What contributions do you fee[ you can make to the Airport Commission?
The Iowa City Airport is an important part of the City's infrastructure. Maintaining
an excellent aviation facility is of value to every one. The airport is no more a
luxury than City Park PooL, good fire protection, or clean refuse trucks.
Most people understand only Commercial Passenger Aviation and have little concept
of the value of Genera[ Aviation. Did you know that it is possible to get on a charter
aircraft in Iowa City early in the morning, do business on either coast and be home
that night? This Level of transportation and communication is important for any city.
I have previous experience on the Iowa City Airport Commission from 1992 to 2002. I
believe I can add an historical perspective to many of the issues currently at hand.. I
do not own an airplane, and I am not a Licensed pilot. I have no intentions for either.
I take a special pleasure in aerial photography, flying with friends and Jet Air.
I have been following the changes at the Airport through a newsletter from the
Friends of the Iowa City Airport. Most of the issues in discussion now were originated
in the mid 1990's and are very familiar. There are plans for work on the primary
Runway 7-25 which originate from the 1996 Master Plan. The Boeing/United Hangar
must be moved or demolished to stay in compliance with Federal Obstruction rules.
It is true that no airplanes have ever collided with that building, but it is now
recognized as an "obstruction" and must be dealt with. The ramp in front of the
Terminal is to be expanded and rehabilitated. The ramps in front of the North T
Hangars are spaLLed and cracked so badly they are little better than graveL.
The pending Wa[ Mart sate in the North Commercial Area is very important to the
Airport. The concept of producing revenue from this area originated in the Late
1980's. White I have persona[ concerns with the culture surrounding Wa[ Mart,
attempting to change it is a fool's errand. Proceeds from the value of this [and
(preferably [eased) have the potential to supplement Airport operating expenses and
grant matching for many years into the future.
I feel that some form of City-centered management is important. The past has
taught us that the Fixed Base Operator may not always have the best interests of the
city at heart. Perhaps there are ways of contracting for the part time help of an
aviation management professional. CD ~:-=~
If Councilors have further questions, I can be contacted at hhoran~msn.c6m~!
Sincerely,
Howard Horan

WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE REASON FOR
APPLYING)?
, am applying first and foremost to get involved in the municipal government of Iowa City. I represented students as an
undergraduate senator on the University of Iowa Student Government and want to continue representing students, as well as
citizens of Iowa City, in a more broader aspect. I will bring to this, or any other, advisory board, a fresh perspective and
hopefully spark an interest among iowa City's younger citizens in the local political process. Communications technology is
rapidly expanding field that brings with it so many opportunities for change and reform in current telecommunications systems in
Iowa City. While I may not be the most technologically astute individual, I was reared in a generation full of them. My peers,
and to a greater extent people of all ages, are embracing technology and communications advances more readily than ever and
would like to be one of the representatives for these individuals on the Telecommunications Commission.
