Members must be qualified by experience and training to pass upon matters pertaining to building construction. To provide procedures for the operation of said Commission to eliminate prejudice, intolerance, bigotry and discrimination in the City of Iowa City, Iowa, by declaring discriminatory practices in the areas of public accommodations, employ- ment and the leasing, sale, financing or showing of real property to be against public policy and to prqvide procedures for the investigation of complaints and conciliation and to provide for enforcement. DESCRIPTION JUNE 27, 1995 BUILDING ~ _~. BUILDING OFFICIAL GRADE IX _ .; Under limited supervision of the Building Official inspects~b~ild'.A~.gs; issues permits; and confers with contractors and property o~.ers ~R enforce building codes. Acts as Building Official in his/h6r absence. II. GENERAL DUTIES 1. Inspects new buildings during construction to ensure that completed buildings meet zoning, fire, and safety regulations and building codes. 2. Inspects plumbing and electrical installations during new construction and remodeling for conformance to plumbing, electrical and building codes. 3. Interprets regulations and codes to builders and property owners. 4. Reviews and approves construction plans and assists applicants in altering construction plans to meet established standards. 5. Reviews requests and issues appropriate permits. 6. Maintains records of permits granted and inspections. 7. Enforces City Sign Ordinance provisions. 8. Inspects all facilities making application for a liquor'license. 9. Instructs inspectors on code requirements and departmental policies. 10. Attends City Council, Planning and Zoning, Sub-Division, and other special meetings as required. 11. Attends conferences and seminars as requested and/or required by the Building Official. 12. Assist in the budget process. III. QUALIFICATIONS A. Education, Training, and/or Experience Minimum two(2) years college or trade school education and three(3) years relevant experience required. Additional experience may be substituted for educational requirement. B. Knowledge, Skills, and Abilities 1. Knowledge of the material, practices and methods of building construction, plumbing, and electrical work. 2. Ability to read and interpret building, plumbing and electrical codes. 3. Ability to read and interpret plans and specifications: 4. Ability to communicate clearly and effectively in both oral and written form with both the public and other City Staff. 5. Ability to maintain accurate records and make reports. IV. LICENSES Valid Iowa Driver's License Required. Must be a Certified Building Inspector. ESSENTIAL FUNCTIONS Physical ability to traverse variable terrain conditions not accessible by vehicle including but not limited to steep slopes, unlevel grades and heavily vegetated areas for the purposes of visual construction inspection. Ability to establish and maintain harmonious working relationships with other employees, officials and the public. Ability to bend, stoop, climb and otherwise move about a construction site for inspections of construction work to assure compliance with applicable codes, regulations, and ordinances. Ability to read, write, speak, hear and understand English to communicate effectively and professionally with fellow employees, contractors, and the general public via telephones, face-to-face or and through written correspondence. Ability to accurately observe construction work and conduct testing procedures to determine compliance with standards and ordinance requirements. Ability to read and interpret regulations and ordinances governing construction of building and public works. Ability to operate telephone, measuring devices and general office machines. Ability to operate a motor vehicle. Ability to work long hours outdoors, occasionally under adverse weather conditions. Must not pose a direct threat to the health and safety of other individuals in the workplace or citizens encountered during work. Intellectual ability, Judgement, stamina, and coordinatio~ecessary to normally complete daily assigned tasks wLthin the workday.
