We believe that a casino located in Riverside would be detrimental to the business community and the social health of Johnson County. We plan to present to them a Powerpoint Presentation about our feelings. The citizens of Johnson County are the targeted market for this casino. Initial marketing led the casino owners to believe that no vote in Johnson County would ever allow a casino to be placed here. Instead, they chose a site just across the county line in Washington County. Your voters never had a chance to voice their opinion on the matter although they will be affected greatly by it. We are respectfully asking for your support next Wednesday. A letter to the IRGC indicating that the leaders of Johnson County reject the casino application would be enough to push the IRGC to reject Washington County's planned casino application. I have been asked, on behalf of RayCal, to request Gary J. $chmit increased bus service for the Westport bus route serving The Lodge and other areas along Highway 1. My client's request is that the service be increased to intervals of no longer than 30 minutes. Certainly, more frequent service will also be a material convenience to others using the Westport route serving this developing area of the City. Washington St. Iowa City, IA 52240 RE: Parking Violation On Saturday, April 22 my wife and I, while visiting Iowa City, decided that since we hadn't shopped in Downtown Iowa City since Coral Ridge Mall opened and since we had time, to shop your Downtown merchants. After scouring the area for parking, we finally found a metered spot and began walking to Bremmer's Clothing Store. Unfortunately we discovered that the store had just closed apparently because of a decline in businesses as related to us by other merchants. After shopping a couple other merchants, we returned to our vehicle only to be greeted by an overtime parking violation on Saturday. Iowa City must be the only municipality in Iowa to require Saturday parking meter fees. Last week I returned to Iowa City for business and again, after a lengthy search, parked Downtown, in order to purchase a wedding gift. After my Saturday experience I plugged the meter for what I hoped was more than ample time but I returned to my vehicle to find a warm greeting from Officer 207 for overtime parking which couldn't have been more than two or three minutes overtime at best. Coral Ridge Mall has never looked so good to us for future shopping when we visit Eastern Iowa. Please assure your Iowa City merchants that our dollars will in the future be left with Coral Ridge merchants, not Downtown Iowa City retailers because of your zealot parking enforcement. It is no wonder that fine, tax-paying retailers like Bremmer's go out of business in Iowa City. Please use my $5 fine wisely since it will hopefully be the last money we leave in Iowa City. The Code of Iowa does require all motor vehicles to be equipped with a muffler which is in good working order. Given the advance of nicer weather, we will see more motorcycles on the road. Our past observations related to this issue have run the entire range, in that a few of the motorcycles do seem loud but were operating with the required mufflers, others are clearly operating outside the requirements of Code, and the majority are operating in clear compliance. I will share your observations with our Watch Commanders, who will cover this issue in the daily briefings they conduct with their officers. Since cars are required to have mufflers, I don't understand why so many motorcycles are being driven in Iowa City without mufflers. Many times, cars are cited by the police for making excessive noise. I don't know if itTs just coincidence, but most of the loudest, and I mean ear-splitting loud, seem to be Harley Davidson motorcycles. The drivers of these motorcyles don't seem to be at all concerned about the extremely loud noise that they are making. In fact, I don't think that they are worried about being stopped by the Iowa City police. Can any of the council members tell me why our police department is allowing this noise to go on? I'm assuming that there is little, if any, enforcement of excessesive noise laws when it comes to motorcycles. I look forward to hearing from you. I would just like to voice the opinion of many on this forum to say that spending hundreds of thousands of dollars to control the deer population seems absurd when there are so many other good uses for that kind of money. I would encourage everyone to give hunting within city limits a good hard look because it is definitely another option to the problem. Although the hunters may not kill 300 deer in the first year, they will take a good number of deer and the constant hunting pressure on these deer will also push them back out of city limits. Finally, I think we must remember that whether it be sharp shooters or hunters, this problem is not going to go away overnight. In order to keep the deer population down in city limits continued hunting/sharp shooting will have to be done annually, this is another reason I feel that hunters would be the correct choice for the problem. The hunters will work free of charge, will take deer, and will continue to help out year in and year out. Please give a strong consideration to our stand, I feel that we can help control the deer population and by doing so can save the community some hard earned dollars. If they are not trimmed back by 13 June, I can either issue citations that include a $250 fine, or have Quality Care trim the hedges back and bill the costs to the owner. If you go north from where Muscatine and Scott cross you will find a large number cedar trees that are growing on both sides of the sidewalk. In the past you have had the owners cut them back but they have now grown back over the side walk. Just beyond the cedar trees you have a yard that looks like it belows to an absent landlord but most likely that is not city issue. If you continue on Muscatine past were Washington intersects you will find on the right hand side a series of bushes that have grown out on the sidewalk and also need to be cut back. Thanks for your assistance in this manner since it can cause problems when you have more than one person trying to get past these sections on the sidewalk. Past worked holidays or designated holidays include: Labor Day, Veteran's Day, the Day after Thanksgiving, and the day after Christmas, this list may not be all inclusive. Performing duties on any designated holiday helps to relieve and reduce the amount of time spent catching up routes throughout the remainder of the week. It generally will take the trucks the same number of hours to complete the routes; the question we always face is should we do it in four days, or work the designated holiday. It is unfortunate that perception sometimes rears its head and makes our efforts look as though we are taking advantage of holiday pay. In actuality, the department takes many factors into consideration when determining which holidays they will not interrupt pickup. This Memorial Day Holiday the Refuse Division made the decision three weeks prior to the designated holiday to perform garbage pick-up based on the following information: 1. The New Automated truck was experiencing mechanical problems and was scheduled for maintenance in Davenport. This changes the way those routes must be handled. 2. One refuse truck was sent to Cedar Rapids for scheduled warranty work on the steering. Now we are anticipating the loss of two trucks for the holiday week. 3. Ail 18 workers wanted to work. They base their decision on their past experience and knowledge of the working hours it takes to complete the routes in a 4-day work week. 4. Ail worked holidays requires two week notification to City Officials 5. Ail worked holidays requires one week notification in the paper The intent to work on any designated holiday is by no means intended to be disrespectful toward the traditional meaning, customs or practices of those holidays. It is purely an attempt for the department to be proactive, productive and efficient in completing the routes within the designated timeframe and to adequately serve the residents of Iowa City. However, we seem to have a very good contract with Mediacom, in the sense that it includes considerable support for public channels. Here schools, the library, the public and the university each have channels at their disposal for teaching and and creating projects that provide experience and personal growth for students and adults. This is much more service than most Communities enjoy. If we pay a little more than average, we certainly receive more than average. New contracts often result in higher costs. Let's keep the cable franchise and extend the contract. The organized youth sports programs in Iowa City (including baseball) are not sponsored by the City. They are each operated by non-profit organizations, set up specifically for their respective activities. We (the City) provide the facilities for them, but we do not take charge of the scheduling. I do appreciate and understand your concerns, but the only way we could prevent youth baseball games on Memorial Day would be to say the ball fields are closed. Then we would have to ask, what other facilities do we close? If directed to do so, we will certainly close facilities on Memorial Day. But, given the demand and the long-standing tradition, I doubt this will happen. Again, I appreciate your concerns, and I thank you for taking the time to express them. We very much appreciated Dee Vanderhoef and Bob Elliott attending our meeting. They offered valuable insight into the increasing problems created by the easy accessibility of alcohol to under age adults. During our April 23rd meeting, we spent considerable time discussing the April 17th Des Moines Sunday Register story titled "Iowa City drowns in booze culture". The statistics contained in the story are very alarming to our Parent's group and I am sure to you as well. Negative media attention such as this story can be very damaging to the strong reputation of the City and the University. Since our April 23rd Parent's meeting, the University has kept us informed of the Press-Citizen reports of your May 2® and 16th Council meetings. From these newspaper columns, we understand there are no current plans to consider any ordinance or policy changes. And while we find future delays of any near term, rather disappointing, we need to trust your collective judgment in the ultimate resolution. With this said we do want to share the following key message points that came about thru our Parent's Association board meeting. (1) We feel the ease of access to alcohol is real and needs immediate compliance. Monetary fines should be enforced to bar owners, students and all who are in violation of existing laws. If bar owners are given the privilege of a liquor license, let's hold them accountable. (2) We feel that continuing education is paramount. This would fall into the responsibilities of all impacted parties to include bar owners, existing city/university action groups, the University office of Student Services, student organizations, etc. Everyone and everybody who can make a difference should be a part of the effort. Of note is that one of our Board members was recently added to the Executive Committee of the Stepping Up coalition. (3) We feel a sense of urgency to see some action items taking place. We don't want to continue in a status quo position which seems to be where we sit today. In order to tackle something this controversial, we need to take action one step at a time. The important step is the first step. We all want to see some measurable results before additional negative reporting occurs. (4) The core problem is clearly the existence of a lower age limit allowed into bars. We strongly support age 21 requirements that are the norm in other communities throughout the state. To continue under age admission into bars, only creates greater potential for negative media attention. Let's reverse the "ease of alcohol" image, before we experience further damage to the reputation of the community and the University. (5) We would like to be a participant in reaching solutions which make a difference. While our Board is physically dispersed throughout Iowa and into neighboring states, we do not have a daily presence in Iowa City. However, we still have a significant responsibility in representing parents of all university students. We take our responsibility quite seriously. We hope to have a voice in your ongoing deliberations. We again thank-you for your time in listening, and we look forward to further communications with you. The quality of life in the City and the University is enjoyed very much. We hope your leadership courage and action steps will help us overcome the existing alcohol culture. The Iowa City downtown late night scene is dangerous for our youth and our safety officers. As consumers we avoid shopping in the downtown area (due to trash, filth) after a weekend evening and we are usually enthusiastic supporters of the retail and restaurant businesses in the downtown area. As leaders of our community, it is our responsibility to provide a roadmap which facilitates positive growth in our young people.
