As directed by Title 9, Chapter 1, Section 3B of the City Code, this is to advise the City Council
of the following action.
Action:
Pursuant to Section 9-1-3A(10), Change NO PARKING 8 AM TO 6 PM MON-FRI to NO
PARKING 8 AM TO 6 PM on the south side of Brookland Park Drive between Melrose Court
and the alley driveway. Change NO PARKING 8 AM TO 6 PM MON-FRI to NO PARKING ANY
TIME signs between the alley driveway and Brookland Place.
Comment:
This action is being taken due to a request from the Melrose Avenue Neighborhood Association
to remove on-street parking from the south side of Brookland Park Drive. Staff investigation
determined there was not a safety issue with current parking regulations, therefore a survey of
the affected neighborhood residents was conducted. After discussion, a neighborhood meeting
was conducted and consensus was reached for the above proposal.

Action:
Pursuant to Section 9-1-3A(10) of the City Code, signs indicating HANDICAP PARKING will be
installed in front of the residence at 813 Ronald Street.
Comment:
This action is being taken to accommodate the pick-up and drop-off of an elderly resident who
lives at 813 Ronald Street. The resident has a state issued handicap parking tag for her vehicle.
This action will be rescinded when the individual no longer resides at this location.

Comment:

Comment:
This action is being taken to improve vehicle turning movements at this intersection. Vehicles

vehicles turning south on Elmridge Avenue to complete their turn.

Comment:
This action is being taken to assign right of way at this intersection. Oberlin Street meets the
warrants for installing a yield sign. This will assign right of way to Amhurst Street, which is a
collector street. A citizen of the neighborhood requested the intersection control be evaluated at
this intersection. This action is consistent with the Manual on Uniform Traffic Control Devices.

Hello Amy Sue Little. Your message below was forwarded to me for response. During a rain such as last night,
pavement markings lose much of their visibility because the rain affects the retroreflectivity of the paint. Retroreflectivity is
the ability of a material to reflect light from a point source (a car's headlights) back to the source (you driving the car).
Because of this you should always drive more slowly and cautiously on a rainy night. We also have much less durable
pavement marking paints now because of federal environmental laws. The paints we must use are better for the
environment, but come off of the street much easier. This time of year is the most difficult because we cannot go back out
and repaint until spring. We will continue to evaluate improved paint products, but we do not expect drastic improvement.

Dear Council,
As I was driving through the streets of Iowa City tonight, from my family's home to my
residence to dinner to meetings, it was very noticeable that the lines painted on the streets are
impossible to see in the dark, and even more so when the roads are wet. I think this is an issue
that should be addressed, for the safety of Iowa City residents, and also because since we are a
college town, there are a lot of people driving through who are not familiar with our streets. To
me, all of this adds up to an accident waiting to happen and I was wondering if the City has any
plans to remedy this issue.

Earlier today, I received a $10 ticket for a parking violation in Upper City Park. I was one
of many - possibly 30 - who received a $10 ticket at the park today. I plan on paying the ticket,
but I would like to raise some concerns over the parking regulations at Upper City Park.
There are currently two signs posted for parking regulations in Upper City Park. One
states that parking space use is limited to four hours; the second asserts that parking is available
for park use only. While I did not violate the ftrst regulation, I can certainly say that I was not
parked there to use the park itself. Since I did not see anyone else in the park, it is safe to assume
that nobody who parked in the same area and received a ticket was using the park either. With
that in mind, I think it is necessary to address how important exclusive parking for Upper City
Park is during the winter months.
I completely understand that the parking areas need to be available during the summer
months when the pool is open. There is no question that the pool is a popular place for swimming
during Iowa summers. However, now that the pool is closed, there is no demand for swimming
and the attendance at the park has significantly decreased.
There are approximately 140 parking stalls at Upper City Park. While very few people
are actually using the park right now, almost a third of the parking stalls are in use at Upper City
Park. While demand for parking is obvious, there is no demand for the park itself right now.
This is why I ask the City Council to consider allowing people to park in Upper City Park
during the winter months when the pool is closed, the weather is cold, and the demand for the
park is low. This is not to say that people should be able to park their cars at Upper City Park for
a week at a time. The current time limit is a good idea~ However, I believe Iowa City can become
much more efficient with its resources - and its akeady limited parking - by allowing people to
use this available parking for a limited time in the winter months.
The current regulations are appropriate for the summer, but aren't as practical when the
pool is closed. If people aren't allowed to use the parking stalls at Upper City Park for reasons
other than park use, there could very well be 140 empty parking stalls from October to May each
year. Allowing winter parking in Upper City Park is an easy way for the city council to eliminate
a parking inefficiency in the Iowa City area.

Safety Is Number One Concern of Bicyclists
A group of 45 cyclists packed the Iowa City Public Library meeting room
on December 14 to discuss barriers to bicycling in the Iowa City and
Johnson County area. The cyclists identified themselves as commuters,
recreational riders, racers, retailers, and trail advocates.
Participants were also joined by local elected officials.
This regional sun, nit was sponsored by the Iowa Bicycle Coalition and the
Iowa City Bike Library. The objective for participants was to answer
the fill-in-the-blank question, "I would ride my bicycle more if
Bicyclist safety was the common theme throughout the discussion.
Bicyclists produced answers ranging from specific problems areas in Iowa
City and Johnson County to non-physical solutions for increasing the
number of bicyclists.
Physical changes in the bicycle transportation system topped the list of
recommendations voted by the attendees. Top suggestions included more
bicycle lanes, increased street width and paved shoulders, improved
lighting, and connectivity of the trail/lane system. The group
recommended changes in specific areas including 1st Avenue in
Coralville, 1-80 Crossings at Dubuque & Hwy 1, and a connecting trail
from West Overlook to North Liberty along Dubuque Street.
Other areas in need of improvement included Hwy 1 North, Riverside and
Burlington, and 12th Ave & Hwy 6 intersection in Coralville.
Participants voted for improving all routes in and out of Iowa City.
Secured and protected bicycle parking was also an issue. Ideas ranged
from covered parking areas, to bicycle lockers, and indoor storage. Some
felt com~nuting by bicycle would increase if incentives from employers
were offered and convenient shower facilities were available.
The group also made non-physical barriers part of their suggestions,
such as increasing the frequency of street cleaning and snow removal,
improving drivers education, and designing better trails. The
bicyclists identified communications issues as priorities, like
promoting news about bicycling in local media, communication between
pedestrians and bikers, and shoring up political support among elected
officials.
Other unique suggestions included increasing the capacity of the Iowa
City Bike Library, offering bike rentals from hotels and the visitor
centers, replacing car parking with bicycle parking, creating a student
orientation bicycle program, and closing iow-traffic streets to car
traffic during certain times of the day.
The bicyclists unanimously declared the regional summit a success and
voted to meet again and begin planning for action. The next meeting
will be held on January 13 at the Iowa City Public Library.

My name is Allen Grundstad. I am a member of Zion Lutheran Church, 310

Johnson, Iowa City, IA. I am currently working with a committee that is
supporting an internal strategic planning effort.
Part of our process involves what we call an External Audit, which is
aimed
at getting the perspectives of community leaders about faith communities
generally and Zion Lutheran Church specifically. We are interested in
the
larger conm~unity, so we are approaching leaders in Iowa City,
Coralville,
and North Liberty.
I was given the charge of contacting community government leaders, and
to
ask if they would be willing to share their thoughts.
I have attached a short questionnaire in the hope one or all of you will
