F071798 page 2 ITEM NO. 3 CONSIDER A RESOLUTION DESIGNATING AN AUTHORIZED REPRE- SENTATIVE TO MAKE APPLICATION FOR FEDERAL/STATE DISASTER ASSISTANCE. (Tape corrected) Atkins/The expense we've incurred with Oakdale to date is that we told them that we would buy their lunches for them. Those people have been making their lunches and bringing them with them, we said no, we'll provide lunch for them. Kubby/We're not paying for their transportation or security or anything ? Atkins/No, their own security people. Vanderhoef/What a wonderful thing for them to do for us. Kubby/Well there are many in the community who would disagree and I'm probably one of those but that' s discussion for another meeting. Lehman/Well the overwhelming response of that has been very positive. Vanderhoef/Absolutely. Atkins/Our night time crew are really what' s gotten us a lot of mileage. Lehman/Yeah. Norton/Any re-pay the thanks from the County and the School Board and others about the landfill being, about the accommodations Atkins/Before you vote on it, this is in the, take this home with you, we have so far seven thousand truckloads of brush, that's what we've brought in. We have 10 thousand cubic yard of mulch. That' s a football field six feet deep. That's how much we have of mulch. And so you can understand if you see the pile of mulch, it usually takes a four to one ratio, if that was all brush that pile would be four times the size it is out at Riverside Dr. Champion/How tall did you say it would have to be? F071798 page 3 Atkins/10,000 cubic yards is what we have Champion/An your not done yet Atkins/No O'Donnell/Is this going to be wrapped up by next Friday or something? Arkins/Our goal is to wrap this up next Friday, to put out an announcement early next week that on July 27th we will return to normal charges at the landfill, everything would return to normal and we will notify everybody, we've already started to inform them of that. Kubby/Are there any fears in terms of trees on the fight-of-way or near city property of once there is cleanup and forestry has some time to check things out for damage so that like the next time we might have a forty mile an hour wind but will see lots of damage be- cause of weaken conditions of trees. Atkins/What we did was the state forester and I can't think of his name he came to town to do his assessment and Terry had him do that very thing Karen. Evidently and I don't know how to describe other than with my hands. You will see a tree that looks per- fectly normal from the street, but evidently this wind in its twisting motion can tear it at the bottom and a forester can recognize and those trees will have to come down too because the base, in other words, its like unscrewing it and it retums and comes back and its splits all the support undemeath the thing. Kubby/We're going to have to do some public education about that so that when seemingly perfectly healthy trees are being taken down by the City, that people have some fore waming about it, cause you know people are going to get upset and find it very dis- turbing. Atkins/Yeah, and we also started to try to put together our thoughts on replanting, how were going to go after that and I don't have answers for you yet but we will give you a policy position on that. Norton/What are you going to do with the mulch Steve? Atkins/Where do you want it? Lehman/What ever you want. Norton/But I mean you can't eat 10 thousand cubic yards of mulch. F071798 page 4 Atkins/What we will likely do is fight now we are taking a good bit of it to Me squakie Park and spreading it. We will probably do the same thing at Sturgis Ferry. I mean once it decomposes its excellent for the soil. Lehman/You want to take some over to Kinnick Stadium and see how fine it really is. Atkins/No I had the engineers figure those things out. Norton/No I was thinking of those seven thousand tons loads of dirt we need down at the airport Atkins/It will decompose down to something a whole heck of a lot less. Now we have a rather large pile also at the landfill, we will make it available, what we are going to do is once we can get this to settle down, one of the programs we're thinking about is on a Saturday will schedule it will let neighborhoods know where do you want us to drop loads around town so you can go pick it up, its good stuff. I mean it very well shredded we use that fancy schmancy tub grinder so you know that tub grinder cost us $61,000. O'Donnell/Have we let everyone know Steve that we're through that our operation of picking up is over next Friday. Atkins/No, we will do that the first of next week. We believe we will have finished the City by early next week. We're going to be on Govemor Monday and a couple other very busy streets and we just simply going to move with Police officers up the street. Those big trucks are big log tracks that we have in town will take a good bit of that. So will get the word out and do the best we can. We do have a photo album that' s in my office if your interested in seeing it. You have to look at it to really appreciate the extent of the damage throughout town. So we've got a bunch of photographs we also have videotapes so will have all that put together for you. Kubby/Good job. Lehman/Roll Call All Ayes. Lehman/Motion carded. One thing before we adjourn. Tuesday at 9:00 there's going to be, I hate to say a ground breaking ceremony cause its not ground, but the start of the Downtown Improvement project will be commencing at the comer of Dubuque and Washington street. And I think it would really really be nice for as many council people as possible. 9:00 Tuesday moming. The comer of First National bank. Atkins/Also when you talk to folks one of the problem where experiencing now are cars parked in from of the piles we can't get at them. So we've had to in fact we've just to Summit the other day and we put the signs up and that helps clear. But we're still getting people parked in from of those and we can't get out just simply can't take the risk we've got to move on. So if you have a chance to mention that publicly please do cause that's a real nuisance that slows down the whole process. That's all I got. Lehman/Motion to adjoum?
