ble account of last night's revelry in the streets outside
my doraltown apartment-house windows, I can hardly believe it
REALLY happened!
Did I really hear the bccming auto book,boxes; the loud,
vulgar voices (booming also) of the crowd of young people loit-
ering/congregating/disturbing my peace until three o'clock
in the morning?
At about 1:30 I called the police to cc~lain. It seemed
a long time before a patrol car Fade its way slowly, and without
threat to the crowd, up Washington Street. Seldom have I seen
an officer stop, approach the cr~¢d with what I would like
to think a firm suggestion to "break it up."
I think I will, when I c~11 the police department to report
the almost nightly cacophony, stop using the phrase "1%~ant
to 'co,lain' about..."; I'm apt to be received as just that...
a 'nuisance' complainer, when in fact we citizens who ere going
akout the 'normal' practice of sleeping, or TRYING to, between
the hours of 11:30 P.M. and 3:30 A.M. ought not feel 'out of
line' !
One subject often leads to another: the streets of Iowa
City (I refer to downtown) are a disgrace! I'v~ walked them
early in the morning and late in the afternoon, stepping over
vomit and the tell-tale elongated evidence of urine. I am
dismayed at the litter...styrofoam containers, newspaper, leaves
swirling into corners. This is an aftermath of an evening spent
in, going to and fram the bars; con9regating on the streets)
and this is the use that is made of our lovely Ped Mall, and
WE are ALb guilty of allowing it to happen!

Notes For City Council Meeting
July 11, 1995
Senator William J. Fulbright, "To criticize one's
country is to do it a service and pay it a compliment.
It is a service because it may spur the country to do
better than it is doing; it is a compliment because it
evidences that the country can do better than it is
doing ..... In a democracy, dissent is an act of faith."
All we have been attempting to do since November is
to "spur the city to do better". I think you have and I
commend you for it.

evaluate the proposals carefully and ask the right
questions. All proposals, no matter from where they
come, must stand the most careful scrutiny.
i appreciate very much having had the opportunity to
participate in this decision making process, but
realize full well that the actual decision is your
responsibility. I wish you well as you proceed to
make decisions that will be in the best interests of the
citizens of Iowa City.
