Women's Right to Choose Day- January 22, 2005 Bailey: (reads proclamation) Karr: Here to accept the proclamation is Karen Kubby, Executive Director of the Emma Goldman Clinic. (applause) Kubby: Thank you, Mayor, and City Council, for recognizing this important human right. It's a topic globally, and one of the things that makes it so important to talk about is that in the United States, 37% of women will have an abortion by the time they're 45 years old, making it very basic health care, but there's still a lot of silence around it. It's a very shared cultural phenomena but a lot of stigma and silence, and to help get rid of that stigma and reduce it, the Emma Goldman Clinic and the Johnson County (can't hear) Action Team are gathering at the Senior Center for three weeks in a row to have an inter-generational conversation about abortion and reproductive rights. So I'd like to invite the community January 19th, they're all Wednesdays, January 19th, the 26th, and February 2nd, from 3 to 4:30 at the Senior Center. We're also inviting the Pro- Choice community to gather at our "Choice" dinner this Saturday, January 22nd, with our annual event celebrating Roe v. Wade with keynote speaker from Ray Gabasoo from the Des Moines Register, and we're going to give the "Golden Speculum" Award to Dr. Jill Debocker for her role in stopping the abortion ban signed by President Bush. We're also going to be doing some disco dancing, so there will be a disco intervention where you can be refreshed on your disco steps and then dance the night away a little bit later. It's probably one of... it's got to be the most universally accepted fun time on our agenda, where we recognize outstanding student citizens from the various elementary schools. Tonight we are recognizing students from Horace Mann. If those folks would come forward please. Two of you over here, and two of you over here, and I can be right in the middle. That's where grandparents like to be is right in the middle. You folks, I'm sure you're very proud of yourselves and well you should be, and I'm sure your teachers are very proud of you and your parents are very proud of you, and I can tell you without any doubt whatsoever, your grandparents are busting their buttons. (laughter) That's what grandparents do. So what I'd like you to do, if you would, read your name and why you were nominated. Reyes: My name is Stephanie Reyes. Okay, this is Magill Schumm. She's in 5th grade in Mrs. Harris' class. She plays a viola at Preucil School of Music. Magill really likes basketball and was on the 5th and 6th grade team this year, and also last year. She has two dogs, one named Lilly and the other named Lupe. She also has two geckos. One of them is albino and the other one is spotted, and she has two goldfish. Magill has one sister named Maxine who's in 3rd grade. Magill is (can't understand) Center. Magill was chosen by her class for this award because she gets good grades and she tries to treat everyone fairly and kindly. She has only forgotten her homework once this year so she is a very responsible student. At home, Magill tries to be as helpful as she can. This includes letting the dogs in when they ask, cleaning her room when she is supposed to, washing the dishes when they are too big for the dishwasher, and other things that need to be done. (applause) Schumm: My name is Magill Schumm and I'm going to read about Felix Mulligan. Okay, this is Felix Mulligan. He is a 6th grader in Ms. Taylor's class, lie enjoys playing soccer and swimming. He plays the piano and has played for three years. Felix also plays the saxophone and has played for two years. He has played these instruments in Horace Mann Talent Show. Felix is a member of the Eastside Elementary Band. He is also a member of the Horace Mann safety patrol, and has been for the last two years. Felix is on the Horace Mann student council and a member of the Horace Mann book club. Felix was chosen for the outstanding citizenship award because he is nice to classmates and teachers. He works (can't understand) and is a responsible and helpful student. (applause) Mulligan: This is Sophie Neems. She was chosen for the outstanding student citizenship award because she is very helpful to people in different ways, like putting books away and making students feel welcome. She is also a very hard- working student. Sophie is in 5th grade and is in Ms. Morgan's class. She likes writing, reading, literature study, and lots of other things to do. She is in the book club at Horace Mann (can't understand). She is also the student council representative for her classroom this year. After school on Mondays, Sophie goes to Spanish class. She doesn't speak Spanish fluently yet, but is working very hard to learn Spanish. On Tuesdays, Sophie takes dance at the Dance of Iowa, and on Thursdays she has violin lessons at Preucil School of Music. She is also, she has been playing the violin for several years. She was in a play recently at City High because they needed some kids. Sophie is an only child but does have an invisible brother named Tony (laughter). Her dad made him up because sometimes he feels left out. Sophie loves her family very much. (applause) Neems: Stephanie Reyes is a 6th grade at Horace Mann Elementary. At school, she has been on safety patrol for two years, served on the student council, and she has also been in book club. In book club you get to choose any book you read and you make connections with your life and the book you read. She also has participated in the Mann Talent Show for several years. Last year the group she sang in was invited to perform at a conference held in Pella, Iowa. Stephanie is very helpful to other students in the classroom, and makes everyone feel welcome. She is always smiling and has a lot of friends. Stephanie has three sisters; Destiny, Genevieve, and Miranda, and a four-year-old brother, Jacob. She loves to read, type, and write stories. Stephanie enjoys to go to school to see her friends. Stephanie hopes to become an author. (applause) Lehman: You know, I'm kind of struck tonight at how simple things are that make you good citizens: friendly, kind, courteous; and we think that we have to do earth-moving things to be important. It's kind of good to realize what is really important. I think we heard it from these folks. I'm going to read one of the awards and then I'll give them to the students. "Dick" Lee Award - Officer Kevin Prestegard Lehman: Our next is a special presentation that we do once a year, and one that I really look forward to. It's the Richard W. "Dick" Lee Award. (reads award) It is with great pride that this award is presented to Officer Kevin Prestegard. Karr: Here to accept the presentation is Officer Kevin Prestegard and to make the presentation, representing the Dick Lee Family, is his son Rick. (applause) Lehman: I think it's absolutely appropriate that, Rick, you get to make this award. You're far better qualified than the Mayor. If you'd like to stand over here, because they'd like a "Kodak moment" for you. (laughter) Congratulations. (applause) Elliott: Mr. Mayor, how is the Council supposed to follow such distinguished people, like those students and the officer? Lehman: You know, we'd all do better if we did follow those folks. (laughter) Elliott: Maybe we should pay attention. Charter Review Commission Recommendations Lehman: We have another special presentation. City of Iowa City's Charter requires that their Charter be reviewed once every ten years. In the time that I've been on the Council we have had two different Commissions that have probably involved more Council time and consternation on the part of the Council in appointing the right people, and one of those has been a Charter Review Commission, and I think we did an absolutely, bragging for us guys, I think we've made an outstanding appointment on this group of folks. It was chaired by Bill Sueppel. Bill, I think you're going to present that report tonight, and I can tell you that I speak for all of the Council folks and I really believe the folks of this community, in thanking you and that group of fine, fine folks. The amount of time that you spent and the thoroughness that you exhibited in reviewing that Charter. Sueppel: Thank you, Mr. Mayor. My name is Bill Sueppel. I'm Chair of the Iowa City Charter Review Committee, and I am here tonight on behalf of the Commission to present our recommendations to the Council. The other members of the Commission, who could be here tonight, are Andy Chappell, I'd like to have them stand and remain standing until you're all...Andy Chappell, Nate Green, Karen Kubby, Naomi Novick, Lynn Rowat, and Kevin Werner. Our Chair-Pro Tem of the Commission is Vicki Lensing and she's busy in Des Moines in the State Legislature, and the 9th member of our Commission was Penny Davidsen and she is on vacation in Arizona, but she has faithfully through the month of December attended each of our meetings by means of telephonic communication, and so I want to thank each of the members of this committee. (applause) What we have for you, you've already received the, in your packet I'm sure, is the redlined version of the Charter. Now, what the redlined version is is we took the present City Charter and we showed every deletion and every addition that was made by the Commission. We've also given you what we call a "clean version" and that is the way the Charter will appear if all of the recommendations of the Commission are adopted. Now, several people have asked that they weren't sure what happens once you make recommendations to the Council, and as we understand it, the City Council has two choices: one, you could of course submit the recommendations to the voters for their approval; secondly, the Council itself could adopt the resolution, the recommendations of the Commission by ordinance, and if you do that, it is then subject to a petition of the people being filed, which would require the recommendations to be submitted to the voters at a city-wide election. Our Commission urges the Council to adopt the recommendations by ordinance, understanding that a petition could be filed, asking that each of the recommendations be submitted to the voters for their approval. We are also submitting to you a report of the Iowa City Charter Review This represents only a reasonably accurate transcription of the Iowa City City Council meeting of January 18, 2005. #4 Page 6 Commission, which provides a review of what we have done. It sets forth the language of the specific amendments, with some background on why the Commission chose to make those recommendations, and it also sets out other issues that were thoroughly discussed, but which were not recommended, and we set out the reasons why the Commission did not accept or make those recommendations. The Commission does want to call attention to a recommendation that the City create what we have called a "Citizen's Guide to the Iowa City Charter". Several times we had citizens appear at public meetings and were not quite sure what a specific Charter provision meant, and they weren't quite sure what reference to the Code, what that Code section meant. So we are proposing that the City ask its staffto clarify, supplement, and explain specific provisions of the Charter, and while our Commission will be going out of existence shortly, several members of the Commission have indicated a willingness to work with staffto help them prepare this guide. We think it would be very useful and we think it would bring transparency to the Iowa City Charter. I want to personally thank the members of the Commission for their hard work. We met 24 times, for over 40 hours, and I want to say that there was seldom anyone who was tardy, unless they had called us ahead of time; there was rarely that anyone missed a meeting; and they just had tremendous patience and continued interest in this Charter process, and i certainly want to thank them for that. We attempted to give all of the citizens of Iowa City an opportunity to present their views, his or her views, to the Commission and to recommend changes. So we want to thank all of those citizens who provided input, either by written, by correspondence, by personally appearing at public hearings; by appearing at our informal work sessions, and we heard and discussed each of their comments and recommendations. We did not adopt them all, but we certainly appreciate their input. And finally we want to make a special thanks to City Attorney Eleanor Dilkes and City Clerk Marian Kart, and City Minute Taker Laura Berardi, for their invaluable contributions to our review process. We totally relied on our City Attorney and our Clerk, in guiding us through this process, and so, Mr. Mayor, these are the recommendations of the 2004-2005 Charter Review Commission, and I would like to present you the report of the Iowa City Charter Review Commission. As part of the Consent Calendar, is Kevin...we had someone here who wanted to speak to an issue that was on the Consent Calendar but I do not see them here. We have passed it but I think you had some comments, and I did not see you in the audience. It is not a separate agenda item. Need to give your name. Digmann: Okay. Kevin Digmann, and I'm here on behalf of the Old Capitol Town Center so, before the Council tonight is some resolutions to approve the design review. There was, we've had some changes, obviously, over at the Mall, and we are making some additional changes, and the way it sits currently, every time we make a change to the outside of the building, we need to go through the design review process, and the way that works, we get our plans done; we turn it in to the City who has a Design Review committee who approves it, and at that point it goes to Council. And currently what's on the plan tonight is some of the renovations that we're talking about that we're making in the former Penney's space, and to give you a timeline of where we're at, we submitted these plans December 7th and we've been ready to get going on this and we, you know, now waiting until today to get final approval because the building department will not issue a permit until it goes to the Design Review committee, and the next item was even just a sign, you know, part of the renovations that we did with Hills Bank and the Gazette coming in there required us to remove the Osco Drug sign. Well that came down; we found a location we wanted to put it; came in for a sign permit; again through the same process. So I guess what we're hoping for is that the Council would pass a resolution that would potentially give the authority to these changes directly to the staff members of Design Review for what I would consider to be some fairly minor changes that we're doing, like signage and adding some windows, things that go along with our overall concept, just to expedite the process of our renovations over there. Champion: That's actually a good idea. Lehman: Are we willing to put that on for a work session? Champion: I think it's a good idea. Vanderhoefi So, I guess in the urban renewal contract, shall we say, what is the responsibility of Council to sign off on those things? Dilkes: No, I think it's, if you'll remember, those of you who were on Council, there used to be a citizen's committee, and now it's a staff committee, and I think there was discussion and perhaps recommendation by staff at the time that that not go through the City Council. The City Council choose to keep a final approval and that's an ordinance requirement, so we'd have to change the ordinance if Council's no longer interested in approving. Lehman: Well, put it on a work session, Steve, that way we can either move it up or down, but certainly would be, would expedite what you and a lot of other people are trying to do. Digmann: Okay. If you wish to address the Council, please give your name, address, and limit your comments to 5 minutes or less. Rowley: Charity Rowley, representing the Senior Center Commission. You do have on your agenda approval of the November minutes, but this is the report from the December meeting, from the December 21st meeting. The Senior Center Commission has been working with groups that are concerned with how we accommodate both Senior Dining, and the afternoon meetings and programs, with time for both cleanup and setup. This has been a problem in our programming. We are looking forward to working with the City of Iowa City on parking in the ramp connecting to our building by the skywalk. For instance, recent concerts have not been well attended because there has not been parking there in that ramp. The Advisory Committee has expanded. John Connor, Ken Furing, and Sangaring have remained on the Advisory Committee; Ray Blanchard, Irene Bowers, Sally Joblinski, and Dawn Rogers have joined them. So we've expanded that committee. The Elder Craft Gift Shop has been doing very well recently. We were concerned about that. The New Horizons van will be celebrating its l0th year anniversary, and the Senior Center T.V. will have programming about this. Remember, we changed our process of having membership, paid membership, for certain kinds of programs at the Senior Center this last year, and we have had 874 members who have paid $19, 355 in dues. This has been an increase over the membership from the last year when this was instituted, and we received $13,133 in donations, and $125 for the scholarship fund for low- income members. We're ordering new copies, or we're ordering copies of a new handbook for older Americans, published by the Iowa State Bar Association. We've increased evening and weekend programs, and hope that more staff might make this even more possible. We've begun the process of looking at the goals we formed four years ago during the accreditation process as we begin to establish new goals. The same officers were re-elected for 2005: Jay Honohan is Chair, Betty Kelly is Co-Chair, and myself as Secretary. Are there any comments or questions? Thank you. O'Donnell: Very thorough. Vanderhoef: Just for public information, I think we should say that this has been planned for a number of years and the reason we're severing and sending the area to Coralville's planning area is because of gravity sewer capability of Coralville to serve this area and the City of Iowa City cannot do it without extreme costs for lift stations and so forth. I think there is plenty of professional expertise, formal education to head up this project, and I think there are literally hundreds of dedicated historic preservation people to do leg-work, and I don't see why we need to spend $27,000, half of which would come from the City. This represents only a reasonably accurate transcription of the Iowa City City Council meeting of January 18, 2005. #19 Page 19 ITEM 19 CITY COUNCIL INFORMATION Elliott: I just wanted to say on my computer yesterday, I pulled up AOL rebroadcast of Martin Luther King's "I have a dream" speech. 1963 I was a young husband, young father, and young person who is a newspaper reporter, and that was a pretty emotional experience for me, and just to hear him say those words, the way he said it, what an orator, but also what a man to back up the orator that he was, and when he says, I can't even say the last part of it, but it was something. Lehman: Thank you, Bob. Connie? O'Donnell: That's a hard act to follow, Bob. Steve, once again after the snow, our street crews have just done an incredible job. The streets are safe, they're sanded, they're salted; that's kind of a thankless job and they're out all hours and great job.
