PROCLAMATION
WHEREAS, America's Vietnam War was fought in Southeast Asia
from August 5, 1964, until May 7, 1975, and must include the Advisory
Role from July 1, 1958, until August 4, 1964; and
WHEREAS, Iowa has always provided its best and brightest sons
and daughters to serve in this country's wars and during peace time in
the Army, Marines, Navy, Air Force, Coast Guard, Reserves, and
National Guard; and
WHEREAS, Iowa contributed more than 115,000 men and women
who served during the Vietnam War of which 853 were killed in action,
many more were wounded, 43 were held as prisoners of war, and 40 are
still unaccounted for; and
WHEREAS, Iowans understand that "FREEDOM IS NOT FREE"
and that all generations have offered its young to serve "in Harm's
Way" thus embracing John 15:13; and all of this state's Vietnam
Era/Vietnam Veterans and their family members are to be highly
commended for their service, sacrifice, and devotion to duty during a
most trying time in America's history.
NOW, THEREFORE, I, Ernest W. Lehman, Mayor of the City
of Iowa City, do hereby proclaim May 7, 2005 as the
30th Observance of the Ending of the Vietnam War

Whereas, the bicycle is an economical, environmentally sound, and effective
means of transportation, recreation, and fitness; and
Whereas, the bicycle is considered a legitimate vehicle in all 50 states and is
entitled to legal and responsible use of all public roads in Iowa, except
interstate highways; and
Whereas, increased use of the bicycle will benefit aH citizens by improving air
quality, reducing traffic congestion and noise, decreasing use of and
dependence upon finite energy resources and will foster healthy lifestyles; and
Whereas, the City of Iowa City has an ongoing commitment to encourage
bicycling as a viable mode of transportation and recreation; and
WHEREAS, May 14-20 has been declared National Bike to Work Week, and the
City of Iowa City supports bicycling to work; and
WHEREAS, the League of American Bicyclists has established the month of May
as American Bicycle Month.
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City,
Iowa, do hereby proclaim the month of May 2005 to be
Bicycle Month
in Iowa City, and encourage all citizens to ride their bicycles to work, to the store,
to the park, and with friends and family to promote the benefits achieved from
bicycling.

Whereas, the Congress and President of the United States have designated
May 15 as Peace Officers' Memorial Day, and the week in which May 15
falls as National Police Week; and
Whereas, the members of the Iowa City Police Department play an
essential role in safeguarding rights and freedoms; and
Whereas, it is important that all citizens know and understand the duties,
responsibilities, hazards, and sacrifices of Iowa City Police, and that
members of our Police Department recognize their duty to serve the
people by safeguarding life and property, by protecting them against
violence and disorder, and by protecting the innocent against deception
and the weak against oppression; and
Whereas, the men and women of the Iowa City Police Department
unceasingly provide a vital public service.
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City,
Iowa, call upon citizens of the City of Iowa City to observe the week of
May 15-21, 2005 as
Police Week
with appropriate ceremonies and observances. I further call upon all citizens of
the City of Iowa City to observe May 15, 2005, as
Peace Officers' Memorial Day
in honor of those law enforcement officers who, through their courageous deeds,
have made the ultimate sacrifice in service to their community or have become
disabled in the performance of duty, and let us recognize and pay respect to the
survivors of our fallen heroes.

Whereas, The Children's Tumor Foundation is observing May as National Neurofibromatosis (NF)
Awareness Month to inform the public about this common genetic disorder; and
Whereas, Neurofibromatosis is more prevalent than Cystic Fibrosis, Duchenne Muscular Dystrophy, and
Huntington's Disease combined; and
Whereas, over 100,000 Americans have NF and one of every 4,000 newborns will develop the disorder, it
nevertheless is relatively unknown to the public; and
Whereas, NF causes tumors to grow along nerves throughout the body, and can affect the development of
other parts of the body, such as bone and skin tumors, bone deformities such as scoliosis of the
spine; leg bowing and/or twisting, progressive loss of hearing, sight and balance; learning
disabilities; and other symptoms; and
Whereas, The Children's Tumor Foundation promotes and supports research aimed at finding the causes
of the disorder and developing treatments and a cure, provides information to people with NF,
informs the public about the disorder, and is a resource for medical and health professionals;
and
Whereas, while researchers have identified the genes that cause NF, much remains to be done to raise
awareness and funding to develop methods of prevention, treatment and a cure; and the
Children's Tumor Foundation (www.ctf. org~ 800-323-7938) leads the efforts in this regard;
Now Therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City, Iowa, in recognition of this
important initiative, do hereby proclaim the month of May, 2005 in the City of Iowa City as
