ITEM 1 CALL TO ORDER
Lehman: Roll call. Before we get to Item 2, Ross Wilburn represented the City
recently at a ceremony, and would you tell us about that, Ross. I think it's
really impressive.
Wilburn: Yeah. City of Iowa City was nominated for an Iowa Shines Award, and I
met with Lieutenant Governor - Sally Pederson came down to the Public
Health Department and got a tour, and talked about the involvement of
Iowa City, different agencies, public health, a lot of our health related
organizations, to make this proclamation and it's, ifI can quickly read the
proclamation. (reads proclamation) I think this award really shows a lot
of the partnerships involved. The school district, health department, Free
Medical Clinic, the city, the county -just showing how regardless of what
the concerns there, and the issues that the people in the community are
going to get together to figure out how we can make it happen and make
Iowa City, in this case, a healthier community.

ITEM 3 COMMUNITY COMMENT
Lehman: This is the time reserved on the agenda for folks to address the Council on
items that do not otherwise appear on tonight's agenda. If you wish to
address the Council, please sign in; give your name, address, and limit
your comments to five minutes or less.
McNalley: I am Julie McNalley. I live at 317 Fairchild Street. I'm in the Gilbert-
Linn Historic District...
Lehman: That is on the agenda for tonight.
McNalley: No, no, I just have a quick comment. A public comment. I just wanted to,
some of my neighbors are here too. We wanted to let you know that we
have been working to do some of the things that you recommended at our
last meeting here, and to that end, I just wanted to draw your attention to a
letter to the editor in today's Press-Citizen in case you hadn't had a chance
to see it. So, I will submit that. Thank you.

b. Consider an ordinance changing the zoning designation from
medium density single family residential (RS-8) and neighborhood
conservation residential (RNC-12) to medium density single family
residential/historic preservation overlay (RS-8/OHP) and
neighborhood conservation residential/historic preservation
overlay (RNC-12/OItP) to designate the Gilbert-Linn Street
Historic District (Deferred from 12/7/04) (First Consideration)
Bailey: Mr. Mayor, I'd like to move to defer this item to February Ist at the
request of the Historic Preservation Commission.
Champion: Second.
Lehman: We have a motion and a second to defer. Is there any discussion?
Elliott: I would rather not defer at this time. I would rather vote it do~vn.
Champion: We know that. Sad but true.
Lehman: All in favor of deferral indicate by saying "aye." Opposed? Well, the
motion caries. I guess it will be 6 to 1. Mr. Elliott voting in the negative.
I have certain concerns that I'm sure are shared by some of the other
commissioners, but in deference to their request, it will be deferred.
Elliott: I do look forward to meeting with Historic Preservation Commission,
however.

ITEM 7 DETERMINING AN AREA OF THE CITY TO BE AN ECONOMIC
DEVELOPMENT AREA, AND THAT THE REHABILITATION,
CONSERVATION, REDEVELOPMENT, DEVELOPMENT, OR A
COMBINATION THEREOF, OF SUCH AREA IS NECESSARY IN
THE INTEREST OF THE PUBLIC HEALTH, SAFETY OR
WELFARE OF THE RESIDENTS OF THE CITY; DESIGNATING
SUCH AREA AS APPROPRIATE FOR AN URBAN RENEWAL
PROJECT; AND ADOPTING AMENDMENT NO. 1 TO THE
NORTHGATE CORPORATE PARK URBAN RENEWAL PLAN

Nasby: In the correspondence you accepted, that was from the Fuhrmeister's that
own a parcel, a small parcel of the proposed expansion, and they're asking
that that parcel be removed. We have the signatures on the other parcels
to move forward. Staff at this time is recommending that the Fuhrmeister
parcel, which is just slightly over two acres, be removed from the urban
renewal area as proposed.
Lehman: Okay.
Nasby: And I think you've got a new graphic showing that.
b) Consider a Resolution
Lehman: Right. Do we have a motion to consider the resolution, and then we will
entertain a motion to amend it?
Champion: Move the resolution as amended.

OF VEHICLE FOR HIRE (FIRST CONSIDERATION)
Champion: Move first consideration.
Vanderhoef: If you would excuse...I move that the rule requiring that ordinances must
be considered and voted on for passage at two Council meetings prior to
the meeting at which it is to be finally passed be suspended; that the first
consideration and vote be waived; and that the ordinance be given second
consideration and vote at this time.
Bailey: Second.
Lehman: Moved by Vanderhoef; seconded by Bailey to expedite. Discussion? Roll
call.
Champion: And do we have final reading on...
Kart: We'll still schedule a special meeting for Thursday.

COMMISSION

Champion: Oh, I do have a question. Where does the money for the bond come from?
Atkins: General Fund.
Champion: Okay.
Lehman: Roll call.
Dilkes: It's a relatively small amount.
Champion: It's like an insurance.
Lehman: Right. It's a good idea.
Dilkes: Required.
Lehman: Yes.
Dilkes: The amount is not set by State Code. The amount is recommended by our
(several talking at once).

ITEM 17 CITY COUNCIL INFORMATION
Champion: I have a bit. A bit of information. I told Steve Atkins about this, that Iowa
City made another list in Women's Wear Daily. They tied for number 7 in
the country with being known to spend more than $100 for a pair of jeans.
(laughter)
Elliott: How did Steve Atkins name get (laughter)?
Atkins: She called me up.
Champion: We made another list in Women's Wear Daily, but it was something about
education. It wasn't nearly as cute. (laughter)
Elliott: Okay. I was one of tens of thousands of people who was surprised, elated,
and cheerful at the result of the Iowa game, but almost immediately I
thought I'm sorry my old friend A1 Grady was not here to enjoy it.
Perhaps he's enjoying it someplace better, but he would have put it into
perspective for all of us, and I think many of us miss that.
O'Donnell: Well said.
Lehman: Very good.
Vanderhoef: Not a thing.
Lehman: Ross?
Wilburn: Just quickly, frequently as Council members we get an opportunity and I
think we enjoy working with students and student projects. That's one of
the highlights of what we get to do, and so we actually do have a young
person with us here tonight. This would be (can't hear) Madison from
Stillwell, Kansas, and from Blue River Elementary School, and actually
Madison's last name is Merla, and so she is here with us tonight and she'll
get some information about city government and I think her parents are
taping this, her uncle is taping this for her, so good to see you Madison,
and thanks for being here with us.
Bailey: I wanted to pass along this thank you card from Ecumenical Towers for all
of your musical stylings at their holiday party. You can have a look.
Thanks for participating in that, and wanted to congratulate Susan Craig
on being voted "Person of the Year." I think Susan did a great job with
the opening of the new Library and also, just keeping a library open during
construction. That was well worth the Person of the Year in that alone.
So I send out congratulations to Susan.

Lehman: And, Regenia, thank you so much for that from Ecumenical Towers. You
made us all sound good by playing loud enough where people couldn't
hear us sing. (laughter) No, you did a great job, and thanks for organizing
that.
Bailey: It was a lot of fun. You guys did a great job.
Lehman: It was really appreciated by those folks. I think we all enjoyed it. I have a
couple things. I was asked by Heather Shank to announce that on
Tuesday, January 11th, next Tuesday, at the Recreation Center, at 7:00
PM, there is a Bang, Bang You're Dead. A movie based on an award-
winning play by William Mastrosimone. Anyway, it's an (can't hear) of
violence in the schools. The video points out some of the causes and
results of violence, while acknowledging that warning signs are often
ignored. This is sponsored by the Iowa City Human Rights Commission,
United Action for Youth, and for more information you can contact
Heather Shank at the Civic Center, 356-5022. One other thing. I was, had
the pleasure of attending the Iowa Bowl game, and I have to say, I have
never seen a group of better behaved, better fans than the Iowa fans and
the LSU folks. I've heard a couple comments to the contrary, but the folks
that I saw, you would be very, very proud to be an Iowan, or from LSU.
They were a great, great bunch of people and everybody just had a great
time, especially the victors. (laughter) Tremendous game, tremendous
crowd, just a great time. Steve?
