You, as council members, have been very supportive of keeping neighborhoods intact. We on South Dodge Street are thankful that we did not and could not become another Johnson Street complex. However our neighborhood has changed drastically with the aggressive landlord buy up of older homes and changing them into student housing. Families are moving out because of the change. Oak Hill was a designated area in the original city plotting. Oak trees are over 100 years old. I am concerned that one of them may now be destroyed to made room for a duplex addition. It is true the zoning permits a duplex, the size of the lot is sufficient and that you, as the owner/landlord can request a permit to build. Oak trees were huge when my folks (George and Helen Gay) bought 506 in lC~9~1. Many families have owned and lived at 512 next door and the neighborhood was a good place to raise a family. Our family grow up here, my Mother lived here til her death in 2001 and I, after my teaching retirement in 1980, now own end live here in my home· We have never had, in all these years, damage caused by the big old oaks. Your message below has been forwarded to me for reply. The proposed FY06 City Budget includes two projects which will address the issues you cite below. The first one is the intersection of Mormon Trek Bird/Cameron Way/Walden Square Driveway. We have determined that this intersection now meets the warrants for a traffic signal, and are recommending that one be installed next year. This will not include reconstruction to include turn lanes, which would make this a much more expensive project. Our analysis shows we can get by without turn lanes for a period of five years or so. The second project is to reconstruct Mormon Trek Blvd with turn lanes between Melrose Ave and Abbey Lane. This is a very expensive project-- probably around $4 million although we don't know for sure. This would be a big improvement for turning movements along the corridor. It is not currently in a funded year of the five year Capital Improvement Program. Part of the City Council's discussion will be whether or not to put it in a funded year of the program. This road is very dangerous between Benton Street and Melrose Avenue during this late afternoon time. The road narrows south of Melrose. If traveling south there are many cars slowing to turn into Walden Square and onto Westwinds Drive. A few cars are turning left into a residential neighborhood. The cars traveling through on Mormon Trek have accelerated to get up the hill at Christ the King church and are now speeding down the hill weaving through the slowed traffic. The same happens traveling north. There is another hill between Robert Road and Benton Street at Walden Place. Cars accelerating to get up the hill are traveling at 35mph or faster to get through the Benton Street light and weave through the slowed, turning traffic at Kum and Go, Walden Square, and the residential neighborhood across from Walden Square. I have also seen cars that are stopped behind a turning car, move the outer lane to get around and nearly cause an accident with the quickly moving traffic moving through those outer lanes. This is a very congested area with lots of children, teen drivers on their way to or from nearby West High and senior drivers going to the drug store and live in nearby condos, 1 Walden Place or Melrose Meadows. Something needs to be down before a serious accident or death occurs. Can the road be widened? Can turn lanes be added? Could a stop and go light be added at the entrance to Walden Square? Is 35 mph too fast for this congested area especially during late afternoon drive time? Thank you in advance for looking into this problem. I look forward to hearing from one of you. It is my understanding that there is finally a traffic light scheduled to go up sometime during the summer of 2005 - in the local area near Fareway on Mormon Trek, between Benton and Melrose streets. I was VERY relieved to hear this news. I began to research options - finding out that prior efforts had been made and was so glad to hear it has finally been approved! The sooner it can be installed the better. We moved from Hills IA about a yr. ago - hoping our high school kids would have an easier time getting to and from West High. Their shorter trip from Plaen View Dr. to West High has proved to be much MUCH more dangerous than coming from Hills IA to West High. There seem to be accidents almost everyday within this area. I always see problems with people trying to cross the road too. The Kuru and Go and Benton intersection is extremely dangerous and I don't know what could be done about that, except for a turning lane or something. Anyway - I just wanted to let you know I was glad something is being done - and again, to sooner the better for the safety of both drivers and pedestrians. I know MANY MANY MANY people will be VERY relieved to see this happen. Thanks for considering it and getting something done about it. As a landlord in the area that has been proposed to become a historic district, I feel that it is in the best interests of the neighborhood to move forward with the plan to preserve the historic integrity of one of the oldest sections of Iowa City. This plan will benefit many of the property owners in the area, whether or not their homes are historic, as opposed to benefiting the interests of the few that oppose it. People have said that students will not be welcome in the area. We have always rented predominately to students, who welcome the opportunity to live in such a neighborhood. They appreciate the historic nature of the house and are impressed to live in a house, which is host to one of the oldest Hawthorne trees in Iowa. The interests of the few that fail to see the value of this opportunity, don't realize that it will raise the properly value of their homes, and will maintain standards for the upkeep of only the exterior of the homes that they own, while leaving the interior upkeep of the homes to their discretion. I believe that people think that they will be held to standards that would be difficult or expensive to reach and maintain. Prior too looking into the matter, we too shared these concerns. However, local research has indicated that the requirements that the historic preservation would entail would increase the property value of all of the homes in the area, as well as keep the neighborhood intact as a beautiful and important part of Iowa City's heritage. I urge you to look at all interests involved in making this important decision, balancing Iowa City' s past and future. The loss of the historic value of even one home in the area is a loss of a large piece of the history of the people who have passed through that structure throughout the years. Beasley' Cc: *City Council Subject: RE: First Avenue Railroad crossing Mr. Beasley, Thank you for your recent email to the City Council regarding the First Avenue RR crossing. I'm sure you are aware that railroads are essentially free to run their trains at any time of the day and we are not aware of government regulatory authority at any level that would exert control over that aspect of their operation. Although we have no specific authority over the RR in this regard, we have regularly contacted them in the past about this crossing and the problems with blocking it at the high traffic times of the day. We have received some cooperation but it remains clear that they intend to maintain their train schedules and operations largely as they have in the past. Thus there will be conflicts at that crossing at times. This is a longstanding problem that can be totally resolved only by constructing a grade separation so that trains and street traffic can traverse that location at the same time. We are currently beginning to explore that exact concept in the form of an underpass for First Avenue traffic. At this time it appears that such an undertaking may indeed be feasible. However, the cost would be substantial and if an underpass is constructed, it will likely be several years before that can occur. In the interim, we will continue to apprise the RR of the concerns and complaints we receive and hope they will mitigate the problem in any way they can. Thank you for expressing your concerns. Of course, you know this. What puzzles me is the apparent indifference of the RR people in that (1) the train often crosses just at going to work time, 7:30AM, (2) the train length approaches 100 cars (at least it did Monday), and (3) the train moves at something like 5 mph. Must the train cross at the busiest time of day? Cannot they not go faster than 5 mph? This is freight, not perishables, not people. 60-90 minutes later would mitigate the problem, although it wouldn't solve it. Somewhere up the line government must interface with the RR. I ask that this complaint be passed along to such an interface. Oscar C. I live in Windsor Ridge and it is a nightmare to get out of this housing development across Scott Blvd. New houses, condos, duplex's and apartments have been built at the east end of Court Street and traffic has more than doubled since we moved here 5 years ago. We have a student at City High that we do not let go out Court Street to school, in fear of a accident on Scott Blvd. She has to go back to American Legion to Muscatine to 1 st Ave to get to City High, instead of the straight shot down Court Street. I understand a traffic signal is being considered for the intersection at Scott Blvd. and Cour[ St. I am writing to you to [et you know how VERY much I would like for there to be a signal there. We use Court St. often to exit Windsor Ridge, and crossing that road can be difficult (especially around 5 p.m.) and even dangerous at times. I have young children, and i always hate having to cross that intersection when it's busy. I know a traffic signal would remedy the situation. Please, please, PLEASE put in a signal!!!!! The applicant, Anetta Hull, has submitted an application for a rezoning from A2, Resort to RS, Suburban Residential, for approximately 3.25 acres of property located east of Sand Road, and south of Sycamore Street SE. The property is located in Fringe Area B of the Fringe Area Agreement between Johnson County and Iowa City, and is within the City's designated growth area. The property contains two homes on one lot. The applicant would like to subdivide the parcel into two lots to allow for one home (and lot) to be sold to a separate owner. Before they can be subdivided, they need to be rezoned to RS, Suburban Residential. ANALYSIS: The Fringe Area Agreement provides the City with the opportunity to review and comment on proposed rezonings within the two-mile fringe area prior to considerations of the rezoning by the Johnson County Planning and Zoning Commission and Board of Supervisors. This property is within Fringe Area B and is identified as being in an area identified as having a high annexation potential. The Agreement states "any zoning changes in Iowa City's projected growth area shall also be consistent with the City's adopted land use plan." The South District Plan states that residential uses will be the predominant land use in the South District, with higher density residential uses and neighborhood commercial uses at key intersections. In this case, the rezoning is proposed to allow the two existing homes to each be on a separate lot; no additional development is proposed. Given these circumstances, RS zoning is not inappropriate at this location. However in the long term this location, at the intersection of an arterial street (Sand Road) and a collector street (Sycamore Street), may be appropriate for more intense development if this property is annexed into the city. The City and County are cooperating on the reconstruction of the Gilbert Street / Sand Road corridor. There is an unpaved access to the this property from Sand Road that staff recommends should be closed either as part of the rezoning or subsequent subdivision. Given that the City may not review the subdivision, staff recommends that the closure of this driveway be a condition of the rezoning. Staff also recommends that this property be subdivided into a maximum of two lots until such time that this property is annexed into the City. STAFF RECOMMENDATION: Staff recommends that the City Council forward a comment to the Johnson County Board of Supervisors recommending approval of CZ04-00002, a rezoning of approximately 3.25 acres from A2, Resort to RS, Suburban Residential, for approximately 3.25 acres of property located east of Sand Road, and south of Sycamore Street SE, subject to the unpaved driveway to Sand Road being closed and that subdivision of the property being limited to two lots until such time that the property is annexed into the city.
