AGENDA CITY COUNCIL MEETING August 18, 1998 7:00 p.m. Civic Center ~,~ Cltl/of ITEM NO. 1. ITEM NO. 2. CALL TO ORDER. ROLL CALL. CONSIDER ADOPTION OF THE CONSENT CALENDAR AS PRESENTED OR AMENDED. Approval of Official Council Actions of the special meeting of July 27 and the regular meeting of July 28, as published, subject to corrections, as recommended by the City Clerk. b. Minutes of Boards and Commissions. (1) Housing and Community Development Commission - June 15 (2) Iowa City Board of Adjustment - July 15 (3) Iowa City Civil Service Commission - June 10 Recommendation to Council: Accept the certified list for the position of Fire Lieutenant. (4) Iowa City Human Rights Commission - July 6 (5) Iowa City Human Rights Commission - July 27 Recommendation to Council: Approve the recommended changes to the By-Laws. (6) Iowa City Public Library Board of Trustees - June 25 (7) Iowa City Public Library Board of Trustees - July 23 (8) Planning and Zoning Commission - July 16 (9) Police Citizens Review Board - July 28 c. Resolutions. (1) CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST THE RELEASE OF A LIEN REGARDING A PROMISSORY NOTE FOR THE PROPERTY LOCATED AT 308 WEST BENTON STREET, IOWA CITY, IOWA. (2) Comment: The owner of the property located at 308 West Benton Street received assistance through the City's Housing Rehabilitation Program for a total of $3,000 on February 28, 1989. The financing was a Promissory Note in the form of a Statement of Life Lien. The loan was paid off on August 7, 1998; thus the lien can now be released. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST A SUBORDINATION AGREEMENT BETWEEN THE CITY OF IOWA CITY AND UNIVERSITY OF IOWA COMMUNITY CREDIT UNION, IOWA CITY, IOWA FOR PROPERTY LOCATED AT 1416 TRACY LANE, IOWA CITY, IOWA. Comment: University of Iowa Community Credit Union, Iowa City, Iowa has requested that the City approve a Subordination Agreement for 1416 Tracy Lane. On January 21, 1993, the owners of the property received a $4,245. Promissory Note in the form of a Statement of Life Lien through the City's Housing Rehabilitation Program. University of Iowa Community Credit Union is about to refinance the first mortgage with the property owners. The property is appraised at $90,000 which provides enough equity to cover the City's second lien position, of which was the City's original position. d. Correspondence. END OF CONSENT CALENDAR. A NON-EXCLUSIVE FRANCHISE OPERATE, AND MAINTAIN A CITY OF IOWA CITY. TO MCLEODUSA, TO CONSTRUCT, CABLE TELEVISION SYSTEM WITHIN THE CITY OF IOWA CITY Comment: McLeodUSA has requested that the City grant it a franchise to provide cable television service in Iowa City, and that this issue be placed on the November 3, 1998, election ballot. In order to accomplish this, Council will need to expedite consideration by passing and adopting the ordinance at the August 25 Council meeting. Correspondence included in Council packet [McLeodUSA 1997 Annual Report in Council packets only]. PUBLIC HEARING Action: ITEM NO. 4. ITEM NO. 5. b. CONSIDER AN ORDINANCE AWARDING (FIRST CONSIDERATION) Action: CONSIDER A RESOLUTION AWARDING CONTRACT AND AUTHORIZING MAYOR TO SIGN AND CITY CLERK TO ATTEST CONTRACT FOR CONSTRUCTION OF THE COLLECTOR WELLS LOWER TERMINUS PROJECT. Comment: The bid opening for this project was on August 11, 1998 at 10:30 a.m. and the following bids were received: Reynolds, Inc. Collector Well International., Inc. Layne Christensen Co. Orleans, Indiana Columbus, Ohio Sunburry, Ohio $1,379,000.00 $1,397,200.00 $1,757,927.00 Engineer's Estimate $1,800,000.00 Public Works and Engineering recommend award of the project to Reynolds, Inc. of Orleans, Indiana. This project will be funded with Bond proceeds repaid by water revenues. ADJOURNMENT.
