NOTICE
THE CITY COUNCIL OF IOWA CITY is CONSIDERING APPOINTMENT TO THE FOLLOWiNG BOARD:
AIRPORT ZONING BOARD OF ADJUSTMENT
One vacancy - Unexpired Term
Ending December 31, 2006
The powers and duties of the Airport Zoning Board of Adjustment are:
1. To hear and decide appeals where it is alleged there is an error in any order, requirement,
decision, or determination made by an administrative official in the enforcement of the Airport
Zoning Chapter.
2. To hear and decide special exceptions to the terms of the Airport Zoning Chapter upon which
such board is required to pass under the Airport Zoning Chapter.
3. To authorize upon appeal in specific cases such variance from the terms of the Airport Zoning
Chapter as will not be contrary to the public interest, where owing to special conditions a literal
enforcement of the provisions of the Airport Zoning Chapter will result in unnecessary hardship,
and so that the spirit of the Airport Zoning Chapter shall be observed and substantial justice done.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of
Iowa City. The Board meets at the call of the Chairperson.
Applications must be received by 5:00 p.m., Wednesday, December 1, 2004. The City Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application
forms are available from the Clerk's office upon request or on the City website at www.icgov.org.
Questions about the Johnson County/Iowa City Airport Zoning Board of Adjustment should be
directed to Randy Hartwig, Airport Commission Chair at 337-2101.
Spouses and relatives of City Council Members and members of comparable County
Boards and Commissions are not eligible for appointment to City Boards and
Commissions. This includes: spouse, child, mother, father, mother- in- law, father- in-

BOARD OF ADJUSTMENT
One vacancy - Five Year Term
January 1, 2005 - January 1, 2010
Duties: In appropriate cases and subject to appropriate conditions and safeguards, the Board
may make special exceptions to the terms of the Zoning Chapter in harmony with the general purpose and
intent of the ordinance and in accordance with general or specific rules contained therein. The Board may
grant variances to the Zoning Chapter only in the case of "unnecessary hardship." The hardship must be
substantial, serious, real, and of compelling force, as distinguished from reasons of convenience,
maximization of profit or caprice. The Board may also hear and decide appeals where it is alleged there is
an error in any order, requirement, decision, or determination made by a City official in the enforcement of
the Zoning Chapter.
Iowa City appointed members of boards and commissions must be eligible electors of the City of
Iowa City. The Board meets the second Wednesday of each month at 5:00 p.m.
Applications must be received by 5:00 p.m., Wednesday, December 1, 2004. The City of Iowa
City encourages diversity in the appointment of citizens to boards and commissions. Persons interested

HUMAN RIGHTS COMMISSION
Three Vacancies - Three Year Terms
January 1, 2005 - January 1, 2008
The duties of the members of the Human Rights Commission are to receive and to determine the
merits of human rights complaints alleging unfair or discriminatory practices in the area of employment,
credit, public accommodation, education, and housing. The Commission shall provide conciliation and the
enforcement necessary to further the anti-discriminatory goals of the Human Rights Ordinance and to
protect citizens from unfounded charges of discriminatory practices.
The Iowa City Human Rights Commission has an obligation to investigate and study the existence,
character, cause, and extent of discrimination in Iowa City in order to eliminate discrimination by
education, conciliation, and/or enforcement. It is also the duty of the Human Rights Commission to draft
revisions to the Human Rights Ordinance if necessary to eliminate prejudice, intolerance, bigotry, and
discrimination.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of Iowa
City. The Human Rights Commission meets once a month at 7:00 p.m.
Applications must be received by 5:00 p.m., Wednesday, December 1, 2004. The City of Iowa City

Professional Background
The University ofIowa Director of office within the International Programs unit of the Office of the Provost serving
2003-present approximately 2,200 international students and 400 visiting international scholars. Manage a
Director, Office of International staff of 9 professional and support employees, and 8-10 part time graduate and undergraduate
Students and Scholars student assistants. Office budget is approximately $600,000 per year.
Major responsibilities include setting strategic directions for the office; ensuring regulatory
compliance for the University's F, M and J visa programs, including SEVIS policies and
procedures; staff evaluation and development; and outreach and training for the University
and surrounding communities. As the primary international student officer for the University
ofIowa, also serve as representative to the Directors ofInternational Student Services group
of the Committee for Institutional Cooperation.
Old Dominion University Unit director within a comprehensive international programs department, responsible for
1991-2003 overall operations of an office which served 1,300 international students and 150 visiting
Director, International Student & scholars, including providing legal, cultural, and personal advising, processing for F-I, J-I,
Scholar Services H-I and permanent resident visas, and program administration of the university's
international living center. Also served as webmaster and technology liaison for the Office of
International Programs and served jointly as Acting Director ofInternational Admissions
during vacancy in that position.
University of South Alabama Managed office which handled admissions, legal advising, counseling, and campus and
183-1991 community programming for 700 international students; developed university policies and
ùirector, International Services procedures for processing visiting scholars and faculty, including researchers and residents in
the university medical school and attached teaching hospitals.
University of Dallas Supervised office which served approximately 250 students, providing immigration, personal
1981-1983 and academic counseling, community programming and admissions services.

Marcos management; also served as admissions officer and foreign student advisor providing

Developing Campus Sensitivity to Developed nationally-recognized program at Old Dominion University to educate offices on
International Students and effective methods of serving the needs of the international student and scholar population,

offered for the general faculty and staff through our personnel development office, sessions
for specific offices, such as Student Health and the Finance Office have been presented. I
have been invited to present this workshop to other area colleges. I have also presented at
conferences on the regional and national level on topics related to this area, such as
international student/foreign faculty interactions, staff training, etc.

Dear Ms. Karr and Council Members:
Please disregard my application for a new term with the Human Rights Commission. I have
contacted Heather Shank about my decision.
I had originally applied for a position with HRC for an unexpired term, beginning in August of this
year and ending in December (next month). At that time, I was basing my understanding of the
focus of the HRC work on a pamphlet I had about the purpose of the group and the protocol it
followed. My professional work as a technical writer and great interest in the time I spent as a juror
seemed to lend itself well to the work done with the HRC-unbiased analysis-and I spoke to this
throughout my application, which I found out later that only council members see (not HRC
members, as well).
After learning I was accepted as a commissioner, I went to the training session for new HRC
members. There, as well as at the first meeting I attended in August, I learned that the focus of the
HRC had changed to educational outreach. I hold such work in the highest regard; however, this
was not the sort of work that led me to apply for the position.
My impression was that the work I was interested in was still an ongoing responsibility of the HRC so
I thought that I would remain and get a feel for all the responsibilities involved in serving as a
commissioner before deciding whether to apply for a new term. I contacted Heather in late October
and asked her what the chances were for my being involved in the work I was most interested in
prior to my term's end (December). I had told her not to rush getting back to me about it, but that
I wanted to know prior to applying for a new term.
The deadline for applying for a new term came a few weeks later, to all of our surprise. I was
preparing to leave for a funeral and didn't have time to discuss what I wanted to know from Heather
before the deadline was up-so I applied, anyway, hoping for the best.
Heather and I have been in contact today about the duties I am most interested in performing, and
it sounds as though it is difficult to tell when I might be involved in carrying them out. She stressed
the importance of the new focus of the group, which again I support wholeheartedly but is not the
sort of thing that attracted me to applying for the HRC position in the first place.

I think someone else should serve in my place for the next new term and therefore request that you
pull my application from the pool being considered.
I'm sorry things didn't work out, and I thank you for your time. Please let me know when you have
received this request and have granted it. Thank you. I noticed from the most recently posted
voting results documentation a note to "readvertise" for the soon-to-be open positions on the HRC
so I am hoping the pulling of my application will not result in an inconvenience.

Two Vacancies - Three Year Terms

Duties of the Public Art Advisory Committee include developing by-laws and procedures for the Iowa
City Public Art Program; administering the Public Art Program by determining the placement of public art,
the type of art to be used in a specific project, and the artist to be engaged; overseeing the acceptance of
gifts of art; overseeing the maintenance and disposition of public art; and overseeing expenditures of the
Public Art Program budget.
Iowa City appointed members of boards and commissions must be eligible electors of the City of Iowa
City. The Public Art Advisory Committee meets the first Thursday of each month at 3:30 p.m.
Applications must be received by 5:00 p.m., Wednesday, December 1, 2004. The City of Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application forms
are available from the Clerk's office upon request or on the City website at www.icgov.org.
