PROCLAMATION
Whereas, Project GREEN has, since the Spring of 1968 to the Spring of 2005,
invested almost $1.4 million to more than 30 major community landscape projects, as
well as one or more landscape improvement projects at all schools in the Iowa City
Community School District; and
Whereas, Project GREEN has raised almost $600,000 in its past 34 annual May
GREEN Garden Fairs; and
Whereas, Project GREEN's 2003 and 2004 financial statements show 90.6% of its
annual expenditures are invested in community and public school' landscape projects;
and
Whereas, Project GREEN volunteers over the past two years have generated 58.6%
of its income through the annual GREEN Garden Fairs and the summer Garden Tours;
and
Whereas, Project GREEN's all-volunteer citizen force has remained committed to
promoting its goals as expressed by its acronym: Grow to Reach Environmental
Excellence Now; and
Whereas, Project GREEN is honoring its volunteers by designating 2005 as "Year of
the Project GREEN Volunteer," it seems proper and fitting to accord official
recognition and gratitude to this unique organization as it prepares for its 35th annual
GREEN Garden Fair on May 7, 2005, 9:00 - 11:30 a.m. at Carver-Hawkeye Arena.
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City, Iowa, do

Whereas, thousands of veterans of America's armed forces have served this
nation in times of peace and war and, in so doing have thereby assured the
safety and prosperity of all Americans; and
Whereas, annually more than a million veterans nationwide enter the
Department of Veterans Affairs medical facilities for medical care; and
Whereas, these hospitalized veterans, who yet bear the physical and emotional
scars of war, have most surely earned our gratitude for the many personal
sacrifices they have made on our behalf; and
Whereas, the veterans organization, which is proudly known to our city as
AMVETS, generously contributes time and efforts to the welfare of all veterans
and urges all Americans to remember these hospitalized men and women on this

Whereas, crime and the threat of vioience have profound and devastating effects on
individuals, families and communities in America; and
Whereas, over 24 million people in the United States are touched by crime each year;
and
Whereas, crime in America results in significant physical, psychological, financial and
spiritual effects on countless innocent victims; and
Whereas, crime victims in every state, U.S. territories and Federal jurisdictions have
statutory rights to be kept informed of and involved in criminal and juvenile justice
processes, and to be afforded protection, restitution and accountability from their offenders;
and
Whereas, there are over 10,000 community- and system-based victim ~ervice programs
across our nation that provide a wide range of services and support to victims of crime; and
Whereas, since 1983 the Office for Victims of Crime within the U.S. Department of
Justice has provided leadership to ensure that crime victims are treated with dignity and
compassion; and
Whereas, America as a nation continues to face threats to our personal and public safety,
and continues to commit its collective energies to help our fellow citizens who are hurt by
crime;
Now, therefore, be it resolved, that Iowa City proclaims the week of April 10 -
16, 2005 to be
National Crime Victims' Rights Week
and honors crime victims and those who serve them during this week and throughout the
year;
And be it further resolved, that we continue to fulfill the promise of justice and

non-profit public access center for fourteen years in the Iowa City
community and has trained hundreds of citizens to use video equipment to
create thousands of hours of local programming.
Now, therefore, I, Ernest W, Lehman, Mayor of the City of Iowa City, Iowa,
do hereby proclaim the week of April 10 - 16, 2005, to be

in Iowa City and urge all citizens to recognize the value of cable access television

HISTORY
Public access has been a part of cable television in Iowa City since 1979 when local
citizens realized that the constitutionally guaranteed right to free speech means
nothing if ordinary people are denied access to society's most pervasive medium.
Public Access Television, Inc. is an independent, non-profit organization incorporated on
September 14, 1989, under the regulations of the Iowa Secretary of State.
FUNDING
PATV is funded through a contract with the City of Iowa City. The actual funding comes from
Mediacom, as part of the cable franchise agreement between the City of Iowa City and
Mediacom. One condition of the current franchise, which is in effect until the year 2006,
is that Mediacom provides funding to pay for the operation and maintenance of a
public access/community programming facility and channel. Mediacom pays the City a
negotiated amount, which is then distributed to an entity that contracts with the City to provide
the required services. Public Access Television, Inc. is the current contractor. The funding from
Mediacom for fiscal year 2004 was $185,291. PATV's operating budget for fiscal year 2004
was $242,091. A complete financial report is available at PATV.
BOARD OF DIRECTORS
PATV is managed by a nine-person volunteer board. Each member serves a three-year
term. The board sets policies for the organization, These policies are then implemented
through procedures determined by the director. Board meetings are held the third
Thursday of each month and are open to the public.

FACILITIES AND STATISTICS
All statistics were compiled by adding the number of bookings and multiplying that
by the number of hours booked. Editing and studio time slots consist of 3 hours on
weekdays and Saturdays.
Studio - PATV's studio/control room is equipped with three digital cameras,
a video switcher, 16-input audio mixer, CD player, tape deck, DVD player,
MiniDV player, MiniDV recorder, SVHS players, SVHS recorder,
copy stand camera and an Amiga graphics system for adding titles.
Usage from January 1 - December 31st: 568 time slots booked/I,704 hours
Camcorder - PATV has eight camcorders -- five SVHS and three digital --
for checkout.
Usage from January 1 - December 31st: 762 check-outs
Editing - Five editing bays are available for use -- two SVHS and three digital
stations. Each SVHS editing bay has an Amiga graphics system for adding
titles.
Usage from January 1 - December 31st: 832timeslots booked/2496 hours
OTHER EQUIPMENT
PATV also has a dubbing station, PSA computer, three office computers with
printers, a scanner, a G-5 for staff use, a sixteen output playback system (including
digital and DVD playback) and a complete tape library.
WORKSHOPS
Two separate workshop tracks are now offered at PATV. After completing
Guidelines (a mandatory orientation workshop for all PATV producers and
providers) a person may take a field-and-post production track, which includes a
studio production track, or a digital production track. A component of the
training is that workshop trainees videotape and produce a short program to be
cablecast on the channel.

PROGRAMMING
PATV cablecasts programs from 11 am to paSt midnight Monday-Friday,
Saturdays from 9:30 am to past midnight, and Sundays from 11:00 am to 11:00
pm.
A program guide that lists the series is available at the access center and on the
PATV web site. Daily program listings can also be found on the PSA Display, on
the PATV web site, and in the TV section of the local newspapers.
Total number of new locally-produced programs seen on Channel 18 between
January 1 - December 31st: 601 programs/996.75 hours
Total number of new "community" programs produced between
January 1 - December 31st: 642 programs/1178.75 hours
