Channel. I understand that recently a cornmumty producer aired a program on that
channel wh~ct~ included tt~e ~mage of a nude wornan, and that th~s has raised the ire of
some members of tt~e community, leading to a review of PATV's policies witl~ regard to
programs riley allow to be sl~own.
I am writing to urge you not to undermine the current system in place at PATV. As

Essentially, under tt~e current system, the producer of eacl~ program is required to a(-cept
full responmbdity for the content of I~is or her program. In return, PATV exercF~es no
censorship on the channel, and does not even reqmre that programs be previewed.

PATV. up to and including revocation of his or t~er rigl~t to use PATv ~ equiprnent and/or
show programming on tt~e channel -- and, of course, the producer bears the full brunt of
any civil or criminal legal action.
I feel tt~at this balance of responsibility -- i.e., to[al responsibility to the
producer, and none to PATV or the city -- is exactly right. It allows maximum freedom
for producers, while minimizing the potential for illegal programming. In my estimation,
no other system could significantly reduce the risk of illegal programming, without
hopelessly compromising PATV's goal of being a free and open alterrlative media outlet.
With freedom of expression under attack almost everywhere lately -- most
especially witl~ tt~e so-called "Computer Decency Act" being debated in Washington -- it
is more important than ever tt~at progressive cities such as Iowa City stand firrn against
the censors, and protect tills unique outlet for freedom of expression.

Removal of Parking Prohibition on the East Side of the 100 Block of North Linn
Street
As directed by Title 9, Chapter 1, Section 3 of the City Code, this is to advise you of the
following action:
ACTION:
Pursuant to Section 9-1-3A10 of the City Code, the City Traffic Engineer will direct the
removal of the parking prohibition at the north end of the east side of the 1 O0 block of North
Linn Street. This action will occur on or shortly after August 7, 1995.
Pursuant to Section 9-1-3A17 of the City Code, the City Traffic Engineer will authorize the
installation of three additional parking meter stalls in the area vacated by the prohibition noted
above. The installation of the parking meters and their subsequent enforcement will follow
soon upon the removal of the parking prohibition.
COMMENT:
This action is taken upon the removal of a private driveway from Linn Street to the parcel
located at the southeast corner of Linn Street and Market Street. Recently, what had been
a convenience store has been converted to an office use and the driveway from the parcel to
North Linn Street has been removed. Removal of the driveway no longer requires a parking
prohibition on the east side of the north half of the 100 block of North Linn Street. The action
noted above will add three additional on-street parking stalls to the City's inventory in this
commercial neighborhood.
