Comment: This phase of the project includes constructing a box culvert for Willow Creek at the end of the existing Mormon Trek Boulevard. c~ ~ ~ ~ c~ 2) CONSIDER A RESOLUTION OF INTENT TO AMEND A PURCHASE · ' AGREEMENT BETWEEN THE CITY OF IOWA CITY AND UNITED ACTION FOR YOUTH FOR CONDOMINIUM UNIT '1-C IN TOWER PLACE AND PARKING, AND SETTING A PUBLIC HEARING FOR FEBRUARY '1, 2005. Comment: in June of 2002, the City Council approved a Real Estate Contract - Installments pursuant to which the City is selling Unit 1-C of the Tower Place & Parking condominium regime to United Action for Youth (UAY) for a total price of $500,000. $225,000 of the purchase price was paid at closing. As amended in July of 2004, the contract currently provides for payment of the $275,000 balance of the purchase price in installments of $100,000 on or before December 1, 2004, and $175,000 on or before December 1, 2005. UAY has requested that the contract be amended once again, to provide for payment of the balance of the purchase price in installments of $25,000 by March 1, 2005, $125,000 at the end of 2005 and $125,000 at the end of 2006. A copy of the written request is included in the Council packet. This resolution declares City Council's intent to amend the contract in accordance with the request, and sets public hearing for February 1, 2005. January 18, 2005 City of Iowa City Page 4 f. Comment: The owner of the property located at 3416 Shamrock Drive received assistance through the City of Iowa City's Housing Rehabilitation Program. Comment: The owner of the property located at 613 Ronalds Street received assistance through the City of Iowa City's Rental Rehabilitation Program. O,~ -.1/,~ 7) CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST TO THE PARTIAL RELEASE OF REAL ESTATE MORTGAGE FOR THE PROPERTY LOCATED AT LOT 20 LONGFELLOW MANOR, IOWA CITY, IOWA. Comment: Greater Iowa City Housing Fellowship (GICHF) received a grant through the City's HOME Investment Partnership Program (HOME), approved by the City Council on October 22, 2002, to acquire land for affordable owner-occupied and rental housing. With the funds, Greater Iowa City Housing Fellowship (GICHF) purchased four (4) lots including Lot 20 Longfellow Manor, and the City took a mortgage on all the lots to ensure the affordability requirements of the HOME funds. Two housing units have been constructed on Lot 20 and will be sold to income eligible homebuyers. Because of lenders' demands, GICHF and the prospective buyers are requesting that the City partially release the mortgage on Lot 20 only. Staff does not object because GICHF has signed and will record an agreement to ensure that the property remains affordable for 20 years and. because the funds were a grant and not a loan. o¢~ '-'~'7 8) CONSIDER A RESOLUTION APPROVING EXTERIOR FA(~ADE IMPROVEMENTS AND SlGNAGE ON THE CLINTON STREET FRONTAGE OF OLD CAPITOL TOWN CENTER BETWEEN COLLEGE AND WASHINGTON STREETS. Comment: At a December 22 meeting, the Staff Design Review Committee recommended approval of the proposed fa(;ade improvements and signage for "The Gazette" and "China Star." c~.~ ~ ~ ~' 9) CONSIDER A RESOLUTION APPROVING THE DESIGN OF THE SIGNAGE FOR "OSCO DRUG" ON OLD CAPITOL TOWN CENTER AT 201 S. CLINTON STREET. Comment: Nesper Signs has applied for a permit to install a sign for Osco Drug at Old Capitol Town Center, 201 S. Clinton Street. PLANNING AND ZONING MATTERS. a) CONSIDER A MOTION SETTING A PUBLIC HEARING FOR FEBRUARY 1, ON AN AMENDMENT TO THE COMPREHENSIVE PLAN TO REVISE THE LAND USE MAP FOR THE SOUTHWEST DISTRICT PLAN.//Z~.,4~''''~ ~ Comment: At its January 6 meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval. The proposed amendment would change the land use designation from Large LotJRural Residential to General and Office Commercial, for the undeveloped property north of Highway 1, west of Highway 218 and east of Kitty Lee Road. The request to amend the Comprehensive Plan is related to an annexation and rezoning application for the same property. Staff recommended approval in a report dated December 13, 2004. January 18, 2005 City of Iowa City Page 7 b) AMENDING THE ZONING ORDINANCE BY CHANGING THE ZONING DESIGNATION FROM MEDIUM DENSITY SINGLE-FAMILY RESIDENTIAL (RS-8) TO SENSITIVE AREAS OVERLAY/MEDIUM DENSITY SINGLE- FAMILY RESIDENTIAL (SAO/RS-8) ZONE AND A PRELIMINARY SENSITIVE AREAS DEVELOPMENT PLAN FOR OLDE TOWNE VILLAGE. (REZ04-00005) Comment: At its December 16 meeting by a vote of 7-0, the Planning and Zoning Commission recommended approval. Staff recommended approval in a report dated December 16. Approval will allow the development of Olde Towne Village, a 33.21-acre, residential and commercial subdivision that will include 10 commercial lots, 62 dwelling units on 32 lots and the restoration of approximately 6 acres of wetlands on property located south of Rochester Avenue, east of Scott Boulevard, and north of Lower West Branch Road. This item should be continued to February 1, 2005 due to a legal notice publication error. 4. PUBL,C HEAR,,G '~ / 2, CONSIBER AN ORDINANCE (FIRST CONSIDERATION) c) CONSIDER A LE~ER TO THE JOHNSON COUN~ BOARD OF SUPERVISORS RECOMMENDING APPROVAL OF A REZONING FROM COUN~ ~, RESORT TO COUN~ RS, SUBURBAN RESIDENTIAL, FOR A 3.25 ACRE PROPERTY LOCATED EAST OF SAND ROAD AND SOUTH OF SYCAMORE STREET (CZ04-00002) Comment: At its Janua~ 6 meeting, by a vote of 6-0 (Koppes absent), the Planning and Zoning Commission recommended approval, subject to the closure of an unpaved access to Sand Road and the prope~y being subdivided into no more than two lots. The properly contains two prima~ residences; the request for rezoning is related to the applicant wishing to subdivide the properly into two lots, one lot for each residence, which the current zoning would not allow. Staff recommended approval in a memorandum dated December 29, 2004. Comment: At its December 16 meeting by a vote of 7-0, the Planning and Zoning Commission recommended approval subject to the properties being annexed by the City of Coralville. Staff recommended approval in a report dated December 16. Approval will allow these properties, which are located in the Clear Creek watershed outside of Iowa City's growth area, to be annexed to the City of Coralville. Comment: The Federal Department of Housing and Urban Development (HUD) requests that Housing Authorities utilize the Up Front Income Verification (UIV) System developed by HUD as a 3rd party source of income verification. TO ADOPT THE IOWA CITY HOUSING AUTHORITY'S AMENDED HOUSING CHOICE VOUCHER (HCV) ADMINISTRATIVE PLAN. Comment: The Federal Department of Housing and Urban Development (HUD) requests that Housing Authorities utilize the Up Front Income Verification (UIV) System developed by HUD as a 3® party source of income verification. Also, the Iowa City Housing Authority is proposing changes to our interim reexamination and admissions policies. (NOTE: See previous item for staff memo containing more detailed information). a) PUBLIC HEARING - ~ I b) CONSIDER A RESOLUTION Action: ' ITEM 10. APPROVING PLANS, SPECIFICATIONS AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE SOUTH GRAND AVE AND MELROSE AVE PCC PAVEMENT REPLACEMENT PROJECT (STP-U-3715(627)-70-52). Comment: This project will reconstruct South Grand Ave. from a current two-lane urban section to a five-lane urban section, as well as widen a small portion of Melrose Ave. near the intersection of South Grand Ave. This project is in collaboration with the University of Iowa. Iowa City is providing funding in the amount $320,000 in STP funds and the remaining will be provided by the University of Iowa. On January 4, 2005 the City Council amended the proposed Northgate Corporate Park Urban Renewal Plan to remove approximately 1.94 acres referred to therein as the Fuhrmeister parcel and approved the resolution and first reading of the ordinance. CONSIDER A RESOLUTION AUTHORIZING THE HISTORIC PRESERVATION c>~-'~'~ COMMISSION TO FILE AN APPLICATION FOR A HISTORIC RESOURCE , DEVELOPMENT PROGRAM (HRDP) GRANT TO OBTAIN FUNDS FOR THE PURPOSE OF UPDATING THE 1992 IOWA CITY HISTORIC PRESERVATION PLAN. Comment: The iowa City Historic Preservation Plan was prepared in 1992 for the purpose of guiding historic preservation activities, policies and regulations over a 10 year period. Having accomplished over half of the goals established by the 1992 Plan, the Historic Preservation Commission recommends that a qualified consultant be retained to evaluate and update the Historic Preservation Plan. CONSIDER A RESOLUTION APPROVING THE CONTRACT BETWEEN THE CITY c~.~----~l~- OF IOWA CITY AND THE ARTIST FOR DISPLAY OF A SCULPTURE ON THE ' IOWA'S SCULPTOR'S SHOWCASE. Comment: The Iowa City City Council approved the concept of the Iowa's Sculptor's Showcase on July 10, 2001 by Resolution No. 01-205. The showcase, a concrete pad located on the downtown pedestrian mall northeast of the Weatherdance Fountain allows the opportunity for Iowa sculptors to display their work for a year or more. The artists receive a $500 honorarium for their participation. A contract has been negotiated with a Waterloo artist for display of his work on the showcase for a period of June 1, 2005 and ending no later than May 31, 2006. Action: ITEM 14. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST AN IOWA DEPARTMENT OF TRANSPORTATION FUNDING Ok - ~ AGREEMENT FOR THE MORMON TREK BOULEVARD EXTENSION - BOX CULVERT PROJECT STP-U-3715(629)--70-52. Comment: This agreement provides for an 80% STP and 20% local funding split. The maximum STP contribution as allocated by JCCOG is $325,000. This agreement is for the construction cost of a 200 foot long, triple 12 foot by 10 foot box culvert located at the current end of Mormon Trek Boulevard. The local share of this project will be funded with GO Bonds. Action: ~/-~¢-*~-~-)/~ ',~ ITEM 15. ~ CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST AN EXTENSION OF THE AGREEMENT WITH IOWA REALTY '~, COMMERCIAL TO SELL AND LEASE PROPERTY IN THE AVIATION COMMERCE PARK. Comment: The listing agreement to sell and lease the property known as the Aviation Commerce Park subdivision executed by the Airport Commission, the City Council, and Iowa Realty Commercial will expire on January 22, 2005. The parties amended the listing agreement in July 2004 by extending it for six months. This would extend the listing agreement for another six months. The Iowa City Airport Commission will consider this extension at its meeting on January 13. The extension only modifies the term of the agreement; no other changes to the listing agreement are made. Comment: This Rework Agreement Sets forth the terms of the agreement ,~/~ between the City and Knutson for the completion by Knutson of (~' the repairs at the Iowa City Water Treatment Plant that are necessary as a result of the failure of the architectural precast .~_~? panel connections and damage resulting therefrom.
