Washington St., Iowa City, IA 52240 (319) 356-5144 RESOLUTION NO. 98-234 RESOLUTION SETTING A PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE 1998 PAVEMENT MARKING PROJECT, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF IOWA CITY, IOWA THAT: A public hearing on the plans, specifications, form of contract, and estimate of cost for the construction of the above-mentioned project is to be held on the 28th day of July, 1998, at 7:00 p.m. in the Council Chambers, Civic Center, Iowa City, Iowa. The City Clerk is hereby authodzed and directed to publish notice of the public hearing for the above-named proposal in a newspaper published at least once weekly and having a general circulation in the City, not less than four (4) nor more than twenty (20) days before said headng. A copy of the plans, specifications, form of contract, and estimate of cost for the construction of the above-named project is hereby ordered placed on file by the City Engineer in the office of the City Clerk for public inspection. This would provide for placing epoxy paint pavement marking on the center line and lane lines of the City's streets listed below: STREET First Avenue Kirkwood Avenue Lower Muscatine Gilbert Street Gilbert Street Dubuque Street Mormon Trek Blvd. Benton Street Keokuk Street Byington/Grand Avenue FROM US Highway 6 Glinton Street Deforest Street Market Street US Highway 6 Jefferson Street Benton Street US Highway 6 Highland Avenue US Highway 6 TO Bradford Street Deforest Street First Avenue Kirkwood Street Stevens Drive Kimball Road Abbey Lane Kirkwood Avenue Sandusky Avenue Melrose Avenue These streets were selected because of a history of rapid wear of pavement markings. Currently the city has been using a water based latex paint pavement marking product. The paint has been susceptible to rapid wear and does not retain glass beads which are placed in the wet paint to provide night time re~ectivity. The latex paint has not survived the City's harsh winters and its snow removing efforts. The proposed epoxy paint system is projected to last 3 to 4 years in serviceable condition. Additionally, the epoxy paint will retain glass beads for a longer period of time providing night time reflectivity for a longer period of time and better service for the driving public. Based upon experience to be gained from this project, additional streets can be treated with epoxy paint pavement markings in the future. Washington St., Iowa City, IA (319) 356-5052 RESOLUTION NO. 98-235 RESOLUTION DESIGNATING AUTHORIZED REPRESENTATIVE TO MAKE APPLICATION FOR FEDERAL/STATE DISASTER ASSISTANCE. WHEREAS, the City of Iowa City, Iowa has been declared eligible to receive public assistance under the Disaster Relief Act (PL 93-288, as amended) or otherwise available from the President's Disaster Relief Fund and the Code of Iowa, Chapter 29C; and WHEREAS, the State of Iowa requires a designated representative to make application for such disaster relief; and WHEREAS, the City Council deems it in the public interest to make application for public assistance, and wishes to designate Steve Atkins, City Manager, for application purposes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF IOWA CITY THAT: City Manager Steve Atkins is hereby authorized and designated as the appropriate representative to act on behalf of the City of Iowa City, Iowa, for all purposes related to making application for public assistance under the Disaster Relief Act (PL 93-288, as amended), or other available funds under Chapter 29C, Code of Iowa and the President's Disaster Relief Fund. The City Manager is hereby directed to execute an application for disaster relief purposes, and to file it with the Iowa Emergency Management Division (EMD) for the purpose of obtaining federal/state financial assistance under Disaster Relief Act (PL 93288, as amended) or other assistance available from the President's Disaster Relief Fund and Chapter 29C, Code of Iowa (1997). , The City Manager is further designated as the representative to act on behalf of the City of Iowa City, Iowa, in carrying out additional duties related to making application and processing said disaster relief, as appropriate.
