Re: Police Citizens Review Board
Our recent discussions with the PCRB have given me reason to reassess the purpose for which
they were set up and to evaluate, in my own judgment, how they are doing. As we all
remember, the Board was established to review complaints filed against the police and
determine the validity of these complaints. To date these evaluations have proven what many of
us already suspected, that we have a competent and professional police department.
I have been particularly impressed with the thoroughness of their deliberations and their efforts
to protect the identity of the officers involved. In this regard, I am particularly curious as to why
they feel it is necessary to track an officer's identity before they resolve the complaint. It would
appear that the same purpose could be served by revealing the identity after resolution of the
complaint. I have asked the chairperson of the board to elaborate in writing why they feel so
strongly about this.
I indicated my agreement to allow this information for several reasons. First, I feel that we as a
Council have set up this board for a specific purpose. Although I do not understand why prior
identification is necessary, I feel we should respect their wishes until such time as their
procedures prove to be unfair or arbitrary. Second, their actions to date relative to protecting an
officer's identity have convinced me of their honesty and sincerity. Third, even if their actions
prove not to be impartial, they have no authority other than to recommend to the Chief and the
Council. Fourth, our refusal to allow their request will be viewed by those who are critical of the
Police Department as an effort on the part of the Council to prevent them from doing what they
were set up to do.
I believe we need to take a more constructive view of this board. In most cities that have such a
board, they end up being proof positive of the quality of their police departments. Our board is
finding the same thing right here in Iowa City. Their job is just as much to affirm the quality of
our police, as it is to point out its weaknesses. To date, their reports have confirmed our belief
that we have a fine police department. We need to realize that the PCRB can be a valuable tool
for the Council and the Chief to show the dedication of our police force in serving the public.
Our failure to support the PCRB gives the public, whether right or wrong, a reason to suspect
our motives. While this board is indeed an arm of the Council and, as with any board, should be
monitored closely, we should either support them or reevaluate their importance to the
community.

I am in receipt of your letter concerning the potential of Amtrak providing rail passenger
service through Iowa City. I am appreciative of the local support and enthusiasm generated
by the future prospect of rail service through communities served by the iowa interstate
Railroad. There are two rail passenger initiatives (listed below) that have been discussed in
the media the past several weeks that need clarification.
Midwest Regional Rail Initiative - This was a two year study commissioned by 9 state
DOT's (including Iowa), the Federal Railroad Administration (FRA) and Amtrak to
determine the feasibility of expanding and enhancing high speed passenger rail service
throughout the Midwest. My railroad was chosen as the preferred route through Iowa,
primarily because of the population density (Quad Cities, Iowa City, Des Moines, Omaha)
along with being the most economical to upgrade. The preliminary service will initiate out of
Chicago (around 2001) and plans to reach Iowa around 2004. This proposal calls for 3000
route miles at a cost of approximately $1,000,000 per mile, plus another $500,000,000 for
equipment. The proposal is for 80% federal and 20% state funding. This is all preliminary
information from a consultant's study.
Iowa Interstate/Amtrak Express Service - My company has had discussions this past year to
bring Amtrak's "Express Service" to our railroad. This is a service that carries both
passengers and freight. This is not a part of the above-mentioned Midwest Regional Rail
Initiative. The initial passenger service offering would be between Chicago and Des Moines.
Increasing passenger stops is a function of community support for ridership, upgrading or
building stations, and improving track infrastructure to increase speeds.
Our goal with Amtrak is to develop a service proposal during the 2nd quarter with a phased in
approach for expansion. My plan is to take this proposal to key community leaders such as
yourself, along with local and state legislatures, for assistance and support. I will keep Jeff
Davidson apprised as we progress our negotiations with Amtrak.

An application submitted by Knights of Columbus for an annexation and rezoning from
County Planned Commercial (CP-1) to Medium Density Multi-Family Residential (RM-
20) zone for property located at 4776 SE American Legion Road.
An application submitted by Bruce Glasgow for an annexation of approximately 9.75
acres of property located on the east side of Scott Boulevard at Washington Street, to
rezone 14.91 acres from Medium Density Single-Family Residential (RS-8), Low Density
Multi-Family Residential (RM-12) and County Suburban Residential (RS), to Planned
Development Housing Overlay (OPDH-8; 8.36 acres), Low Density Single-Family
Residential (RS-5; 5.43 acres0, and Low Density Multi-Family Residential (RM-12; 1.12
acres) a request for a preliminary plat of Scott Boulevard East, Part Three, a three-lot,
9.46 acre residential subdivision, and a preliminary OPDH plan to allow 72 dwelling units
on an 8.16 acre parcel located a the northeast corner of Scott Boulevard and
Washington Street extended.
An application submitted by Youth Homes for a special exception to permit an expansion
of a group care facility that is the construction of a classroom addition, for property
located in the Intensive Commercial (C1-1) zone at 1 916 Waterfront Drive.

Several months ago First Star Bank informed us that they were moving their lock box service for
remittance of payments provided to the City of Iowa City from Cedar Rapids to Milwaukee
effective April 1, 1999. A Request for Proposal (RFP) was sent out to the local banks as well as
some other banks within Iowa requesting lock box service. Based on the analysis of the RFP,
the City's new lock box address for remittance of payments will be Des Moines, Iowa through
Norwest Bank.
I worked hard at trying to get a local bank to provide the lock box service at an affordable price
as well as quick turnaround of the remittances. The local banks were not able to provide that.
Effective March 1, 1999 the new remittance address for mailed in payments will be sent to Des
Moines, Iowa and processed by Norwest Bank there.

Trailside Project/Hospice Memorial
You may recall that we are looking into the construction of
"trailside rest areas" as the number/length of trails increases.
I have been working with Casey Cook and a committee of
volunteers to develop plans whereby donations would help to
finance these rest areas in exchange for naming opportunities.
It appears that the first of these trailside areas will soon
become a reality. Conceptual plans have been developed for a
"Hospice Memorial" to be constructed adjacent to the future
Willow Creek Trail in Willow Creek Park. This will be a larger
and more expensive project than future anticipated trailside
rest areas. Funding will come from a variety of sources,
including Casey Cook (in honor of his mother), Hospice Inc.,
F.I.R.S.T., the Mickey Vanderhoef Memorial, and the City. Total
construction cost is estimated to be in the $12,000-15,000 range
and I anticipate the City's "contribution" to be no more than
one-half of this cost. Even though the Willow Creek Trail
project likely will not be completed until sometime next fall,
the group would like to proceed with this memorial project in
order to have it completed by Memorial Day. We think this is
achievable and are proceeding with this time schedule in mind.
With regard to another matter of a similar nature, the Hospice
organization may be interested in working with us in the future
to develop a larger, more inclusive Hospice memorial in one of
our parks.

Re: City employee Jim Wells
Dear Steve:
I am writing this letter to commend one of the City' s excellent employees with whom we
recently had contact. On Saturday, February 20, my wife discovered a sewer backup in a small
rental property that we own on Kimball Road across from our own home. Fortunately, the
property was vacant while undergoing renovation.
Pat called the City's sewer emergency line and Jim Wells from the wastewater treatment
staff responded almost immediately. He came out to the house within minutes of being called,
cleared the sewer backup problem, and promptly made arrangements for cleanup. Mr. Wells
even gave us his home phone number so that we could call if we had further problems later in the
day.
Obviously, no one enjoys having the type of problem we had, but your employee, Jim
Wells, very ably helped us through it. We just wanted you and your staff to know about Mr.
Wells' excellent work.
