Ha/vat Hall 7:00p Regular Formal Council Meeting R A N D U M Date: July 7, 2005 To: City Council From: City Manager Re: Improvements to pedestrian crosswalk marking program You are aware of our ongoing efforts to increase pedestrian safety. In planning for next year's budget, and after evaluating several strategies for increasing the visibility of pedestrians in crosswalks, we landed on two which our traffic studies showed increase the number of motorists yielding to pedestrians. These include VEHICLES MUST YIELD TO PEDESTRIANS IN CROSSWALK signs, and pedestrian countdown timers. We also have examined our crosswalk marking program to see where improvements can be made. We are attempting to increase the use of continental crosswalks (the large rectangles instead of parallel lines) at certain locations. An additional area where we believe we could make improvement is with respect to our pedestrian crosswalk markings. Pedestrian crosswalk markings are currently painted with latex paint by City crews as part of our ongoing pavement marking program. Our research as well as citizen concerns show that these markings have very poor performance; by mid-winter and certainly by early spring, the crosswalk markings that were applied the previous summer have virtually disappeared. A motorist could claim that they did not yield to a pedestrian in the crosswalk because the crosswalk no longer existed. Crosswalk markings applied with special longer-wearing durable paint enhance the visibility of these markings. We have 172 intersections with painted crosswalk markings. These are in the downtown/campus area, at all signalized intersections, and school routes. We are proposing a project to paint all of these intersections with with a more durable paint. The paint product that we are suggesting be used has a three-year warranty, so we are proposing a program which would paint all marked crosswalks on a three-year cycle, with one-third being painted each year. The durable paint cannot be applied by City crews, so this would be a contractor-applied program at an expense of $125,000 per year. We would propose commencing this program in FY06 and have it be an annual project in the Capital Improvements Program. We will continue researching other means for increasing pedestrian safety in the community. The Dodge Street project is a joint Iowa City / Iowa DOT project, and within the project corridor, sidewalks are being constructed. I have not been involved with this project directly, though I have had some input. Let me start by stating that I agree with you completely that sidewalks should be provided on both sides of all city streets (except in some industrial districts or very Iow volume cul-de-sacs, where I believe they should be on at least one side of the street). Like many cities, Iowa City has not always required sidewalks to be constructed, so we have many areas where there are gaps in the sidewalk system, such as parts of Rochester Avenue, Friendship Street, Sycamore Street, Sheridan Street, many other older local residential streets, in addition to the segments you mentioned. On some of these streets, it was Iowa DOT making the decisions, on campus streets it is University of Iowa, and on some streets it was City of Iowa City responsibility. As part of the sidewalk inspection program you mentioned, existing sidewalk panels are required to be repaired, but the City of Iowa City has not been requiring new sidewalks to be constructed if they had been waived in the past. Instituting a sidewalk construction program would be a City Council decision, and you should lobby the City Council for such a program if you believe it is important. The issues will be who pays for the sidewalks i.e. should the general public pay, or should property owners be assessed (in new construction property owners pay for their own sidewalks); and dealing 7/1/2005 Sidewalks Page 2 of 3 with complaints from owners who do not want to have to maintain sidewalks ("1 bought this property because it does not have a sidewalk"). There is also the issue of prioritizing improvements, but I believe we could do this by establishing some criteria based on pedestrian traffic, proximity to schools, proximity to public buildings, etc. Give me a call if you would like to discuss this further - we have been constructing many miles of sidewalks and trails as part of new construction in Iowa City, Coralville and North Liberty, but a sidewalk program/project to retrofit older city streets in Iowa City would require authorization and a budget from the City Council. In particular I'm referring to the (lack o0 sidewalks on Governor between Dodge heading towards Brown Street. Since you are rebuilding three corners of the Dodge/Governor intersection this would have been the most opportune and least expensive time to rebuild the fourth corner for future sidewalk placement down Governor Street. Many people in this town walk either as recreation or as the preferred means of transportation to & from work, shopping, etc. The City needs to be pro-active in finishing sidewalk placement that has been ignored for decades. I find it almost comical that sidewalks start and stop in the middle of nowhere (reference in front of the Social Services building on N Governor or the new house along Dubuque Rd between Dodge and Oak Street.) I also don't understand why the city doesn't have sidewalks along municipal property (reference Happy Hollow Park or along the Brown Street side of Oakland Cemetery.) I believe the City should set the example and be the catalyst to finish a sidewalk construction plan that is many decades old. I know many people are against this because they are the property owners who would need to maintain and do the snow removal. These reasons shouldn't even be considered valid when weighted against the citizens need for and the city's responsibility to provide safe & efficient pedestrian mobility. In a community that has ever increasing auto traffic the plan should be to promote SAFE pedestrian travet by minimizing pedestrian's exposure to vehicular traffic by having to cross back & forth the streets because of these gaps in the sidewalk routes. (As a sidebar, there's enough jaywalking etc downtown!) I do understand that at some places it is next to impossible to have sidewalks on both sides of the streets; an example is along Kimble between Gilbert and Governor Street. I'm sure that as part of the City's sidewalk inspection program you could catalo§ue all the gaps in the city sidewalk routes. Just as citizens with sidewalks bear the expense of repair & replacement, our 7/1/2005 Sidewalks Page 3 of 3 neighbors currently without sidewalks need to be responsible and install them. I realize that many could be installed as part of the ever ongoing street improvement projects.
