, no concern regarding parking---
still apply, but now you are discouraging ridership,
especially regarding the last two listed reasons.
Although it nmy be true for some of the routes, I have
never been on the Westwinds bus during the past 5 years
when the driver had to leave prospective customers at the
bus stop because the bus was full.
I am not debating or discussing the issue as to
whether the fares need to be increased. But I do not
believe that Mr. Baker's statad reasons for increasing rates
only during peak times are valid, appropriate or in the
best interests of the riders of the bus or for those who
continue to drive their cars and look for downtown parking
spaces.
I can afford to pay more, but do not penalize me for
riding the bus that gets me to work on t/me. Believe me,
the majority of the bus riders at that ~ of day are not
going downtown to window shop, stroll through the Mall or
browse at the library---they are doing so out of necessity,
not by eoi '

I want to register my concerns to the City Council about the
possibility that the SEATS contract may not be renewed. I want
to let you know that as a rider I have been very satisfied with
and grateful for the SEATS services that have been provided to
me. The county driver's are exceptional in the services they
cheerfully provide.
Today I shared my concerns with some of my colleagues and they
showed there support by signing the pe%ition which is attached.
Please continue the contract that you have with the county for
paratransit services in Iowa City.

More advertising of the Eastside Loop might be helpful prior the school registration. Put
a~ ad in the Press Citizen. The Daily lowan, and possibly over the radio stations. I've seen
advertising lbr riding the transit syste~n in the papers.
513' two children and I used the Eastside Loop everyclay. My daughter gets off at City
1 li~ and my son and I get off at Lcmmc Elementroy. I was glad that I didn't have to drive
exc:t.3'das' in order to get my son to Letoroe. When I was dfi¥~ng cveL'yday, I would have to
pc,:k on tim side strcct in the neighborhood and then catch the Rochester route in order to
get to work. Both my children would catch the Eastside Loop home at 5:00 and I would
catch the Lakeside from downtown. We would then meet at Miami and Lakeside and walk
h,mc together.
During hockey season my son would catch the Eastsidc homo. He'd come home to change
i,1o his hockey equipment, which meant he didn't have to take all of his equipment to
school. After he changed. he'd catch the Eastside again to get to Mercer Park lbr practice.
Tiffs way I didn't have to got off work carly in order to get him to practice We would also
u~e the hos (lurh~g soccer season to get home after practice.
II )ou did decide to run the route on a ycarh, basis, the Systems Home on Oberlin Street
would probably use the Eastside route. They won't use it now because it isn't a permanent
yearly route. They don't wahl to keep retraining their people on which bus route they are
to use.
t also know that there is another lady that uses the bus in the aliomoon. She has a son that
g,:s to a child care center on Oberlin Street. Before the Eastside Loop route was
av~dlable, she would catch Rochester downtown, then mmsfer to Towncrest to get home.
With Eastside I.oop, she doesn't need to make any U'ansfers.
If the public (students and some adults) knew that this was permanent route, I feel more
people would use it. I have heard comments from other adults that they would or someone
they know would use it, but because it isn't pemmnent or yearly, they don't.
I'm glad that the transit system did mn an extra run when school was delayed. That was a
nice gesture ou theh' part aud I did call and thank them for doing that for the students.
I'd also like to mention that the bus drivers wcrc always courteous to thc students. They.
wcrc also good about asking adults if the wanted the Eastside or Lakc. sidc. It w~s explained
tt~ the adults that Easlside did not go do;vntown.
t lopefully you will take somc of thesc suggestion into consideration. It would bc nice to
teach the younger adults and possibly clementsty age the importance of mass transit and
carpooling.

ACTION:
Pursuant to Section 9-1-3A5 of the City Code, the City Traffic Engineer will direct the
installation of a STOP sign on Maiden Lane so as to cause traffic on Maiden Lane to stop prior
to entering the right-of-way of Court Street. This action will occur coincident with the
opening of Maiden Lane to public travel.
COMMENT:
This action is being taken to protect the right-of-way of Court Street from vehicles entering
Court Street from the newly constructed portion of Maiden Lane.

As directed by Title 9, Chapter 1, Section 3 of the City Code, this is to advise you of the
following action:
ACTION:
Pursuant to Section 9-1-3A10 of the City Code, the City Traffic Engineer will direct the
installation of NO PARKING ANY TIME on the east side of Maiden Lane from its intersection
with Court Street to its intersection with Harrison Street. Additionally, the City Traffic
Engineer will direct the installation of NO PARKING 2 A.M. TO 6 A.M. TOW AWAY ZONE on
the west side of Maiden Lane so as to regulate the metered parking space on the west side
of Maiden Lane betwsen its intersection with Court Street and its intersection with Harrison
Street. This action will take place on or shortly after June 29, 1995.
COMMENT:
This action is being taken so as to regulate parking on the newly completed reconstructed
portion of Maiden Lane.

Dear Charlie & Members of the Board:
An application has been submitted to Johnson County by Lyle Donohoe to rezone 8.55 acres
from RS, Suburban Residential, to CP2, Planned Commercial. This property is located within
Fringe Area 1 at the intersection of Highway 1 and Landon Avenue.
At its June 15, 1995, meeting, the Iowa City Planning and Zoning Commission recommended
that the City Council forward a comment to the Johnson County Board of Supervisors
recommending denial of the requested rezoning, due to the proposars inconsistency with the
mutually agreed upon Fdnge Area Policy. The Commission noted that the expansion of
commercial zoning at this location would be in conflict with the Fdnge Area Agreement, and
could lead to future requests for commercial zoning along Highway 1 between this property and
the current City boundary. Council agrees with the recommendation from the Commission and
respectfully requests that the County deny the proposed rezoning.

BACKGROUND INFORMATION:
The applicant, Lyle Donohoe, has submitted an application to Johnson County to fezone 8.55
acres located within Fringe Area 1 on the south side of Highway 1 at its intersection with
Landon Road from RS, Suburban Residential, to CP2, Planned Commercial. In addition, the
applicant is requesting preliminary and final plat approval of Dorichoe Fourth Subdivision, an
11.35 acre, two-lot subdivision which includes the parcel for which the rezoning is being
requested. Lot 1 of the proposed subdivision, the parcel for which the rezoning is being
requested, is currently vacant with the exception of a small storage building. Lot 2 contains
one building that is associated with the applicant's business, located on an adjacent property.
ANALYSIS:
CZ9506. Request to Rezone 8.55 Acres from RS to CP2.
Staff has evaluated the proposed rezoning in relation to the mutually agreed upon Fringe Area
Agreement and believes that this request is not consistent with the policies that the
agreement outlines for Fringe Area 1. The Fringe Area 1 agreement does not contemplate
commercial zoning in this area. Rather, continued agricultural use is preferred. Although the
property immediately to the south is zoned CH and the subject parcel is zoned RS, the
property surrounding these two areas in all directions is zoned A1, Rural, as suggested by the
Fringe Area 1 policy. Expansion of the commercial zoning at this location would be in conflict
with this mutually agreed upon policy.
Staff is concerned about the effect that expanding the commercial zoning in this location may
have on other properties along Highway 1 between this property and the corporate limits. If
additional commercial zoning is granted here, other property owners along Highway 1 may
expect similar treatment. Strip commercial development along this entryway would not be
in the best interest of the community. The development of commercial uses in this location
will detract from the rural character of the surrounding area.
Commercial traffic entering and exiting this property will create side friction on Highway 1,
which carries traffic at a high rate of speed. The 1990 average daily traffic was 4,900
vehicles per day on this portion of Highway 1. The average daily traffic in this area is
approaching capacity for a two-lane rural highway.
Although the appropriateness of the RS zoning on this site is questionable due to its location
between Highway 1 and the existing CH zone to the south, this is a situation created by a
previous property owner when the location of the existing businesses was chosen ( a County
Zoning Official has indicated that this rezoning may have occurred around 1970). That this
decision may detract from the residential potential of the residentially zoned land that remains
between it and the highway does not justify expanding the commercial zoning in this area.
To do so would be contrary to the mutually agreed upon Fringe Area Agreement, and would

suggest preferential treatment for one property owner over others in the area unless others
are also granted commercial zoning upon request. The existing situation does not preclude
the use of this property for agricultural purposes, as suggested by the Fringe Area Agreement.
SUB95-0019. Preliminary and Final Plat Approval for Donoboe Fourth Subdivision.
Although the proposed rezoning and subdivision are two separate applications, staff feels that
they cannot be treated as such since the decision regarding one application has implications
on the review of the other. Lot 1 of the proposed subdivision is currently zoned for residential
development. If the property is rezoned for commercial development despite the negative
recommendation from staff, the level of review regarding access, infrastructure, etc. will be
much different. Therefore, staff recommends that action on the preliminary and final plat be
deferred pending the resolution of the zoning issue, so that appropriate decisions can be made
regarding the proposed subdivision. If the Commission decides not to defer this item, the
following are some general comments regarding the proposed preliminary and final plat:
The proposed preliminary and final plat appears to be in general compliance with the
requirements of the City's subdivision regulations (subject to review of revised plat by Public
Works). However, legal papers must be approved by the City Attorney's Office prior to
Council consideration of the final plat.
Although the technical requirements for subdivision approval appear to have been met, staff
is concerned about access to the proposed lots from Highway 1. Lot 1, being 8.55 acres,
could be developed into a number of different businesses if the property is rezoned as
requested, or subdivided into a number of residential lots should the rezoning be denied.
Comments regarding the proposed plat under both zoning designations are provided below.
Residential: Staff has is concerned about access to the commercially zoned Lot 2 if Lot 1
remains under residential zoning. Currently there is an existing roadway (Yvette Street)
located within an access easement at the west end of the property, and a second easement
is being proposed at the east end of Lot 1. If Lot 1 is not rezoned, the access to the
commercial Lot 2 should not be through the residentially zoned lot as proposed, but rath~.r
from either Yvette Street or from the existing drive located immediately to the east of this
subdivision. The proposed access easement on the east side of Lot 1 should be removed from
the plat. If Lot 1 is ever subdivided into multiple residential lots, the access to individual lots
along Highway 1 could be evaluated at that time, possibly resulting in shared driveways or
some other limited access to the individual lots.
Commercial: An existing drive immediately to the east of Lot 1, leading from Highway 1 to
the applicant's business within the commercially zoned area, is located in very close proximity
to the proposed access easement on Lot 1. There is an access easement leading from Yvette
Street to Lot 2, also. Staff sees no reason to have two access easements leading to Lot 2,
but if two are desired the second could come through the existing drive located to the east
of this subdivision (in addition to the Yvette Street access). Therefore, staff recommends that
the proposed easement along the east line of Lot 1 be removed from the plat to minimize the
number of access points onto Highway 1, and that commercial access to both lots come from
one of the two existing drives (Yvette Street or the drive located to the east of Lot 1). If the
property is rezoned, improvements to these access drives should be required so that they are
appropriate for commercial levels of traffic. Staff further recommends that a note prohibiting

access from Lot 1 directly onto Highway 1 be required on the plat. Access to Lot 1 would
also be from either of the existing drives located east or west of the site, Unrestricted access
to Highway 1 could lead to multiple curb cuts and potential traffic safety problems in this
location,
The applicant has indicated that the rezoning application filed for Lot 1 may be withdrawn to
allow the subdivision of the property to proceed, If this occurs and the plat is approved under
residential zoning, staff suggests that notes regarding the above items be placed on the plat,
restricting direct access to Highway 1 and requiring improvements to the drives should the
property be rezoned to commercial in the future.
STAFF RECOMMENDATION:
Staff recommends that Council forward a letter to the Johnson County Board of Supervisors
recommending that CZ9506 be denied due to its inconsistency with the mutually agreed upon
Fringe Area Agreement, Staff recommends that SUB95-0019, a request for preliminary and

An application has been submitted to Johnson County by Robert Wolf to rezone an
approximate 126.6 acre tract of land located immediately south of the Iowa City Airport and
west of S. Riverside Drive from A1, Rural, to RMH, Manufactured Housing Residential. The
site is located in the Iowa City/Johnson County Fringe Area 7.
At its June 15, 1995 meeting, the Iowa City Planning and Zoning Commission recommended,
by a vote of 6-0, that the City Council forward a letter to the Board of Supervisors
recommending denial of the requested rezoning due to 1) its inconsistency with the Fringe
Area Agreement, 2) the inappropriateness of locating residential uses adjacent to the airport,
3) the industrial character of the area, and 4) the advisability of the Airport Master Plan being
completed prior to making a zoning decision.
The policy for Fringe Area 7 states that continued agricultural use is the preferred use.
Although the property in question is primarily known for the sand pit located near S. Riverside
Drive, 72 acres of the site have been continuously farmed. Last year, 34 acres were row
cropped; 18 acres in corn and 16 acres in beans. The remaining 38 acres were in pasture (30
acres) or hay (8 acres). The average Corn Suitability Rating for the property is 67, which is
just above the average CSR of 65 for Johnson County. Although the Johnson County Soils
Survey indicates that some of the soils on the property are better for growing trees than for
row crop cultivation due to erosion and/or flooding characteristics, the area best suited for
continued agricultural use is also the level, developable portion of the site. The proposed Lake
Ridge Manuf~ictured Housing Park development is in conflict with the policy for continued
agricultural use in Fringe Area 7.
The current configuration of runways and operation of the airport make the subject property
less than desirable for residential development. The mobile homes are proposed to be located
in overfly areas, where airplanes are setting up to land; cutting engines back, slowing down
and turning at approximately 800 feet above ground. The noise and low altitudes of the
airplanes directly over residential units may negatively impact the quality of life of the
inhabitants of those homes. The industrial character and zoning of land located east of S.
Riverside Drive in the vicinity of the property requested for a residential rezoning also needs
to be considered.

of airport upgrade plans.

Robert Wolf has submitted an application to Johnson County requesting a rezoning of a 126.6

site is located in the Iowa City/Johnson County Fringe Area 7. Although the property is
primarily known for the sand pit located near S. Riverside Drive, 72 acres of the site are

Fringe Area 7. The Iowa City/Johnson County Fringe Area Agreement outlines the preferred
land uses for properties located in the County within Iowa City's two-mile extraterritorial
jurisdiction. The policy for Fringe Area 7 states that continued agricultural use is the preferred
use. The policy also states that limited residential development will be considered where
County services can be provided most effectively. Over half of the 126.6 acre property is
currently being used for agricultural purposes. The average Corn Suitability Rating (CSR) for
the property is 67, which is just above the average CSR of 65 in Johnson County. Although
the Johnson County Soils Survey indicates that some of the soils on the property are better
for growing trees than for row crop cultivation due to erosion and/or flooding characteristics,
the area best suited for continued agricultural use is also the level, developable portion of the
site. If residential development were allowed, County services, including police and fire
protection, could be provided to this area via S. Riverside Drive. However, the proposed Lake
Ridge Manufactured Housing Park development appears to be in conflict with the policy for
Fringe Area 7; continued agricultural use is the preferred use as long as this property remains
in the County.
Airport Considerations. A Master Plan to be developed for the Iowa City Airport may involve
realignment and/or lengthening of the runways. Currently, a runway protection zone exists
over the northeast portion of the rezoning request site; largely where the pond is located. No
residences may be located there, and the height of the structures in that area will be limited.
In the application to the Federal Aviation Administration (FAA) to secure approval for
construction within the clear zone for Runway 35, the applicant indicates that the uses within
the clear zone will be limited to an access road, the office and maintenance buildings for the
manufactured housing park, and storage units for park tenants. Wol! intends to locate mobile
homes primarily on 80 acres of level ground (0-2% slopes) west of the airport runway
protection zone.

Ron O'Neil, manager of the Iowa City Airport, questions allowing residential units to be
located so close to the airport, particularly before the Master Plan is completed. It is unlikely
that the Master Plan will advocate lengthening of existing runways to the south, because of
the prohibitive costs of doing so. However, the Master Plan may recommend realignment of
runways to increase the operational capacity and safety of the airport. If runway realignment
shifts the runway protection zone after residential units have been located south of the
airport, airport expansion plans may be foreclosed or the City may be involved in an expensive
buyout and relocation project to allow airport upgrade plans to proceed. At a minimum, O'Neil
feels the FAA air space study on proposed construction (access road, office, maintenance and
storage buildings) in the runway protection zone should be completed prio~ to rezoning the
property. According to FAA regulations, an area in the center of the runway protection zone
must stay absolutely clear of obstacles, and no flammable materials, such as gasoline or oil
in a maintenance shed, may be stored in any portion of the runway protection zone.
Even if no airport expansion occurred, O'Neil feels the current configuration of runways and
operation of the airport make the subject property less than desirable for residential
development. The mobile homes are proposed to be located in overfly areas, where airplanes
are setting up to land; cutting engines back, slowing down and turning at approximately 800
feet above ground. The noise and low altitudes of the airplanes directly over residential units
will negatively impact the quality of life of the inhabitants of those homes. Overall, City staff
concurs with O'Neil's stated concerns.
Access. The property has access off a paved arterial, S. Riverside Drive. As the mobile home
development is extended to the west, secondary access will need to be provided. Secondary
access could be provided at another point on South Riverside Drive or obtained through the
intervening property between the Wolf tract and Dane Road to the west.
Environmental Issues. The Sensitive Areas Inventory Map - Phase I shows wooded
drainageways on the northwest portion of the property, and two small prongs along the south
boundary of the site. A floodplain is designated on the northeast portion of the site. The
pond and some of the area around it are shown on the map as potential wetlands. A band
of hydric soils is shown on the west central portion of the site. Wayne Petersen, Johnson
County Soil Conservation Service, has indicated in a letter to Wolf that no wetlands exist on
the site. This will need to be confirmed by the U.S. Army Corps of Engineers.
Because no subdivision of the property is anticipated, the design of the develorment with
respect to the environmental characteristics of the site will not be reviewed by the City of
Iowa City. In a letter to Rick Dvorak, Johnson County Zoning Department, the applicant
indicates that the pond site will be the focal point of the project; a walking path will be
constructed around the landscaped perimeter of the pond. The 80 acres of flat land are
proposed to be developed at a density between 5 and 6.28 dwelling units per acre.
Wolf has also indicated that stormwater drainage will be handled through a storm sewer
system. A surface water problem exists on the site, in part, because of stormwater backing
up behind a blocked storm sewer on the east side of S. Riverside Drive. Wolf is working with
City staff to open up the stormwater sewer to the east, so stormwater from this property can
flow without impediment to the Iowa River.

A private water system and sewage treatment package plant are proposed. According to the
Johnson County Soil Survey, the soils on the site have severe limitations for septic fields.
The limitations primarily involve the wetness and flooding characteristics of the soils. The
applicant intends to build a package sewage treatment plant similar to the one at Modern
Manor. The property is located within the Iowa City growth area, but extension of a sanitary
sewer to this area is not scheduled for 20 to 25 years.
Affordable Housing. Although there are some environmental constraints on the property, the
tract of land, with the exception of a ridge on the southwest part of the site, is relatively level;
ideal for manufactured housing park development. Approximately 500 homes could be
provided on the 80 acre level portion of the site. These residences would be affordable for
low-moderate income families.
STAFF RECOMMENDATION
Staff recommends that the City Council forward a letter to the Johnson County Board of
Supervisors stating that CZ9514, the requested rezoning of 126.6 acres located south of the
Iowa City Airport and west of S. Riverside Drive from A1 to RMH is not consistent with the
approved policy for Fringe Area 7. The A1 zoning of the tract of land should be retained.
Iowa City recognizes that it is difficult to find suitable sites for manufactured housing parks.
Although the site proposed for RMH rezoning offers the opportunity to provide affordable
housing with access to a paved highway near Iowa City, the potential negative impacts of
locating residential development adjacent to the airport also need to be recognized and
preclude our advocating RMH zoning on this site prior to completion of the Airport Master Plan
and FAA approval of this project.

I offer you this letter of my intent in lieu of a
completed set of drawings, for the re-zoning request
I have submitted. My intentions are to have some lots
available for sent this construction season.
The parcel consists of 126.5 acres along the West side
of Highway 218, South of the Iowa city Airport. There are
four distint areas on this tract of land~ they are~
1. 24 acre lake
2. 10 acres of glide path for the Airport
3. 70 foot ridge at the Southwest corner
4. 80 acres of flat land
The pond site will be the focal point of the project. We
Will reslope the banks to a 4-1 mowable grade. A walking
path will be constructed around the lake~ with many plant-
ings of flowers, shrubs and trees. Fishing will be allowed,
but no swimming or boating will be tolerated(Insurance
Company rules)°
The glde path area w~11 be used for enclosed storage
cubicals for residents belongings and company equipment.
The buildings will be designed to compliment the area, and
meet FFA height restrictions.
The 70 foot ridge is under consideration by our landscape
architect. We have 5 %o 6 years to decide on that.
The 80 acres of flat land will be the bulk of our develop-
ment of manufactured home sites. We will strive for a
density greater than 5 dwelling units per acre, but less
than 6,28(Modern Manor density).

Landscaping is very important for the longev%ty of our
project, and will be addressed at the entrance, perimeters,
and individual lots. The success of Modern Manor tells
me to go with similar plans for lot developement, to
includes driveways, sidewalks, decks, storage sheds,
garbage collection, and street lighting,
The water supply would be a public, central system composed
of two wells, a pressure tank, chlorination, (iron re-
moval if necessary), meter, 4" and 6,. PVC distribution
mains, cast iron shut,off valves, flushing hydrants, in-
dividual stop boxes and service lines for each housing
unit, The wells will either be finished in alluvial
sands approximately 100 feet deep or the Silurian dolo-
mite at a depth of approximately 400 feet. A well forecast
will be requested from the Iowa Department of Natural
Resources (IDNR). Construction drawings will be prepared
according to the IDNR standards. construction permits
and a well withdrawal permit will be requested from the
IDNR as well.
The sewage collection system will also be a public, central
system with 8" diameter~ PVC sewer pipes with rubber
gaskets and.concrete manholes° There will be a two unit
submersible pump station with alarm lights and horn°
The treatment process will be a mechanical extended
aeration, diffused air plant similar to the one at Modern
Manor. The first two units will be 15,000 gallons per
day capacity. Chlorination will probably be required, but
no advanced treatment for aI[lonia reduction is expected°
Construction drawings will be prepared according to the
IDNR standards. Construction permits and a effluent
discharge permit will be requested f~om the IDNR as well
All water treatment and sewage treatment equipment will
be housed in an above ground building to protect the
processes from the weather~ insects, rodents and curious

Wetland Determination on Stevens Property
I have completed a wetland determination as requested by you
and Mr. Stevens. I used the wetland determination conventions
adopted by NRCS in December of 1994. I revelwed aerial slides
from five years. There was one area of concern that showed on
the slides, so this area was field investigated.
The area in question was not a depressional landform or hydrtc
soils, as suspected. Also, the area did not support a
predominance of hydrophitic vegetation. Therefore, it was
determined to be a non-wetland area.
The remainder of the area was also field checked to confirm that
no wetlands exist on the land.
Questions concerning the use or filling of the quarry area,
should be directed to Mike Hayes, Biologist for the Army Corp of
Engineers. The Corp will need to provide guidance on this area,
since it is my understanding that this area would be considered
"waters of the US" which the Corp has jurisdiction over.
If you would like further assistance with trail development or
vegetative planting around the quarry, please feel free to give
me a call.

At its April 20, 1995, meeting the Planning and Zoning Commission deferred this application
indefinitely. The applicant, Robed Wolf, has received an FAA permit for the proposed
development, and has asked that the Commission place this item back on its Agenda.
Despite FAA approval, staff has continued concerns regarding the appropriateness of this
proposed residential land use adjacent to the airpod. Staff reiterates its recommendation denial
contained in the Apdl 20, 1995, staff memorandum on this item.

being considered for Iowa City.
We understand that a development project, referred to as a mobile home park development is
located on the west side of Old Iowa Highway 218 South adjacent to the existing Colonial Lanes
Bowling Alley is being studied.
Protein Blenders runs a feed manufacturing operation located east of Old Iowa Highway 218
South, across from the Colonial Lanes Bowling Alley.

The purpose of this letter is to communicate our strong concern over this type of high density
population development so dose to an industrial track. This industrial track has been operated in
its existing location for decades. Locating a high density residential development such as a mobile
home park so close to this heavy industrial area will only give rise to inherent conflicts between
parties.
Our concerns involve possible complaints by residents of odor, noise, dust, truck traffic and
general industrial use of the property. Since this industrial area has operated for so long in its
current location, and continues to serve the City of Iowa City and Johnson County in conformity
with its intent, we strongly recommend that the development of a high density residential proje~
such as being described above, be located a substantial distanc~ away from the existing industrial
use. Proper zoning and planning is necessary to prevent complaints and subsequent burdens being
placed on the industries that have for so long, occupied this industrial area. The development
should only be approved ira substantial distance is available between these conflicting uses. Also,
additional efforts and expense should be incorporated in the plan to provide a buffer between
these properties, such as light commemial and/or retail operations. Also, landscaping, the
placement of' benns, and other types of physical construction, should be required to prevent
complaints on residents of the mobile park as to industrial uses in this area.
