AGENDA IOWA CITY CITY COUNCIL SPECIAL COUNCIL MEETING JULY 9, 1998 - 8:00 A.M. COUNCIL CHAMBERS CALL TO ORDER. Roll Call ITEM NO. I ITEM NO. 2 PLANNING AND ZONING MATTERS. a. Consider an ordinance amending Title 14, Chapter 6, Zoning, Article K, En- vironmental Regulations, Section 1, Sensitive Areas Ordinance, to add a reten- tion requirement for woodlands in Factory-Built Housing Residential (RFBH) zones. ( 1 st consideration) Comment: On June 4, by a vote of 7-0, the Planning and Zoning Commis- sion recommended approval of a Zoning Chapter amendment to require a 50% woodland retention for the RFBH zone. Staff recommended approval in a memorandum dated May 29. b. Consider an ordinance changing the zoning designation of approximately 22.20 acres from Public (P) to Public/Intensive Commercial (P/CI-1) for prop- erty located at 1801 S. Riverside Drive. (REZ98-O005) (1 st consideration) Comment: At its June 4 meeting, by a vote of 7-0, the Planning and Zoning Commission recommended approval of the proposed zoning change. Staff. recommended approval in a report dated June 4. c. Consider an ordinance changing the zoning designation for 6.53 acres from Low Density Single-Family Residential (RS-5) zone to Sensitive Areas Overlay (OSA-5) zone for property located at 2727 Rochester Avenue. (REZ98-0006) (2nd consideration) Comment: At its June 4 meeting, by a vote of 7-0, the Planning and Zoning Commission recommended approval of the proposed rezoning. Consider a resolution approving the preliminary plat of Green Mountain Meadow, a 6.53 acre, 15-lot residential subdivision located at 2727 Rochester Avenue. Comment: At is June 4 meeting, be a vote of 7-0, the Planning and Zoning commission recommended approval of the preliminary plat, Staff recommended approval in a report dated May 7. e. Consider an ordinance amending Title 14, Chapter 6, Zoning, Zoning Title, Purpose and Scope, Section 4, Scope, to allow more than one principal building on a lot for religious institution uses permitted by special ex- ception in RS zones and the RNC-12 zone. (2nd consideration) ~ Comment: On June 4, by a vote of 7-0, the Planning and Zoning Commission recommended approval of a Zoning Chapter amendment to permit more than one principal use or building on a lot through Board of Adjustment approval of a special exception to establish or expand a religious institution use. Staff rec- ommended approval in a memorandum dated May 29. In a repo~ dated May 21, staff recommended approval (VAC98-0002) (2nd consideration) Comment: On May 7, 1998, by a vote of 5-0, the Planning and Zoning Corn- mission recommended approval of vacating the alley, subject to Hawkeye Lumber Company entering into a lease agreement with the City of Iowa City to lease the right-of-way, subject to all necessary utility easements being re- tained. Staff recommended approval in its May 7 staff report. Action: 7'~~~-2Z 7~-~u Agenda Iowa City City Council July 9, 1998 page 3 ITEM NO. 3 CONSIDER A RESOLUTION OF INTENT TO LEASE APPROXIMATELY 5 ACRES OF CITY-OWNED LAND ON THE LOWER PENNINSULA TO THE BENEVOLENT AND PROTECTIVE ORDER OF ELKS OF THE U.S.A. CORP., LODGE NO.590 FOR USE AS A GOLF DRIVING RANGE, AND SETTING A PUBLIC HEARING FOR JULY 28, 1998. ITEM NO. 4 Z-~ Comment: As part of earlier negotiations with the Elks, the City granted the Elks a permanent easement to establish two golf holes on land known as the lower peninsula. The Elks have requested that the City lease them an additional approximately 5 acres of land next to the two golf holes to use as a driving range. City staff has not yet received the EIk's final proposal which will be necessary to proceed with this item. c ion: CONSIDE ION PROVIDING HE REDE N O ' BONDS AND THE EXECUTION OF DOCUMENTS RELATING THERETO. ITEM NO. 5 Comment: Mercy Hospital of Iowa City has existing bonds (Series 1986 Hospi- tal Facility Refunding Revenue Bonds) that it wishes to redeem. The City of Iowa City is the issuer, in name only, of these bonds.
